2 <Speaker Profile> Opening Remark Masao YAMADA Chairman, Ad hoc committee on BOP Water Business Mr. Masao YAMADA is the Chairman of Organizing Committee and guest professor at Chubu University. He served as the vice mayor of Nagoya City following his position of General Director of the Water and Sewage Works Division. Remark & Panelist Osamu MURATA Director General of Office for Private Sector Partnership, JICA Mr. Osamu Murata is Director General of Office for Private Sector Partnership, JICA. His office is promoting Public Private Partnership which is collaboration with the private sector for mobilizing funds, know how, experiences, technology and management skills from the private sector into the various developing fields including health care, water and sanitation. He has abundant experiences in the field of Private Public Partnership and donor coordination. He promoted the Water Revolving Fund in Philippines, the first project in mobilizing private funds into provincial water companies, in cooperation with USAID during the time of serving as Chief Representative, JICA Manila office. Keynote speech Sahba Sobhani Manager, GMI Initiative Private Sector Division Bureau for External Affairs and Advocacy UNDP Mr. Sahba Sobhani is a team leader and manager of the Growing Inclusive Markets Initiative, a UNDP-led global multi-stakeholder research and advocacy initiative that seeks to understand, enable and inspire the development of more inclusive business models around the globe that will help to create new opportunities and better lives for many of the world s poor. He was in 2010 the interim director of the UNDP Istanbul International Center for Private Sector in Development (IICPSD) that builds on Turkey s convening power and dynamic private sector as well on UNDP s global mandate to engage the private sector constructively in supporting global and local efforts to address development challenges. He is also the lead author of the first GIM report, Creating Value for All: Strategies for Doing Business with the Poor which was launched in 50 countries since July 2008 and translated in six languages and the 2010 report titled The MDGs: Everyone s Business. In this capacity, he was the co-author of Unleashing Entrepreneurship Report.

3 Panelists Sombo YAMAMURA Chief Research Fellow, the Institute of Water and Environment Business Mr. Sombo Yamamura is the Chief Research Fellow at the Institute of Water and Environment Business and is participating in the JICA Preparatory Survey on BOP business on water supply in non-supply areas in Sri Lanka, conducted by Toyota Tsusho Corporation jointly with Nagoya City Waterworks and Sewerage Bureau. Previously, he worked as the Director of Water Supply Division of Ministry of Health, Labor and Welfare. He also has experience in overseas, which included the work as advisors of JICA and WHO. Kenichi WATANABE Chief, Management Projects Division, Project Department, Waterworks & Sewerage Bureau, City of Nagoya. Mr. Kenichi Watanabe is participating as a technical advisor in the JICA Preparatory Survey on BOP business on water supply in non -supply areas in Sri Lanka. He conducted field survey, made basic plans of water supply for those areas, and estimated construction cost. He also has experience in overseas, which included the work as a JICA short term expert. Rui HIWATASHI International Development Consultant, IMG Inc. Mr. Rui Hiwatashi is a consultant with special expertise in international development. His recent achievements include planning and evaluation of development cooperation projects by government of Japan in countries of Asia and Africa, covering a variety of sectors such as rural water supply, public health, law and justice, peace building, ICT, and urban transportation. Prior to joining IMG, Mr. Hiwatashi was a research associate at the Institute of International Strategy of Waseda University and a project officer of Relief International, an international NGO focusing on emergency relief aid. He also has years of experience as business information systems consultant. Mr. Hiwtashi has an M.A. in International Relations from Graduate School of Asia-Pacific Studies, Waseda University and an LL.B. from the University of Tokyo. Makoto MURASE CEO, the Institute for Skywater Harvesting Co.,Ltd. (PhD) Dr. Makoto Murase is the CEO of the Institute for Skywater Harvesting Co.,Ltd. He has many international carrier experiences; Advisor of RWH on TAIPEI ZOO, Taiwan in 1999, ;Advisor of KCRSA, Korea in 2002, ;Referee of Doctorate paper on RWH, Seoul University in 2009, ;Advisor and Consultant on SWH for NGO in Bangladesh since from 2000, ;Encouragement of translation and publication for Rainwater & You ( Korean, Chinese, Indonesian, Vietnamese, Bengali, Persian and Portuguese) since from He has been working as Visiting Professor at the Faculty of Pharmaceutical Sciences, Toho University and Project director JICA promoting social network for BOP business as well as Advisor of the Bangladesh Rainwater Forum. He received Rolex Awards for Innovative Skywater Projects on October, 2002.

4 Moderator Seetharam Kallidaikurichi Easwaran Visiting Professor, the Lee Kuan Yew School of Public Policy Founding Director, Institute of Water Policy and Global Asia Institute National University of Singapore Dr. Seetharam is an internationally recognized thought leader at the Asian Development Bank with over 20 years of professional experience in development cooperation, infrastructure policy, systems thinking, diplomacy, and Human Values. At ADB, he produced major water publications such as the Asia Water Watch 2015, Smarter Sanitation, Investing in Small Piped Networks, and the Asian Water Development Outlook Rapporteur Caroline King Caroline is an environmental scientist by training, a social thinker by necessity, and an explorer by inclination. Her work has included policy analysis, project management, research coordination and fieldwork aimed at understanding how societies live with, understand and shape environmental change. She has worked with various international organizations, including the United Nations University at its headquarters in Tokyo, Japan. Her Doctoral work has been completed in Geography at the University of Oxford. 5 Organizer Ad hoc committee on BOP Water Business Aims of the committee are to promote private business activities for BOP (Base of the Pyramid) in developing countries which contribute to meeting and responding to poverty alleviation and development challenges and clarify the deployment direction of future BOP water business based on experience of BOP water business in the world, Head office of Ad hoc committee on BOP Water Business is Secretariat of the Water Security Council of Japan : c/o Japan Water Forum. Co-Organizer Japan International Cooperation Agency (JICA) Since its establishment in 1974, the Japan International Cooperation Agency (JICA) has provided various forms of technical assistance in over 150 countries and areas. JICA s role has changed with the times. It has become more field orientated, working more closely with partner governments, international donor organizations, private enterprises and, above all, local people and communities providing greater hope for the future. In October 2008, JICA merged with the overseas economic cooperation section of the Japan Bank for International Cooperation (JBIC). The new JICA, as the world s largest bilateral development agency, is now able to provide technical assistance, concessional loans and grant aid in a harmonized manner, covering areas from infrastructure to grassroots projects. JICA, the donor agency of the Government of Japan, established Office for Private Sector Partnership in October 2008, to establish strong win-win relationships with the private sector and mobilize their business initiatives to accelerate the development of developing countries. The office has been supporting private companies with various schemes, such as support for feasibility study for BoP business and PPP (Public Private Partnership) infrastructure, and loan and debt finance to private businesses in developing countries.
