4 Definasi Ukur Tanah Sains dan seni dalam membuat pengukuran untuk mendapatkan atau menetapkan kedudukan tanah atau butiran di atas permukaan bumi yang hasil akhirnya diterjemahkan dalam bentuk laporan, gambarajah, peta atau pelan. 4
5 Peta dan Pelan Merupakan dokumen saintifik bagi menggambarkan data atau maklumat butiran di atas permukaan bumi yang telah direkodkan atau diukur yang dipersembahkan secara lukisan grafik berskala menerusi media cetak (kertas) atau elektronik (digital) mengikut keperluan pengguna. Peta biasanya skalanya lebih kecil daripada pelan. Simbol tanda lazim bagi peta adalah sedikit berbeza dengan pelan bagi menggambarkan butiran. 5
6 Peta dan Pelan Prinsip Utama Dalam Membuat Peta/Pelan - Lukisan yang dibuat perlu jelas dan senang dibaca. - Lukisan dibuat mengikut skala yang ditentukan di mana setiap butiran paramuka bumi ditunjukkan mengikut arah dan jarak yang betul. - Setiap butiran yang digambarkan hendaklah mudah diterjemahkan (ditafsir). 6

8 Teknik Memplot Kaedah Manual Maklumat pelan dipelot terus pada media cetak (kertas). Penggunaan Teknikal Pen, Pensil, Jangka Sudut, Pembaris Skala dll. Applikasi CAD Maklumat pelan dipelot secara digital pada grafik CAD sebelum dicetak pada kertas. Penggunaan Perisian-Perisian CAD, applikasi komputer, printer, plotter, scanner dll. 8
9 ASAS PEMPLOTAN UKURAN 9
10 Asas Pemplotan Ukuran - Gambarajah ukuran hendaklah diplot dengan lengkap dan mudah ditafsirkan bagi menggambarkan pengukuran yang dijalankan. - Lukisan hendaklah memaparkan petunjuk utara. - Nombor stesen ditunjukkan dalam bulatan. - Garisan sempadan dilukis dengan garis malar manakala garisan terabas dengan garis putus. - Singkatan bagi maksud tanda ukur dan tanda sempadan hendaklah dinyatakan. Cth: Pk, BKL, BKB dll. 10
11 Asas Pemplotan Ukuran - Bering hendaklah ditunjukkan kepada 10 terhampir. - Jarak hendaklah ditunjukkan kepada meter. - Nombor-nombor lot berdampingan hendaklah ditunjukkan. - Butiran topografi yang diofsetkan perlu dilukiskan seperti yang ditetapkan dalam peraturan ukur. 11

45 Paparan Keluasan Luas lot-lot yang dihitung hendaklah ditunjukkan seperti di bawah: i. Lot-lot perumahan / bangunan dan perusahaan / perindustrian dan lot-lot dalam bandar dan pekan yang kurang daripada 2 hektar hendaklah ditunjukkan dalam m². ii. Lot-lot dalam bandar dan pekan yang lebih daripada 2 hektar hendak ditunjukkan dalam hektar. iii. Lot-lot pertanian dan yang lain daripada i & ii di atas hendaklah ditunjukkan dalam hektar. 45

58 PINDAAN PELAN AKUI 58
59 Pindaan Pelan Akui i. Mengikut peruntukan seksyen 396A Kanun Tanah Negara 1965, Pengarah Ukur Dan Pemetaan Negeri bertanggungjawab untuk meminda dan membetulkan kesilapan atau menambah data tertinggal pada Pelan Akui yang telah diluluskan dalam keadaan-keadaan berikut: a) terdapat kesilapan atau ketinggalan pada Pelan Akui; atau b) berlakunya perubahan sempadan pentadbiran; atau c) tanah berimilik terhenti menjadi sebahagian bandar, pekan atau mukim. 59
60 Pindaan Pelan Akui ii. Tatacara Pembetulan: a) Pengarah Ukur Dan Pemetaan Negeri hendaklah menyiasat dan memastikan bahawa kesilapan atau data tertinggal adalah sahih; b) Sekiranya sahih, kemaskinian NDCDB hendaklah dibuat terdahulu terhadap atribut yang perlu dipinda atau dibuat pembetulan dan hendaklah disahkan secara tanda tangan berdigit oleh Pengarah Ukur Dan Pemetaan Negeri. 60
61 Pindaan Pelan Akui c) Setiap pindaan atau pembetulan atribut hendaklah direkodkan secara berdigit untuk semakan, dan pindaan atau pembetulan atribut pada Pelan Akui yang dijana ditunjukkan dengan warna merah seperti berikut: data yang tersilap hendaklah dipotong dan dibetulkan; data yang tertinggal hendaklah ditambah; dan pembetulan atau penambahan tersebut hendaklah ditandatangan secara berdigit oleh Pengarah Ukur Dan Pemetaan Negeri terhadap keseluruhan Pelan Akui. 61
62 Pindaan Pelan Akui d) Sekiranya pembetulan atau pindaan yang perlu dilakukan adalah banyak, Pelan Akui hendaklah dijana semula dengan membekalkan nombor Pelan Akui yang baru, manakala Pelan Akui yang terdahulu dibatalkan, mengikut budi bicara Pengarah Ukur dan Pemetaan Negeri. e) Pengarah Ukur dan Pemetaan Negeri hendaklah memaklumkan kepada Pendaftar Hakmilik atau Pentadbir Tanah mengenai apa-apa pindaan yang diperlukan ke atas pelan hakmilik (B1) akibat daripada perubahan atau tambahan maklumat kepada Pelan Akui yang telah diluluskan. 62

