2 Introduction Dear Participant, On behalf of the Board of the Association of Compliance Officers in Ireland (ACOI) and its Executive, welcome to the Association s 2016 Annual Conference has been another year of change and evolution in the day-to-day roles of our members and for the organisations they advise and support. We have seen some surprises in the form of Brexit and on the day when millions of Americans will vote for their new president, perhaps there are more to come? What is a certainty is that 2017 will bring further changes, as we prepare for and implement new European and domestic regulations and other regulatory requirements some of which our eminent speakers will be focusing on today, and develop further our understanding of the practical realities of the decisions taken in the United Kingdom in The theme or question our 2016 Annual Conference considers is, whether we are really facing significant change or whether in fact, following almost ten years of at times intense and immense changes as a result of the global and domestic financial crisis, constant change is par for the course in the modern Compliance and Regulatory landscape? 4 Speakers Dr Paul Ryan Head of Division: International Financial Institutions & International Financial Services, Department of Finance, Ireland Member of the senior management of the Department of Finance with three broad responsibilities: (i) International Financial Services; (ii) Ireland s relationship with International Financial Institutions (IFIs) such as the IMF, World Bank and multilateral development banks including the EIB and Asian Infrastructure Investment Bank (AIIB); and (iii) the Department s Risk Management and Compliance function. Supporting Minister of State for Financial Services Eoghan Murphy, Ryan is responsible for the development and implementation of policy for the IFS2020 Strategy, the whole-of-government approach designed to drive the growth and development of International Financial Services in Ireland and make it a global location for these activities. In the development of IFS2020 and its annual action plans to deliver the challenges set by the Government for International Financial Services, there are close working relationships across Government Departments, State Agencies and business/industry interests. In particular, the Dept of Finance works successfully with IDA Ireland and Enterprise Ireland to actively promote the Irish International Financial Services sector overseas under the IFS Ireland banner brand. A career Civil Servant, he previously worked in the Department of Finance s Finance & Corporate Directorate and taxation policy as well as a number of other Departments, including Education & Science and Environment & Local Government. Gerry Cross Director of Policy & Risk, Central Bank of Ireland As Director of Policy & Risk Gerry oversees the development and implementation of regulatory policy in relation to banking, insurance, funds, and securities and markets both domestically and internationally. Prior to this Gerry was Managing Director of the Association for Financial Markets in Europe (AFME), located in Brussels. Prior to that, he was Deputy Director, Regulatory Affairs at the Institute of International Finance in Washington. Gerry spent eight years in policy functions at the UK Financial Services Authority, during which period he was seconded to the European Commission for an extended period working on bank regulation. He has been Director of group credit policy at Fortis Group. A barrister by training he has practised at the Irish Bar and been a lecturer at the University of Wales, Aberystwyth. Gerry completed his law degree at UCD and his Master of Laws at Cambridge University before attending Kings Inns, Dublin.

