3 TAMMY MOYSE Manager of Procurement City of Regina Tammy Moyse is the Manager of Procurement for the City of Regina. Tammy has a Supply Chain Management Professional designation as well a Certified Professional Public Buyer designation. She currently is sitting on the Board of Directors for the Saskatchewan Supply Chain Management Association, board member for Saskatchewan Urban Municipality Association and actively participates with the Municipal Benchmarking Association across Canada. Tammy has held a variety of Management positions in the supply chain industry; 13 years in a public sector environment and the remainder in private sector within Saskatchewan and Alberta, including Sask Energy, Sask Power, Supply Chain Management (third party logistics for Walmart) and Shaw Pipe Protection, to name a few. Tammy has been employed with the City of Regina for six years. She was heavily involved in the recent over $280M Mosaic Stadium Project and she was instrumental in procuring the majority of goods and services needed for the project. Tammy was recently recognized as one of the Women to Watch in Canadian Supply Chain alongside a diverse and powerful group of leaders of the 100 Influential Women in Canadian Supply Chain. KYLE TOFFAN President and Chief Executive Officer SaskBuilds Kyle was recently appointed as the President and CEO of SaskBuilds Corporation. He comes to this role with 10 years of experience working for the Government of Saskatchewan, most notably as Executive Director of Capital Planning and Infrastructure with SaskBuilds from 2013 to 2015 and as Director of Grants Administration with Ministry of Government Relations (Municipal Affairs) from 2007 to Kyle also has considerable recent experience in the private sector as Vice President in the Transaction Advisory Services practice of Ernst and Young Orenda Corporate Finance Inc. from 2015 to During this time, he had the pleasure of working with various federal, provincial and municipal clients across Canada on infrastructure advisory engagements. Throughout his career, he has led various high-profile initiatives related to alternative financing, procurement, integrated capital planning, federal-provincial-municipal relations and other change management tasks. This includes development and implementation of the Province of Saskatchewan s first comprehensive capital planning framework, manual and 10-Year Integrated Capital Plan. Kyle lives in Regina, Saskatchewan with his wife Allison and three children. He holds a Bachelor of Arts from the University of Saskatchewan and a Master s of Public Administration from Queen s University. 2

4 RHEA BROWN Director of Procurement SaskPower Rhea Brown was appointed Director of Procurement and Contracts Management in March Prior to accepting this role, Ms. Brown held the position of Director, Key and Major Accounts at SaskPower. She was responsible for the largest power consumers in the province with a focus on delivering an exceptional customer experience. Previously, Ms. Brown worked for General Mills in Sales and Supply Chain roles. This provided her with the opportunity to work in a competitive environment with a focus on growing market share and exceeding sales targets. Ms. Brown has worked in three provinces in Canada and returned to Saskatchewan in December Ms. Brown is raising two little girls and holds a Bachelor of Commerce from the University of Saskatchewan. NEIL PASKEWITZ Director, Planning, Design & Construction University of Regina Neil is the Director of Planning, Design and Construction at University of Regina Facilities Management. He has been at the university for 15 years, and during that time has been involved in major capital projects totaling over $250M. Prior to the U of R, Neil was with Johnson Controls for 11 years as Project Manager, Certified Energy Manager and Branch Manager. He is a professional engineer and received his Bachelor of Engineering Degree from the University of Manitoba, and is a Certified Educational Facilities Professional. 3

5 HONORABLE GORDAN WYANT, Q.C. Deputy Premier Minister of Education, Minister responsible for SaskBuilds, Minister responsible for Priority Saskatchewan, MLA for Saskatoon Northwest. Gordon Wyant was elected MLA for Saskatoon Northwest in an October 2010 by-election. He was then re-elected in the 2011 and 2016 provincial elections. He has been Minister of Justice and Attorney General, and Minister responsible for Saskatchewan Power Corporation and SaskBuilds. Gordon previously served Saskatchewan as Deputy Government House Leader. In February 2018, Gordon was appointed Deputy Premier and Minister of Education. On August 15, 2018, Gordon was also appointed Minister responsible for SaskBuilds and Minister responsible for Priority Saskatchewan. Raised in Saskatoon, Gordon was the first Canadian-born member of his family. He completed his Bachelor of Arts degree with distinction in 1985, and graduated from the College of Law at the University of Saskatchewan in Shortly after convocation, Gordon began practicing law with the firm of McKercher LLP, where he practiced as a partner until his appointment as Attorney General. In 1987, Gordon received an award for highest standing in the 1987 Bar Admission course. He received his Queen's Counsel designation in Since 2000, Gordon has been an active public servant. He was elected as trustee for the Saskatoon Public School Board in 2000 and served as chair for two years. He was elected city councillor for Ward 5 in 2003 and was re-elected in 2006 and Gordon and his wife Christine Hrudka have four children. In addition to his family, Gordon enjoys writing, skiing and motorcycling. He is also the proud recipient of the Sterling Writing Award for non-fiction, awarded in

