4 BREAKOUT SESSIONS Breakout sessions are designed to be relatively short sessions where a smaller group of attendees gather to learn about and discuss specific subjects or aspects of government contracting. Sessions will last approximately 45 minutes including a presentation by the featured speaker and Q&A. U.S. Department of Veterans Affairs How to Do Business with the VA and the Importance of Capability Statements Want to be successful in doing business with the U.S. Department of Veterans Affairs? Learn about an important component to this process - a capability statement. A capability statement is a marketing tool vendors use to promote their business to target viewers; much like a 5 minute elevator speech. When used properly it should highlight what products and services your business provides and be tailored to your target viewer. Florida Department of Management Services: Office of Supplier Diversity Contracting and Certification with the State of Florida The Office of Supplier Diversity certifies and assists Florida-based women, veteran, and minority small business owners to better understand how to secure state government procurement opportunities. Hear from the state s Office of Supplier Diversity on how to become certified, search for bid opportunities, and how to market your business to state government entities. School District of Lee County Upcoming Opportunities with the School District of Lee County Hear an overview of requirements and processes to successfully do business with the School District of Lee County including the revised construction solicitation process and upcoming bid opportunities. Florida Department of Transportation FDOT Disadvantaged Business Enterprise Services Program and Benefits Learn about the services FDOT offers ranging from back office support to bidding, marketing and researching possible opportunities. Also learn about online training classes that center around construction management, bonding, developing a capability statement as well as business plans. Florida Department of Environmental Protection Navigating MyFloridaMarketPlace (MFMP) This presentation will provide helpful tips on how to locate state agency s 90-day spending plans, how to use MFMP to develop business-to-business leads, how to navigate the Vendor Bid System to gain insights regarding past agency decisions as well as how to locate current contracting opportunities within MFMP. General Services Administration Contracting and Solicitations with the General Services Administration Learn about how to access procurement opportunities and small business resources to assist you in locating small business opportunities in your quest to do business with the largest procurement division within the U.S. government. Government Contracting 101 (10:15 a.m.) The United States government is the single largest buyer of goods and services worldwide. Small businesses represent over 99% of all businesses in the nation. The U.S. Government is committed to making contracts available for small business competition; however, getting a contract is more than a notion when the yearly marketplace has a value of $500 billion! This session will give you an introduction to the federal marketplace and will help you determine if it s the market for you. Small Business Administration Programs and Services (11:15 a.m.) The s mission is to help entrepreneurs start, grow and succeed by offering access to capital, contracts, counseling, and training in addition to helping communities recover after a declared disaster with long-term financial assistance. Join the SBA South Florida District Office to hear how the SBA fulfills its mission and how you can benefit. In addition, SBA myths & truths will be discussed as well as little-known SBA programs that help small firms succeed. U.S. Special Operations Command Tips and Tricks for Working with the Department of Defense This presentation will provide a quick overview of U.S. Special Operations Command, as well as tips and tricks to being successful in working with the Department of Defense. City of Bonita Springs How to Do Business with the City of Bonita Springs Find out how to register to receive electronic vendor notifications from the City of Bonita Springs and learn about their procurement process. Value Management Services Proposal Writing Tips This presentation will focus on preparing for federal, state, and county proposal opportunities, including essential pre-requisites, appointment of a proposal manager and team, the development and review of a proposal and how to identify additional educational opportunities. Washington Concepts Government Contracting Made Simple Learn about the fundamentals tools for successfully winning government contracts by effectively producing, preparing, targeting and executing. 