5 1. GENERAL INFORMATION 1.1 INTRODUCTION The Harris County Flood Control District 2016 CAD Standards Manual (Manual) provides a simple, intuitive guideline structured to effectively classify and organize data, yet provide flexibility to accommodate the specific needs of a project. Its purpose is to provide a consistent, uniform appearance when preparing construction drawings and exhibits. Occasional departure from this standard is anticipated, whether dictated by project condition or by outside agency requirement(s). The expectation is for the user to follow the guidelines proposed to the extent feasible in order to provide consistency in the final product. Departures from the standards of this Manual will require a prior written request for approval by HCFCD Project Manager. The influence of the U.S. National CAD Standard (NCS) is evident throughout this document although a majority of the specifications and requirements herein are simply reflections of our industry's local drawing and graphic standards. The NCS was created to encourage a more rational construction regulatory environment. The common language it proposes is a key component of Integrated Project Delivery, the collaborative union of people and practices to optimize project efficiency through all phases of design and construction. 1.2 REFERENCES This Manual is an updated version of the 1997 HCFCD Drawing and Graphic Standards Manual. The Harris County Flood Control District (HCFCD) has largely adopted applicable platforms of the U.S. National CAD Standards as the foundation of our CAD and graphic standards. The National CAD Standard is published by the National Institute of Building Sciences. For spatial data, HCFCD practices are based on local industry standards and current business requirements. The key element of this standardization is the requirement that all geospatial data and applications must be fully compatible with current ESRI or Autodesk geospatial products. CAD drafting and design software requirements are further described in Section IMPLEMENTATION This document is to be used for all new projects initiated with the District. For projects with the District that are already underway, coordinate with the District Project Manager to assess the appropriateness of implementation. It is not the 5
6 intent of this update to cause existing projects to incur additional time or cost, and measures should be taken to avoid such. Reference is made in Section 2.1 and 3.4 towards several additional files that will be made available to the consultants. These additional files are intended to make use of these standards easier, but several were not available at time of issuance of this document. The files will be made available at a future date. 2. PLAN REQUIREMENTS 2.1 HCFCD PROJECT PACKAGE 1. As a courtesy, consultants will be provided electronic media containing the appropriate data to assist in the preparation of the construction plans. Drawing, template, and standards files will be compatible with software versions currently used by the HCFCD. The following is a list of data included: a. A digital copy of the 2016 CAD Standards Manual. b. Digital drawing files (.DWG) of a standard border, completed cover sheet, abbreviation definition sheet, HCFCD standard details, general notes, and standard drawing blocks. c. A digital drawing template file (.DWT) compatible with AutoCAD. This drawing template will include basic layer definitions, dimension styles, and font styles. d. A digital drawing template file (.DWT) compatible with AutoCAD Civil 3D. This drawing template will include basic layer definitions, dimension styles, dimension styles and font styles. It will also contain some basic object and label style definitions for use with Civil 3D applications. e. A digital drawing standards file (.DWS). This drawing standards file shall be used by consultants to review project drawings for compliance with HCFCD drawing and graphic standards prior to submittal. f. The HCFCD standard color table plot file (HCFCD.CTB) for plotting B- sized 11 x17 sheets. g. The HCFCD standard linetype file (HCFCD.lin). h. Custom HCFCD logo (image). 6
7 2.2 PLAN SETS 1. Review and final copies of construction plans shall be produced to scale, appropriate on 11 x17 sheets in PDF and on bond or white Mylar as required per the consultant s contract. 2. Plan sets for typical HCFCD projects contain the following drawings compiled in the order below. A sample plan set is attached for your convenience. All survey information shall adhere to Harris County Flood Control District s current surveying standards. 2. All distances shown on the plans shall be surface distances. In the Drawing Notes, include the Project Scale Factor, which can be used to convert to State Plane grid coordinates. 3. Bearing orientation and horizontal grid coordinates are referenced to the Texas State Plane Coordinate System, South Central Zone, NAD 83, 1993 adjustment. 4. Elevation values are referenced to the North American Vertical Datum of 1988 (NAVD- 88), 2001 Adjustment. The Engineer shall coordinate the datum adjustment with the HCFCD Project Manager prior to the start of survey activities. 7
8 5. Project monumentation shall use HCFCD s Floodplain Reference Marks. Locations and data sheets for the monuments can be found at 8
