1 Question No. 1 The Palace of Culture and Science Building is an outstanding example of Socialist Realism architecture in Poland and, as such, it has been entered into the Register of Historical Monuments. Please unequivocally define exactly which of its elements (making up a part of the square) are simultaneously encompassed by heritage protection (flooring, lanterns, etc.). The Palace of Culture and Science Building was entered into the Register of Historical Monuments inclusive of its adjacent terraces and steps. As to elements designed and built at the time of its construction that make up its environs e.g., obelisks, the grandstand, fountains, candelabras, and flooring they are not encompassed by heritage protection. However, some of these elements are protected by entries into the Local Spatial Development Plan (see Attachment Z2.2. to the Competition Rules and Regulations). At the same time, it should be borne in mind that there are many proponents of preserving these elements in the Palace of Culture and Science Building s surroundings as well as advocates of having them encompassed by heritage protection. Question No. 2 What function is filled by the Kisielewski Room, inclusive of its individual entrance in the corner of a wing of the Palace of Culture and Science Building? The Kisielewski Room is leased out by the Palace of Culture and Science Building Management for exhibitions and other temporary events. Question No. 3 The Organizer makes the reservation that the grandstand must be maintained within the limits of the square. Is this an obligatory condition? The grandstand may be relocated within the development area in line with Competition guidelines. A design decision not to preserve the grandstand within the development area would decrease chances of the design finding itself among awarded designs. This preservation requirement does not encompass the underground section of that structure. Question No. 4 Does the structure marked in the local spatial development plan within the square area as 1 ( for relocation ) absolutely have to be maintained within the square limits? 2 Failure to maintain the above elements decrease chances of the design finding itself among awarded designs. Question No. 5 Please mark the southern limits of the Ghetto area as commemorated in the sidewalk of the area encompassed by the Competition in the Competition materials. An adjusted version of Attachment 3.6., inclusive of the line marking the southern limits of the Ghetto area, has been developed and made available to participants qualified to take part in the Competition. Question No. 6 [A]rcades are present around both areas, which means the square frontages 9.KPp as established in the Plan. The TR building does not seem to have arcades (all that is visible is something like a double façade ). Please explain how the façade of this structure is to function at the contact point with the square space and will TR really not have the above mentioned arcades (what is the function of the space within the double façade ). The double façade space has been designed and is to be utilized so as to serve the function of an arcade. The space is to be public and freely accessible. The intention is to smoothly link the theater with the square. Question No. 7 Access by trucks to the TR Warszawa Theater stage doors is to be guaranteed. How big a vehicle must be guaranteed access (and possibly space to turn around)? A tractor trailer. Maximum length 17.4 m. Total mass up to 40 tons. Question No. 8 Please provide a more detailed explanation of how the technology of the multifunctional auditorium of the TR Theater structure is to function. The available plans and section drawings do not fully clarify this. The technology of the theater auditorium is not the subject of the competition development design. The multifunctional nature of the auditorium implies an ability to organize various spectacles, shows, exhibitions, and events: theatrical, music, sport, and others. The space of the square opposite the auditorium should be designed so as to be functionally linked with it so events can be held simultaneously inside and October 6, 2017 Questions 2/14
3 outside the building. The design should make possible the use of this space for the setting up of seating directed towards the auditorium as well as for the setting up of scenography for a show being viewed from inside the auditorium. Question No. 9 What is the minimum space requirements for the outdoor audience opening towards the TR stage? The Investor has not defined the minimum size of the outdoor seating. The space should guarantee good visibility and audibility of events organized inside the main TR auditorium for a maximum audience number. Question No. 10 Can the Competition Organizer make available a 3D model (precise or simplified) of the Palace of Culture and Science Building to Competition Participants? If not, please provide drawings of the eastern façade of the Palace of Culture and Science Building. The 3D model in possession of the Organizer is in a format making impossible its use by Competition Participants. Question No. 11 What grade levels should Competition Participants assume for Competition purposes in the three characteristic locations of the square: 1 along Marsałkowska Street, 2 between the TR building and the Palace of Culture and Science Building, and 3 on the square directly in front of the Palace of Culture and Science Building? (There is a discrepancy among these in the design materials.) The datum points for the specified locations are dependent on the design concept as presented by the Competition Participant. The Competition Organizer calls attention to the following conditions that are obligatory in character for Participants: 1 The level of the square along Marsałkowska Street should make reference to the context of the existing sidewalk of the street (found beyond the limits of the Competition development area), i.e m a.s.l. 2 The level of the land between the TR Theater building and the Palace of Culture and Science Building should make possible (a) the covering of the sewer main and (b) contextual reference to adjacent land as found along the Dramatyczny and Studio theaters. Presently it is at al level of 37 m a.s.l. 3 The grade level of what may be termed the slab immediately adjacent to the Palace of Culture and Science Building is m a.s.l. This is the level that corresponds to the datum points of the entrances and steps of the plinth zone of the Palace of Culture and Science Building. October 6, 2017 Questions 3/14
