CV STOLL Peter-Tobias Stoll is a full professor for public law and international law at the Faculty of Law of the University of Göttingen, where he serves as the Executive Director of the Institute for International Law and European Law and heads the Department for International Economic and Environmental Law. Tobias writes and teaches extensively on international trade and investment. He co-edited the seven volume Max-Planck Commentaries on World Trade Law (Martinus Nijhoff, Leiden) and co-chairs the Interest Group on International Economic Law of the European Society of International Law. Tobias has been visiting at Minneapolis, Addis Abeba, Berkeley, Paris II, Kaliningrad, Sao Paulo and the EUI and frequently consults parliaments, governments, international organizations and NGOs on economic and environmental issues. Before joining Göttingen University, Tobias had been a senior research fellow at the Max-Planck-Institute Comparative Public Law and International Law, Heidelberg and a researcher at the Walther-Schücking-Institute for International Law at Kiel University. He studied law at Hamburg, Lausanne and Bonn. He is Dean for Research and charged with international relations at Faculty and co-directs the Faculty s Sino-German Institute for Legal Studies, operated jointly with the University of Nanjing, China. Tobias frequently consults parliaments, governments, international organizations and NGOs. Earlier on, he has chaired a scientific advisory board of the German Ministry of Food and Agriculture and later served on the German National Committee on Global Change Research. In his research and writing, he has frequently addressed issues of science, policymaking and law and he co-organized the 2009 cycle of lectures of Göttingen University on scientific advice in politics. 4 Alexandre de Streel is Professor of European law at the University of Namur (Belgium) where he is the Director of the Research Centre for Information, Law and Society (CRIDS) and Board member of the Namur Digital Institute (NADI). He is also a joint-academic director at the Centre on Regulation in Europe (CERRE) and assessor at the Belgian Competition Authority. His main areas of research are the regulation and the application of competition policy to the digital economy as well as the legal issues raised by the development of artificial intelligence. Previously, Alexandre worked for the Belgian Deputy Prime Minister, the Belgian Permanent Representation to the European Union and the European Commission (DG CONNECT). He holds a Ph.D. in Law from the European University Institute and a Master Degree in Economics from the University of Louvain.

5 Prof. Panu Poutvaara, Ph.D., was born on July 7, 1973 in Jyväskylä, Finland. Since 2010, Poutvaara is Professor of Economics at the University of Munich and Director of the ifo Center for International Institutional Comparisons and Migration Research. Before moving to Munich, he was professor at the University of Helsinki ( ) and worked as a Research Fellow at CEBR in Denmark ( ). He studied economics at the University of Helsinki, where he received his doctorate in In , he was Visiting Fellow at Harvard University through Fulbright Program. Poutvaara's main research interests are migration, public economics, and political economics. His work has been published or accepted for publication in journals, such as, Journal of the European Economic Association, Economic Journal, and Journal of Public Economics. He is the managing editor of the CESifo Economic Studies, associate editor or the Finnish Economic Papers and editorial board member of the European Journal of Political Economy and the Leadership Quarterly. He is research fellow in CESifo, CReAM and IZA networks and VATT affiliated researcher. Poutvaara s work has been covered in different media outlets, including the Economist, New York Times, Newsweek, Washington Post, Huffington Post, Wall Street Journal, der Spiegel, Frankfurter Allgemeine Zeitung, Die Zeit, and El Mundo. Poutvaara and his team have conducted policy advisory work most recently for the French Senate and the Chamber of Industry and Commerce for Munich and Upper Bavaria. As member of the VATT Advisory Board, Poutvaara has provided expert testimony for the Finnish Parliament and served as an expert advisor for the Working Group on the Development of Taxation, established by the Finnish Ministry of Finance.

Bovis, JD, MPhil, LLM, FRSA University of Hull address: Professor Christopher Bovis JD, MPhil, LLM, FRSA is Professor of International and European Business at the University of Hull. Professor Christopher Bovis is an international leading authority in public procurement and public-private partnerships. He specializes in all areas of European Business Law, anti-trust law and policy, with particular emphasis on public sector management. He advises international institutions and national governments in public sector reforms and he has acted on behalf of public sector and industry on numerous high profile projects. He has been instrumental in structuring flagship public-private partnerships in the UK, EU and overseas. He has published extensively in international legal and management journals and has produced numerous monographs and articles on European and international business subjects. He is Editor in Chief of European Procurement and Public-Private Partnerships Law Review, published by Lexxion Verlagsgesellschaft. He is the author of The Law of EU Public Procurement, by Oxford University Press, Public Procurement: Case Law and Regulation, by Oxford University Press, The Research Handbook on EU Public Procurement Law by Elgar, and Public Private Partnerships in the EU, Routledge. His academic work has been translated into different languages, including Chinese, French and German.

7 Jacques PELKMANS, Short Bio June 2018 Jacques Pelkmans is Senior Fellow at CEPS ( in Brussels, visiting professor at the College of Europe in Bruges and Director of Foundation EUROSCOPE. Between 2001 and August 2012 he was Jan Tinbergen Chair and Director of the Economics dept at the College. A Ph. D. in economics from Tilburg University, he has been associate professor of economics at the European University Institute in Florence, professor of Economics at the European Institute of Public Administration (Maastricht) and professor for European Economic Integration at Maastricht University. He has held a part-time position at the WRR (think-tank of the Dutch Prime minister), is founding Director of the European Institute of Asian Studies in Brussels and was professor in Business & Europe at the Vlerick Business School (Gent, Leuven, Beijing, St. Petersburg). Dr. Pelkmans has been advisor to the European Commission, the OECD, the World Bank, UNIDO, ASEAN and governments in Europe and Asia. In 1987/8, Jacques Pelkmans was a member of the Cecchini Group, tasked with broad research on the internal market in the Cecchini Report on the economics of EC1992. He was a member of the Eminent Persons Group of ASEAN reporting to the ASEAN leaders in the Singapore Summit of January 1992, and co-chair of the Indonesia/EU High Level Group preparing a trade and economic partnership, a deep FTA called CEPA (2010/11). In 2015, he was a member of the High Level Group on the Single Market Strategy appointed by the European Parliament. His research interests comprise several specialized areas in European economic integration (e.g. EU regulation, the internal market, network industries, European standards, regulatory impact assessment, EU trade and investment policy, incl. Siôn has wide experience of advising public and private sector clients across a range of policy areas, including electronic communications, water and environment policy, and price regulation regimes. He has undertaken research for IMCO on smart Single Market regulation, on reducing costs and barriers for businesses in the Single Market and on the regulation of professional services in the Single Market. He has previously worked for the Communications sector regulator in Ireland and for the UK Treasury (Ministry of Finance), and has spent periods on secondment at the European Commission s DG Environment and at water company in Wales. 10 Willem Pieter de Groen is a Research Fellow & Heading the Financial Markets and Institutions Unit at the Centre for European Policy Studies (CEPS) in Brussels. He has since joining CEPS in 2009 (co)-authored studies and coordinated projects on EU and Near East banking regulation, diversity in bank ownership and business models, retail financial services and financial instruments. Moreover, he also works on small and medium-sized enterprises obstacles to growth and access to finance as well as collaborative economy and taxation. He holds a bachelor in Economics from Utrecht University master in Finance from VU University in the Netherlands. Moreover, he is enrolled in a PhD programme of Tilburg University.