9 2.4 GENERAL SHEET CONTENT 1. All drawings shall include a DATE STAMP that includes the plot date, the drawing path and filename. The date stamp shall be located outside the lower left corner of the drawing border and rotated to An example of this is as follows: 03/01/2016 G:\PROJECTS\123456\DRAWINGS\C- LAYOUT.DWG 2. Include signature blocks for HCFCD, utility companies, and other approving agencies as required. 3. Incorporate the HCFCD emblem within the border of each drawing. An electronic copy (image) of the emblem is available. Joint project drawings may include an image of the identification emblem or logo of each contributor including TSPE Firm Registration Number. (Do not display the image frame of the HCFCD emblem. Set the value of the AutoCAD IMAGEFRAME system variable to zero (0)). 4. Each construction drawing shall have the seal, signature and date of signature of the responsible Engineer in accordance with the Texas Engineering Practice Act and Rules. Use of an electronic seal is expected for providing the highest quality plan set submittal. Electronic sealing needs to be attached in accordance with the Texas Engineering Practice Act and Rules. 5. The project benchmark elevation, location, description, datum and datum adjustment are required on the Survey Control Map. Each plan and profile sheet shall contain benchmark and/or temporary benchmark information closely associated with the information on that sheet. See Section 2.3 Survey Control. 6. Store external reference files in the same folder as the project drawing files or in a subfolder labeled XREFS. 7. Use the Relative Path option to attach external reference files. 8. All externally referenced spatial data (DWG, DGN, PDF, images, etc.) shall be generated, where applicable, attached to the base drawing using coordinates 0,0,0 as the insertion point. 9
10 3. DRAWING STANDARDS 3.1 LAYERS The HCFCD layer standard is based on the drawing layer format promoted by the National CAD Standard (NCS). The NCS format consists of four data fields (Discipline Designator, Major Group, and two Minor Groups), plus a Status field. Each field is separated by a dash for clarity. The Discipline Designator and Major Group fields are mandatory. The Minor Groups and Status field are optional. It is understood that additional layers other than those defined in the template may be necessary. User- defined layers shall be named using the NCS format and include a brief description prefixed with the category User Defined: making the layer easily identifiable as a non- standard layer and to assist in the review process. A drawing standard file (.dws) derived from the HCFCD drawing template is also included in the project package. Consultants shall use this file to review project drawings for compliance with HCFCD drawing and graphic standards and include the results of the review with the interim and final submittals. 10
11 3.2 LETTERING 1. TEXT HEIGHT Standard text height is 0.07 for most drawing annotation. A minimum height of 0.05 is acceptable when used for special purposes such as for symbols or stacked fractions, and existing text and/or dimensions. A minimum height of 0.03 is acceptable for special purposes such as survey spot elevations. 2. TEXT STYLES The Standard text style shall use the upper case Arial (arial.shx) font. Figure 3.2 can be used as a general text property guide. 12 3.3 LEADERS AND DIMENSIONS 1. Leaders shall use straight leader lines and closed, filled arrows. 2. The preferred leader style shall attach the leader landing to the top of multi- line text. 3. Dimensions should be associative. Note: The AutoCAD DIMASSOC system variable is not stored in a dimension style. 4. The following table can be used as a general guide for dimension settings. 13 3.4 LINE WEIGHTS 1. The HCFCD.CTB plot configuration file included with the project package specifies plotted line weights. No modifications are to be made to this file. 2. Show existing objects, existing text and dimensions unscreened (100%) color 8 (gray) as set up in the.ctb file. 3. Show hatch objects unscreened (100%) color 252 (gray) as set up in the.ctb file. 4. Show proposed objects, text and dimensions unscreened (100%) as set up in the.ctb file. 5. The following table is based on the National CAD Standard V5, 2.0 line width guide. 14 3.5 LINETYPES 1. Use Figure 3.5 Linetypes as a general guide for all linetypes. The line weights shown in Figure 3.5 are shown as a general rule. It is understood that there may be times when objects will need to be shown in a different line weight for clarity or emphasis. In addition, it is expected that standard drafting practices be used to determine proper spacing and distance between lines for legibility purposes. 2. 16 3.6 SYMBOLS AND HATCH PATTERNS 1. Use Figure Symbols, Labels and Hatch Patterns as a general guide for symbols, labels, and hatch patterns. 2. Hatch patterns shall be associative. 19 3.7 DRAWING SCALES 1. Graphical drawing scales are required on all scaled drawings. Scales will vary depending on the type and size of project and the amount of information required. 2. Plans and profiles shall be prepared on single bank plan/profile sheets and drawn using appropriate horizontal and vertical scales. 3. Additional scales may be allowed with HCFCD Project Manager approval. 3.8 STATIONING 1. Although centerline stationing is preferred, baseline stationing may be used for projects that are confined to small areas (i.e. bridges, repair of structures, etc.). The bottom of the sheet will be labeled, so as to indicate which method of stationing was utilized. 2. Stationing shall proceed from downstream to upstream, and run from left to right on the plan sheet. 3. Tic symbols shall be used to mark stations. 19