4 A different shaping of the land is allowed if justified by the assumed design solution. Question No. 12 Pursuant to point b. of the Rules and Regulations: ( ) Changes in the makeup of the design team during the Competition procedure may be made no later than seven days prior to the elapse of the deadline for the submission of the Competition Design, where the Participant shall inform the Organizer by submitting a declaration in accordance with the model form found in Attachment Z1.1A. In a situation in which Participants who are participating jointly in the Competition want an additional person to join their team (a person who had not previously submitted an application for allowing participation in the Competition), is it sufficient to submit the declaration using the model form in Attachment Z1.1A containing the updated composition of the team or does the new Participant also have to submit an ESPD document as well as an application for participation in the Competition in line with Attachment Z1.1? In such a case the Participant (or the plenipotentiary of the Participants taking part jointly in the Competition) shall submit an Attachment in line with Attachment Z1.1A. If the change in the composition of the team is not one that is required in order to meet conditions for participating in the Competition, then the new team member may be added by way of Form A to Attachment Z1.5. (Identification Card) to be submitted with the Competition Design. Question No. 13 Please univocally define the datum point for the ground floor of the TR Theater and the Museum of Modern Art. There are discrepancies in the materials provided by the Competition Organizer. Attachment Z3.4., page 11, states that the level is m a.s.l., while Attachment Z3.1. (i.e. the map) gives a value of The current zero datum point for both the Museum of Modern Art and TR Theater buildings is However, the construction documentation submitted to the [relevant] department in order to receive a building permit (proceedings suspended) states During later work on the design this was corrected to a value of That is the datum point also found in the current Building Design documentation as subdivided into two building permits. Question No. 14 In the cross section of the garage, the upper edge of the floor slab in the western section is at m a.s.l. In the longitudinal section it ranges from to m. a.s.l. Thus, there is a difference in levels of the ground floor of the Theater and Museum, where the flooring of the square is from 0.35 to 1.75 m depending on the interpretation of the drawings and location on the square. Bearing this in mind, is it permissible to lower the flooring level of the square or to raise the level of the ground October 6, 2017 Questions 4/14
5 floors of the Museum and Theater? If not, it would become necessary to design a series of steps in the area of the Museum and Theater arcades. The levels of the Museum and Theater ground floors must remain unchanged (the level is m). The shaping of the square surface may be modified with respect to the present assumption, but it is necessary to take into account the fact that there is an underground garage beneath. The terrain must be shaped so that precipitation is managed within the limits of square and not flow onto the grounds of the Museum or Theater. Question No. 15 Should the grandstand (in collision with the underground garage) be left alone or can it be eliminated or moved beyond the development area? It is possible to relocate the grandstand within the development area in line with Competition Guidelines. A decision not to preserve the grandstand within the development area would decrease chances of the design finding itself among awarded designs. The requirements for preserving the grandstand does not include the below grade parts of the structure. Question No. 16 Should the steps and retaining walls separating the Palace of Culture and Science Building from the main space of the square be maintained or can they be removed and replaced by a different solution? They may be removed and replaced by a different solution. Question No. 17 The Competition documentation presents the design for the TR Warszawa Theater with a gateway opening towards the planned square (restricted by a retaining wall of low height at a distance of approximately 10 m, limiting the open stage s contact with the square). Can the fragment immediately adjacent to the theater stage that is within the limits of the development area be designed differently? Yes. A sloping plane for the square opposite the Theater with no retaining wall will guarantee better circulation as well as visibility between the square and the Theater. At the same time, it should be borne in mind that there is a garage beneath the planned square as well as below grade circulation ducts. If they are to function then this must be considered in shaping the surface of the square. October 6, 2017 Questions 5/14