6 TIM REID President & CEO The Regina Exhibition and Association Limited Tim Reid joined The Regina Exhibition Association Limited (REAL) in March 2018, coming to the organization from Northlands Edmonton. He has extensive experience in leading and transforming entertainment and recreation facilities towards a sustainable future, given market changes, aging infrastructure and a need to continue bringing a positive economic impact to communities. With millions of annual visitors and several multi-purpose venues at Evraz Place, the facility that is operated by REAL, Tim s visionary leadership will help transform the organization to renewed era of delivering excellent sport, business and entertainment experiences to the Regina and area community. Tim s vision extends beyond the 100-acre property toward building a modern entertainment district where the community lives, works and plays. Tim joined Northlands as President and CEO in September His role was to lead one of Edmonton s oldest institutions through a period of evolution. He injected an entrepreneurial spirit back into an organization that was created by visionaries nearly 140 years ago. Tim brought to Northlands his unparalleled experience in revolutionizing entertainment and recreation facilities across Canada. Throughout his time at Northlands, Tim was instrumental in pushing the organization into a new era where positive staff culture, long-term planning and people were paramount to the organization s success. In October 2014, Tim was instrumental in the creation of the Northlands Arena Strategy Committee that made the recommendation to repurpose Rexall Place. Tim was pleased to be a part of a plan based on a combination of best practices, community input and strong financial planning. Prior to Northlands, Tim acted as the Chief Executive Officer of the Regional Recreation Corporation of Wood Buffalo (RRC) an entity developed to deliver excellence in sport, recreation and event experiences across the Wood Buffalo region. It s here where Tim oversaw the operation of MacDonald Island Park Canada s largest community recreation and events experience and led the commissioning and opening of the $181-million Suncor Community Leisure Centre. Previous to his tenure as CEO of the RRC, Tim led the Centennial Centre in Bonnyville, Alberta and was involved with the opening of the Charles V. Keating Millennium Centre at Saint Francis Xavier University. Tim was named as one of Alberta s Top 50 Most Influential individuals by Alberta Venture Magazine in 2013 and one of Your McMurray Magazine s Top 20 Influencers of 2013 in the Wood Buffalo Region. Tim is enjoying his new home of Regina with his wife Nathalie and two young sons, Liam and Eli. 5

7 EVAN HUNCHAK General Manager - Regina Dream Unlimited Evan Hunchak is the General Manager at Dream Development in Regina, and is responsible for the management of current and new Dream communities in the City of Regina including day to day operations, land use planning, engineering, construction and marketing. Prior to joining the company, Evan worked in the land development industry as a consultant engineer where his responsibilities were to manage the planning, design and construction of new neighborhoods. He has accumulated over 10 years of project management experience and 7 years of development experience. Evan is a graduate of the University of Saskatchewan where he earned a Bachelor of Engineering degree in LAWRENCE BERTHELET P.Eng., MBA. VP, Capital and Engineering Potash, Mosaic Lawrence holds a B.SC in Chemical Engineering and an MBA from the University of Saskatchewan, and has worked in the mining and manufacturing sectors in Saskatchewan for the last 30 years. He has managed both surface and underground operations in Potash and Sodium Sulfate, and has held project and study management roles for various mining projects in Saskatchewan. Lawrence has been the Director of Mosaic s K3 project at Esterhazy for the past four years, and has been most recently been promoted to VP, Capital and Engineering for the Mosaic Potash Business Unit. 6