20 3.9 DRAWING ORIENTATION 1. The North arrow shall be oriented subject to item 3.9 stationing. It is preferred that the project site shall be oriented such that the North arrow is oriented toward the top, or to the right, of the sheet MATCH LINES 1. Match lines shall be located at each end of plan view, perpendicular to the design centerline and shall be labeled as to station, and matching sheet number. 2. Match lines should be placed at even stations where practicable. 3. Do not place match lines in channel intersections or in the middle of pertinent structures CONTENT - PLAN VIEW The following information should be displayed in the drawing plan view: 1. The plan view shall be prepared in model space to scale and on coordinates. The plan will be presented in paper space through a viewport window to an appropriate scale. 2. A graphical scale and north arrow are required on all scaled drawings. 3. All topographic features visible on the ground at the time of the survey within the existing and/or proposed ROW including all structures and/or improvements outside, but within thirty (30) feet of, the proposed ROW unless otherwise directed by the project manager per HCFCD PCPM & HCFCD Survey Guidelines. 4. The design centerline and/or baseline with stationing. Multiple centerlines (or baselines) should be clearly designated CL "A", BL "B", etc. and labels shall include reference to the related CL or BL. Example: CL A STA or BL "B" STA Existing and Proposed ROW lines. 6. Existing road and utility ROW and easement lines that intersect, abut, cross, or run adjacent to the project ROW. 7. Lot lines and property lines that intersect the project ROW. 20
21 8. Legal property information and street addresses shall be provided for all property adjacent to channel ROW unless otherwise approved by the Project Manager. 9. Top of slope, toe of slope, centerline, and direction of flow for all proposed and existing channels. 10. Proposed and existing slope symbols (minimum 2 sets of 3 per bank, per sheet). 11. All known utilities including their size, depth, product, and owner. 12. Provide owner and contact information for all pipeline companies. 13. Roadway surface where roadways are within or cross the existing and/or proposed ROW. 14. Existing and proposed outfall pipes and structural features within existing and proposed channels. 15. Existing and proposed back slope swales, structures, summits, shall be shown, but without station or elevation. 16. Proposed structures shall be labeled with reference to the detail callout and sheet number. 17. Stations of all Path Inflections, Path Curvatures, and Path Tangents on the design centerline. 18. All other visible or underground features pertinent to the project that may not be specified above. 19. Existing offsite swales and ditches with direction of flow CONTENT - PROFILE VIEW The following information should be displayed in the drawing profile view: 1. Profiles shall be prepared on a grid in model space and drawn using an appropriate horizontal and vertical scale as provided in Section 3.7 DRAWING SCALES. The profile will be presented in paper space through a viewport window to an appropriate scale. 2. Profile of left and right natural ground at the ROW for all channels. Identify as East ROW, North ROW, etc. 21
22 3. Centerline flowline profile of existing and proposed channels. 4. Include existing and proposed inlets and outfalls at their confluence with the channel or basin. 5. Proposed outfall elevations shall be labeled only if design specific, otherwise the structure will be drawn and constructed as per HCFCD standard detail. 6. Proposed inlets and their outfalls shall be profiled separately from channel or basin profiles. 7. Profile of all existing and proposed structures within the ROW and their elevation. 8. All utility lines crossing or parallel to the construction. 9. Proposed centerline elevations at the beginning and end of the project, at match line stations, at grade breaks and at channel configuration changes. 10. Design grades and channel design (i.e. 20' bottom and 4:1 side slopes, s = 0.05%) shall be indicated on each sheet for proposed channel improvements. 11. All other pertinent features of the project not specified above. 12. Top elevation (or distance from flowline) for erosion protection (concrete lining and riprap) CONTENT - CROSS SECTIONS 1. Channel cross sections and typical sections representing large drainage structures (i.e. detention basins, weirs, bridges, etc.) shall be prepared on a grid in model space and drawn using an appropriate horizontal and vertical scale. Cross sections shall be typically drawn with horizontal and vertical scales of 1 = 10. Optional scales of 1 = 20 or 1 = 5 may be required on some projects. Distorted horizontal and vertical scales are not acceptable unless approved by the HCFCD project manager. 2. Cross sections shall extend 20' (min.) beyond proposed ROW or as necessary to show pertinent features. 3. Cross sections shall be typically shown at 200- foot intervals and at major channel variations, special structures, and changes in channel configuration. Consult with the Project Manager before establishing the cross- section frequency. 22
