2 LETTER FROM THE EXECUTIVE DIRECTOR Just as water, sewer, and public safety are considered essen al public services, parks are vitally important to establishing and maintaining the quality of life in a community, ensuring the health of families and youth, and contribu ng to the economic and environmental well-being of a community and a region. Why Parks and Recrea on are Essen al Public Services, Na onal Parks and Recrea on Associa on Dear Friends, The focus of the Irmo Chapin Recrea on Commission (ICRC) is always directed forward. We are perpetually seeking the next great opportunity to provide the best services to our community. We are constantly fostering collabora on and partnerships, looking for safer and more efficient ways to deliver services, or developing the next great programma c ideas. Each year, we shi our focus and look back on what we accomplished. This report is the culmina on of that process, and it has been a delight to review and reflect on what our agency provided to the community. ICRC celebrated the opening of two great facili es this past fiscal year: Saluda Shoals Park East and Melvin Park. The grand opening for the east side of Saluda Shoals Park was held in August Our community should be very proud of this facility as it was an abandoned industrial site and classified as a brown field. ICRC went through a nine year voluntary clean-up process with DHEC transforming this site into an amazing green space for thousands of youth and adults. Saluda Shoals Park East boasts six mul purpose athle c fields, ten tennis courts, a lower boat ramp, a pond, and a connector road. Phase one at Melvin Park was completed and opened to the public in April This phase entails four baseball/so ball fields, a guest services building, a maintenance building, a tennis/splash opera ons and restroom building, eight tennis courts, a splash pad, and small playground. Phase two will see the comple on of two more baseball/so ball fields and two mul purpose athle c fields. Saluda Shoals Park East and Melvin Park are projects in ICRC s current master plan and executed thanks to the support of the Commission, Lexington County Council, Lexington County Delega on, and many other generous sponsors and donors. Programma cally, the organiza on was very successful as well. Team sports, youth and adult athle cs, and a er-school program par cipa on con nued to rise. Holiday Lights on the River set record a endance; more than 92,000 guests enjoyed our light show in 2016 and district-wide, ICRC special events had an increase of over 40,000 par cipants. Crooked Creek Park 176 I cannot claim full credit for this past great year s successes; I only have the privilege to report on it. ICRC s previous Execu ve Director, Elizabeth Taylor, who re red on June 30, 2017 offered outstanding leadership to this organiza on and helped ICRC rise to new heights. Elizabeth set a fantas c example of how to do things the right way and how to serve well. I cannot sing her praises enough, or thank her enough, for all she gave to our community. Melvin Park People, young and old, build memories in our parks and programs every day. I consider it an honor to serve and I hope to see you in one of our Parks soon! 3 ABOUT US The Irmo Chapin Recrea on Commission (ICRC) is a special purpose district formed in 1969 to serve community members living in the Lexington County por on of District Five of Lexington and Richland Coun es. Five Commissioners, appointed by the Governor of the State of South Carolina, are responsible for policy making decisions and goal se ng for future development of the agency. These facili es provide an array of recrea onal opportuni es for youth, teens, adults, seniors, and individuals with special needs. Programming and special events offered by ICRC throughout the year are centered within the parks. Over the years, ICRC has earned a reputa on for program and facility excellence that has a racted par cipants from surrounding coun es. This posi- vely impacts the financial posi on of the agency as user fees support a significant por on of ICRC s opera onal budget. 6 PARK DEVELOPMENT The primary focus in was the comple ng the expansion of Saluda Shoals Park East and ICRC's new park in Chapin, Melvin Park. Saluda Shoals Park East Development Saluda Shoals Park East celebrated it's grand opening in August Addi onal work at the Park that was completed in included: Infrastructure for communica on and Holiday Lights and was installed along roadway Street lights were installed Traffic signage, roadway markings and speed bumps were installed Melvin Park Construc on of the 70 acre Melvin Park was substan ally completed and the Park celebrated it's grand opening in April, Park ameni es completed include: Three buildings: maintenance shop, concession/ restroom pavilion, tennis/splash office and restrooms A four field (clover leaf design) lighted baseball/ so ball complex Athle c fields ligh ng system Two small baseball/so ball fields and two u lity fields (one lighted) A splash pad and small playground A tennis facility including eight hard courts Parking lots and roadways throughout the property PARK & FACILITY IMPROVEMENTS Constructed Tot Lot play area at Seven Oaks Park Completed Dog Park fencing at Saluda Shoals Park Constructed a picnic shelter at Seven Oaks Park Constructed a reten on wall behind River Center at Saluda Shoals Park Design and installa on of interpreta ve signage in Saluda Shoals Park Wetland Preserve Renovated and enlarged the Environmental Center's deck at Saluda Shoals Park HIGHLIGHTS Strategic Master Plan Update The Saluda Shoals Park East expansion and the opening of Melvin Park in Chapin mark the comple on of ICRC's district-wide 18 million dollar park improvement and expansion efforts. These projects are part of a ten year Strategic Master Plan the Commission implemented in 2010, which included the development of a mul use outdoor facility in Chapin, and indoor/outdoor facili es in the Irmo area. These new recrea on facili es, along with improvements made to Seven Oaks Park, help contribute to the health and livability of the Irmo and Chapin communi es. A er-school Programs ICRC offered quality a er-school programs to an average of 624 children per