1 REGULAR BOARD MEETING MAINE SCHOOL ADMINISTRATIVE DISTRICT NO. 6 BUXTON, MAINE MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS JULY 9, The Board meeting was called to order at 6:02 p.m. by Chairperson Bruni. 2. The roll was called and a quorum was declared. The following Board members were present with a total of 8 votes: CALL TO ORDER DECLARATION OF QUORUM Present: J. Bruni L. Harmon E. DeCotiis T. Teacher Appointments for the School Year (The following candidates do not violate Policy Code BCC) - Nancy Bolton (MS/18 $58,250) Elementary Teacher (Grade 3) at Buxton Center Elementary School Ms. Bolton graduated in 1984 from Springfield College in Springfield, MA, with a Bachelor s Degree in Business Management. In 2013, she received a Master s Degree in Education from Thomas College in Waterville, ME. She has served as an Elementary Teacher in the Scarborough School Department from and MSAD 49 from Ms. Bolton holds a valid CHRC and teaching certificate with a #020 endorsement. Coach, Freshman (Booster Funded) Zachary Dubiel $1, Soccer Coach, First Team, Boys Denzel Crockett $1, Ms. Bruni presented the Board Chairperson s Report as follows: - The Board Standing Committees have been assigned as follows: Finance-Facilities Committee Lester Harmon Trevor Hustus Mark Nadeau Arthur Payeur Negotiations Committee Nathan Carlow Robert Deakin Trevor Hustus James Moses Jeffrey Williams Policy Committee Robert Deakin Ellen DeCotiis Alan Dube Arthur Payeur BOARD CHAIRPERSON S REPORT - The first meeting of the Finance-Facilities Committee will be August 9, 2018, at 4:00 p.m. in the Central Office Conference Room. Ms. Bruni suggested that all Board members visit the link to the Finance-Facilities Committee information on the District s website. ( - The Negotiations Committee will meet on July 30, 2018, at 4:00 p.m. in the Central Office Conference Room. - Mr. Dube has been elected as Chairperson of the Policy Committee. Mr. Deakin was elected as Vice Chairperson. - Ms. Bruni announced that she was looking for volunteers to be members of a Board Ad Hoc Committee charged with the task of reviewing the summative evaluation form for the Superintendent of Schools and the Board self-evaluation and to align the timelines in Policy Codes BBAB and CBI. Mr. Deakin, Ms. DeCotiis, and Mr. Hustus agreed to work with the

The first task will be to discuss the scope of the project. 8. Mr. Penna provided the Superintendent of Schools Report as follows: - Mr. Penna updated the Board on the results of the Girls Track Team members who participated in the National Scholastic Championship held in Greensboro, NC. He read a thank you card written by Team members. BOARD CHAIR PERSON S REPORT, CONTINUED SUPERINTENDENT S REPORT - The list of support staff hires and resignations for June 1 through 30, 2018, was included in the Board agenda packet for Board members to review. - Mr. Penna announced the resignation of Douglas Parker, Principal of the H. B. Emery Jr. Memorial and Steep Falls Schools, effective July 20, Mr. Penna reported the following teacher resignations: Katherine Bishop, Elementary Teacher (Grade 5) at Buxton Center Elementary School Jillian Daigle, Elementary Teacher (Grade 2) at Hollis Elementary School Kathy Field, Secondary Teacher (English) at Bonny Eagle High School Alyson Robillard, Elementary Teacher (Grade 2) at Hollis Elementary School Alisha Ross-Johnson, Elementary Teacher (Kindergarten) at Hollis Elementary School - Mr. Penna acknowledged the following donations: Thank you to the widow of Norman G. Solak who donated $2,500 in his memory to the Bonny Eagle Middle School s Pathfinder Program. Mr. Solak was a large supporter of the Pathfinder Program during his lifetime. Thank you to the Ruth Knox Memorial Foundation who donated $250 to the Buxton Center Elementary School library. Thank you to the Narragansett Number One Foundation for their donation of $2,500 to fund the Bonny Eagle Boys Lacrosse Boosters equipment purchases as requested in their application request - Mr. Penna reported that summer school programming had begun throughout the District today. He stated that the enrollment was a little off so administrators were contacting parents and students to touch base with them. H. B. Emery Jr. Memorial School had more students show up than were anticipated for the first day of programming there. Unfortunately, the program had to downsize this year due to funding. - The Commissioner s Conference that was held on June 27 and 28 was well attended. Mr. Penna indicated that he and Mr. Roy were able to connect with staff from the Maine Department of Education in order to share what is being promoted in the District.

