1 Letter from the President Dear TexasOne SM Member: In the fall of 2003, when Governor Rick Perry launched the exciting new program called TexasOne SM, we were optimistic that this kind of private-public partnership would showcase our state to top decision-makers and thought leaders nationwide. Just two short years later, not only have our dreams been realized but this first-of-its-kind program has exceeded all expectations and raised the bar for the way business is conducted in Texas and around the nation. As President of the Board of Directors of the Texas Economic Development Corporation, a 501 (c) (3) nonprofit organization that oversees this dynamic initiative, I have seen firsthand the power of the public and private sectors working together for a common goal. It has been a great year for our state and for TexasOne SM. The program has achieved many milestones including a 250% increase in membership; raising more than $2.7 million towards our goal of $5 million; and having a finance director on board for a full year. TexasOne SM hosted top CEOs and corporate site consultants at two signature events resulting in the announcement of four companies bringing thousands of jobs and investment to Texas. In the past year, TexasOne SM expanded our board of directors and we have enjoyed tremendous success in spreading awareness of Texas premier business climate. Not only does Texas have the number one business climate in the nation but over the last 24 months, more than 228,200 new jobs have been created. I am pleased to report that the program has been such a resounding success because of the many dedicated business leaders who fully support Governor Perry s vision of a strong Texas that provides an unparalleled quality of life for all Texans. 2 Letter from the Executive Director Dear TexasOne SM Member: TexasOne SM has been directly involved in multiple decisions to relocate thousands of jobs to Texas. In May, the Governor announced that Ruiz Foods in Denison will bring 423 new jobs and $48 million in capital investment to our state. In June, Washington Mutual announced it will bring 4200 jobs and establish its first ever regional headquarters in San Antonio. It was the single largest economic development announcement in the country in the first six months of In August, Toyota announced their decision to invest an additional $50 million in its San Antonio plant. With these impressive job announcements results, Texas has earned some incredible accolades. Southern Business & Development magazine has rated Governor Perry as the most influential person in the U.S. for job creation and economic development, and in 2004 Texas was awarded Best Business Climate in the country by Site Selection magazine. In March of this year, Texas won the coveted Governor s Cup for having the largest number of job creation announcements in the nation. In June, Texas was named the U.S. State of the Future by Foreign Direct Investment magazine. Thanks to TexasOne SM, our state has been able to get the message out that Texas is an ideal business location. This year, we funded the production of a Wide Open for Business television commercial, an outdoor ad campaign called Moving to Texas and two high-profile Texas signature events at The Breeders Cup in Grand Prairie and the NASCAR race in Fort Worth. We cannot slow down now. TexasOne SM will continue to fund marketing activities to promote Texas for new jobs. 3 History During the 77 th and again in the 78 th legislative sessions, Texas Economic Development (TxED), along with Texas Economic Development Council and economic development stakeholders, requested $5 million to fund a business recruitment marketing campaign. Although legislative leadership clearly recognized the need to fund such a campaign, the state was facing a budget shortfall of $10 billion. Without a stable funding source, TxED decided to raise the needed marketing dollars through its 501 (c) (3) non-profit, non-partisan, tax-exempt corporation: the Texas Economic Development Corporation. The Texas Economic Development Corporation was established in 1987 by the Texas Legislature to support the programs and activities of TxED. The Corporation was incorporated as a non-profit and granted federal 501 (c) (3) status in On September 1, 2003, TxED was merged into the Governor s Office, along with the Texas Economic Development Corporation, and was renamed the Office of the Governor, Economic Development and Tourism Division (EDT). On September 23, 2003, Governor Rick Perry announced the TexasOne SM program, a new marketing initiative to actively market and promote the State of Texas as a business location. TexasOne SM is a program of the Texas Economic Development Corporation managed by a statewide board of directors appointed by Governor Perry. This year, Governor Perry established the Governor s Economic Development Partnership Council. Comprised of the Board of Directors and Tier One members of TexasOne SM, the Council s mission is to help sell Texas. The Council is committed to growing the membership of TexasOne SM and helping to recruit new jobs to Texas through trade missions and other recruitment activities. In July of 2005, Governor Perry named Secretary of State Roger Williams as Chairman of the Economic Development Partnership Council. Mission Governor Perry has made economic development the cornerstone of his administration. The mission of TexasOne SM is to create a public/private partnership to market Texas in a dynamic and competitive manner. TexasOne SM is funded through private contributions by organizations and individuals interested in the business climate of the state, and interested in making a positive contribution towards the promotion of economic development and job creation in Texas. Goal The overarching goal of this campaign is to market and promote Texas as a premier business location. Dollars raised will be used to fund special events and other exciting and highly visible marketing and communications activities appropriate to the target audience. These marketing activities include: Trade shows Texas signature events The results of these activities will be: Familiarization tours Advertising/PR Recruitment missions Market research Increased interest in Texas Increased number of leads for Texas Branding of Texas as a business location Perception of Texas as #1 business climate 3

