1 Speakers Marlett Balmer South African German Energy Programme (SAGEN) Marlett Balmer works as a senior energy advisor in the South African German Energy Programme (SAGEN), implemented by GIZ. Marlett holds a master s degree in development studies and has been working in the renewable energy sector in South Africa for more than 20 years. As member of SAGEN, Marlett supported the establishment of the South African Renewable Energy Technology Centre (SARETEC), a national training facility focussed on addressing the skills shortages in the South African wind energy sector. SAGEN won a 2014 Africa Energy Award in the category Best Skills and Localisation Initiative in recognition of its work in the wind energy sector in South Africa. Toby Couture E3 Analytics Toby Couture is the founder and director of E3 Analytics, an independent renewable energy consultancy based in Berlin, Germany. He holds a Master of Science and a Master of Arts degree from the London School of Economics. He works on a wide range of topics in renewable energy, including policy and regulation, new business models, mini-grid and island systems, as well as financial and investment analysis. He has worked extensively on renewable energy policy, including auction design, best and worst practices, financial analysis and global case studies. He has advised government regulators and policymakers in over thirty countries around the world. Henning Dettmer Bundesverband Windenergie e.v. (BWE) Henning Dettmer is CEO with the German Wind Energy Association (BWE) since Before that he has been working for more than 10 years in different companies in the energy sector in Germany. He studied law and business economics in Saarbrücken, Bochum and Berlin. He is board member of the German Renewable Energy Federation (BEE) and the European Wind Energy Association (EWEA). Henning is focused on the ongoing extention of renewables and wind energy in particular in Germany and Europe. He represents BWE in several working groups on the subject of tender systems and other system relevant topics. 1

Daniel Fürstenwerth Agora Energiewende Daniel Fürstenwerth is leading the work of Agora Energiewende on Auctions for renewables and the future development of wind and solar power in Germany.

Between 2005 and 2007, he worked in the energy sector in Bangladesh and Fiji, including for the World Bank.

Before joining Agora Energiewende he worked for as a strategy consultant with a leading global consulting firm, focusing on the transformation of the energy system towards renewable energy. Between 2005 and 2007, he worked in the energy sector in Bangladesh and Fiji, including for the World Bank. Mr Fürstenwerth studied mechanical engineering and business administration at RWTH Aachen University, Tsinghua University in Beijing, and the Universidad Politécnica de Madrid. Having started his professional career in the 1980s in France at EDF and in particular at Credit Lyonnais, he joined ONEE Morocco in 1985 to take over the position of Manager for the power generation and distribution systems. In 2000, he was appointed Head of Planning within the Department of Strategy and Development, from where he led several studies concerning the development and economic prospects of the ONEE power generation system. In March 2010 he then took charge of the Directorate of Production Project Management to lead major strategic projects for ONEE, including the 2000 MW Integrated Wind Energy Programme and the Moroccan Solar Programme in conjunction with MASEN. In addition to his current responsibilities at ONEE, Mr. Laâbi also represents ONEE at the Mediterranean System Operators Association MED TSO, and is Chairman of the Western Regional Group within this association. 2

Malte Meyer Vestas Central Europe Malte Meyer is Director for Key Accounts & Business Development at Vestas Central Europe.

While supporting Vestas entry into new wind energy markets, Malte has been exposed to a variety of tender frameworks, ranging from South Africa to Brazil.

Before joining Vestas, Malte Meyer worked for five years in China, advising on M&A transactions and related government affairs.

He is working on business development across numerous countries in central/eastern Europe and Africa. While supporting Vestas entry into new wind energy markets, Malte has been exposed to a variety of tender frameworks, ranging from South Africa to Brazil. Previous positions with the world s leading manufacturer of wind turbines brought him to Denmark, Spain and China. Before joining Vestas, Malte Meyer worked for five years in China, advising on M&A transactions and related government affairs. Malte holds an MBA from HEC Paris and has studied Chinese and Economics at the universities in Berlin, Qingdao and Tuebingen. Jens-Peter Molly German Wind Energy Institute DEWI 1972 to 1976 he worked with Dr. U. Hütter, Prof. at University of Stuttgart, well known as the global wind energy expert change to the German Aerospace Research Establishment (DFVLR, today DLR) to lead the department of Wind Turbine Technology. Since 1990 managing director of the newly founded DEWI GmbH, 100% owned by the federal state of Lower Saxony. DEWI GmbH was acquired by Underwriters Laboratories (USA) in until 2010 Executive Chairman of MEASNET (Measurement Network of Wind Energy Institutes), today the most recognised group for harmonising measurements in the wind energy field. Under his leadership DEWI GmbH became a world-wide well known wind energy research institution and service provider He founded DEWI-OCC in 2003, today one of the leading wind turbine certification establishments and 1990 author of two wind energy books. 4 Lorenz Petersen Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH In August 2014, Dr. Lorenz Petersen became head of the GIZ Water, Energy and Transport Division, after serving three years as GIZ Country Director in Mozambique. Previously, Lorenz Petersen managed the GIZ Competence Center for Climate Change for five years and held positions as technical expert on environmental policy issues. By education he is an environmental economist with a specialisation in international environmental policy, and governance aspects of natural resources management. He holds a postgraduate degree in agricultural science and a PhD in Environment and Natural Resources Economics with 25 years of experience in economic analysis, policy design and implementation in an international development and environmental policy context. Before joining GIZ he held long term positions as Campaign Coordinator with Greenpeace International and the Food and Agriculture Organisation of the United Nations in Rome with its World Bank Co-operative Programme. Steve Sawyer Global Wind Energy Council Steve Sawyer joined the Global Wind Energy Council as its first Secretary General in April The Global Wind Energy Council represents the major wind energy associations (China, India, Japan, Brazil, Mexico, Australia, Canada, USA, Europe, Germany, Spain, Denmark, Italy, Korea and UK) as well as the major companies involved in the global wind industry. Steve has worked in the energy and environment field since 1978, with a particular focus on climate change and renewable energy since He spent many years working for Greenpeace International, representing the organization at intergovernmental and industry fora primarily on energy and climate issues. At GWEC he is focussed on working with intergovernmental organisations such as the UNFCCC, IPCC, IRENA, IEA, IFC and ADB to ensure that wind power takes its rightful place in the energy options for the future; and with opening up new markets for the industry in Latin America, Africa and Asia. Steve is also a founding member of both the REN21 Renewable Energy Policy Network and the IEA s Renewable Industry Advisory Board. He advised the Chinese government on the formulation of its renewable energy legislation, as well as providing expert reviewing for the IPCC s Working Group III.