6 Question No. 18 The arcades next to the overhead gate of the Theater include external stairs from the underground garage that are within the limits of the Competition development area. In our view, in light of the close proximity of the stage opening and the open arcade, they should be redesigned or moved to another location. Is this possible or even recommended, as it seems to be necessary? The grounds of the theater arcades are within the limits of the area that is to be encompassed by the primary design drawing for the Competition. However, its purpose is to build the appropriate relations between the square and the theater. The TR Warszawa Theater does not assume changes within the building itself. The stairs to the underground garage have been designed in the TR Theater. Proposing changes in this respect will not disqualify a design. However, should such a design be selected for construction then this element will most probably have to be subject to change. It may also be the case that such a solution will decrease the design s chances of receiving an award. Question No. 19 Please make available a 3D model of the Central Square environs. The 3D model in possession of the Organizer is in a format making impossible its use by competition Participants. Question No. 20 Is there a chance of you providing the exact height between the top of the slab of the planned underground garage and the top of the square flooring? The datum points for the square are dependent on design solutions as selected by Participants (e.g., the thickness of the square s road building layers). The datum points for the garage slab structure top is m a.s.l., while the datum point for the highest element of the structure (inverted coffer grid) is m a.s.l. Question No. 21 Do you allow for the possibility of submitting the Competition design together with a physical demonstration model of the square design? No. However, it is possible to submit photographs of a physical model within the framework of the assumed scope of panels. October 6, 2017 Questions 6/14
7 Question No. 22 Please make available a 3D computer model of the area encompassed by the Competition as well as of the planned buildings making up the frontages of Central Square. The 3D model in possession of the Organizer is in a format making impossible its use by competition Participants. Question No. 23 The description and guidelines to the Competition state that: With respect to the Honorary Grandstand, the Organizer maintains that it must be preserved within the square limits, although he does provide for the possibility of its relocation along the axis of the Palace of Culture and Science Building. However, the local spatial development plan provides for the possibility of relocating the grandstand. Is it necessary to preserve the grandstand within the square and additionally keep it in the most central location? To a great extent this makes impossible the implementation of very many ideas that could revolve around the axis of the Palace of Culture and Science Building. (The grandstand deviates from the scale of the surrounding structures and the whole of the square while its location at a central point of the square forcibly blocks any passage along the main axis as well as a very specific subdivision of the space.) Bearing in mind the Organizer s desire to receive new and interesting solutions, wording requiring the preserving of the grandstand blocks very many potential solutions. This is especially true as the possibility of discussion regarding the Local Spatial Development Plan is maintained. The grandstand may be relocated within the development area in line with Competition Guidelines. A design decision not to preserve the grandstand within the development area would decrease chances of the design finding itself among awarded designs. This requirement for preservation does not encompass the underground section of that structure. Question No. 24 The description and guidelines to the Competition state that: With respect to the Honorary Grandstand, the Organizer maintains that it must be preserved within the square limits, although he does provide for the possibility of its relocation along the axis of the Palace of Culture and Science Building. Does the preserving of the grandstand apply to its entire form, including parts below the square? Is it possible to only preserve the fragment rising up above the square? The grandstand may be relocated within the development area in line with Competition Guidelines. A design decision not to maintain the grandstand within the development area would decrease chances of the design finding itself among awarded designs. 8 Question No. 25 Please provide information as to whether the fire emergency routes as presented in the attachments can be shorter in accordance with: Journal of Laws Directive of the Minister of Internal Affairs and Administration of July 24, 2009 on the Supply of Fire Emergency Water and Fire Emergency Roads: 1. Improved surface fire emergency roads making possible access by the vehicles of fire fighting units to built structures during all seasons of the year shall be brought up to: 1) Buildings with fire zones qualified as human hazard categories ZL I and ZL II; 2) Buildings belonging to the high rise group of buildings medium high, high, and very high with fire zones qualified as human hazard categories ZL III, ZL IV, and ZL V; 3) Buildings containing production or warehouse fire zones as well as fire zones outside buildings encompassing technological equipment and storage yards or sheds if the density 2. A fire emergency road shall run along the longer side of a building as described in Clause 1, items 1 4 along its entire length and in the case of a building with a shorter side longer than 60 m, along two sides, where the closer edge of the fire emergency road shall be at a distance of 5 15 m from the building wall for buildings qualified in the human hazard categories and 5 25 m for all other