2 BIOGRAPHIES Marco BUTI Marco Buti is Director-General for Economic and Financial Affairs at the European Commission since December He first joined the European Commission in 1987, holding various positions, including that of economic advisor to the President of the European Commission. He is the European Commission s Finance Deputy in the G7 and G20. He has been visiting professor at the Université Libre de Bruxelles, the University of Florence and at the European University Institute. He has published extensively on the Economic and Monetary Union, macroeconomic policies, structural reforms, welfare state, and unemployment. António COSTA António Costa is Secretary- General of the Portuguese Socialist Party since November 2014 and Prime Minister of Portugal since 26 November He was elected Deputy to the Assembly of the Republic between 1991 and For more than ten years, between 1982 and 1993, he was a member of the Municipal Assembly of Lisbon and from 1993 to 1995 he was Alderman at the Loures City Hall. He served in the XIII Constitutional Government as Secretary of State for Parliamentary Affairs between 1995 and 1997 and as Minister for Parliamentary Affairs between November 1997 and October After that date, from October 1999 to April 2002, he was Minister of Justice of the Portuguese Republic. In the XVII Constitutional Government he was Minister of State and of Internal Administration from March 2005 to May He was elected Mayor of Lisbon for eight years, between August 1, 2007 and April 6, Between 2010 and 2015 he was also a member of the Committee of the Regions and also assumed the Presidency of the Lisbon Metropolitan Area Council from 4 November 2013 to 6 April Daniel DĂIANU Daniel Dăianu is Professor of Economics at the School of Political and Administrative Studies in Bucharest, a Member of the Board of the National Bank of Romania, a Member of the Romanian Academy, and a Member of the EU High-Level Group on Own Resources (HLGOR). A former Finance Minister of Romania ( ), Deputy Minister of Finance (1992), and Member of the European Parliament ( ), he also served as First Deputy President of the Financial Supervision Authority ( ), as Member of the Board of the CEC Bank ( ), as Chairman of the Supervisory Board of Banca Comerciala Romana ( ), and as Chief Economist of the National Bank of Romania ( ). He has authored and co-authored numerous publications and contributions to international press publications, and is affiliated to various think tanks, including as a Member of the European Council for Foreign Relations, a Member of the Board of Trustees of Friends of Europe, and a fellow of the Center for Social and Economic Research (CASE, Warsaw). Most recently, he co-edited The Crisis of the Eurozone and the Future of Europe (Palgrave Macmillan, 2014) and authored Which Way Goes Capitalism? (CEU Press, Budapest/New York, 2009). From April 2002 to March 2004 he led the Parliamentary Group of the Socialist Party (PS) at the Assembly of the Republic. He was a Member and Vice- President of the European Parliament between June 2004 and March

3 Paul DE GRAUWE Paul De Grauwe is John Paulson Professor at the London School of Economics. He was a member of the Belgian parliament from 1991 to He is honorary doctor of the University of Sankt Gallen (Switzerland), the University of Turku (Finland), the University of Genoa, the University of Valencia and Maastricht University. He was a visiting professor at various universities: Paris (Dauphine), Amsterdam, Berlin (Freie Universität and Humboldt), Genoa, Kiel, Milan, Pennsylvania (Wharton School) and Michigan. He is a research fellow at the Centre for European Policy Studies in Brussels and CEPR fellow in London. He is Vice-President of the Portuguese Fiscal Council. His research interests are the economics of monetary unions and behavioural macroeconomics. His book publications include: The Limits of the Market, Oxford University Press, 2017, The Economics of Monetary Union, Oxford University Press, 11 th Edition, 2016, and Lectures on Behavioral Macroeconomics, Princeton University Press, Maria DEMERTZIS Maria Demertzis is Deputy Director at Bruegel. She had previously worked at the European Commission and the research department of the Dutch Central Bank. She has also held academic positions at the Harvard Kennedy School of Government in the United States and the University of Strathclyde in the United Kingdom, from where she holds a PhD in economics. She has published extensively in international academic journals and contributed regular policy inputs to both the European Commission s and the Dutch Central Bank s policy outlets. Valdis DOMBROVSKIS Valdis Dombrovskis is the Vice-President of the European Commission responsible for the Euro and Social Dialogue, also in charge of Financial Stability, Financial Services and the Capital Markets Union. Prior to that, he served three consecutive terms as Prime Minister of Latvia, becoming the longest serving elected head of government in Latvia s history. Before becoming European