5 SYMPOSIUM SPEAKERS Chasity Ash Lead Small Business Technical Analyst Office of Small Business Utilization General Services Administration-Southeast Sunbelt Region Chasity Ash is the Lead Small Business Technical Analyst for the Regional Office of Small Business Utilization, Southeast Sunbelt Region (4). Chasity acts as a liaison/advisor for the Regional Administrator, Regional Commissioners and Acquisition Management Officials on the Procurement Preference Program. Prior to working for GSA, she was a Contracting Specialist Intern with the Department of Defense. After 7 years as a Warranted Contracting Officer (Level 3 Certified), she took an assignment with the Center for Disease Control and Prevention. She spent the last 3 years as the VA Southeast Region Small Business Manager before joining GSA in March Chasity earned her B.A. in Mass Media at Morris Brown College with a concentration in Public Relations and obtained her Master Degree in Organizational Management in Trina Berry NCO 8 Small Business Liaison U.S. Department of Veterans Affairs Trina Berry is the Small Business Liaison for the U.S. Department of Veteran Affairs, Network Contracting Office 8. She manages small business activities for eight medical centers and 57 community based outpatient clinics in Florida and Puerto Rico. She reviews all procurements not set aside to service-disabled veteran-owned businesses to ensure all avenues for opportunities have been reached and are compliant with small business guidelines. Prior to her Small Business Liaison Position, she spent the last 9 years as a Level II Contracting Officer for NCO 8, Tampa at James A. Haley Hospital. She obtained her Bachelor Degree in Business Administration with a concentration in Government Acquisitions and Procurement from Strayer University. Ronald Brunner Business Opportunity Specialist, South Florida District Office Ron Brunner is a Business Opportunity Specialist in the 8(a) Business Development Division, South Florida District Office of the U.S. Small Business Administration (SBA). Ron has over 2 years of federal government service. Ron works to ensure socially and economically disadvantaged small business owners are aware of the various programs offered by the SBA s Small Business Certification programs such as the SDB, 8(a), WOSB and the HUBZone program. Before joining the SBA, Ron worked as a Service Engineer for a small IT company in Cincinnati, Ohio. Ron served on active duty for 6 years in the U.S. Army as an Army Officer. He received a Bachelor s of Business Administration at the University of Cincinnati in Business Information Systems. Ed Gardner President Value Management Services, LLC Ed Gardner has over 15 years of dedicated technical and managerial support in government consulting. Ed has worked with clients such as Lockheed Martin, Loral Space Systems, and IBM. He is experienced in technical writing and proposal development meeting federal, state and county requirements through solicitations, completion of supporting documentation for internal operations, and coordinating efforts with subcontractors. He also has experience in managing, tracking/ communicating outside events with internal SMEs, subcontractors, legal experts, and other essential contacts. Althea A. Harris Assistant District Director for Marketing & Outreach (Area 1), South Florida District Office, Althea A. Harris has been helping businesses for 25 years. She started her federal career in 1993 at the U.S. Department of Commerce where she traveled worldwide in support of small and medium-sized exporters. She also helped small business owners compete for federal contracts while at the U.S. General Services Administration. With the SBA office in Miami since 1999, Althea now serves as the Assistant District Director for Marketing & Outreach for Area 1. She is a graduate of Howard University and the University of Miami School of Law. Randy Landers Program Administrator-South District Florida Department of Environmental Protection Randy Landers leads the South District s Administrative Services Team overseeing information technology, human resources, purchasing, budget, fleet operations, regulatory support, records management, business outreach and contract management. He has served in his current role since April 2010 and has 21 years with the state of Florida. Randy earned his B. S. in Professional Aeronautics from Embry-Riddle Aeronautical University and is retired from the U.S. Air Force. Robert Major Vendor Relations Coordinator Florida Department of Management Services, Office of Supplier Diversity Robert Major is the Vendor Relations Coordinator, where he is responsible for building and managing relationships with certified women, veteran and minority-owned small businesses. His primary focus is helping small businesses understand how they can work with the State of Florida to secure government contracts. Prior to his role with OSD, Robert served as a Purchasing Specialist with the Florida Department of Children and Families. He also worked for private sector companies including Proctor and Gamble, Pfizer Pharmaceuticals and Genesis Health Care SWFL Government Contracting Symposium & Expo 5

