3 The CCMTA Awards highlights the work of outstanding individuals and organizations that support the vision and mission of CCMTA. The Road Safety Award, Jennie Howie Government Member Award and Police Partnership Award are determined by a competitive process approved by the CCMTA Board of Directors. The Award of Distinction, the Distinguished Service Award and the Sean McAlister Service Recognition Award (formerly the Service Recognition Award) recognize individuals who are completing a volunteer term with CCMTA, or who are retiring or departing from CCMTA. 3
4 JENNIE HOWIE GOVERNMENT MEMBER AWARD In acknowledgment of the leadership of Drs. Jamie Dow (Quebec), Roy Lilly (Newfoundland and Labrador), Neil Swirsky (Manitoba), and Ms. Victoria Macdonald, RN and BSN, (Manitoba) in spearheading the work to develop a new national, evidencebased medical standard in This group worked for several years to produce the present-day driver fitness model format, using a template shared by British Columbia and a previous CCMTA medical standard. Untold hours were logged by these volunteers as they researched, reviewed and edited the medical standard to its current model. The result is the current National Safety Code Standard 6, CCMTA Driver Fitness Medical Standards. These four individuals still participate actively in the Driver Fitness Overview Group along with other experts from all jurisdictions to update the standards on an ongoing basis. 5 POLICE PARTNERSHIP AWARD Ontario Police Commercial Vehicle Committee Police officers see first-hand how collisions involving commercial motor vehicles result in property damage, personal injuries and, all too often, loss of life. The Ontario Police Commercial Vehicle Committee (OPCVC) came together in 2010 when a few officers from a small number of police services recognized that by forming a partnership and working collaboratively they would have a greater impact on commercial vehicle compliance, which would result in safer roads. As this group saw the benefits of working together, its membership grew. Today, the committee includes 16 police services across Ontario. The OPCVC has also developed a valuable partnership with the Ontario Ministry of Transportation. In 2016, members of the OPCVC collaborated in six major enforcement initiatives in York Region, Peel Region, Waterloo Region, Caledon, Guelph and Halton Region. During these exercises, 1,182 commercial vehicles were inspected, resulting in 477 of the vehicles being placed out of service for major safety defects. In addition, 1,165 charges were laid for various offences, including two criminal arrests. The OPCVC continues to devote its efforts to conducting joint forces enforcement initiatives, sharing best practices, and educating police officers and the commercial vehicle industry through training, as well as publishing its newsletter Word on the Street. The OPCVC s strong, cooperative working relationships have resulted in improved road safety and a level of success that would not have been achieved by individual agencies acting alone. 5
6 DISTINGUISHED SERVICE AWARD Steve Loutitt for completion of his term as Chair of CCMTA s Board of Directors A member of the Board of CCMTA since 2013, Steve Loutitt assumed the duties of Chair of CCMTA on June 22, During Steve s chairmanship, CCMTA moved to its new office. His guidance during the lead-up to the move was a tremendous support to the organization. He continues to be a champion of the Board s Strategic Program Committee and a strong presence at the Board table. Away from his CCMTA duties, Steve is Director, Compliance and Licensing with the Northwest Territories Department of Infrastructure, Compliance and Licensing. Kwei Quaye, for completion of his term as Chair of the Drivers and Vehicles Program Committee This marks the second time Kwei Quaye has received a CCMTA Distinguished Service Award. An active member of CCMTA for more than two decades, Kwei began his involvement with CCMTA in 1996, serving on the Road Safety Research and Policies Program Committee, which he chaired from 1996 to In 2009, Kwei moved over to the CCMTA Drivers and Vehicles Program Committee and became its Chair in Under his leadership, the committee advanced the Canadian Driver Licence Agreement and completed the Canadian Standards Association breath alcohol ignition interlock devices standard (CAN/CSA-Z Breath alcohol ignition interlock devices [BAIID]). Kwei was also instrumental in initiating the process needed to update National Safety Code Standards 2, 3 and 4. His experience and career commitment to improving road safety has done much to advance CCMTA s mission. Outside of CCMTA, Kwei serves as Assistant Vice President of Traffic Safety and Driver Services with Saskatchewan Government Insurance. 6
