1 Muhammad Mohsin Khan Leghari Mr. Muhammad Mohsin Khan Leghari is the current minister for irrigation in the government of Punjab. He was working with the world s leading news and information technology before being elected to the parliament in He spent two terms in the provincial assembly of Punjab, then a six-year term in the Senate of Pakistan and now he has been elected once again to the provincial assembly in He is responsible for looking after what is often referred to as the world s largest contagious gravity flow canal network. Mr. Leghari has been an active voice on the water related issues on the floor of the parliament and is now making an effort to bring about improvement in the under-stress water sector in Punjab trying to address the ever-growing water demand. Mr. Leghari was with us in the first round in Almaty as well and he joins us again today. Dr. Abdul Qayeum Karim Dr. Abdul Qayeum Karim has a B.Sc. in Civil Engineering from Kabul University, he has an MSCE in Hydrology from Rurkee University and a Ph.D. in Environmental Engineering from Bircham International University (BIU) Spain. His academic papers include; (i) Drinking Water Quality Risks in Kabul River Basin, (ii) Potential of Road for Water Harvesting in Afghanistan, (iii) Application of Decentralized Wastewater Treatment Systems in Afghanistan, (iv) Effective Irrigation Methods and Techniques, to name a few. Dr. Karim has been working as a lecturer in the Civil Engineering Department of the Faculty of Engineering, Kabul University since 1988 with a break of 10 years during, which he was working for the UNHCR Regional Office in Islamabad (Pakistan). Among his most recent achievements is his involvement as a founding member of WATER-Center, Afghanistan established in Kabul University in October Nisar A. Memon Mr. Nisar Memon is currently working as Chairman Water Environment Forum, Pakistan and engaged in Water and Climate Change dialogue and policy. He is a member Board of Governors of: FAST National University Islamabad and US-Pakistan Center of Advance Studies Water, Mehran University Jamshoro. He hold a masters in Science. Mr. Memon remained Chief Executive of IBM Pakistan for 10 years and President of American Business Council Pakistan. He was the Federal Minister of Information & Broadcasting in 1993, 2002 and 2007 and Federal Minister for States & Frontier Regions and Azad Kashmir & Gilgit Baltistan. He was elected to the Senate of Pakistan for six years and chaired Parliamentary Committee on Water Resources. Ashfaq Mahmood Mr. Ashfaq Mahmood is a retired Federal Secretary and an expert on Water and Energy issues. He has remained the Federal Secretary for Ministry of Water and Power (twice), IT & Telecom, Planning and Development and several other ministries. As the Federal minister he was responsible for addressing international trans-boundary waters issues, interprovincial water sharing, overseeing relevant institutions including Pakistan Commission for Indus Waters (PCIW) and Indus River System Authority (IRSA). Mr. Mahmood was the Co-Chair of the Trilateral Dialogue between Pakistan, Afghanistan and US on Water Shed Management and Irrigation Technologies Advisor to IUCN on Transboundary Issues and Hydro-diplomacy. He is also the author of the book Hydro-Diplomacy: Preventing Water War

2 Between Nuclear-Armed Pakistan and India, published in October 2018 besides several other publications. Asadullah Meelad Mr. Asadullah Meelad studied law and political sciences at Kabul University and earned his Master s Degree in International Development from Nagoya University in Japan, where he concentrated in governance and law with a minor in peace-building. Meelad has worked with both public and private sectors in Afghanistan. He served as a legal advisor to the Minister of Energy and Water on transboundary water issues, and as Head of Water Law for over 5 years. During his career with Ministry of Energy & Water, he made significant contributions to the development of water policy in Afghanistan, and was in charge of legal issues for the national policy for transboundary water of Afghanistan. Meelad has represented the MEW in a number of significant international conferences, such as the International River Symposium and the Indus Basin Knowledge Forum. Mohammad Daud Hamidi Mr. Daud Hamidi, currently working as Project Officer at CAREC in Afghanistan is a young water professional, holding a Master s degree in Integrated Water Resource Management (IWRM). He has been working as a freelance consulting on Hydro-modelling with Nazarbayev University and Kazhydromet supported by UNDP. Prior to his master's degree he worked as an assistant lecturer at Jami University, Afghanistan, having more than 4 years of work experience with different organizations. Ahmad Rafay Alam Mr. Ahmad Rafay Alam is a Yale World Fellow and partner at Saleem, Alam & Company, a law-firm specializing in the energy, water, natural resources and urban planning and infrastructure sectors. Mr. Alam has vast experience in the areas of environmental and urban law and policy, litigation, public sector regulation and corporate governance. He has served as Chairman of the Lahore Waste Management Company and Lahore Electric Supply Company and as member of the Punjab Environmental Protection Council and Parks and Horticulture Authority. Mr. Alam has also spent many years on lecturing law, environment, climate change, water and urban planning subjects at the National Management College, Lahore University of Management Sciences, Lahore School of Economics and Punjab University. Ambassador Shafqat Kakakhel After serving as a member of Pakistan s Foreign Service ( ), Ambassador Kakakhel joined the UN in 1998 as Assistant Secretary General and Deputy Executive Director of United Nations Environment Programme (UNEP). He was responsible for the development and implementation of UNEP s global program and coordination of the work of the Organization s global policies. Since retirement and return to Pakistan, Kakakhel has been actively engaged in efforts to promote sustainable development and climate change policies. He serves on the governing panels of several official and civil society organizations. He has written and lectured extensively on Pakistan s environmental and water- related challenges. He has also contributed towards promoting cooperation between Pakistan and India on climate change and transboundary waters issues.

