1 Item la DOUGHERTY COUNTY BOARD OF EDUCATION Minutes Board Briefing-11 :30 a.m. & Regular Board Meeting-12:00 p.m. January 24, 2018 Board Members Present: Mrs. Velvet Edwards-Poole-Board Chair., Mr. Robert Youngblood, Board Vice Chair, Reverend James Bush, Mr. Milton Griffin, Mrs. Melissa Strother, Mrs. Geraldine West Hudley, and Dr. Dean Phinazee. Others Present: Mr., Mr. Tommy Coleman, School Board Attorney. Superintendent's staff members and the press/news reporters. *Board Briefing-11 :30 ll.m. The Board Briefing was held in the Administration Building Board Room, 200 Pine Avenue, Albany, Georgia. The Briefing was called to order by Board Chair-Mrs. Velvet Edwards-Poole. During the briefing, Mrs. Velvet Poole turned the meeting over to Mr. Dyer. Mr. Dyer began the meeting with presentations. Mr. Jay Smith, with Georgia Power presented at check for $1,000 to a first year Robert Cross Teacher and the Principal, Mrs. Thelma Chunn to help set up his classroom. Mr. Mickey Key, with GSBA presented a check for $5,000 for a safety grant that Mr. Joseph Harvey, Chief Operating Officer and his staff applied for, and was awarded. Mr. Dyer thanked the representatives from Georgia Power and GSBA for all that they do to support the Dougherty County School System. Item #6. Mr. Coleman passed out copies of the Bond Resolution for the Series 2018 Bonds and gave a brief overview, and asked the board to vote on that item separate. Item #7ll. Fund Raising Request was added for Merry Acres Middle School's Student Council to have a Valentine's Dance on Friday, February 9, Item #Sa. Resolution to set regular monthly and mid-month board meetings was added. During Committee Reports-Dr. Inyang gave on overview for Multi-Tiered Professional Learning on Instructional Practices with Educational Epiphany. Mr. Dyer asked for permission to move forward with getting the process started since we are about three weeks away from implementation using the Title I Budget, with the full proposal going to the finance committee and then to the full board in February. Mr. Dyer informed board members that the state's chief turnaround officer, Mr. Eric Thomas would present the district assessment results later today. An Executive Session was added to the agenda to discuss personnel. *Mrs. Gem/dine West Hudley motioned to move into Executive Session to discuss personnel. Dr. Dean Phinazee seconded. Mrs. Velvet Edwards-Poole, Reverend James Bush, Mrs. Melissa Strother, Mr. Milton Griffin mid Mr. Robert Youngblood voted yes. The vote was unanimous. Time: 11:57 a.m. *Mrs. Geraldine West Hudley motioned to end the Executive Session. Mrs. Melissa Strother seconded. Mrs. Velvet Edwards-Poole, Reverend James Bush, Mr. Milton Griffin, Dr. Dean Phinazee and Mr. Robert Youngblood voted yes. The vote was unanimous. Time: 12:18 p.m.

2 Page 2, Board Meeting Minutes, January 24, 2018 *Regular Board Meeting-12:20 p.m. The Dougherty County Board of Education held their Regular Board Meeting at the Administration Building Board Room located at 200 Pine Avenue, Albany, Georgia. The Meeting was opened by Board Chair -Mrs. Velvet Edwards-Poole and she asked everyone to stand for a Moment of Silence and the Pledge of Allegiance. Mrs. Poole and the board members decided to vote on a consent agenda with the additions of Item# 2-Added Johnathan Johnson as Assistant Principal at Live Oak Elementary, Item #7a-Fund Raiser for Merry Acres Added, Item #8a.-Resolution to set board meetings, and vote on Item #6 separate. *Mrs. Ge r aldine West Hudley motioned to approve the minutes from the Regular Board meeting held on January 8, Mrs. Melissa Strother seconded. Mrs. Velvet Edwards-Poole, Reverend James Bush, Mr. Milton Griffin, Dr. Dean PJ,inazee and Mr. Robert Youngblood voted yes. The vote was ummimous. *Mrs. Melissa Strother motioned to approve the consent agenda, (Items 2-5) and (7-811.) with the additions of Item #7a.-Fund Raising request/or Merry Acres Middle, Item# 8a.-Resolution to set regular and mid-month board meeting. Mrs. Geraldine West Hudley seconded. Mrs. Velvet Edwards-Poole, Mr. Robert Youngblood, Reverend James Bush, Mr. Milton Griffin and Dr. Dean Phinazee voted yes. The vote was unanimous. *Mr. Dyer recommended approval of Item # 6, with the exception of the bond counsel fee. He asked for authorization to negotiate that fee, with approval of the Board Chair and Finance Committee Chair. Reverend James Bush asked Mr. Dyer why he is requesting permission to negotiate the fee. Mr. Dyer stated that the fee is typically less titan what it is, and when he realized it was higher he contacted the bond counsel aml was told that the attorney adjusted his fee. Mr. Dyer stated that he advised the bond counsel and the finance advisor that he would not recommend approval of the fee, but would request <mthoration to approve the Resolution for the Series 2018 Bonds. Therefore, Mr. Dyer is requesting permission to negotiate a lower fee. *Reverend James Bush motioned to approve Item # 6-Consideration of Recommendation for Bond Resolution for the Series 2018 Bonds. Mrs. Melissa Strother seconded, approved with Mr. Dyer being able to negotiate the fee. Mrs. Velvet Edwards-Poole, Mr. Robert Youngblood, Mrs. Geraldine West Hudley, Mr. Milton Griffin and Dr. Dean Pl,inazee voted yes. The vote was unanimous.

5 ITEM #Ba (Added) RESOLUTION NO. 18- A RESOLUTION SETTING REGULAR MONTHLY MEETINGS; PROVIDING FOR NOTICE OF THE DATE OF SUCH MEETINGS; AND FOR OTHER PURPOSES. WHEREAS, O.C.G.A requires that Boards of Education shall annually determine the date of their regular meeting; and WHEREAS, O.C.G.A further requires that the date of the meeting be published in the official county organ for two consecutive weeks following the setting of the date; and WHEREAS, the Dougherty County Board of Education has determined it to be in the best interest of the county to provide public meetings to encourage, enhance, and improve the opportunities for citizens to become informed about the Dougherty County School System; and WHEREAS, O.C.G.A l(d) also requires local Boards of Education to prescribe the time, place, and date of their regular meeting and to post and maintain in a conspicuous place available to the public at the regular meeting place a notice containing this information; NOW, THEREFORE, BE IT RESOLVED by the Dougherty County Board of Education as follows: Section 1. The Dougherty County Board of Education shall hold its regular monthly briefing session at 6:30 and the regular meeting at 7:00 p.m. on the second Monday of each month in the Board Room of the Dougherty County School System Administration Building, 200 Pine Avenue, Albany, Georgia. Section 2. During the months of September through May, the Dougherty County Board of Education shall hold a mid-month briefing session at 11:30 and the mid-month meeting at 12:00 p.m. on the fourth Wednesday of each month. Each mid-month meeting will be held in the Board Room of the Dougherty County School Administration Building, 200 Pine Avenue, Albany, Georgia. Section 3. Notice of these meetings shall be placed in the legal organ of Dougherty County at least once a week for two consecutive weeks following the passage of this resolution.
