1 Cercetarea Stiintifica si Dezvoltarea tehnologica este puternic influentata de evolutia domeniilor economice si sociale, necesitand in mod obligatoriu o previziune pe termen mediu si lung Provocarile la care Europa trebuie sa raspunda: globalizarea, imbatranirea populatiei, aparitia societatii informationale mondiale, au determinat abordarea dinamica a unor reforme politice economice si sociale. Începand din martie 2000, Uniunea Europeana si-a completat politicile cu obiective ambitioase prin asanumita Strategie de la Lisabona, care defineste un Cadru de actiune pana in Scopul specific al Strategiei de la Lisabona este economic dar, pe langa acesta, domeniile social si de protectie a mediului ocupa un loc important. Strategia pune accentul pe cresterea competitivitatii europene prin investitii in societatea bazata pe cunoastere si inalt productiva. Reformele economice si sociale trebuie sa se produca in contextul O pozitie strategica care combina competitivitatea cu coeziunea sociala si sa reafirme modelul social european cu sistemul sau dezvoltat de protectie sociala. In anul 2005, Comisia Europeana a relansat Strategia Lisabona ca Parteneriat pentru dezvoltare si locuri de munca simplificand obiectivele si procedurile. S-a adoptat National Reform Programe (NRP) pentru fiecare tara care pune accent pe flexibilitatea si competitivitatea pietelor muncii. Mesajul central este ca dimensiunea sociala europeana recunoaste compromisul dialogului social, negocierile colective, protectia lucratorilor, că ele nu sunt contra competitivitatii si eficientei economice, dinpotriva, sunt elemente esentiale pentru stimularea inovarii, productivitatii si cresterii sustinute. Implementarea Strategiei Lisabona, impune recunoasterea modelului social european ca factor de productivitate. Lansata in decembrie 2004 Platforma Tehnologica Europeana pentru Textile si Confectii a surprins prin rezultatele obtinute si demersul de realizare a unei legaturi cat mai stranse intre nevoile industriei si prioritatile activitatii de cercetare inovare. La recomandarile High Level Group s-au obtinut importante fonduri pentru proiecte de CDI dedicate textilelor tehnice iar in cadrul Programului Cadru VII, prioritatea Nanostiinte, Nanomateriale, Materiale si Noi Tehnologii de Productie contine un topic special, Aplicatii ale noilor materiale incluzand fibrele Bio in produse textile cu valoare adaugata ridicata. Agenda strategica pentru anul 2007 a I.N.C.D.T.P. a impus alinierea la cerintele de perspective creionate in Strategia Lisabona si obiectivele Programului Cadru VII ( ) avand o puternica relevanta stiintifica si economica. Materiale si tehnologii noi Direcţiile de dezvoltare pentru secolul 21 se pot concretiza: Materiale globalizare, dezvoltare, ecologie Mediu - siguranţă, securitate Sănătate bunăstare, confort, îngrijire, recuperare Informaţii, Comunicare ITinformaţie, comunicaţii Schimbarea este singura constanta in lumea dinamica de The Scientific Research and the Technological Development are strongly influenced by the evolution of the economic and social domains, compulsorily needing a foreseeing on a medium and long term. The challenges Europe has to answer to: globalization, population ageing, the appearance of the informational world society, have induced the dynamic approaching of certain political, economic and social reforms. Starting with March, 2000, the European Union completed its policies with ambitious objectives by means of the so called Strategy from Lisbon, which defines an Action Frame lasting until The specific purpose of the Strategy from Lisbon is an economic one but, besides this, the social and environment protection domains have an important place, too. The strategy lays the accent on the European competitiveness increasing by way of investments in the highly productive society based on knowledge. The economic and social reforms should take place within the context A strategic position that combines competitiveness with social cohesion and should reaffirm the European social pattern together with its developed social protection system. In 2005, the European Commission launched again the Lisbon Strategy as Partnership for development and work places simplifying the procedures and objectives. They adopted the National Reform Program (NRP) for each country that stresses upon labor market flexibility and competitiveness. The central message is that the European social dimension acknowledges the compromise of the social dialogue, the collective negotiations, the workers protection, which are not against competitiveness and economic efficiency; on the contrary, they are essential elements for innovation, productivity and sustained growth stimulation. The implementing of the Lisbon Strategy requires the acknowledging of the European social pattern as a productivity factor. Launched in December 2004, the European Technological Platform for Textiles and Apparel surprised by the obtained results and the dwelling upon accomplishing an as tight as possible connection between the industry needs and the priorities of the research activity. At the recommendations of the High Level Group, there have been obtained