6 SYMPOSIUM SPEAKERS Thomas Quinn Vice President Construction Estimating Institute (CEI) Tom Quinn is Vice President of Construction Estimating Institute (CEI), a nonprofit educational institute dedicated to the construction industry. Tom joined the institute in 2006 after a 30- year career in the construction industry. As an instructor with CEI, Tom has trained thousands of contractors in the fundamental skills of construction management, cost estimating and business development. As Vice President of CEI, Tom has been the driving force behind the development of the Florida Department of Transportation DBE Supportive Services / Business Development Program as well as the Kentucky Transportation Cabinet DBE Supportive Services and Business Development Program. Jennifer Reeder Assistant Director, Procurement Services Florida Gulf Coast University Jennifer Reeder has been with Florida Gulf Coast University since January She brings a wealth of experience as a successful negotiator of multi-million dollar contracts with top Fortune 500 companies including Boeing, General Dynamics, Lockheed Martin, Johnson Controls, Hewlett- Packard, and United Technologies while working for the U.S. Department of Defense. She holds licenses and certifications in Contracting, Program Management, Life-Cycle Logistics, Facilities Engineering, and Small Business Programs. Jennifer has been an Adjunct Instructor at Embry Riddle Aeronautical University teaching courses in Logistics and Supply Chain Management. She holds a B.A. in Political Science from Salisbury University, Master s Certificate in Government Contracting, and a M.A. in Procurement and Acquisitions Management. Wanda Roop Procurement Manager City of Cape Coral Wanda Roop is a Procurement Manager for the City of Cape Coral. She has worked for the City of Cape Coral for 10 years holding positions in Human Resources, City Manager s Office and currently in Finance as the Procurement Manager. Wanda is President of the Gulf Coast Association of Governmental Purchasing Officers (GCAGPO), a chapter of the National Institute of Public Procurement (NIGP). She holds a Bachelors of Arts in both Accounting and Business Administration and a Master of Business Administration from Saint Leo University. Fredrick B. Ross Director of Procurement Services The School District of Lee County Fredrick B. Ross is a procurement and strategic sourcing professional with over 15 years of professional procurement experience. In his current role, he is responsible for the acquisition of goods and services required by the District s multiple divisions and 96 schools. Prior to joining the School District, he worked at Florida State University as their Facilities Purchasing Manager. He received his bachelor s degree from Florida State University in Marketing, and has an MBA with a concentration in Supply Chain Management from Howard University. Lora Taylor Director of Communications City of Bonita Springs Lora Taylor is the Director of Communications for the City of Bonita Springs and has worked for the City for 11 years. She oversees the City of Bonita Springs Communications Department including infrastructure technology, event permitting, media relations, community relations, planning and executing city events, overseeing the city website, and graphic design. Prior to her time with the city, she worked for the National Basketball Association. She received her Bachelor s degree in Communications from Florida Gulf Coast University. She is a proud Leadership Bonita graduate and a member of the Southwest Florida Public Relations Association. Paul Ward Small Business Professional, Office of Small Business Programs U.S. Special Operations Command Paul Ward is a Small Business Professional with the Office of Small Business Programs for the U.S. Special Operations Command (USSOCOM) MacDill AFB, FL. He assists small businesses in understanding and navigating the government procurement process, and reviews USSOCOM procurements to maximize opportunities and ensure compliance with small business regulations. He has served in his current role since June Prior to his arrival at USSOCOM, he was a Small Business Professional at the U.S. Army Sustainment Command, Rock Island Arsenal, IL. He obtained his undergraduate degree from National Louis University, and his MBA from St. Ambrose University. Cynthia D. Washington President Washington Concepts, Inc. Cynthia D. Washington is President of Washington Concepts, Inc. and the Creator of the WCI Government Contracting NETWORK TM. WCI is known worldwide for Making Entrepreneurial Success and Government Contracting SIMPLE TM. Over 20 years ago, she solved a huge problem in the Federal Contracting Arena and decided to travel around the Nation helping Small, Minority, Veteran and Women-Owned Businesses WIN Contracts. Last year, she was awarded the Small Business Executive of the Year by Minority Enterprise Association Magazine. She also has been awarded Small Business Woman-Owned Business of the Year by MED Week in the US Dept. of Commerce.
