1 Marking 10 Years of the EU's largest accession, Dublin Castle, 6 May 2014 Speakers Biographies Ian BORG Dr. Ian Borg is the Parliamentary Secretary for EU Presidency 2017 and EU Funds within the Ministry for European Affairs of Malta (since 2013). Ian Borg has experience both in public and local administration as well as with political activity. He was elected as member of the Maltese delegation to the Committee of the Regions as part of the European Socialists ( ) and as the President of the Labour Party Councillors Section and hence served as a member of the Labour Party Administration ( ). Additionally, he is Mayor of Dingli since 2005 and was re-elected as Mayor in subsequent elections in 2008 and Ian Borg holds a Doctor of Laws degree from the University of Malta (2012), a Diploma in Public Notarial Practice and a Bachelors Degree in Law. Paschal DONOHOE Paschal Donohoe is a member of Dail Éireann, representing the constituency of Dublin Central and is the current serving Minister for European Affairs. He was elected as a TD in February 2011, where he topped the poll in Dublin Central. Prior to his election, he was a member of Seanad Éireann from 2007 to He served as member of Dublin City Council from 2004 to Prior to his appointment as Minister for European Affairs, Paschal was Chair of Ireland s Future in Europe Oireachtas Sub-Committee, as well as a member of the Public Accounts Committee. He has also served as the Vice-Chair of the European Affairs Committee and, as a Senator, he served as a member of the Joint Oireachtas Committee on Transport and the Joint Oireachtas Committee on European Affairs. During his time as member of Dublin City Council, Paschal served as Chair of the Environmental Policy Strategic Policy Committee, as a member of the Corporate Policy Group and also as Chairman of the Central Area Committee. Paschal is a graduate of University of Dublin, Trinity College, where he obtained a degree in Politics and Economics. 1 P a g e

2 John FITZGERALD John FitzGerald is head of division and coordinator of the research programme of macroeconomics of the Economic and Social Research Institute (ESRI) in Dublin, Ireland. He joined the ESRI in 1984, after 12 years at the Department of Finance. He holds Master's degrees in History and Economics from University College Dublin. John has made substantial contributions to economic policy in Ireland, ranging from investment priorities and structural funds, to energy policy and membership of the Economic and Monetary Union. He is the lead author of the influential bi-annual Medium-Term Review which forecasts economic development in Ireland for the next two decades. John FitzGerald has been a member of many committees, including the Irish Energy Research Council, the National Economic and Social Council, the EU Group for Economic Analysis, the Northern Ireland Authority for Energy Regulation, and the Renewable Energy Strategy Group. He is president of the Irish Economic Association, and president of the EuroFRAME group of economic forecasters. Francis JACOBS Francis Jacobs has been the Head of the European Parliament Information Office in Ireland from 1 September 2006, communicating within Ireland about the role and activities of the European Parliament, working with Irish and other MEPs, and reporting back to colleagues in Brussels and Strasbourg about Irish concerns and policy positions on EU issues. Francis has worked with the European Parliament since just before the first direct elections in From he was the Head of Unit of the Parliament's Committee on Environment, Public Health and Food Safety, and before this had been on the staff of the European Parliament Committees on Economic and Monetary Affairs, Constitutional Affairs, Rules of Procedure and of the Temporary Committee on German Unification. Before joining the Parliament's staff, Francis Jacobs had worked with a US trade association in Washington DC, and with Unilever in London. Francis Jacobs is the co-author (with Richard Corbett and Mike Sha ckleton) of the "European Parliament"(John Harper Publishing, 8th edition, 2010). He was also the editor and principal compiler of "Western European Political Parties: a Comprehensive Guide"(Longmans 1989), and has been the author or co-author of numerous articles on the activities, legislative procedures and organisational structure of the European Parliament, as well as of several chapters in books. He has lectured on many occasions on general EU matters and on the European Parliament, and is a member of the Editorial Board of the journal "Party Politics". 2 P a g e

3 Tomaž LOVRENČIČ Tomaž Lovrenčič is the Director of the European Union Satellite Centre (EUSC) since He also served as the EUSC s Deputy Director (2006 to 2009). As a career diplomat, Tomaž Lovrenčič served as Slovenia's Ambassador to the Kingdom of Spain with non-residential accreditation to the Principality of Andorra and the Republic of Cuba ( ). Prior to this assignment, Tomaž Lovrenčič worked as Diplomatic Advisor to Prime Minister dr. Janez Drnovšek ( ) and then as Deputy Director (1999) and Director ( ) of the Slovenian Intelligence and Security Agency. In the latter period, he was also Secretary of Slovenia's National Security Council. Tomaž Lovrenčič holds a B.A. in International Affairs from l'université Américaine de Paris, France and Master's degree in Foreign Service from Georgetown University, Washington D.C. He also completed post-graduate studies in the field of international security at John F. Kennedy School of Government at Harvard University, Cambridge, Massachusetts and is a graduate of Cycle des Hautes Études Européennes, Promotion Mário Soares, at l École Nationale d Administration, Paris/Strasbourg. Klaudijus MANIOKAS Dr. Klaudijus Maniokas is currently an associate professor at the Institute of International Relations and Political Science, Vilnius University, and combines this job with the position of the Chairman of the Board of the consultancy European Social, Legal and Economic Projects ( ESTEP). His main field of research includes European integration, Europeanization, and public policy. During Lithuania's negotiations for EU membership, Klaudijus Maniokas was deputy to both the Chief Negotiator and Director General of the European Committee under the Government of the Republic of Lithuania. Klaudijus Maniokas holds a Ph.D. in the field of Social Sciences from the University of Vilnius. He is an author and has edited numerous books and articles on issues of European integration, including Unification of Europe and Lithuania's Accession Negotiation (2005). He has also an established track record in advising the Governments in the Western Balkans and Eastern Neighborhood about the practical aspects of European integration. 3 P a g e

