Action to be taken: Paragraph 7 Related documents: None 1 The Sub-Committee at its fifth session in December 2000 noted the discrepancies between the COSPAS-SARSAT Data Distribution Plan () and the relevant IMO SAR circulars concerning points of contact for 406 MHz beacon registries, and agreed to invite COSPAS-SARSAT to update their documents for submission of the relevant annexes to COMSAR 6 for consideration. The Sub-Committee also invited Member Governments to co-ordinate at national level the relevant information provided to the IMO and COSPAS-SARSAT Secretariats (paragraph 8.92 of COMSAR 5/14). 2 The COSPAS-SARSAT documentation includes two types of data on beacon registries, as provided by Administrations. The COSPAS-SARSAT Data Distribution Plan (C/S A.001 Annex I/F) lists available information in respect of beacon registries 24-hour points of contact, which is used by COSPAS-SARSAT MCCs and should be made available to all RCCs. The Handbook of Regulations on 406 MHz and MHz Beacons (C/S S.007) lists available information on administrative points of contact pertaining to beacon coding, registration and type approval, which is of interest to beacon owners, manufacturers and retailers for the registration of 406 MHz beacons. These documents are available for downloading from the COSPAS-SARSAT web site ( For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.

2 - 2-3 Annex 12 Satellite EPIRB Registration Information of the provides information on agencies maintaining 406 MHz EPIRB registration databases. However, a review of data provided at an annex to this document shows that some Administrations have reported an administrative point of contact, similar to information provided in the COSPAS-SARSAT Handbook of Beacon Regulations (C/S S.007), while others provided information pertaining to their MRCCs, similar to information contained in the COSPAS-SARSAT (C/S A.001). In addition, the annex to this document shows that, for some countries, information provided by the is missing from, or in contradiction with the COSPAS-SARSAT documents. 4 For each country code/mid, the annex provides:.1 information shown at annex 12 to the GMDSS Master Plan on the agency maintaining 406 MHz EPIRBs registration database (columns 2 and 3);.2 information shown at Annex I/F to the COSPAS-SARSAT Data Distribution Plan (C/S A.001) on points of contact for 406 MHz beacon accessible on a 24-hour basis by SAR services (columns 4 and 5); and.3 information shown at Annex C to the COSPAS-SARSAT Handbook of regulations on 406 MHz and MHz beacons (C/S S.007) on administrative points of contact for 406 MHz beacon matters: coding, registration and type approval (columns 6 and 7). 5 Shadowed sections of the table indicate that information in the is consistent with similar information provided in one, or both, COSPAS-SARSAT documents. 6 Neither IMO nor COSPAS-SARSAT can amend their respective documentation without direct input from the competent authorities. Therefore, it would be desirable that:.1 the Sub-Committee clarify the nature of information to be provided in the GMDSS Master Plan, i.e. whether it should consist of the details of the administrative authority responsible for registration, coding, type approval, etc. for 406 MHz EPIRBs, or the operational point of contact where SAR services can obtain, on a 24-hour basis, information concerning a registered EPIRB; and.2 Administrations review information provided at the annex to this document, co-ordinate on a national basis what data is to be provided in each document, and inform both COSPAS-SARSAT and IMO of the required amendments. Action requested of the Sub-Committee 7 The Sub-Committee is invited to:.1 clarify the type of information to be reported at Annex 12 to the GMDSS Master Plan;.2 request Member Governments to review information provided at the annex to this document;