day. Therapeu c Recrea on ICRC offers programs and ac vi es for children and adults with cogni ve, physical and emo onal disabili- es. Our purpose is to develop appropriate leisure and social skills through a wide variety of ac vi es, helping our par cipants become self-confident, courageous, and independent. Therapeu c Recrea on offered a er-school programs to 1,022 par cipants this year, and also had 135 summer campers. The department was also awarded more than $55,000 in grant funding for Crooked Creek Park's a er-school program and the Saturday Respite program at Seven Oaks Park. Summer Camps Summer Safari day camps at CCP and SOP served 260 children each week for 10 weeks. Extreme Safari, a day camp for youth ages 11 14, served 70 children each week. Addi onally, ICRC offers more than 130 specialty camps for children of all ages and interests at our parks. Children s Theatre ICRC s Children s Theatre program con nues to thrive. In , 166 children par cipated in the program performing in four produc ons to more than 3,600 audience members. Environmental Educa on Programs Environmental Educa on Programs are offered to schools throughout the region. These programs address current na onal and SC educa on science standards and give students a unique, hands-on experience learning about plants, animals, and the environment. Each program consists of a short lesson, an opportunity to handle various preserved plant and animal specimens, and a nature walk through one of the many habitats within Saluda Shoals Park. Health and Wellness ICRC offers health and wellness programs at Crooked Creek Park and Seven Oaks Park including well equipped fitness centers, a variety of classes and indoor walking tracks at both loca ons. Senior Services ICRC serves as the area s Council on Aging, which makes Crooked Creek Park and Seven Oaks Park key providers of senior services in the community. Support services include the following: case management, transporta- on, Meals-on-Wheels, group dining sites, health and wellness programming, and more. ICRC served more than 25,000 meals to seniors this year. Athle cs ICRC had more than 6,300 par cipants in our youth, adult, and travel athle c leagues which include: lacrosse, so ball, football, flag football, cheerleading, soccer, cross country, track, baseball, basketball, wrestling, golf, and USSSA Baseball. ICRC was also awarded a $22,000 Community Development Block Grant to purchase youth athle c equipment for children that qualify through our Chase Loveless Memorial Scholarship Fund. Market Development Tournaments and Events During FY 2017, ICRC hosted 33 sports tourism events headlined by the Columbia Volleyball Club The Clash. Addi onal events included regional Quidditch, baseball and lacrosse tournaments, 5Ks, and fun runs. These events brought 96,617 visitors to ICRC facili es and had an es mated economic impact of $2,079,221.

7 , Environmental Stewardship Protec ng and enhancing our resources is vital throughout the District and ICRC contributes in many ways. Seven Oaks and Crooked Creek Parks serve as drop off sites for Grinding of the Greens. Crooked Creek Park par cipates in Chapin Community Service Day. Saluda Shoals Park hosted mul ple river clean ups throughout the year where more than 100 volunteers collected trash along the Lower Saluda River. Special Events ICRC offers a variety of special events each year which a ract more than 190,000 people to our parks. Events offered include: Back to School Movie Night, Baseball and Lacrosse Tournaments, Pickleball Tournaments, SCRBI All Star Baseball Tournament, Breakfast with the Bunny, Candy Cane Hunt, Climb the Clay 8K, Crooked 5K for Meals-On-Wheels, Daddy Daughter Dances, Flashlight Egg Hunt, Fun Fridays, Halloween at the Park, Holiday Market, Middle School Pre-Teen Dances, Mud Mania, Pickin & Piggin, Santa's Market Cra Show, Senior Games, Sleigh Bell Stroll & Trot, Special Needs Dances & Shows, Theater in the Park, Toddler Egg Hunt, and Will-O -the-wisp. ICRC's largest annual special event, Holiday Lights on the River, was held November 23 rd through December 31 st. This event generates necessary revenues to support the opera on of Saluda Shoals Park. More than 92,000 people made Holiday Lights part of their family tradi- on and the event had an es mated $3 million dollar economic impact on our community. Saluda Shoals Founda on The Saluda Shoals Founda on is a nonprofit 501(c)(3) organiza on which serves as an advocate for the preserva on and sustainability of Saluda Shoals Park through financial support, fostering partnerships, suppor ng programs and crea ng community awareness. During the fiscal year, the Founda on raised more than $139,000 for Saluda Shoals Park, Nature s Theater campaign and other projects. The Annual Campaign raised more than $61,300 from individual and corporate memberships. The Founda on s annual fundraising event, Shuckin on the Shoals, raised nearly $25,000 and hosted 225 people. Investment funds with Central Carolina Community Founda on ended the year at $49,312 in the general fund and $237,074 in the Nature s Theater fund. Corporate partnership with Colonial Life, Shaw Industries and Waste Industries provided generous support for the annual fund while several donors supported specific projects which included: Barking Lot SC Veterinary Specialty & Emergency Care; Meals on Wheels The Russell W. Bu erworth Founda on; and Wetland educa on and restora on SCE&G and Wells Fargo. The Nature's Theater Campaign received a $100,000 pledge from CR Jackson Company, plus $26,600 from individuals, bringing the campaign total to $2.5 million. The Founda on provided funding for several projects and special events this year including: Dinner and an evening at Holiday Lights on the River for 150 soldiers from Ft. Jackson. Interac ve displays at the Wetland Preserve - The Saluda Shoals Founda on Board invested $33,000 in new interac ve signage designed to engage visitors and teach them about the Wetland Preserve. The annual July 4 th Star Spangled Symphonic Salute as well as the Nature's Theatre Jazz series. The Saluda Shoals Founda on Board of Directors would like to extend their apprecia on to the Annual Campaign donors who gave so generously this year.
