DELRAN BOARD OF FIRE COMMISSIONERS REGULAR MONTHLY MEETING MARCH 26, 2013 The regular meeting of the Board of Fire Commissioners of the Delran Township Fire District No. 1 was held on Tuesday evening March 26, 2013 at the Fire District office. The President called the meeting to order at 8:00 pm. The President announced that this meeting is being conducted within the provisions of N.J.S to N.J.S. 10:4-41 titled Open Public Meetings and that the time and place has been posted on the bulletin board of the Municipal Building, and was advertised in the Burlington County Times on February 21, Other members of the Board of Fire Commissioners and appointed persons present were Commissioners; James Bauer, James Turcich; David Kinney; Mark Mann; Chief Jeff Lutz; Deputy Chief #231 John Martino; Deputy Chief #232 Joe Cunningham; Fire Official Walt Bauer; Solicitor Kelly Adler; EVT Kevin Peak. Insurance Broker Charles Russo was excused. A motion was made by James Turcich and seconded by Mark Mann to accept the February 26, 2013 regular commissioners minutes and the March 12, 2013 reorganization minutes. The Board was polled. All AYES. The motion was accepted. The President diverted from the regular order of business to introduce Laura Kulinski residing at 328 Juanita Ave. Mrs. Kulinski stated that she is a member of a community group that supports children s activities and was asking if the fire department still owned the property at 8-10 Alden Ave. The Board stated that the property is owned by a church. The President reverted to the regular order of business. COMMUNICATIONS SECRETARY Any communications received were distributed to the Board. The fire departments group life insurance policy is due from Harleysville Life Insurance Company. The Board will need to update the original group life insurance resolution dated September 22, 1978 next month, and will also update its participating fire department members list from last years policy.

2 CHIEF Chief Lutz reported FF Scott Seybert would head up the Junior Firefighter Competition team this May. The cost is $150 per team. Chief Lutz is considering a change to the firefighter gear SOP spec to a more generalized spec on firefighter gear, so its not as restrictive when purchasing future gear. DEPUTY CHIEF #231 John Martino reported that Engine #2312 s crew was the attack piece used at a recent fire in Mt. Laurel. DEPUTY CHIEF #232 Joe Cunningham reported that the boom on Squrt #2324 is out of service. Chief Engineer Dan Pfeiffer has been working on Marine #232. He is in the process of obtaining quotes for replacing the boat s mast. FIRE OFFICIAL S REPORT- A written report was submitted (See attached) FIRE INSPECTOR S REPORT- No report SOLICITOR S REPORT- nothing new to report FIRE EQUIPMENT The three Sterns Driflex cold water/ice rescue suits were received. Engine #2321 parts are still on order at DelVal Spring Company. The circular saw blades were received. APPARATUS OFFICER EVT Kevin Peak submitted his report. (See attached) IAmResponding is up and fully functional. The number to the system is: (877) R2329 is currently out at Beacon Auto Body having the repairs made to the paint on the front of that cab. It will have its doors repaired, ball joint taken care of and transmission codes scanned at Fire and Safety on April 15. S2324 the aerial has been condemned and will no longer be utilized on the 1992 Seagrave chassis; a Campbell s Fire Supply Engineer Chuck Yomen made this decision. He mentioned that the beam that was in question is a major support for the actual aerial device and not for the truck. The truck is still fully operational and street able. E concerns of premature fatigue and paint chippage in the folding portions of the slates; more information to follow.

3 PRESIDENTS REPORT-no report. INSURANCE- no report EMERGENCY SQUAD- no report. MASTER PLAN-progress BUIILDING & GROUNDS 231- Holland HVAC repaired the radiant heaters in the engine room bay. There are leaks in the roof, possibly from the roof fans; a service call will be made. Mal Anderson met with an engineer from Pennoni and Associates at Station #231regarding the generator. Pennoni and Associates will prepare the bid documents and specifications for station #231 s generator key fobs were placed on the Deputy Chiefs and Lieutenant s door. BriteSwitch LLC-submitted the energy lighting paperwork with the state, but the department will need to purchase the lights and hire an electrical contractor to install them, so we will need to work up a bid specification. PUBLIC RELATION The towns business association held a Breakfast with the Easter Bunny on March 23 at Station #232. CHIEF S DINNER/BUSINESS RECOGNITION- no report. OFFICE SPACE & EQUIPMENT-nothing new to report. FIRE PREVENTION-a written was submitted (See attached) EMERGENCY MANAGEMENT- the FEMA forms was filed. UNIFORMS GRANTS Short sleeve DFD T-shirts were ordered. Jeff Lutz reported he received a letter from AFG stating that the ladder truck grant was denied. Commissioner Mark Mann is on the grant committee this year; he will be working on an upcoming gear grant.

4 BILLS FOR PAYMENT A motion was made by James Turcich and seconded by Mark Mann to pay all bills presented. The Board was polled. All AYES. The motion was carried. TREASURER S REPORT The Treasurer read the Treasurer s report. A motion was made by Mark Mann and seconded by Dave Kinney to accept the Treasurer s report. The Board was polled. All AYES. The motion was carried. WEB PAGE James Bauer reported that the committee is working on a problem with the web site sign request form. Delran Township request to use of the sign to advertise Kids Expo on May 3, they asked if Delran Fire Department would like to participate as a vendor. OLD BUSINESS 1) BriteSwitch LLC- filed the energy lighting paperwork with the state. 2) Old fire alert traffic light on St. Mihiel/Alden Ave.-will chop up concrete in the spring 3) Lap top computers are in trucks being field tested trying to work out the wireless card problems-working on 4) Travel Policy-J.T working on 5) Chief to get FDIC cost for 4-6 members-not going 6) Old Chief s vehicle ( 99 Tahoe) got book value; advertise on surplus.gov 7) Uniform committee-years of service pins NEW BUSINESS Walt Bauer wrote a letter to Charles Kendra requesting that school activities be entered on the LEA calendar; the Board approved his request. PUBLIC-no public comments COMMISSIONERS-no board comments As there was no further, business to discuss a motion was made by James Bauer and seconded by James Turcich to adjourn the meeting at 9:40 pm.
