1 Promoting Renewable Energy Investments in Pakistan 5 June 2017, Monday, 9 a.m. 4 p.m. 6 ADB Avenue, Mandaluyong City 1550, Metro Manila, Philippines Overview Pakistan has abundant renewable energy resources, but public and private investment in energy infrastructure has remained inadequate, and the system suffers from the low efficiency of generation, transmission, and distribution networks. Addressing the country s energy shortage is one step towards improving development efforts and poverty reduction especially in rural areas, where only 57% enjoy electricity access. Deploying renewable energy is a win-win solution that addresses this need for energy through a low-carbon development path. Renewable energy is enjoying a worldwide boom market, with high public sector interest in deployment to address energy demand through a low-carbon solution. But barriers to the deployment of renewables remain high, especially in developing countries where financial resources, access to renewable technology, and specific expertise are limited, and investors are wary of risk. Yet a number of countries in Developing Asia have managed to put in place the policy and incentive frameworks that have led to extensive renewable energy investment. This deep dive session will explore options for Pakistan to promote national renewable energy investments, both for large scale grid connected installations, and decentralized off-grid solutions, and it will give investors, project developers, and representatives from the government a space to discuss potential ways forward. 3 Speakers Samuel Tumiwa, Principal Energy Specialist, Asian Development Bank Sam Tumiwa is currently with ADB s Central and West Asia Department, as Principal Energy Specialist for the Energy Division. Previously he represented ADB in Washington, DC, working with the governments of the United States and Canada as well as the private sector, academic, and civil society organizations to represent economic and social development issues in Asia and the Pacific. He was also team leader of ADB s Clean Energy Program in its earliest days. Mohammed Azim Hashimi, Asian Development Bank Azim is an Investment Specialist with the Asian Development's Bank Private Sector Infrastructure Finance 1 which has the mandate to do infrastructure projects in the Central West and South Asian Region. He presently works in Georgia, India, Kyrgyzstan, Pakistan, Sri Lanka and Tajikistan and covers projects in Energy, Power (including renewables and off-grid) and Transport (Ports and Roads). Prior to this he was the head of private sector unit at the ADB Pakistan Resident Mission from 2006 to 2013 where he grew the infrastructure portfolio from $50 million to over $500 million predominantly in energy and power, including working on Pakistan's first hydro and wind IPPs. He has been involved in developing, structuring, and closing transactions in equity, debt and guarantees for over 15 power projects (covering various technologies) in Georgia, India and Pakistan. Prior to his assignment with ADB, he worked on projects of the Aga Khan Foundation and the World Bank, and with a venture capital backed business incubator responsible for startingup companies in bio-informatics, plastics and e-commerce in Massachusetts. Azim holds an MBA with a concentration in Finance from University of Massachusetts, Lowell.

4 Mr. Yasser Malik, CEO, Enertech Pakistan Mr. Malik is the CEO of EnerTech Pakistan developing cumulative 570 MW of IPP projects in Pakistan and more than 1 GW in the Middle East and North Africa. He is also responsible for the EnerTech's Emerging Market Renewable strategy. He oversees renewables installations across the entire chain of execution from technical partnerships to fund raising. He has successfully raised financing for energy projects in Mexico, Pakistan and Africa. Previously, he was Vice President of the Strategic Solution Group at Bank of America Merrill Lynch covering Central Eastern Europe, Middle East and Africa. He was involved in originating, structuring and coinvesting in a number of landmark transactions including British Energy Right-Way Risk. Prior, Mr. Malik was also Director and Partner heading the Strategy Group at eplanet Capital. During his time at eplanet Capital he was instrumental in creating a strategic partnership with Kuwait Finance House and securing OPIC funding. Other work experiences include JP Morgan, PWC, Hewitt Bacon & Woodrow and KPMG based in London. Mr. Khaleeq Nazar Kiani, Secretary Energy, Balochistan The Department of Energy, Government of Balochistan was established after bifurcation from Irrigation & Power Department vide Government of Balochistan Notification No. SO(O&M)1(24)/S&GAD/2011/ dated 23rd December 2011, and since then the department is working independently. It is mandated to better address energy issues by exploring sustainable alternative/renewable energy sources in Balochistan province and to formulate and initiate renewable energy projects. The Government of Balochistan assigns a high priority to provide electricity to underdeveloped/rural areas of the province. As the traditional methods, depending upon hydro energy, are not sufficient to meet the demand and that the thermal energy resources are expensive and environmentally unsafe, renewable energy resources are to be exploited, wherever feasible, for sustainable development at village,

5 district and divisional levels in the province. ( Ms. Iffat Farooq, Additional Secretary, Energy Department, Government of Punjab Ms. Iffat Farooq is a civil servant of Pakistan who joined the civil service in year She is a seasoned officer who has wide experience in Project Management including Financial Management. She has been heading the World Bank Funded Project to improve financial reporting and auditing in Pakistan. She has been posted as the Additional Secretary in the Energy Department, Government of Punjab since 2015 and is currently in-charge of various renewable energy projects including Solar and Wind based projects and promotion of Energy Efficiency and conservation in the province of Punjab, Pakistan. Saad Ahmad, CEO, Nizam Bijili Mr. Saad Ahmad is CEO at Nizam Bijli. Saad developed the Pay-As-You-Go model at Nizam Energy, believing that "Electricity is a fundamental right and not a privilege to be enjoyed by a few".