important funds for RDI (research development innovation) projects dedicated to the technical textiles and, as part of the FP7, the priority Nanosciences, Nanomaterials, Materials and New Production Technologies contains a special topic that comprises Applications of the new materials by including the bio fibers into textile products having a high value added. The INCDTP strategic Agenda for the year 2007 required the falling in line with the long term needs outlined in The Lisbon Strategy and the objectives of the FP7 ( ) having a strong scientific and economic relevance. New materials and technologies Development Directions for the 21st century can vary through: Fabrics- globalization, development, ecology Environment- safety and security Health-welfare, comfort, care, recover Information, Communication IT (Information Technology) - information, communications. 2 astazi. De fapt, schimbarea nu este noua pentru textile ea s-a dezvoltat in timp! Din moment ce confectiile sunt prezente peste tot si prezinta o interfata universala, ele au potentialul de a intruni nevoile emergente ale individului dinamic de astazi imbunatatind calitatea vietii oamenilor. Ele pot oferi interactivitate, conectivitate, utilizarea facila, si o interfata naturala pentru procesarea informatiei. Cercetarea şi dezvoltarea nu există într-un vid, are un efect tangibil asupra lumii dincolo de laborator, consecinţele sunt uneori evidente iar alteori nu. Beneficiile au fost imense: instrumente microscalare pentru medicină şi biologie, metode ecologice pentru tratarea deşeurilor industriale, paste de lipit mai uşoare şi mai puternice, materiale compozite pentru avioane, robotică miniaturizată şi instrumente de producţie lista realizărilor continuă. Tehnologiile industriale avansate afectează productivitatea Europei, mediul, consumul de energie, educaţie şi niveluri de pregătire, sănătate şi bunăstarea populaţiei. UE ţinteşte spre proiectele cele mai strategice în nanotehnologie, noi materiale şi procese de producţie. Textilele in evolutie au parcurs diferite etape de dezvoltare, respectiv: - textile functionale/textile caracterizate prin anumite proprietati fizico-mecanice, fizicochimice si de structura in conformitate cu un domeniu de utilizare; - textile multifunctionale/textile caracterizate printr-un complex de proprietati ce confera suportului textil capacitatea de a raspunde unor cerinte multifunctionale - textilele inteligente sunt utilizate pentru a construi structuri inteligente, care pot efectua funcţiile de detectare, acţionare si control. Inovatia in domeniul structurilor textile inteligente al echipamentelor de securitate si protectie poate fi stimulata prin intermediul unui set unic de calitati economice, stiintifice, tehnologice si umane bazate pe cunoastere. Acesta cuprinde: - o societate dinamica cu nevoi si cerinte in continua dezvoltare; - o piata interna puternica si sofisticata; - o industrie de textile si imbracaminte deosebit de diversificata si dezvoltata; - o baza bogata de cunostinte in domeniul textil; - o infrastructura de clasa mondiala in cercetare si educatie in domeniul textilelor. In acest sens, obiectivul general al strategiei CDI a INCDTP in domeniul textilelor interactive, utilizind tehnologiile convergente, il constitue dezvoltarea de noi solutii pentru o protectie eficienta si asigurarea sanatatii cetatenilor pe baza unui sistem de sanatate care este accesibil, oriunde, oricind si pentru oricine. not a new element for the textile world/industry/field but it has been developing in time! As long as the confections have been present everywhere and stand for a universal interface,they have got the potential to meet the modern dynamic individual s all emergent/urgent needs by improving people s life quality. They can provide interactivity, connectivity, easy use and a natural interface in processing the information. Research and development are not casual in this world but they a visible effect on the whole world beyond the labora- tory, the consequences could be sometimes very obvious or not. Benefits are great: very tiny ( micro) instruments for medicines and biology, ecological methods for the treatment of industrial wastes, easier and stronger soldering pastes, composites for airplanes, miniatured robotics (robotics in miniature) and production instruments/ tools..the list which includes the developments could continue. The advanced industrial technologies affect Europe s productivity, environment, energy consume, education and its preparation levels, health as well as the people s prosperity/welfare. Textiles which are still growing passed through 3 development stages : - functional textiles /textiles characterized through certain physical-mechanical and physical-chemical properties/characteristics as well as structure characteristics in accordance with use field. - multifunctional textiles/textiles characterized through a complex of characteristics/ properties which provide the ability of meeting certain multifunctional requirements to the textile support. - smart textiles are used for creating new smart structures which can complete the following functions: detection, action and control. Innovation