In 2005, three membership recruitment events have taken place: TexasOne SM Membership Recruitment Event in El Paso In January, Governor Perry met with more than 150 business and community leaders in El Paso for a TexasOne SM membership reception. Board Vice President Bob Wingo attended. TexasOne SM Membership Recruitment Event in the Rio Grande Valley In April, 150 CEO s and community leaders met in the Rio Grande Valley to hear Secretary of State Roger Williams explain the benefits of TexasOne SM. The event was hosted by the Rio Grande Valley Partnership. Board Vice President Bob Wingo attended. TexasOne SM Membership Recruitment Event in Amarillo In July, 70 CEO s and community leaders met in Amarillo to hear Secretary of State Roger Williams explain the benefits of TexasOne SM. Board members Jane Juett and Bob Wingo were in attendance. 4

5 Fundraising Activities The primary fundraising activities are done by the board and staff through one-on-one contact with potential members. In addition, 500 membership solicitation letters were mailed to economic development professionals in October A second, larger direct mail membership campaign was completed in August A letter from Secretary of State Roger Williams was followed by a membership package and letter from EDT Executive Director Tracye McDaniel. 6 Marketing Activities In the past two years, Texas has gained 228,200 new jobs because our taxes are low, our workforce is skilled and we have let the world know that Texas is wide open for business and job creation. - Governor Rick Perry October 2004 TexasOne SM Breeder s Cup Signature Event Grand Prairie, TX The fourth signature event for TexasOne SM was in conjunction with the 2004 Breeder s Cup. A combination of CEOs of located companies, CEOs of prospect companies and site selectors were invited to enjoy a unique Texas horseracing experience. The result of this event was increased awareness among site selectors of Texas strengths. Shortly after the event, BP America, Freescale and ASMO, a subsidiary of Denso, announced expansions in Texas. November 2004 Best Business Climate Direct Mail Piece Various states This direct mail package included a letter from EDT CEO Jeff Moseley and a reprint of the Site Selection magazine declaring that Texas has the #1 business climate in the nation. The package was sent to CEO s in the critical competitive states of California, Ohio, Illinois, Michigan, Louisiana and Ohio. December 2004 Moving to Texas Outdoor Campaign Various cities The World s Best Companies are Moving to Texas for the Weather. This multi-state outdoor campaign increased awareness that Texas has the #1 business climate. Billboards were placed in key markets of Houston, Atlanta, Orlando, Dallas and Sacramento. The campaign also included 88 taxi headers in New York City, 88 taxi headers in Washington DC, 100 taxi headers in Los Angeles and 8 transit shelters in downtown Sacramento. 6