structures. No permanent land development features or trees and shrubs of a height greater than 3 m making impossible access to the building façade using platform lifts or mechanical ladders shall be found between the road and the building wall. In cases justified by local conditions, especially architectural conditions, the fire emergency road as discussed in Clause 1, items 1 4 shall be routed in a manner 2) A total of 50% of the external wall of the building, where its span exceeds 60 m. The matter of indicating the justification of solutions as applied in the Competition design as well as solution agreement with regulations in force are among the tasks facing Competition Participants. Question No. 26 As a result of the Central Square having a garage beneath it, will its level be even or will the present slope be maintained? The design for the underground garage assumes the modification of the shaping of the square surface with respect to the existing state. Nevertheless, this does not signify that this modification will provide a completely level surface. Competition Participants have been supplied with drawings presenting cross sections of the garage. Competition designs may envisage changes in surface shaping with respect to what is assumed in the garage design, but maintaining the datum points for the October 6, 2017 Questions 8/14
9 structure of the slab covering the garage is required (see response to Question No. 20). Question No. 27 Will the grandstand be left within Central Square and, if so, what function is it to fill, and should the original flooring of the grandstand be preserved? The grandstand may be relocated within the development area in line with Competition Guidelines. A design decision not to preserve the grandstand within the development area would decrease chances of the design finding itself among awarded designs. This requirement of preservation does not encompass the underground section of that structure. The preserving of the original flooring of the grandstand is recommended, but replacement of worn elements for new is allowed as is the seeking of different solutions. Question No. 28 Should the flooring in front of the eastern entrance into the Palace of Culture and Science Building be preserved? If so, to what extent? The flooring may be preserved. Question No. 29 Which visualization is most in agreement with the current version of the building? Is a visualization (at least volumetric) available for the building planned for the southern side of the square? The managements of the Museum of Modern Art and of the TR Theater have decided not to make available the current versions of the designs for their buildings prior to receiving building permits. It is for this reason that visualizations accessible in the Competition materials as well as other visualizations available in the Internet present former versions that are no longer current. As to the building on the southern side of the square, no designs exist, only guidelines as found in the Local Spatial Development Plan are available. Question No. 30 Is it possible to design a temporary pavilion for the square? It would a pavilion that could be used for cyclic events fairs, science picnics, etc. Yes. October 6, 2017 Questions 9/14
10 Question No. 31 Will there be a caretaker assigned to the square on a daily basis? Such a possibility is being taken under consideration, but no decision has been made at this time. Question No. 32 May the design suggest a new pedestrian crossing for Marszałkowska Street (in the visualization and plans)? Yes. Question No. 33 A question on the Local Spatial Development Plan: Is the wording relating to small scale architecture (benches, tables, etc.) irrefutable? The point concerns their permanent attachment to their base, forbidden in the Local Spatial Development Plan. We are considering the design of raised areas or slopes that could serve as places to sit in various parts of the square. We are also considering permanent vegetation and water. The Local Spatial Development Plan forbids any fountains raised above or sunken to the level of the flooring. Should we adhere to this? The last question relates to accessibility of the square by trucks during mass events. Is access along its perimeter sufficient? Pursuant to Competition Guidelines, discussion on the guidelines of the Local Spatial Development Plan is allowed. All of the solutions outside Local Spatial Development Plan guidelines as specified in the above questions may be incorporated into the Competition design. However, their justification and impact on the functioning of the square must be considered. This shall be a point evaluated by the Competition Jury. The scope of accessibility of the square to trucks involves facilitating the preparing of mass events as well as deliveries to the theater through its gateway. Thus, making possible direct unloading at locations for brought in elements is indicated. 11 Suggestions by the Organizer are to be found in Attachment Z2.1. Subject of the Competition and the Ordering Party s Guidelines: A Description. As to whether the square should be a single open space or rather have various areas of differing character or any other alternative solutions, the Organizer hopes that this Competition will result in various designs that are the effect of various decisions regarding such matters. Question No. 35 What happens in the event of winning? Will our company loose rights to the design or will it be possible to continue collaboration on it? Pursuant to the wording of the Competition Rules and Regulations, the Competition Organizer assumes the awarding of five equivalent awards amounting to a gross amount of PLN 50,000, each, and an invitation for everyone receiving an award to negotiations by way of a negotiating mode without announcement (a