regarding the structure of smart textile for security and protection equipments can be stimulated through an unique set of economical,scientific, technological and human qualities based on knowledge. It includes: - a dynamic society with needs and requirements always in developing; - a powerful and sophisticated internal market; - a textile and clothing industry which is very developed and different; - a rich developed knowledge basis within the textile field; - an infra-structure of worldwide type in research and education in the textile field. Regarding this, the general objective of the R&D strategy of INCDTP for the interactive textile field which uses convergent technologies stands for the development of new solutions for an efficient protection and the citizens assurance based on a healthy system which is accessible wherever, anytime and for everybody. 108 *** Raport Anual 2006 Institutul Naţional de Cercetare - Dezvoltare pentru Textile şi Pielărie

3 Pentru atingerea obiectivelor generale prioritatile activitatii CDI desfasurata in cadrul in programelor nationale de cercetare (Cercetare de Excelenta, PNCDI II) si programelor europene de cercetare (FP7), in anul 2007 sunt: - dezvoltarea de materiale textile multifunctionale in domeniul activitatilor sportive si de timp liber. - textile interactive pentru identificarea si procesarea informatiei personalizate (semnale fiziologice si/sau biomecanice). - structuri textile pentru activitati de asistare si recuperare a persoanelor cu dizabilitati - dezvoltarea de textile tehnice multifunctionale cu valoare adaugata mare pentru echipamente de protectie prin utilizarea de noi fibre si fire compozite si/sau functionalizarea suprafetei materialelor textile prin noi procese de finisare. - dezvoltarea de textile mimetice pentru domeniul militar. - dezvoltarea de textile biofotonice cu efecte pozitive asupra omului. - dezvoltarea unei politici si planuri de management in domeniul nanotehnologiilor, care sa poata incorpora eficient informatii relevante pentru a se asigura ca se poate reactiona flexibil la implicatiile sociale, etice, legale si economice, pe masura aparitiei acestora. Biotehnologii Protecţia mediului În domeniul dezvoltării de noi biotehnologii cu implicaţii benefice asupra protecţiei mediului, obiectivele strategice ale proiectelor de cercetare implică colaborarea specialiştilor din: bioingineria enzimelor, biochimie, chimie-fizică, finisare textilă şi de pielărie, ingineria mediului ce conduc la: - elaborarea, implementarea şi promovarea de tehnologii ecologice de finisare, în vederea îmbunătăţirii calităţii mediului pentru întreg sectorul de textile - pielărie şi îndeplinirea conformităţii cu reglementările de mediu ale UE; - elaborarea de soluţii tehnologice moderne de epurare a apelor reziduale din industria textilă şi de pielărie pentru atenuarea riscurilor pentru mediul înconjurător, reducerea consumului de apă, energie şi posibilităţi de reutilizare a apelor epurate; - reducerea valorii indicatorilor de poluare cuprinşi în NTPA 002/2005 şi în Directiva Comunităţii Europene 96/61 prin biotehnologii de finisare şi tratare a apelor reziduale în domeniul textilelor şi al pielăriei pentru protejarea ecosistemelor naturale; - reducerea impactului activităţii din industria de prelucrare a materialelor textile şi a pieilor prin managementul durabil al deşeurilor, armonizarea acestei activităţi cu programele de mediu şi conformarea la cerinţele reglementărilor de mediu din Comunitatea Europeană, pentru creşterea competitivităţii industriei textile şi de pielărie; - elaborarea şi aplicarea unui sistem modern de management de mediu prin concepte noi de protecţie a mediului cu aplicabilitate în industria textilă şi de pielărie; respectarea prevederilor Acquis-ului comunitar de mediu prin transpunerea, implementarea şi controlul aplicării actelor normative comunitare şi a legislaţiei de mediu în societăţile comerciale textile şi de pielărie; - integrarea proiectelor de cercetare noi în aria tematică a Programului Cadru 7. In order to aim to the general objectives regarding the priorities of the activity CDI developed within the research national programmes (Excellence Research, PNCDI II) AND THE RESEARCH European programmes( FP7) for 2007 are: - the development of multifunctional textile fabrics for sport activities/leisure - interactive textiles for identifying and processing the personalized information (physiological and/or bio-mechanical signals) - textile structures for assistance activity and the persons with disabilities recover - the development of technical multifunctional textiles with high added value for protection equipments by using new fibres and composites and/or the functionality of the surface of textile fabrics through new finishing processes. - the development of mimetic textiles with military destination - the development of bio-photonic textiles with positive effects for people - the development of a new management policy and plans with nanotechnologies,which should include important/ efficient information in order to assure the flexible reaction to different implications: social, ethics, legal and economical, referring