4 Barbara NOLAN Barbara Nolan is Head of the European Commission Representation in Ireland. Prior to this, Barbara was attached to the European Commission in Brussels and was in charge of the policies of reform and modernisation of Higher Education and the Erasmus student exchange programme. She has held a number of other management positions in the Commission including in the areas of Anti-Discrimination Policy and Communications. She was the European Commission's Spokesperson for Employment, Social Affairs and Health matters from and was also the Commission's Spokesperson for Justice and Home Affairs Barbara studied economics and politics at University College Dublin and at the College of Europe, Bruges, Belgium. John O BRENNAN Dr. John O' Brennan is a political scientist and a frequent contributor to the international media. He lectures in European Politics at the National University of Ireland, Maynooth (NUIM) and is known for his research on the politics of EU enlargement policy, EU external Relations and Ireland's relationship with the European Union. John is also the Director of the Centre for the Study of Wider Europe at NUI Maynooth, an inter-disciplinary research centre dedicated to analysis of Central, Eastern and South-Eastern Europe and their position within Europe. Jarosław PIETRAS Dr. Jarosław Pietras is the Director General for DG E (covering Climate Change, Environment, Transport, Telecom, Energy, Education, Youth, Culture, Audiovisual and Sport) in the General Secretariat of the Council of the European Union in Brussels. Jarosław Pietras has worked for the Council Secretariat since Jarosław Pietras is an experienced civil servant with long career in public administration in Poland. Previously he was the Secretary of State for European Affairs ( ) and Head of the Office of the Committee for European Integration ( ). Jaroslaw also served as Secretary and later Deputy Chief Negotiator of the Negotiation Team for Poland s Accession Negotiations to the European Union. Finally, he was also the Deputy Chairman of the Polish Interministerial Team for the New Round of Multilateral WTO Negotiations ( ). Jarosław Pietras holds a Ph.D. in Economics obtained at the Faculty of Economics, University of Warsaw (1986). 4 P a g e

5 Ilze RUSE Dr. Ilze Ruse is the Director of European Department, Ministry of Foreign Affairs of Latvia. Ilze Ruse is a professional diplomat with extended experience. She was posted in the Latvian Embassy in Austria ( ) and in Sweden ( ). In the Ministry of Foreign Affairs she was the Head of the COREPER I Division, Department of EU Coordination ( ), Deputy-Head of same Division ( ) and worked in the EU Department ( ). Simultaneously, she is the associate Professor at Riga Graduate School of Law and the visiting lecturer at EuroCollege, Tartu University. Ilze Ruse holds a Ph.D. in Political Science from the Centre of European Union Studies of Salzburg University (2011). She is an author of articles and papers on EU decision-making process and European policy making, including the book (Why) Do Neighbours Cooperate? Institutionalised Coalitions and Bargaining Power in EU Council Negotiations (2013). Ivo ŠLOSARČÍK Dr. Ivo Šlosarčík is the Jean Monnet Chair in EU Law and director of European integration studies program at Charles University in Prague. He was member of governmental advisory bodies on the European Constitutional Treaty and the EU Council Presidency held by the Czech Republic in Ivo Šlosarčík's area of research covers norm enforcement in the European Union, the EU's cooperation in the Area of Freedom, Security and Justice ( AFSJ) and the adaptation of national political, administrative and judicial structures to the European integration. In 2013, Ivo Šlosarčík published a book analysing transformation of conditionality in the EU (Karolinum 2013) and was editor of a monograph on the EU's institutional reform after the Lisbon Treaty (Grada 2013). At present, Ivo Šlosarčík works on a monograph on interaction between European and international law. 5 P a g e

6 Michalis STAVRINOS Dr. Michalis Stavrinos is the Ambassador Extraordinary and Plenipotentiary of the Republic of Cyprus to Ireland (2011). Michalis Stavrinos is a diplomat with long experience. Ha was posted as Ambassador/Permanent Representative of Cyprus to the Council of Europe in Strasbourg ( ), Ambassador of Cyprus to Denmark ( ) and Ambassador/High Commissioner to Kenya ( ). At the Ministry of Foreign Affairs he served as Director of the Political Affairs Division (Multilateral Affairs), Head of the Middle East and Africa Department, Head of the Legal Department, Director of the Department for International and Community Law EU Accession Course of Turkey and Acting Director of the European Union Division.