7 January 2005 March 2005 April 2004 May 2005 PLASTEC West Anaheim, CA The State partnered with the Greater Dallas Chamber of Commerce to capture leads generated at this trade show focused on medical devices and plastics. Special Advertising Sections Nationwide/Worldwide As part of our co-op marketing plan, we partnered with three major industry publications in March-- Business Development Outlook, Business Facilities, and Area Development--to increase awareness of Texas as an ideal business location. Communities and corporate partners were invited to purchase advertising in the special sections. Other special advertising sections published this year were America Economia, American British Business and Nikkei Business. Governor s Wide Open for Business TV Commercial Major U.S. television markets Thanks to TexasOne SM, a film crew was on hand to capture pivotal moments during the Governor s Cup Award announcement in Austin. The footage was developed into a :30 television commercial that ran nationally on Fox News, CNBC, MSNBC, Golf Channel, HGTV and CNN and locally in Washington DC, Sacramento, San Jose and Detroit. Over a two-week period, the commercial generated 1,543 page views on the video file and 1,642 page views on the Economic Development & Tourism home page. TexasOne SM NASCAR Signature Event Fort Worth, TX The fifth TexasOne SM signature event was held in partnership with the Samsung Radio Shack 500 NASCAR Nextel Cup Series at the Texas Motor Speedway in Fort Worth. The result of this event was increased awareness among site selectors of Texas strengths. Just weeks after the event, Ruiz Foods announced it would be relocating its corporate offices from Dinuba, California to Denison, Texas. Society of Automotive Engineers (SAE) Detroit, MI The second time participating in this show, the Economic Development & Tourism Division led a group of 15 Texas communities to Detroit to participate in North America s most important trade show for the automotive industry. The tradeshow provided an opportunity to showcase the state s many advantages to the automotive industry as well as provide an opportunity for key meetings with prospects and site selectors. Our Texas team generated 629 leads and 26 prospects. Black Enterprise/General Motors Entrepreneurs Conference Dallas, TX This was the second of three conferences hosted by the state in conjunction with Black Enterprise and General Motors. Governor Perry co-sponsored the second annual Doing Business Texas Style spot bid fair. More than $5 million in state contracts were awarded. 7

8 June 2005 July 2005 BIO 2005 Philadelphia, PA Texas had 35 communities participate in the world s largest biotechnology conference. The Texas Pavilion generated more than 200 leads and 8 prospects. The tradeshow provided an opportunity to showcase the state s many advantages to the biotech sector as well as provide an opportunity for key meetings with biotech prospects and site selectors. TexasOne SM hosted a wine reception for conference attendees and biotechnology executives. August 2005 Trade Mission to Japan and AICHI World Expo Tokyo and Nagoya, Japan For the first time in twenty years, the State of Texas led a mission to Tokyo and Nagoya, Japan in order to meet with Japanese businesses in key industries, visit Dr. Toyoda and Toyota officials and meet with automotive suppliers. In addition, the State of Texas was a sponsor of the U.S. Pavilion at the Aichi World Expo The Texas delegation was made up of 11 entities and 73 participants. First Lady Anita Perry and Secretary of State Roger Williams met with Japanese leaders and business executives. The Economic Development & Tourism Division hosted Texas Days at the Expo from Aug. 1-3, Team Texas/TexasOne SM Business Appreciation Event with Governor Perry Austin, TX Partnering with the Team Texas, TexasOne SM hosted a Business Appreciation Event for Texas businesses and prospects at the Barton Creek Country Club in Austin. About 150 people attended and listened to Governor Perry s vision on economic development and his appreciation for Texas business leaders who call Texas their home. 8

The results speak for themselves. From Best Business Climate to U.S. State of the Future to the Largest Job Creation Deals in 2004 and 2005 to date, Texas has earned accolades that are the envy of our competitor states. Here are some accomplishments from the past 12 months: In April 2005, Texas was named The U.S. State of the Future, based upon its economic potential, cost effectiveness, human resources, information technology and telecommunication infrastructure, transportation infrastructure, foreign investment promotion strategy and quality of life. (Foreign Direct Investment, April 2005) In March 2005, Texas won the coveted Governor s Cup for having the highest number of project announcements in the country. (Site Selection, March 2005) In November 2004, Texas was awarded Best Business Climate in the country. (Site Selection, November 2004) The Texas Enterprise Fund, the largest deal-closing fund of its kind in the nation, attracts businesses and jobs to Texas. The fund has awarded more than $278 million with a total capital investment of $6.5 billion and has secured 34,069 jobs to date, including the recent Washington Mutual announcement with a capital investment of $136 million and 4,200 jobs. Texas landed the nation s #1 job creation deal for 2004 with Countrywide s announcement to bring 7,500 new jobs to Texas. This was also the largest single new job announcement anywhere in the U.S. in the past four years. (Site Selection Magazine, March 2005) Texas landed the nation s #1 transportation equipment deal of 2004, when Vought Aircraft announced it will bring 3,000 new jobs and make a $598 million capital investment with the expansion of its Grand Prairie manufacturing plant. (Site Selection Magazine, March 2005) Texas secured 10 of the top 20 capital investment projects of (Site Selection Magazine, March 2005) Texas landed the nation s #1 job creation deal for 2003 when Texas Instruments announced it will expand its operations in Dallas creating 1,000 jobs with a capital investment of $3 billion.