65 PELAN AKUI ecadastre 65
66 Pelan Akui (PA) Pelan Akui merupakan produk akhir ukuran kadaster yang menggambarkan kedudukan sebenar persempadanan di atas tanah (secara relatif) mengikut format, media dan skala yang ditetapkan oleh Jabatan bagi tujuan penyediaan hakmilik kekal atau kegunaan lain. Pelan Akui akan dijana oleh JUPEM bagi kerja yang dilakukan oleh Jabatan atau Juruukur Tanah Berlesen. 66
67 Penyediaan Pelan Akui i. Pelan Akui hendaklah disediakan bagi setiap ukuran hakmilik tanah, ukuran strata dan ukuran stratum. Walau bagaimanapun, Pelan Akui tidak perlu disediakan bagi ukuran semula atau ukuran pengesahan kecuali: a) ukuran melibatkan tanam pastian atau penggantian tanda sempadan; b) ukuran yang dijalankan melibatkan naik taraf. Dalam hal ini, ukuran semula yang dibuat mengikut peruntukan Pekeliling ini ke atas lot lama yang dahulu diukur dengan menggunakan kaedah- kaedah kelas kedua dan ke bawah adalah dianggap sebagai ukuran naik taraf; c) ruang atas Pelan Akui asal tidak mencukupi bagi memasukkan maklumat-maklumat seperti diperuntukkan di bawah Peraturan 44, PUK 2009; dan d) ukuran melibatkan lot yang asalnya disempadani oleh sempadan semulajadi mengikut Peraturan 28(4), PUK
68 Penyediaan Pelan Akui ii. iii. Pelan Akui hendaklah disediakan berdasarkan nilai-nilai koordinat yang dijana daripada NDCDB. Pelan Akui hendaklah dilukis daripada rekod ukur yang sedia ada dalam kes di mana Pelan Akui tidak dapat dikesan atau sebab keadaan fizikalnya tidak boleh digunakan lagi seperti mana Peraturan 42(5), PUK iv. Bagi mana-mana ukuran yang dijalankan secara berperingkat, Pelan Akui hendaklah disediakan mengikut Peraturan 42(6), PUK 2009 serta tatacaratatacara lain yang telah ditetapkan oleh Jabatan. 68
69 Penyediaan Pelan Akui v. Penomboran Pelan Akui hendaklah diuruskan mengikut kaedah yang ditetapkan dalam Peraturan 60, PUK vi. vii. Bagi Pelan Akui yang merupakan susunan daripada NDCDB, Jabatan akan menggunakan pelan pra-hitungan berdigit atau Permohonan Ukur berdigit yang diterima untuk menjana Pelan Akui tersebut. Pelan Akui yang disediakan hendaklah menggunakan sama ada saiz A2 atau A3. viii. Semua maklumat ofset hendaklah ditunjukkan dalam Pelan Akui sekiranya berkaitan dan dijana daripada lapisan GLMS. 69
70 Maklumat Yang Perlu Ditunjukkan Dalam Pelan Akui i. Semua maklumat yang perlu ditunjukkan pada ruang grafik Pelan Akui hendaklah dijana hasil daripada NDCDB seperti berikut: a) tanda-tanda sempadan; dan bagi tanda sempadan yang bernombor, nombornya hendaklah ditunjukkan dalam bulatan berdekatan tanda sempadan berkaitan, sementara itu penggunaan istilah dan simbol hendaklah mengikut prosedur yang ditetapkan oleh Jabatan. b) nombor lot; c) keluasan lot sebagaimana yang ditetapkan oleh Peraturan 38(3), PUK 2009; d) abuttal serta nombor lot dan nombor Pelan Akui lot-lot bersebelahan; 70
71 Maklumat Yang Perlu Ditunjukkan Dalam Pelan Akui e) sempadan pentadbiran, jika ada; f) ofset berkaitan jalan, bangunan dan hidro jika berkaitan daripada lapisan GLMS; g) nilai-nilai koordinat bagi dua tanda penjuru ekstrim lot kepada meter terhampir; h) nilai bering dan jarak hendaklah dijana dalam bentuk tabulasi serta ditunjukkan kepada 10 bagi bering dan meter terhampir bagi jarak; dan i) bagi maklumat-maklumat yang tidak dapat ditunjukkan akibat ruang tidak mencukupi, penggunaan rajah pembesaran atau gambarajah tanpa skala adalah dibenarkan. 71
72 Maklumat Yang Perlu Ditunjukkan Dalam Pelan Akui ii. Ruangan teks bagi setiap Pelan Akui hendaklah menunjukkan: a) Penunjuk utara; b) Tajuk maklumat, seperti berikut: nama negeri; nama daerah atau jajahan; nama mukim atau bandar atau pekan; nombor seksyen (di mana berkaitan); nombor lot; skala; nombor PA terdahulu, dalam kes ukuran semula; nombor lot asal dan nombor Pelan Akui, dalam kes pecah sempadan atau bahagian atau lain-lain; sejarah lot yang sedang diukur dan nota berkaitan, jika ada. 72

