Councilor Capano asked that the Family of Eric Swanson be remembered. Councilor LaPierre asked that the Family of Kelly Coleman be remembered. Pledge of Allegiance. Motion made by Councilor Walsh and seconded by Councilor Barton to accept the Meeting Minutes of December 20, 2016 and December 27, Motion carried. Council moved to proceed to the Election of a Vice-President for the ensuring Year Council Vice-President: Barton Barton LaPierre Barton Cahill Barton Lozzi ABSENT Capano Barton Net Barton Chakoutis Barton Trahant Barton Colucci Barton Walsh Barton Cyr Barton 10 Votes = Buzzy Barton Council Vice-President Barton thanked his colleagues. The following appeared in Favor: Richard Batten Motion made by Councilor Capano and seconded by Councilor Trahant to grant Petition of Lightower Fiber Networks, Robert Walls, for permission to install 44 +/- of (1) 4 communication conduit in a Northerly direction from MH#3-21 at the intersection of Blake Street and Buffum Street to the building at 9 Buffum Street. Motion made by Councilor Colucci and seconded by Councilor Capano to grant Petition of Lightower Fiber Networks, Robert Walls, for permission to install 91 +/- of (1) 4 communication conduit in an Easterly direction from MH #2-21 at the intersection of School Street and Ellis Street to the building located at 20 School Street. Motion made by Councilor Colucci and seconded by Councilor Trahant to grant

3 223 Petition of Lightower Fiber Networks, Robert Walls, for permission to install 122 +/- of (1) 4 communication conduit in a Southerly Direction from MH #16-21 at the intersection of School Street and Union Street to MH #1 on School Street. Motion made by Councilor Chakoutis and seconded by Councilor Trahant to grant Petition of Lightower Fiber Networks, Robert Walls, for permission to install 50 +/- of (1) 4 communication conduit in a Northerly direction from MH #4-23 at the intersection of Market Street and Tremont Street to the building located at 62 Market Street. Motion made by Councilor Colucci and seconded by Councilor Trahant to grant Petition of Lightower Fiber Networks, Robert Walls, for permission to install 96 +/- of (1) 4 communication conduit in an Easterly direction from MH #13-21 at the intersection of Union Street and Silsbee Street to a proposed 36 x 36 Lightower Manhole and continuing 26 +/- in a Southerly direction to the building located at 270 Union Street. Motion made by Councilor Colucci and seconded by Councilor Trahant to grant

4 224 PUBLIC HEARINGS TO BE SET DOWN: Petition of Comcast, David R. Flewelling, for permission t install, starting at Pole 17 on Circle Avenue, placing (1) 4 PVC Conduit 149 +/- to a Comcast proposed 24 x 36 Vault. Continuing on to Carolyn Road, 58 +/- and crossing the road 112 +/- to 11 Circle Avenue. (Capano) Motion made by Councilor Colucci and seconded by Councilor Trahant to set down for a Public Hearing. Motion carried. COMMITTEE REPORTS: Report of the January 10, 2017 Committee on Ordinance recommending the following to be accepted: An Ordinance Amending the Ordinance Regulating Fire Alarms in the City of Lynn Councilor Net attached the following Emergency Preamble: WHEREAS, A Special Emergency exists involving the peace, health and safety of the people or their property in the City of Lynn. WHEREAS, An Emergency relative to an Ordinance Amending the Ordinance Regulating Fire Alarms in the City of Lynn THEREFORE BE IT VOTED BY THE LYNN CITY COUNCIL THAT THE FOREGOING CONSTITUTES AN EMERGENCY. Emergency Preamble was adopted by the following yea and nay vote: (Councilor Lozzi absent). Emergency Order was then adopted by the following yea and nay vote: (Councilor Lozzi absent).