procedure for the granting of a public order whose subject shall be the detailed development of the Competition design to serve as a basis for construction of the square). In selecting the most favorable offer by way of a negotiating procedure without announcement the Ordering Party shall apply criteria in force for the Competition as well as additional criteria such as the recommendations of the Ordering Party as acquired by way of public consultations and the price (for the detailed development of the Competition design), where the price criterion shall not be the decisive factor. The Competition winner who presents the most favorable offer shall be granted the commission for the detailed development of the Competition design in the scope as stated in Attachment Z1.4. Scope of the Detailed Development of the Competition Design that is the Subject of the Commission. Question No. 36 I would like to ask about the boundaries of the development area as running between the Nowy and Studio theaters as well as between the Dramatyczny Theater and the planned new building. Can a fragment of the development at these locations cross the boundaries slightly? Or perhaps is it possible to look at intervention in the existing flooring or site slope? Yes. The scope of the development area may be expanded. It is also possible to intervene as to site flooring and slope. Question No. 37 I would like to ask about the steps and the retaining wall visible in the area of the planned TR Theater. They are not visible as existing in the current land development and they do not appear in the materials of the building designer in the facility cross section. They also go against the design assumptions for the theater environs where October 6, 2017 Questions 11/14
12 the creation of a functional foreground for the stage/auditorium is indicated. This suggests something that is threshold free, with no retaining walls. Please provide information as to how the locations marked below should be treated. Is this an obligatory solution of a nonobligatory suggestion? The steps and retaining wall are solutions taken from an earlier phase of the TR Warszawa Theater building design. The task of the Competition Participants is to find solutions that are different from those proposed within the Competition development area. In their assessment, impact on the functionality of the square, planned buildings along it, the underground garage planned beneath it, and the surroundings shall be taken into account. The space of the square opposite the auditorium should be designed so as to be functionally linked with it so that events can simultaneously take place inside and outside the building. The design should make possible the use of this space to set up seating directed towards the auditorium as well as to set up scenography for a spectacle to be viewed from inside the auditorium, for example. Question No. 38 Is it possible for the Competition Organizer to make available documentation for the underground garage as planned beneath the square in the form of editable vector CAD files (e.g., AutoCad or compatible)? No. The Organizer has not received drawings in CAD format from the entities responsible for developing the garage drawings. They are only available in PDF. Question No. 39 Is it possible for the Competition Organizer to make available documentation for the newly designed Museum of Modern Art and TR Warszawa Theater buildings in the form of editable vector CAD files (e.g., AutoCad or compatible)? No. The institutions that are the investors for these facilities do not wish to provide drawings in CAD format. Question No. 40 Is it possible for the Competition Organizer to make available selected fragments of the documentation of the existing Palace of Culture and Science Building in a vector editable CAD file format (e.g., AutoCad or compatible)? No. The applying of the archival documentation onto the digital base of the surroundings shows significant discrepancies between the two versions. This allows October 6, 2017 Questions 12/14
13 the supposition that the Palace of Culture and Science Building was constructed in a form differing from that assumed in the design. Thus, what the Competition materials show is a compilation forming a compromise among the various images of reality. Providing access to this in digital form might falsely suggest that this material is a true measured survey drawing. The Competition Organizer hopes to evade such a misrepresentation. At the same time, it seems that any need for detailed familiarity with the Palace of Culture and Science Building interior is so small as to not justify the effort needed to put in to develop measured survey drawings of the Palace of Culture and Science Building linked to the square at an express speed for the purposes of the Competition. Question No. 41 Is it possible for the Competition Organizer to develop and make available documentation for the existing grandstand in a vector editable CAD file format (e.g., AutoCad or compatible)? No. There are no digital format measured drawings of the grandstand. Question No. 42 Is it possible for the Competition Organizer to develop and make available documentation for the underground garage planned beneath the square in a vector editable 3D file format (e.g., Sketch Up or compatible)? No. Question No. 43 Is it possible for the Competition Organizer to develop and make available documentation for the newly designed Museum of Modern Art and TR Warszawa Theater buildings in a vector editable 3D file format (e.g., Sketch Up or compatible)? No. Question No. 44 Is it possible for the Competition Organizer to develop and make available selected fragments of the documentation for the existing Palace of Culture and Science Building in a vector editable 3D file format (e.g., Sketch Up or compatible)?