7 Reg Wightman, for completion of his term as Chair of the Compliance and Regulatory Affairs Program Committee Over the past year, Reg Wightman has led a number of high-profile issues on the Compliance and Regulatory Affairs (CRA) agenda, notably the electronic logging devices standard file and the Conviction Equivalency Table review, which he also oversaw. As Chair, Reg was often front and centre at Commercial Vehicle Safety Association events, representing CCMTA and the work of the CRA. Alongside his volunteer hours with CCMTA, Reg serves as Director, Commercial Vehicle Safety and Permits, Motor Carrier Safety Programs with Manitoba Infrastructure. Wendy Doyle, for completion of her term as Chair of the Road Safety Research and Policies Program Committee Wendy Doyle has chaired the Road Safety Research and Policies Program Committee since She began her work with CCMTA in 2011, first as a member of the Compliance and Regulatory Affairs Program Committee and, following, as a member of the Road Safety and Research Policies Program Committee. Her dedication and devotion to road safety are evident in the numerous CCMTA files in which she has actively participated, including her most recent role as Co-chair of the Autonomous Vehicles Working Group, and her contributions to Road Safety Strategy In 2016, Wendy was the recipient of the Jennie Howie Government Member Award. In 2017, Wendy joined CCMTA s Executive Director, Allison Fradette, appearing before the Senate Standing Committee on Transport and Communications to speak on CCMTA s work on automated vehicles. Wendy is the Executive Director of the Office of Traffic Safety with Alberta Transportation. 7
8 ROAD SAFETY AWARD Alberta Transportation: Spot the Difference a campaign on drug-impaired driving Through a timely message linked to the impending legalization of cannabis, and in a format that can be leveraged for future roadsafety efforts, Alberta s Spot the Difference campaign supports the vision of Canada s Road Safety Strategy 2025: Towards Zero, the Safest Roads in the World. The campaign features a series of online ads warning drivers that by getting behind the wheel high on marijuana they ll face the same consequences as drunk drivers. The campaign ran on websites and social media through late Its target: younger, less experienced drivers who, statistically, tend to engage in riskier behaviour and often believe marijuana doesn t impair their motor skills. Alberta Transportation s Office of Traffic Safety hoped to debunk myths surrounding drug-impaired driving in a way that would connect with the target audience and not come across as patronizing. In one of the two-paneled ads, four women are shown in a convertible vehicle with the driver passing a bottle of beer to a passenger. A near-identical image shows the driver passing a joint instead of a bottle. The words Spot the Difference and Behind the Wheel, There Isn t One complete the message. According to the Alberta office s Executive Director, Wendy Doyle (who is also Road Safety Research and Policies Program Committee Chair), they purposely chose illustrations to depict different scenarios that their audience might relate to in terms of when they usually smoke marijuana and drive. At the conclusion of its run, the online banners had generated 4.1 million impressions, including 119,396 interactions by Albertans on Alberta s saferroads.com website. 8
9 SEAN MCALISTER SERVICE RECOGNITION AWARD Ms. Heidi Francis, Member of CCMTA s Board of Directors and Assistant Deputy Minister, Road User Safety Division, Ontario Ministry of Transportation From her very first days with CCMTA, Heidi Francis approached her CCMTA role with a commitment to advance its priorities. She joined CCMTA in late 2009 as a member of the Road Safety Research and Policies Program Committee and immediately volunteered on its Strategy to Reduce Impaired Driving (STRID) Task Force. Not shy to roll up her sleeves, Heidi also joined the Alcohol and Drugs Committee as well as the Road Safety Vision Task Force. She has enthusiastically championed the organization over the years and celebrated its collaborative successes, whether launching road safety strategy work or leading change management with the Board. Her guidance, strategic approach, keen insight and knowledge of the law have been of tremendous value to CCMTA. A champion of road safety and an advocate for her province, in 2014, Heidi was appointed to CCMTA s Board of Directors as the Ontario representative. She also served as Chair of the Board s Strategic Programs Committee and participated on the Audit and Finance Committee. Her positive and cheerful presence around the Board table will be missed. 9
10 SEAN MCALISTER SERVICE RECOGNITION AWARD Mr. Robert Murray, Manager, Transportation Regulation Enforcement, Motor Registration Division, Service NL Robert Murray retired at the end of May 2017, after 30 years with the Government of Newfoundland and Labrador. He spent the last ten years as a member of the Compliance and Regulatory Affairs (CRA) Program Committee. A voice of experience and reason, Robert s counsel and his company was often sought by his CRA committee colleagues. CCMTA wishes him the very best as he pursues the next great chapter in his life. His committee members are envious indeed! 10
11 AWARD OF DISTINCTION Brian Orrbine, member of the CCMTA Compliance and Regulatory Affairs Program Committee, and Chief, Motor Carriers with Transport Canada s Safety and Security Group Brian Orrbine has devoted his entire career to promoting road safety, most of it with Transport Canada as Chief of Motor Carriers/Motor Vehicle Safety. In this capacity, he has been involved with CCMTA s Compliance and Regulatory Affairs Program Committee (CRA) since Over the years, his work has covered Hours of Service, the Motor Vehicle Transportation Act, Safety Fitness Review and numerous other issues. His contribution has been instrumental in the development and implementation of the National Safety Code Funding Agreement and on most of the bilateral files with the US. Through it all, Brian demonstrated an unwavering commitment to CCMTA and CCMTA s value as consensus builder both in its general road safety agenda and CRA s motor carrier environment. Passionate about his work, Brian is never afraid to tell it like it is but always does so with the utmost diplomacy. 11