Commission Vice-President, Valdis Dombrovskis was elected for the second time as a Member of the European Parliament (first, ) and Head of the Latvian Delegation in the EPP Group. He served as a Member of the Saeima (Parliament) of Latvia (March June 2004; January June 2014) and was Latvia s Minister of Finance from 2002 to Prior to joining politics, he worked as a senior economist and Chief Economist at the Bank of Latvia ( ). Together with Anders Aslund, he coauthored the book How Latvia came through the financial crisis, published in In November 2014, Valdis Dombrovskis was awarded the Order of the Three Stars (Triju Zvaigžņu ordenis), the highest State Decoration of the Republic of Latvia. Lowri EVANS Lowri Evans was appointed Director-General of the Directorate-General for the Internal Market, Industry, Entrepreneurship and SMEs on 1 September She has been Director-General of the Directorate-General for Maritime Affairs and Fisheries from 2010 to Prior to that, she has worked in several policy areas in the European Commission, notably Competition and Employment. She started her professional career in audit and accountancy with Deloitte. 3

4 Jeffrey FRANKS Jeffrey Franks is Director of the International Monetary Fund (IMF) Europe Office and Senior Resident Representative to the European Union, based in Brussels. A 24-year veteran of the Fund, he has held numerous other assignments, including heading the resident offices in Ukraine and Ecuador, and leading teams on Pakistan, Romania, France, Belgium, and Paraguay. Marcel FRATZSCHER Marcel Fratzscher is President of the DIW Berlin (the German Institute for Economic Research) and Professor of Macroeconomics and Finance at Humboldt-University Berlin. He is also Chair of the German government expert committee on Strenghtening investment in Germany ; member of the advisory board of the German development, non-profit Deutsche Welthungerhilfe; and member of the supervisory board of the Hertie School of Governance. Moreover, he is co-owner of Kreuzberger Kinderstiftung and Member of the advisory board of the Society for German-Chinese Cultural Exchange (GeKA e.v.) Berlin. His prior professional experiences include positions as Head of the International Policy Analysis at the European Central Bank (ECB), where he worked from 2001 to 2012; working for the Peterson Institute for International Economics in ; at the Ministry of Finance of Indonesia for the Harvard Institute for International Development (HIID) before and during the Asian financial crisis in ; and shorter periods at the Asian Development Bank, the World Bank and in various parts of Asia and Africa. His work centres on macroeconomics, monetary economics, financial markets and the global economy. He recently published books on The Germany Illusion: Why we overestimate our Economy and need Europe (September 2014) and The Battle for Redistribution Why Germany is becoming more unequal (March 2016). Enrico GIOVANNINI Enrico Giovannini is an Italian economist and statistician, member of the Club of Rome. Since 2002 he is full professor at the Rome University Tor Vergata and professor of Public Management at the LUISS university. He was Minister of Labour and Social Policies in the Letta Government ( ), President of the Italian Statistical Institute ( ), Director of Statistics and Chief Statistician of the Organisation for Economic Cooperation and Development (OECD) ( ). He is the founder and Director of the Italian Alliance for Sustainable Development (ASviS), a coalition of more than 170 civil society organisations (business associations, trade unions, non-profit and volunteering organisations, foundations, etc.) established in December 2015 to implement in Italy the United Nations Agenda 2030 for sustainable development. He is Senior Fellow of the LUISS School of European Political Economy, member of the European Statistical Governance Advisory Board, member of the High- Level Expert Group on the Measurement of Economic Performance and Social Progress (HLEG) established by the OECD and of several boards of Italian and international institutions. Over the last few years, he was Vice-President of the High-Level Group on Competitiveness and Growth of the European Council, Visiting Fellow at the European Political Strategy Centre of the European Commission, and Co-Chair of the Independent Experts Advisory Board on Data Revolution for Sustainable Development established by the United Nations Secretary-General. In October 2014, the President of the Italian Republic made him Cavaliere di Gran Croce al Merito della Repubblica, the highest ranking honour of the Italian Republic. He is author of more than 100 articles and four books on economic and statistical topics. 4