to its periodical subscription. Biotechnology the Environment protection Within the development of new biotechnologies with benefic implications over the environment protection, the strategic objectives of the research projects involve the specialists collaboration from: enzyme bioengineering, biochemistry, chemistry-physics, textile and leather finishing, environment engineering which lead to: - elaboration, implementing and promotion of finishing ecologic technologies, in order to improve the environment quality for the entire textile - leather sector and to carry out the conformity with the EU environment regulations; - elaboration of modern technological solutions for the filtration of waste waters in the textile-leather industry in order to lower the risks for the environment, the reduction of the water consumption, energy and the possibility to reuse the filtered waters; - the reduction of the polluting values indicators comprised in NTPA 002/2005 and the European Community Directive 96/61 by water finishing and treating biotechnologies in the textile-leather field for the protection of the natural ecosystems; - the reduction of the impact of the activity within the textile and leather material processing industry by a lasting management of the wastes, the harmonization of this activity with environment programs and the conformation to the European Community environment requirements, in order to increase the competitivity of the textile and leather industry; - elaboration and application of a modern environment management system by new concept of environment protection with application possibilities in the textile and leather industry; - observance of the stipulations of the environment communitarian Acquis by transposing, implementing and application control of the communitarian norms and of the environment legislation in the textile- leather companies; - integration of the new research projects in the subjects field of the Framework Program 7. 4 Strategia INCDTP pe 2007, în domeniul biotehnologiilor şi protecţiei mediului este armonizată cu cea a Uniunii Europene, avându-se în vedere crearea de consorţii multidisciplinare şi parteneriate internaţionale în cadrul noilor proiecte de cercetare. Dispozitive medicale invazive si neinvazive Cercetarile in domeniul biomaterialelor au un impact favorabil asupra imbunatatirii starii de sanatate a populatiei, cresterea calitatii vietii, cresterea duratei de viata, accesul larg la tehnici si produse de inalta performanta, reducerea influentei schimbarilor climatice asupra organismului uman (fotoprotectie, radioprotectie, protectie microbiologica etc.) Prin proiectele de CD coordonate sau în parteneriat, INCDTP contribuie la realizarea şi aplicarea de biomateriale cu efecte sociale şi economice deosebite în domeniul sănătăţii. La nivelul anului 2007 aceste tendinte se vor concretiza prin cercetari care vizeaza: Proiect: Dispozitive medicale invazive si neinvazive din materiale textile high-tech Program: CEEX - MATNANTECH Scop: obtinerea de materiale textile high-tech care raspund conditiilor biomedicale si biofunctionale impuse produselor de domeniul de utilizare clinica Parteneri: - Universitatea Tehnica Gh.Asachi Iasi; - Universitatea de Medicina si Farmacie Victor Babes Timisoara; - Institutul National de Fizica si Inginerie Nucleara Horia Hulubei Rezultate estimate: - obtinerea si testare unor produse complexe, cu stabilitate dimensionala conferita dominant prin tipul legaturii si parametrii de structura precum si prin utilizarea unor materii prime adecvate ca natura chimica, structura si grad de biocompatibilitate; - realizarea de produse cu caracteristici fizico-chimice (lipsa de: substante organice, substante oxidoreducatoare; aspect, miros, culoare etc.) si biologice (lipsa: reactivitate intracutanata, toxicitate pe cord de broasca, sensibilizare la implantare de materiale in tesuturi etc.) impuse de standardele internationale din domeniu; - diseminare informatii; - protejarea rezultatelor cercetarii prin elaborarea unui brevet de inventie. Rezultatele cercetarilor in domeniul biomaterialelor vor constitui in permanenta baza tehnico-stiintifica pentru actiuni de training, transfer tehnologic, demonstrare, material didactic pentru invatamantul superior. De asemenea vor fi realizate urmatoarele obiective: - certificare produse; - obtinerea marcii CE pentru fiecare categorie de produse ; - imbunatirea nivelului de specializare a personalului; - crearea bazei stiintifice pentru elaborarea de propuneri de proiecte FPVII Cercetarile vor fi directionate pe analiza si dezvoltarea de biomateriale pe baza de materiale textile si materiale polimerice cu functionalitate avansata prin elaborarea a noi proiecte de cercetare in cadrul PNCDI II. The strategy of INCDTP for the year 2007 in the field of biotechnologies and environment protection is harmonized with that of the European Union, having in view the setting up of multidisciplinary consortiums and international partnerships within the new research projects. Invasive and Noninvasive medical devices The researches in the field of biomaterials have a favorable impact over the improving of the population health