5 Speakers Brian Honan Director, BH Consulting Brian Honan is recognised internationally as an expert in the field of information security and has worked with numerous companies in the private sector and with government departments, in Ireland, Europe and throughout the United Kingdom. Brian has also provided advice to the European Commission on matters relating to information security. He is also on the advisory board for a number of innovative information security companies. In 2013 Brian won the SC Magazine Award for Information Security Person of the Year in recognition of his contributions to information security. Brian is widely published in the area and regularly contributes to mainstream media such as the BBC, The Irish Times, RTE, Newstalk and many others on issues relating to information security. He also speaks regularly at domestic and international various industry conferences, e.g. Cloud Security Summit, Infosec Europe etc. Brian also founded and heads Ireland s first Computer Emergency Response Team, IRISSCERT and is also president of the Irish chapter of the Cloud Security Alliance. Dermot O Leary Chief Economist, Goodbody Stockbrokers Dermot O'Leary is Chief Economist with Goodbody Stockbrokers, a position he has held since November He was named as the Number 1 individual for Country analysis on Ireland in the Extel pan-european awards 2013 and is a three-time winner of the Best Research Economist award in the Finance Magazine Stockbroking Awards. He is responsible for the economics output of the research department. This role entails providing commentary and analysis for a large range of domestic and international clients through regular research reports and briefings. He is also a member of the company s asset allocation committee. During Ireland s adjustment programme with the EU/IMF, he was a regular private sector participant in the missions. He is a regular contributor to economic debate in the domestic and international media (cited in the Financial Times, New York Times, Irish Times, among others) and author of a journal paper on deleveraging. Martin Purdy Director, ACOI Martin has worked in Risk and Compliance roles in Bank of Ireland Group for over 10 years, having led the functions responsible for Compliance Development and Upstream, Operational Risk, Risk Assurance and Retail Compliance in both Ireland and UK. In a diverse background prior to this, Martin led IT and operations in the Bank of Ireland Life Assurance business, led the introduction of analytics-driven direct sales in the bank in the 1990s; at the successful software start-up Eontec he was responsible for Sales & Marketing worldwide; at Andersen Consulting (now Accenture) where he worked for nearly ten years, he built the business case for automation of An Post s counter operations. For the last six months he has been working in the UK, where Bank of Ireland has established both a bank and an EEA branch operation.

6 Speakers Martin Merlin Director of Regulation and Prudential Supervision of Financial Institutions Martin Merlin joined the Commission in 1997, initially working on insurance and pension funds issues; progressing in 2000 to the position of Assistant to the Director General before joining the Cabinet of Commissioner Charlie McCreevy in From he was Head of Unit responsible for Financial Services Policy and Relations with the Council, within DG MARKT. The unit was responsible, inter alia, for defining and implementing the European Commission s policy in the area of financial supervision and the response to the global financial crisis. In the re-organised DG for Financial Stability, Financial Services and Capital Markets Union Martin Merlin was appointed Director of Financial Markets , responsible for Capital Markets Union, Financial Markets Infrastructure, Securities Markets and Asset Management. In May 2016 he was moved to become Director of Regulation and Prudential Supervision of Financial Institutions. He manages Bank Regulation and Supervision, Banks and Financial Conglomerates, Retail Financial Services and Payments and Insurance and Pensions dossiers. M. Merlin holds Masters Degrees in Political Sciences and Philosophy. Anna Morgan Head of Legal in the office of the Data Protection Commissioner Anna Morgan is the Head of Legal in the office of the Data Protection Commissioner. Anna qualified as a solicitor in 2006, having obtained her law degree from Trinity College Dublin. Following qualification, Anna worked in private legal practice for 10 years, most recently as a Senior Associate in Arthur Cox between 2012 and 2016, specialising in regulatory and commercial litigation. Prior to Arthur Cox, Anna worked for Philip Lee Solicitors where a large part of her work involved advising the Data Protection Commissioner on enforcement issues, including acting as a solicitor advocate in prosecutions taken in the District Court for breaches of the laws on electronic direct marketing. Anna lectures on data protection in various diploma and certificate courses at the Law Society of Ireland. She is also a Registered Trade Mark Agent, a volunteer solicitor with FLAC and holds a Diploma in Commercial Litigation. Dr Elaine Byrne European Commission governance consultant, Sunday Business Post columnist Dr Elaine Byrne is the Irish governance consultant for the European Commission. The second European Commission Report on Irish governance will be published in 2016 and will focus on procurement, politics, and the public sector. She is the author of the bestselling book, Political Corruption in Ireland : A Crooked Harp? Elaine has held academic appointments at Trinity College Dublin and the University of New South Wales on Irish politics and financial regulation. She has previously worked at the United Nations Anti-Corruption Unit, the Department of Agriculture and written research reports for the World Bank, Global Integrity and Transparency International. Elaine is a columnist with the Sunday Business Post. She holds a politics degree and a PhD from the University of Limerick, a diploma in law from King s Inns and is currently completing her barrister-at-law degree at King s Inns.
