This paper asks SPCB to choose an image (or images) for the 2007 Christmas card. It also asks SPCB to confirm the greetings to be used for the remainder of this session of Parliament. Resource Implications 3. Depending on whether one or two designs are chosen, Christmas cards will cost 39p each (for one design) or 41p (for choice of 2 designs) plus VAT and 7p plus VAT for overprinting. Decision 4. This paper invites SPCB: to confirm whether it wishes to continue using the range of messages approved by the previous SPCB; to decide whether there should be one design of Christmas card or a choice of two designs for the official SPCB Christmas card; to select accordingly from the images offered in Annex A for the 2007 SPCB Christmas card(s). 3 SPCB(2007)Paper August 2007 CHRISTMAS CARDS Background 1. The SPCB has selected the images and greetings for the SPCB official Christmas card or cards each year. Last year the SPCB also approved a choice of greetings which it felt could be to be used on all future Christmas cards. Timing 2. A decision is required so that Facilities Management can fulfil Members requests for Christmas cards in time for the start of December. Discussion 3. The SPCB Christmas card is a choice offered to Members. Some Members prefer to organise their own cards, for example cards supporting a particular charity. However the SPCB card remains a popular choice for the majority of Members with 92 MSPs purchasing cards in Previously SPCB had agreed that the purpose of the SPCB Christmas card is to offer Members a branded Scottish Parliament Christmas card which would promote the Parliament. This is an approach adopted by many other Parliaments around the world. Cards therefore tend to feature an image of the Parliament building or aspects of some of the activities which take place in a Parliament. 5. There are many varied audiences for Scottish Parliament Christmas cards. For example, mailings are organised by the Presiding Officer s office and other teams such as the External Liaison Unit to a range of parliamentary and political contacts on behalf of the Parliament. Members use the SPCB card for constituents, local groups, organisations and other contacts. 6. SPCB Christmas cards are paid for by Members out of their own personal funds. The cards are produced using sustainable materials. 7. Previously SPCB approved two messages both of which were available as English only or as Gaelic/English bilingual messages. Thus, last year Members were able to choose to have any of the following greetings printed inside the card: Wishing you a Merry Christmas and a Happy New Year (in English only). Wishing you a Merry Christmas and a Happy New Year (in Gaelic and English). Season s greetings (in English only). Season s greetings (in Gaelic and English). 1

4 8. For a small extra cost, Members are also able to add their own small overprinted personal message on their chosen card under one of the standard greetings above. In 2006, SPCB printed approximately 32,000 Christmas cards. 92 Members purchased these cards. Of those, 25 chose to have the card overprinted with a personal message at a small extra cost. 77 Members picked the Merry Christmas greeting; 21 picked the Season s Greetings message (some Members chose a mixture of greetings) SPCB is invited to confirm whether it wishes to continue using the range of messages approved by the previous SPCB. 9. In 2006, the SPCB offered only one choice of card. In previous years the SPCB had selected a choice of two. There appear to be no significant differences in uptake or cost between a choice of one or two cards. There was only a slight 10% reduction in uptake in 2006; this will have been influenced by a range of factors. Offering one choice of card is slightly more economical for members (one design costs 39p per card as opposed to 41p for two design choices). It is also more economical from a production point of view to produce one card. SPCB is invited to decide whether there should be one design of Christmas card or a choice of two designs for the official SPCB Christmas card. 10. The images provided for this year s Christmas card are located at Annex A. Mock ups will be provided at the SPCB meeting. The images are as follows: A. Image of the Scottish Parliament at night. B. Landscape picture displaying the Scottish Parliament Christmas tree in the Main Hall. C. Children from Abbeyhill Nursery, playing around the Scottish Parliament Christmas tree in the Main Hall. D. A girl from Abbeyhill Nursery, placing a decoration on the Scottish Parliament Christmas tree in the Main Hall. E. Portrait style picture displaying the Scottish Parliament Christmas tree in the Main Hall. F. Portrait style picture displaying the Scottish Parliament Christmas tree in the Main Hall (different colour treatment). 11. The pictures featuring the local nursery school were taken during a visit to the Parliament in December Permission has been granted by parents of the children involved for them to be reproduced on the Scottish Parliament Christmas card for 2007 if required. A brief explanation of the covering shot will be included on the final choice of card/cards. SPCB is invited to select accordingly from the images offered for the 2007 SPCB Christmas card (s). 12. Facilities Management intend to ask Members to choose their message plus any overprinting requirement in October 2007 so that cards can be printed and despatched to Members by the start of December. 2