state, the increasing of life quality, of life span, the wide access to high performance techniques and products, the reducing of climate changing influence over the human organism (photo protection, radioprotection, microbiological protection, etc.) By the research development (CD) projects that are coordinated or in partnership, INCDTP contributes to the accomplishing and employing of biomaterials having social and economic effects in the health domain. At the level of 2007, these tendencies will come true by researches that have in view: Project: Invasive and noninvasive medical devices made of high tech textile materials Program: CEEX MATNANTECH Aim: the obtaining of high tech textile materials that answer to the biomedical and bio functional conditions imposed on the products by the clinical utilization field Partners: - Gh.Asachi Technical University, Iasi; - Victor Babes University of Medicine and Pharmaceutics, Timisoara; - Horia Hulubei National Institute of Physics and Nuclear Engineering Estimated Results: - the obtaining and testing of certain complex products having the dimensional stability dominantly conferred by the link type and the structure parameters, as well as by using raw materials that are adequate as far as their chemical nature, structure and biocompatibility degree are concerned; - the accomplishing of products having physico chemical (lack of: organic matter, oxido reducing substance; aspect, smell, color, etc) and biologic (lack of: intra cutaneous reactivity, toxicity on frog heart, sensitizing when implanting materials into tissues, etc) characteristics imposed by the international standards from the respective field; - information dissemination; - protection of the research results by elaborating a patent. The research results in the sphere of biomaterials will permanently be the technical and scientific basis for training, technologic transfer actions, demonstrations, didactic material for the superior education. Also, there will be carried out the following objectives: - product s certifying; - obtaining of the CE mark for each product category; - improving of the staff specializing level; - creating of the scientific basis for the elaborating of FP7 project proposals. The researches will be directed on analyzing and developing biomaterials based on textiles and polymeric materials having an advanced functionality by elaborating new research programs as part of PNCDI II. 110 *** Raport Anual 2006 Institutul Naţional de Cercetare - Dezvoltare pentru Textile şi Pielărie

5 Produse si tehnologii cu destinatie speciala Intrarea Romaniei in Uniunea Europeana contribuie la coordonarea si facilitarea cercetarilor intr-un cadru al colaborării europene in toate domeniile care isi aduc contributia la dezvoltarea de produse si tehnologii destinate sectoarele civile şi ale apărării nationale si europene. Strategia abordata pentru anul 2007 consta in pregatirea pentru intarirea colaborarii stiintifice si tehnice dintre comunitatea stiintifica din Romania cu cea din Europa si promovarea participării acesteia la programele europene şi internaţionale de cercetare in domeniu. Obiectivele strategice urmarite vor fi : - sustinerea politicii EU si nationale de cercetare in domeniul materialelor si tehnologiilor destinate apararii si securitatii nationale si europene; - eliminarea fragmentarii resurselor umane si materiale in cercetarea din domeniul textilelor tehnice cu aplicatii in aeronautica, aparare, sanatate si securitate; - gasirea de nise de colaborare si integrare tehnologica la nivel international; - formarea si dezvoltarea de retele tehnologice integrate (lantul de parteneri - unităţi de cercetaredezvoltare, instituţii de învăţămînt superior şi agenţi economici, de acelaşi profil si/sau complementar - care pot asigura impreuna intregul complex al activitatilor de cercetare-dezvoltare; - dezvoltarea capacităţii naţionale de participare la Programele europene de cercetare; - dezvoltarea de cerectari pentru sprijinirea îndeplinirii obiectivelor ce decurg din integrarea României în NATO; - asigurarea interoperabilităţii cu instituţiile euroatlantice în acţiunile comune de combatere a terorismului prin abordarea de teme de cercetare comune; - abordarea de cercetări multidisciplinare si pregătirea de proiecte de cercetare la Programul Cadru 7 al UE; - conectarea cercetării ştiinţifice autohtone la platformele de cercetare europene care au obiective in domeniul produselor si tehnologiilor speciale. Domeniul IT Suportul tehnologic al noii societati se constituie prin convergenta a trei sectoare: tehnologia informatiei, tehnologia comunicatiilor si productia de continut digital. Caracteristic etapei urmatoare in domeniul IT, este faptul ca pe langa evidentierea unei imbunatatiri evidenta a realizarii unei infrastructuri moderne utilata cu cele mai noi tipuri de calculatoare si periferice precum si a produselor soft de ultima generatie, se poate observa si o utilizare intensa a noilor metode si metodologii cu impact deosebit in virtualizarea unor procese si fenomene specifice atat spatiului socioeconomic cat si a spatiului fizic (procese si fenomene cu implicatii directe in