2 VSB PRO BONO & ACCESS TO JUSTICE CONFERENCE APRIL 26, 2006 All Hazards Preparedness through the Prism of Public Interest Law The Virginia State Bar s 16th Annual Pro Bono Conference is sponsored by the VSB Special Committee on Access to Legal Services and by the Miller Center of Public Affairs at the University of Virginia. The Miller Center is a repository of archives about American politics and history a focus on the American Presidency. It is also a research facility for scholars of U.S. public policy, Representatives of the Miller Center will explain how advocates can access center resources to enhance not only their professional work but their appreciation, as citizens, of the priceless collective inheritance that is stored in various formats on grounds. The genesis for the CLE comes from the Access Committee s drive to interest more lawyers in emergency response and preparedness service options, especially as they relate to the needs of the poor and vulnerable. The committee also seeks to provoke deliberations about the role of ethics, professionalism and public interest law as public policy about crisis management at various levels continues to evolve throughout the justice system. Approval is pending for 6.5 MCLE credits including 1.5 ethics hours. You may attend a single session or any combination of events. Please help our planning by indicating your preferences on the attached registration form. There is a required fee for text materials and an optional fee of $11 for a catered lunch on Wednesday. As always, brown baggers are welcome! In the event that payment cannot timely be forwarded in advance, attendees who submit the enclosed reply form may pay CLE text and RSVP lunch fees at the door. While the program s target audience is noted on the cover of this brochure, its sponsors encourage members of affiliated professions and interested members of the public to also attend. Award Ceremony and Reception Ceremony Guest Speaker Martha Bergmark In 2003, Martha Bergmark became the founding president and chief executive officer of the new Mississippi Center for Justice in Jackson, Mississippi. Created by community leaders, the center provides legal support to anti-discrimination and antipoverty activists. It supports systemic change in the areas of education, juvenile and economic justice and access to democracy and collaborates, as a nonprofit public interest law firm, on disaster recovery initiatives related to the recent Gulf Coast storms. Ms. Bergmark was previously senior vice president for programs of the National Legal Aid and Defender Association in Washington where she directed the Project for the Future of Equal Justice. She is also the former president and executive vice president of the federally-funded Legal Services Corporation, a major funder of about half of Virginia s licensed legal aid societies. Directions To the Miller Center of Public Affairs U/VA, Charlottesville From the North and Washington, D.C.: From Washington, D.C. the trip to Charlottesville is 110 miles. Take 66 West to Route 29 South (at the Gainesville Exit). Take Route 29 into Charlottesville's city limits. Just past Hydraulic Road, get into the far right lane. Take the exit for 250 West and 29 South Bypass. Go past the exit for Barracks Road. Take the next exit (which is indicated by small, white signs) for Route 601 to Ivy. Take the second left just before the railroad bridge onto Old Ivy Road. Go.7 miles and turn left at the Miller Center sign. It will be the last possible turn before the railroad overpass. From the East: Take 64 West to Charlottesville, exiting at 118-B onto the Route 29 North bypass. Take the second exit (250 E). Turn right at the end of the exit ramp onto 250 East (also called Ivy Road). At the first traffic light, turn very sharply left onto Old Ivy Road. Go under the train overpass. 4 VIRGINIA STATE BAR PRO BONO AWARD Ceremony & Reception honoring David P. Baugh, Esquire and Ryan T. Almstead Wednesday, April 26, :30 9:30 P.M. The Miller Center of Public Affairs - University of Virginia Moderated by Phillip V. Anderson, President, Virginia State Bar Guest Remarks by Martha Bergmark, Founding President, Mississippi Center for Justice David Preston Baugh, Esquire The Lewis F. Powell Jr. Pro Bono Award The Virginia State Bar honors David P. Baugh as the Sixteenth Annual Lewis F. Powell Jr. Pro Bono Award recipient. A former Assistant U.S. Attorney in Texas and Virginia, Mr. Baugh is best known for representing unpopular, and sometimes reviled, indigent clients charged crimes. A national expert in complex federal death penalty cases, he is also one of Virginia s many court-appointed counsel who selflessly commit to delivering high quality representation of indigent defendants for what may be termed, at best, nominal compensation. His civil pro bono contributions include decades of uncompensated work on behalf of self-referred clients as well as those referred by nonprofit groups such as the American Civil Liberties Union. Again, the cases are often complex and likely to involve unpopular clients or causes who, out Mr. Baugh s commitment might not otherwise have their day in court. A riveting presenter on the public interest law lecture circuit, Mr. Baugh has helped train a whole generation of advocates. He is beloved by numerous colleagues, beholden to no one, and sits on the Board of Governors of the Criminal Law Section of the Virginia State Bar as well as the Board of Directors of the ACLU of Virginia. Ryan T. Almstead Oliver White Hill Law Student Pro Bono Award For the fifth year, the VSB Pro Bono Award Ceremony incorporates the presentation of the Oliver White Hill Law Student Pro Bono Award. Ryan T. Almstead came to the University of Virginia School of Law the specific goal of helping low income clients in need of legal assistance. His aspirations were more than realized. He has already committed to working for legal aid in upstate New York upon graduation and admission to the bar and by the end of the fall 2005 semester, he had logged more than five hundred hours of pro bono and community service. One hundred of those uncompensated hours were devoted to the Legal Aid Justice Center in Charlottesville. Commended by LAJC for the quality of his work, he saw duty the program s Mental Health Law Clinic and engaged in outreach to patients at Western State Hospital in Staunton. His enthusiasm and patience breed confidence in vulnerable clients. They readily respond to his kindness and to his very apparent ability to empathize deeply their situation.