23 4. Typical Section marks in plan view shall include the section letter and the sheet number reference. Typical section letter shall not be repeated on the same plan sheet. 5. All cross sections shall be located on the grid sheets such that the centerline of the proposed channel aligns through all cross sections in each column. Sections shall run from the bottom (most downstream cross section) of the sheet to the top (moving successively upstream), and be plotted facing upstream. Include the following note on each cross section sheet: CROSS SECTIONS ARE DRAWN FACING UPSTREAM. 6. Each cross section shall identify channel station, ROW, baseline, centerline, existing natural ground, proposed channel (or basin) top of bank, toe of slope, slope breaks, existing utilities, proposed utilities, and other relevant existing and proposed features. 7. One cross section per sheet (min.) shall dimension the typical proposed bottom width and side slope, unless widths and slopes vary, then all cross sections shall be dimensioned. The ROW shall be dimensioned relative to the baseline/centerline. 8. Volumes are preferred to be generated by comparison of surfaces. Computed total cut and fill quantities shall be placed in a volume summary table on the first cross section sheet unless defined by the HCFCD project manager or other sheet as potentially required by permitting agency. If volumes are generated by comparisons of surfaces a cut and fill volume surface drawing with labels shall be provided for review. 9. Volumes may be determined by average end areas for smaller projects not using surface models. The volume table shall show the station, distance between stations, cut and fill area (square feet), cut and fill volume (cubic yards), and cumulative cut and fill volume (cubic yards) proceeding upstream. 10. Indicate on the cross section drawing the method used to calculate cut and fill quantities STRUCTURAL AND MISCELLANEOUS DETAIL SHEETS 1. Structural details shall be drawn to an appropriate equal scale vertically and horizontally. 2. All details shall include rebar size and spacing, construction joints, weep holes, toe walls, transitions, bedding, backfill and compaction requirements, dimensions, elevations, special construction notes, and all pertinent information necessary for construction. 23
24 3. Provide a typical channel section (or sections as needed). Show typical ROW, side slope, bottom width, backslope swale location, location in ROW, and berm grading. State limits applicable to the typical section (based on CL or BL Sta.). 4. Detail indicators in plan view shall include the detail number and the sheet number reference. Detail number shall not be repeated in the plan set. 4. SUBMITTAL REQUIREMENTS 4.1 SOFTWARE AND DATA FORMATS 1. Data used in the design and production process must be submitted to assist in the project review. HCFCD S preference is AutoCAD Civil 3D. However, the use of other software able to convert files into a format compatible with 3D is acceptable. Large program projects may require AutoCAD Civil 3D to ensure compatibility throughout the program. Figure 4.1 is a sample of software and data formats commonly used in the civil industries. Tools other than those listed may be used, but it will be the consultant s responsibility to translate the files into a format compatible with tools employed by the HCFCD in the review process. 25 4.2 HARDCOPY DELIVERABLES 1. Review and final copies of construction plans to be submitted per the Consultant Agreement. See Section PDF files for sheets with electronic signatures will be produced directly from printed copies. See Section 2.4, Note 4, for plan sheet signature requirements. 3. The entire record drawing set must be delivered as a single PDF file. For best results, the PDF file should be exported directly from the drawing file, except for sheets with original hard signatures, such as the cover sheet and sheets having outside agency signatures which are scanned to PDF format. Scanning resolution shall be a minimum 600 dpi with a scan quality suitable for high quality reproduction. 4.3 ELECTRONIC DELIVERABLES 1. The entire project including electronic files is required as the final deliverable. Electronic files include all files and formats used to produce final deliverables (i.e.,.dwg,.xls,.doc, etc.). 2. Include a letter of transmittal with each submission identifying and describing the files being transferred. 3. All digital data files shall be submitted on suitable digital media (i.e. CDs, DVDs, and/or thumb drives etc.), or uploaded to the HCFCD s file share website. 4. Interim and final CAD deliverable files shall use AutoCAD Civil 3D format. These Civil 3D generated entities (points, surfaces, alignments, profiles, etc.) shall have been created in a current AutoCAD Civil 3D software version at time of submittal. Anticipated approved exceptions to this requirement may be for small 2D projects only or those already in design at the time of this Manual s release. Include all digital project data relevant to design review including, but not limited to, the following: a. Project drawing files (.DWG format) b. Externally referenced drawings and spatial data stored in the project drawing folder, or a subfolder, using the Relative Path option. c.