Ms. Bruni appointed Board members to the following District Committees: Adult Education Advisory Committee BEHS Graduation Committee District Curriculum Committee District Wellness Committee Dropout Prevention Committee Joint Advisory Committee Vocational Advisory Committee Ms. DeCotiis / Mr. Dube Ms. Bruni / Mr. Carlow Mr. Deakin / Mr. Harmon Ms. DeCotiis / Mr. Payeur Mr. Harmon / Mr. Moses Mr. Hustus Mr. Nadeau / Mr. Williams APPOINTMENT OF BOARD MEMBERS TO DISTRICT COMMITTEES 10. Ms. Bruni opened the discussion regarding the election of a MSBA Delegate to represent the Board during the October MSBA conference. She asked Mr. Harmon and Mr. Deakin to speak on the appointment. ELECTION OF MSBA DELEGATE Mr. Harmon stated that although he had not served as the Board s MSBA Delegate, he has attended the meeting as a Regional Director of the MSBA. He explained that the Delegate would be charged with the task to represent the Board during the October meeting of the presentation of resolutions. Mr. Deakin added that in the preliminary review of the resolutions, it was good to have someone who had experience on the Board to share the focus of the Board. Mr. Deakin went on to say that he had 30 years of experience with the Department of Education in New England. He believed that he would represent to the Board well based on that experience. Ms. Bruni opened the floor for nominations. Mr. Payeur nominated Mr. Hustus. Mr. Dube nominated Mr. Deakin. Nominations ceased. Mr. Deakin 3 Votes (DeCotiis, Deakin, Dube) Mr. Hustus 5 Votes (Bruni, Harmon, Hustus, Payeur, Williams) Total 8 Votes Mr. Hustus accepted the role of MSAD 6 MSBA Delegate. Mr. Harmon recommended that Mr. Deakin be elected as Alternate MSBA Delegate. Mr. Deakin accepted the role of MSAD 6 Alternate MSBA Delegate. 11. Moved by Mr. Harmon; seconded by Mr. Williams: To pay Board members as representatives in attendance at District committee meetings and as MSBA delegate for the school year. Yes 7 No 1 (Bruni) Abstained 0 Total 8 Motion has passed. APPROVAL TO PAY BOARD MEMBERS TO ATTEND DISTRICT COMMITTEE MEETINGS AND AS MSBA DELEGATE
7 July 9, 2018 Minutes of the MSAD 6 Board of Directors Meeting Page Ms. Bruni stated that the Administrators would be meeting with the Superintendent to begin work on their goals on August 1 and 2. She said that she would recommend that the Board meet at 4:30 p.m. on August 6 to hold a Board workshop with the Administrators to begin working on the Board goals. She suggested that the regular Board meeting begin at 6:00 p.m. on that same evening. BOARD MEETINGS SCHEDULED FOR AUGUST 6 AND 20 Mr. Dube indicated that the timing of the special portion of the meeting would conflict with a scheduled Policy Committee meeting. Mr. Penna added that the Administrative Team would be holding a discussion on their goals. A meeting with the Board would be important to discover the Board s philosophy and direction for the school year. The Administrators would then be meeting on August 7 to review the information. It was agreed that meetings would take place as follows: Monday, August 6, 2018: - Policy Committee Meeting 4:00 to 4:30 PM - Special Board Meeting 4:30 to 6:00 PM - Regular Board Meeting 6:00 PM Monday, August 20, Policy Committee Meeting 4:30 PM - Regular Board Meeting 6:00 PM 13. Moved by Mr. Harmon; seconded by Mr. Hustus: To approve to contract with a facilitator to present at the Board workshop scheduled for Monday, July 16, Ms. Bruni explained that based on the information from the Board selfevaluation, she contacted Steven Bailey, Executive Director of Maine School Management Association (MSMA), to find out the cost of having a presenter for the July 16 Board workshop. She stated that she asked for two 45-minute presentations one on Board Roles and Responsibilities and the other on Goal Setting and Strategic Planning. She reported that the presentation would cost $295 plus travel reimbursement (approximately $380). APPROVAL TO CONTRACT A FACILITATOR FOR THE JULY 16 BOARD WORKSHOP Mr. Payeur noted that the Board did have money budgeted for professional development under the Board s purchased professional services account. There was a brief discussion in which Board members expressed concern of repeating unnecessary information during the workshop, in particular the Freedom of Access Act. Mr. Dube and Mr. Deakin understood the need for the information to be reviewed during the new Board member orientation, but did not see the value in repeating the information for veteran Board members. The meeting will take place on July 16, 2018, at 6:00 p.m. in the Central Office Conference Room.

APPROVAL TO SUBMIT GRANTS UNDER ESEA Mr. Harmon asked if these grants will be presented to the Board individually as they are written. Mr. Penna stated that the grants were a part of the Title grants submitted each year. Board members are privy to the funding supplied by these grants through budget information and through information provided to the Finance-Facilities Committee. 15. Moved by Mr. Harmon; seconded by Mr. Williams: To appoint Ms. Elizabeth Hayden as Mathematics Department Chairperson at Bonny Eagle High School for the school year. Mr. Hustus indicated that he would be abstaining on this vote due to his recent student experience. APPOINTMENT OF BEHS MATHEMATICS DEPARTMENT CHAIRPERSON Yes 7 No 0 Abstained 1 (Hustus) Total 8 Motion has passed. 16. Moved by Mr. Harmon; seconded by Mr. Dube: To appoint Charles de Sieyes, MD, as School Physician for the school year ($2,000 stipend). APPOINTMENT OF SCHOOL PHYSICIAN Discussion: - Do we send this stipend position out to bid? Periodically, we do a search within our area to see if there are any doctors who would be interested in filling this position. Dr. de Sieyes works with other school districts in this capacity as well. - Do we document when he provides services? Dr. de Sieyes is employed on a consultant basis. He is able to provide support to our school nurses. Although not required, he does attend a number of the regular school nurse meetings. - Does he interact with the athletic trainer? No. That is not in the scope of his tasks. There is a sports doctor that works with the athletic trainer. 17.