5 Daniel GROS Daniel Gros is Director of the Centre for European Policy Studies (CEPS) since Among other current activities, he serves as adviser to the European Parliament and is a member of the Advisory Scientific Committee of the European Systemic Risk Board (ESRB) and the Euro 50 Group of eminent economists. He has held past positions at the International Monetary Fund (IMF) and the European Commission, and served as advisor to several governments, including the United Kingdom and the United States at the highest level. He is editor of Economie Internationale and International Finance, as well as the author of several books and numerous articles in scientific journals. His main areas of expertise are the European Monetary Union, macroeconomic policy, economics of transition to a market economy, public finance, banking and financial markets. Maria JEPSEN Maria Jepsen is the Director of Research at the European Trade Union Institute (ETUI), as well as Associate Professor in labour economics at the Free University of Brussels (ULB) and external lecturer at the Catholic University of Louvainla-Neuve (UCL). Before joining the ETUI as a senior researcher in 2001, she worked as assistant professor and research fellow at the ULB from Her main research interests are gender policies and comparative studies of the impact of welfare states on labour supply, wages and working conditions. In recent years she has also focused on the construction and development of social policy on the European level and how this interacts with national settings, with a particular focus on the economic governance system. She is a member of several committees, councils and advisory boards at national and international level on employment, social, gender, and research issues among others. Klaus MASUCH Klaus Masuch is Principal Adviser to the Director- General for Economics of the European Central Bank (ECB) since His tasks include coordinating internal ECB work and advising on structural reforms, programme and postprogramme countries. He was previously Head of the EU Countries Division ( ). This Division was responsible for the analysis, monitoring and forecasting of EU countries, analysis of structural reforms and adjustment processes and, since 2009, crisis-related country surveillance and risk management, focusing in particular on policies to address risks to financial stability and debt sustainability in the vulnerable euro area countries. In this context he was involved in crisis management including leading the ECB delegations in the context of EU/IMF financial assistance programmes in Ireland ( ) and Greece ( ). Prior to this, he served as Head of the Monetary Policy Strategy Division ( ), where he was responsible for the analysis of strategic issues relevant for monetary policy including the role of money and credit and the interaction of monetary policy with financial markets, asset prices and fiscal policy. Ann METTLER Ann Mettler is Head of the European Political Strategy Centre (EPSC), the in-house think tank of the European Commission. She is also the Chair of the European Strategy and Policy Analysis System (ESPAS). Prior to assuming her current position in December 2014, she was, for eleven years, Executive Director of the Lisbon Council, a Brussels-based think tank she cofounded in From , she worked at the World Economic Forum, where she last served as Director for Europe. 5

6 Marek MORA Marek Mora is a Member of the Board of the Czech National Bank since 13 February Since 2010, he had been working at the General Secretariat of the Council of the European Union initially as Head of the Cabinet to the Secretary-General of the Council, and since February 2016 as the Head of the Budget, Tax and Regional Policy Directorate. Prior to that, he served as adviser to former Czech Prime Minister Jan Fischer and as Czech Minister for European Affairs. He was also Deputy Minister of Education and deputy to the Deputy Prime Minister. He also worked for the European Commission s Directorate-General for Economic and Financial Affairs from 2003 to Prior to that he had worked for the Czech public administration, as well as briefly in the Czech private sector, and had taught at the University of Leipzig. In 1999 he was awarded the title of Young Economist of the Year Pierre MOSCOVICI Pierre Moscovici is currently the European Commissioner for Economic and Financial Affairs, Taxation and Customs. Before his designation, he served in the European Parliament and in the French National Assembly, mainly working on economic issues. He has been Minister for European Affairs ( ) and Minister for the Economy and Finance ( ) in France. As Commissioner, he is in charge of the application of the Stability and Growth Pact, as well as ensuring the economic soundness of Commission proposals and deepening the Economic and Monetary Union to create the conditions for jobs, growth and investment, and encouraging further structural reforms. On taxation matters, Commissioner Moscovici is responsible for developing a value added tax system at EU level, improving the functioning of the internal market in both direct and indirect taxation and fighting tax fraud and tax evasion. His responsibilities also include the development and management of an efficient EU customs union. Ricardo MOURINHO FÉLIX Ricardo Mourinho Félix is Deputy Minister