87 Land Survey Definition Is science and art in measurement for obtaining or locating the position of land or detail on the surface of the earth that will translated into form of reports, diagrams, maps or plans. 87
88 Map And Plan It is a scientific document for describing data or information on the surface of the earth, represented by a graphical drawing with scale through printed or digital format follow use requirement. Maps are usually smaller scale than plan. The typical symbol of the map is slightly lesser than plan to describe the details. 88

According to section 396A National Land Code 1965, State Director of Survey is responsible on correction and amendment on any mistake or to add any missing data on the Certified Plan in such situation below : a) Having mistake or missing on Certified Plan; or b) For any changes of administrative boundary; or c) If any alienated land stop become part of town, village or mukim. 142
143 Amendment of Certified Plan ii. Procedure of amendment : a) State Director of Survey should investigate and make sure the mistake or missing data is valid; b) If valid, update of NDCDB should be done first on the attributes that need to correct or amend and should be validated through digital signature by State Director of Survey. 143
144 Amendment of Certified Plan c) Every amendment or correction should be recorded digitally for checking and amendment or correction on digital Certified Plan should be shown in red color as follow : The mistake data should be strikethrough and corrected; The missing data should be added; and Correction or adding should signed digitally by State Director of Survey on the Certified Plan. 144
145 Amendment of Certified Plan d) If there are many corrections or amendments, the Certified Plan must be generated by giving new number, while the previous Certificated Plan is revoked, in the opinion of the State Director of Survey. e) The State Director of Survey shall notify the Registrar or the Land Administrator of any necessary amendments to the title plan (B1) as a result of changes or additional information to the Certified Plan. 145

149 Certified Plan (CP) The Certified Plan is the final product of cadastral survey reflecting the actual position of the boundary on the land (relative) according to the format, media and scale designated by the Department for the purpose of preparation of final title or other uses. The Certified Plan will be generated by JUPEM for the work done by the Department or the Licensed Land Surveyor. 149
150 Preparation of Certified Plan i. The Certified Plan shall be provided for every survey of land title survey, strata title and stratum title. However, no Certified Plan need for re-survey of lot or rectification survey unless : a) Survey involved refixation or replacement of boundary mark; b) For survey involve upgrading, re-survey to be done according to regulation for old lot with second class survey and can consider as resurvey for upgrading; c) Column in Certified Plan not enough for adding information as under Regulation 44, PUK 2009; and d) Survey of lot which boundary under natural boundary follow Regulation 28(4), PUK
151 Preparation of Certified Plan ii. iii. iv. Certified Plan shall be prepared based on the generated NDCDB coordinates. Certified Plan shall be drawn from the existing survey record in the case where Certified Plan cannot be traced or for the reason of physical condition the Certified Plan cannot be used as in Regulation 42(5), PUK For those survey to be done by phasing, Certified Plan should be prepared follow Regulation 42(6), PUK 2009 and specification by Department. 151
152 Preparation of Certified Plan v. The numbering of the Certified Plan shall be dealt follow method in Regulation 60, PUK vi. For Certified Plan which arrange from NDCDB, Department will use a digital pre-computation plan or requisition of survey to generate Certified Plan. vii. The Certified Plan provided shall use either size A2 or A3. v. All offset information (if relevant) must be shown in Certified Plan and generated from layer GLMS. 152

All information shown in graphic column Certified Plan should be generated from NDCDB as follow : a) Boundary marks; for boundary mark with number, the number should be shown in the circle, while using of abbreviation and symbol shall follow Department procedures; b) Area of lot as in Regulation 38(3), PUK 2009; c) Abuttal and number of lot as well as Certified Plan number of neighboring lot; 153
