5 5 IC Allocation - Sequence of Events 5.1 Periodic Update Process The purpose of the IC Allocation Process is to manage the Interrogator Codes Allocation for Mode-S stations in a way that in the same geographical area Mode S Stations use different Interrogator Codes or the coverage of two or more Mode S stations having the same Interrogator Code does not overlap. The allocation of the Interrogator Codes follows a cyclic procedure, the length of which is 168 days, aligned with the AIRAC dates (=effective date). During each cycle the following milestones are to be respected: Effective Activity Date minus 168 days Requirements Freeze Date. IC applications that shall become in force on the effective date have to be received by the MICA Cell. IC applications received after this date will be processed for the following cycle, unless they can be accommodated by the ad-hoc process Simulation period. days 140 days Draft IC allocation proposals issued to Focal Points for review. 112 days Agreement from Focal Points to planned IC allocations. 98 days Publication of planned IC allocations. 84 days Acknowledgement from affected states has to be received by the Eurocontrol MICA Cell days Implementation Period. 0 days Latest implementation date. 6 5.2 Ad-Hoc Process As described in chapter 5.1 above, in addition to the periodic update cycles, Interrogator Codes can be allocated at any time in an ad-hoc process. This process is applied to requests which can be accommodated without impact on already existing IC allocations. 6 / 10

7 6 IC Allocation Status The IC Allocation Status is published on the MICA Website 6.1 MICA Website Overview The MICA website is the main interface to the Mode S IC Allocation process and is part of the Interrogator Code Allocation System. It is the dedicated place to submit IC applications to request an Interrogator Code and Surveillance/Lockout/Datalink coverage maps for any Mode S radar installed or planned to be in the ICAO EUR region or in the ICAO MID region, and to retrieve the corresponding issued IC allocations. The MICA website is the place where the latest up-to-date information is available. The registered user can access the MICA website using the following link: Mode S actors involved in the allocation of Interrogator Code to Mode S radar are registered on the MICA website. Four different user profiles are defined on the MICA website. The role of the users depends on their responsibilities and defines their access rights on the MICA website: 1. Focal Point and backup Focal Point: a person representing a competent State or an international organisation applying for Interrogator Codes, who is responsible for the coordination of all matters concerning the IC allocations between the EURO MICA Cell and the Mode S Operators in their area of responsibility. 2. Mode S operator: a person, organisation or enterprise operating or offering to operate a Mode S interrogator, including: (a) Air navigation service providers; (b) Mode S interrogators manufacturers; (c) Airport operators; (d) Military authorities; (e) Research establishments; (f) Any other entity entitled to operate a Mode S interrogator; 3. Inspector: a person who carries out inspection and audit of surveillance systems including Mode S radar. 4. Viewer: a person who needs only to access the IC Allocation status and who does not need to access the entire content of the MICA website. This profile was created for people who need to access the IC Allocation status that was provided in the Attachment to EUR Doc / 10

8 6.2 MICA Website Access Rights Any user with Viewer profile has only access to the IC allocation status on the MICA website. He does not have access to IC applications submitted to request an Interrogator Code and a coverage map for a Mode S radar, and to the corresponding issued IC allocations. Simple access: The user can see the IC application in the result grid and can download it in PDF format. No access: The user does not see the IC application in the result grid. Simple access: The user can see the IC allocation in the result grid, can view it on a map (only the surveillance and lockout coverage is displayed in Google Map, the position of radars is not disclosed (the pin indicating the radar position is not displayed)), but cannot download the KML file. The same procedure is applicable to Mode S operator and Inspector To be registered on the MICA website as Viewer, any legitimate user who needs access to the status of Interrogator Codes allocated to Mode S radar shall: 1. self-register on the EURO OneSkyOnline portal: 2. send a registration request to the EURO MICA Cell: mica@eurocontrol.int Upon reception of a registration request, the EURO MICA Cell shall contact the responsible MICA Focal Point for registration approval. The table in Section 1 provides the list of countries in the EUR/NAT-Region having nominated a (Backup) Focal Point to the Mode S IC Coordination Group. The table in Section 2 provides the list of international organisations having nominated a Focal Point to the Mode S IC Coordination Group. The table in Section 3 provides the list of countries in the EUR/NAT-Region having not yet nominated a Focal Point to the Mode S IC Coordination Group. In case no Focal Point is nominated for the country, a Focal Point shall be nominated first. That means that a user from a country or from an international organisation in the ICAO European region cannot be registered as Viewer on the MICA website and access the IC Allocation status as long as no Focal Point has been nominated for that country or that international organisation. In case of problem, the ICAO European Regional office will be contacted to facilitate the process. 9 / 10