3 Ambassador Kakakhel is currently Chair of the Board of Governors of the leading think tank the Sustainable Development Policy Institute in Islamabad. Dr. Shaheen Akhtar Dr. Shaheen Akhtar holds Ph.D in International Relations. She is currently working as a Professor in the Department of International Relations, Faculty of Contemporary Studies (FCS) at the National Defense University, Islamabad. Her area of interest is non-traditional security issues water, energy and gender issues in particular; regional stability, conflict resolution and peacebuilding with particular reference to Kashmir, and Sri Lanka. She has authored over sixty eight research articles that have been published in internationally abstracted journals and as book chapters. She was a Visiting Fellow at Shanghai Institute for International Studies (SIIS), Shanghai, China; Bandaranaike Centre for International Studies, Sri Lanka and Henry L. Stimson Center, Washington D.C. and Asia Pacific Center for Security Studies, Hawaii, USA. She is the Editor of Journal of Contemporary Studies, a biannual publication of Faculty of Contemporary Studies. Dr. Hassan Abbas Dr Abbas holds a PhD in Hydrology & Water Resources; Masters in Hydrogeology & Groundwater Management, and Bachelors in Civil Engineering - with 25 years plus water sector experience spanning from North America, Europe, the Middle East, Far East, Oceania and South Asia. His forte lies in Integrated Water Resources Management and Sustainable Water-Economy Modules for the river basins, including transboundary basins. Hina Lotia Ms. Hina has more than 14 years of experience in the development sector and is currently working as the Director Programmes at LEAD Pakistan. She has hands-on experience in developing programmes, strategies and policy incentives as part of various interventions at LEAD. Other than being instrumental in developing LEAD s overall framework document and the public policy program, she spearheaded the team of experts and staff to develop LEAD s program on Climate Change - Climate Action Program (L-CAP), a five year initiative to promote climate compatible development in the country. To further the climate change programme, she developed and operationalized various online (web-based and based) and community based networks including National Alliance on Climate Action (NACA), Knowledge Network on Climate Change (KNCC) and Climate Leaders Action Network (CLAN). Ms Fahima Sadeqinazhad Ms Fahima Sadeqinazhad is a research hydrologist in AZMA vocational institute and also the Executive Director of Green Social Research Organization (GSRO), which is a professional research center for empowering the next generation leaders and creates opportunities for students and scientists to enhance their knowledge. She is one of the awardees of Partnerships for Enhanced Engagement in Research (PEER) Program cycle four, the U.S National Academy of Science s research program funded by USAID around the world. Ms. Fahima holds an MSc degree in Water Engineering and Management from Asian Institute of Technology (AIT), Thailand in She has also worked as as instructor in Civil Engineering Department in Herat University and several private universities. She currently works with Ministry of Energy and Water as a Hydrologist Researcher.

4 Dr. Abubakr Muhammad Dr. Abubakr Muhammad is a tenured associate professor of electrical engineering and the founding director of the Center for Water Informatics & Technology (WIT) at Lahore University of Management Sciences (LUMS) -- Pakistan s premier private research university. In 2005, he received his Ph.D. in Electrical Engineering from Georgia Institute of Technology where his doctoral thesis won the best dissertation award. Before joining LUMS in 2008, he was a postdoctoral researcher first at the University of Pennsylvania and then at McGill University. He has won fellowships or held visiting professorial positions at other top institutes including the University of Oxford, ICTP and KAUST. His current interests are at the intersection of environment, technology, and society; covering topics related to hydro-informatics, precision agriculture, robotics and the impacts of artificial intelligence on society. Khalid Mohtadullah Mr. Mohtadullah is a civil engineer by training with more than fifty five years of experience in water resources policy, strategy, and institutional development, planning, project preparation, research, implementation and management, in very senior positions in Pakistan and abroad. He possesses an advanced degree and diploma in engineering and management from MIT and Harvard Business School USA. He distinctly combines technical, management and research strengths. Having worked in government, semi-government and international organizations including the UN system in Pakistan and abroad, he combines local and international experience. He has travelled and networked extensively around the world, consulting with and advising governments and other important stakeholders at very senior levels on issues of water and has promoted holistic and integrated approaches for water resources development, management and use. In recent past he has worked in China on IWRM in several provinces and River Basins. Ms. Tahmina Arian Ms. Tahmina Arian holds a Bachelor of Law and Political Science from Kardan University. She is the founder/ceo of Hope & Cope for Change Organization (HCCO) and a member of Emerging Leaders Advisory Council at U.S Embassy-Kabul. She is also a recipient of the 40 Under 40 Award plus featured as Alumni of influence by Kardan University. Ms. Arian is the co-initiator of the #Whereismynamecampaign, which advocated for women to be called by their own name (instead of wife of or daughter of ). By using social media, Ms. Arian created a big impact and the campaign gained traction far beyond Afghanistan. Ms. Arian is also the author of the book Burka: Not My Identity, published in November Very recently, she was nominated for the human rights Tulip Afghanistan-2018 award by the Kingdom of the Netherlands Embassy.