of Finance and Secretary of State for Finance of Portugal. As of 1998, he developed his professional career in the Economics and Research Department of the Banco de Portugal, where he acted as Head of the Portuguese Economy Division. During this period, he produced intense research on the analysis of macroeconomic impacts of fiscal policy and the economy financing conditions, publishing in journals such as the International Journal of Central Banking and the Journal of Macroeconomics. From 2000 to 2001, he left the central bank to join the office of Secretary State of Budget. From 2001 to 2006, while doing research at the central bank, he was invited as Assistant Professor at the Nova School of Business and Economics. He has been member of the Socialist Party since 1992 and developed intense political activity between 1995 and 2001, namely at local level. In October 2015, Ricardo left the Banco de Portugal to become a Member of Parliament. Pier Carlo PADOAN Pier Carlo Padoan was appointed Minister of Economy and Finance in the Government led by Matteo Renzi on 24 February He was Professor of Economics at the University La Sapienza of Rome, and Director of the Fondazione Italianieuropei, a policy think-tank focusing on economic and social issues. On 1 June 2007, he was appointed Deputy Secretary- General of the Organisation for Economic Cooperation and Development (OECD). As of 1 December 2009 he was also appointed Chief Economist while retaining his role as Deputy Secretary-General. In addition to heading the Economics Department, Mr Padoan was the G20 Finance Deputy for the OECD and led the Strategic Response, the Green Growth and Innovation initiatives of the Organisation. 6

7 From 2001 to 2005, he was the Italian Executive Director at the International Monetary Fund (IMF), with responsibility for Greece, Portugal, San Marino, Albania and Timor Leste. He served as a member of the Board and chaired a number of Board Committees. During his mandate at the IMF he was also in charge of European coordination. From 1998 to 2001, he served as Economic Adviser to the Italian Prime Ministers, Massimo D Alema and Giuliano Amato, in charge of international economic policies. He was responsible for coordinating the Italian position in the Agenda 2000 negotiations for the EU budget, Lisbon Agenda, European Council, bilateral meetings, and G8 Summits. He has been a consultant to the World Bank, European Commission, European Central Bank, and has held various academic positions in Italian and foreign universities, including the College of Europe (Bruges and Warsaw), Université Libre de Bruxelles, University of Urbino, Universidad de la Plata, and University of Tokyo. He has published widely in international academic journals and is the author and editor of several books. Artur RADZIWIŁŁ Artur Radziwiłł is the Director for Country Economics and Policy at the European Bank for Reconstruction and Development (EBRD). Prior to that, he was Deputy Minister of Finance in Poland. He started his career at the Centre for Social and Economics Research (CASE, Warsaw), where he progressed to become Vice-President. He then joined McKinsey, where he served both public and private sector clients globally. Before his appointment to the Polish Government, he spent five years at the Organisation for Economic Cooperation and Development (OECD) studying and promoting growthenhancing reforms. Simon SCHAEFER Simon Schaefer is Chief Executive Officer of the Portuguese Initiative for Entrepreneurship, Startup Portugal. He started his career as a designer in 1997, working for German startups from inside interactive agencies. He ran his own sneaker boutique Nort in Berlin, as well as the 95 Gallery showcasing street artists such as Futura 2000, Stash and KR. He has invested in about 50 angel- and seed-stage startups and, in 2011, he co-founded Factory Berlin. After launching the world s first Policy + Startup conference Startup Europe Summit in 2015 and 2016, he has just completed the second Berlin Campus Silicon Allee. James WATSON James Watson was appointed Director of Economics at BUSINESSEUROPE, the Confederation of European Business, in June In this role he is responsible for developing and communicating the organisation s positions on macroeconomic policies, structural and financial market reforms, economic governance, taxation, the EU budget and EU regional policies. Prior to joining BUSINESSEUROPE, James worked for 14 years as an economic adviser in the UK Government s Department for Business, Innovation and Skills (formerly DTI), providing economic advice and analysis on policies to raise the UK s long-term growth rate. During this period he co-authored a number of research reports on subjects ranging from the role of high-growth firms in the UK economy to the UK s trade relationship with China and India. He has also worked on secondment to the Cabinet Office in the UK, at the Norwegian Ministry of Trade and Industry and the European Commission s Directorate-General for Economics and Financial Affairs. 7