economie). Urmand aceasta linie INCDTP isi propune ca obiective Special destinations products and technologies The acceding of Romania to the European Union contributes to the coordinating and facilitating of the researches in an European collaboration frame in all domains that bring their contribution to the developing of products and technologies meant for the civilian and national and European defense sectors. The strategy for 2007 consists of preparing for consolidating the scientific and technical collaboration between the scientific community from Romania with that from Europe and the promoting of its participating in the European and international research programs from the respective field. The aimed at strategic objectives will be: - the sustaining of the EU and national policy of doing researches in the field of materials and technologies destined to national and European defense and security; - the eliminating of the human and material resource fragmenting within the researches from the domain of technical textiles having applications in aeronautics, defense, health and security; - the finding of collaboration and technologic integration ways at an international level; - the forming and developing of integrated technologic networks (the partner - research development unit chain, superior education institutions and economic agents, in the same branch and/or complementary) which can ensure together the whole complex of the research development activities; - the developing of the national capacity of participating in the European research programs; - the developing of researches for supporting the fulfilling of the objectives that result from integrating Romania into NATO; - the ensuring of the interoperability with the Euro Atlantic institutions in the joint actions of terrorism controlling by dwelling upon common research themes; - the approaching of interdisciplinary researches and the preparing of research projects for FP7 of EU; - the connecting of the autochthonous scientific research to the European research platforms that have objectives in the field of special products and technologies. The IT field The technological support of the new society is developed by the convergence of three sectors: the information technology, the communication technology and the digital matter production. What is characteristic to the next level in the IT field is the fact that, besides the rendering evident of an obvious improvement of a modern infrastructure, equipped with the latest types of computers and related equipments, as well as the latest soft products generation, one can also notice an intense use of the new methods and technologies with a special impact in producing certain virtual processes and specific phenomena both within the socioeconomic space and in the physical space (processes and phenomena having direct implications in economy). Una din aplicatii o reprezinta utilizarea metodelor neurale, a functiilor wavelet in evidentierea defectelor din produsele textile. Avand la baza tehnologii de ultima ora din domeniul IT (camere de vederi de inalta rezolutie, calculatoare de mare viteza si capacitate) precum si algoritmi moderni de data recenta (din domeniul teoriei retelelor neurale, a functiilor wavelet, a clusterelor etc.), se pot realiza sisteme complexe virtuale de mare randament. O prima aplicatie o constituie realizarea unui sistem complex de monitorizare si clasificare digitala a defectelor. Existenta unui astfel de sistem nu reprezinta doar un mijloc de mare productivitate dar si un element sigur privind obiectivarea procesului de control a calitatii produselor textile cu implicatii directe in productie (posibilitatea incadrarii pe clase de calitate a produselor, cu posibilitati de interventie pe flux in scopul eliminarii unor cauze care genereaza defectele etc.). O alta clasa de aplicatii de perspectiva imediata privesc produsele soft cu utilizare in simularea si optimizarea sistemelor. Citam doua preocupari in acest sens: - sistemul CADETEX utilizat in proiectarea produselor textile electromagnetice, produs soft care permite proiectarea unor structuri textile complexe cu proprietati speciale, cu posibilitati de optimizare a compatibilizarii materiilor prime conductoare si neconductoare astfel incat pe langa faptul ca se asigura o functionalitate sporita se asigura si economii importante. - Un alt exemplu il constituie proiectul care prevede realizarea unui produs soft a carui functionalitate se concretizeaza intr-un sistem decizional multicriterial precum si a instrumentelor inteligente destinate dobandirii de avantaj competitive durabil pe piete turbulente in industria de textile si confectii. Ca tematici de perspectiva putem enumera studiul comportamental al nanostructurilor textile composite, studiu care permite simularea comportamentului unor astfel de structuri la eforturi mecanice similare cu cele din tehnlogiile domeniului textil, in scopul realizarii de nano produse textile. Activitatea de standardizare INCDTP a primit acordul organismului naţional de standardizare pentru a asigura activitatea de secretariat a comitetetelor de standardizare cu profil textil şi de pielărieîncălţăminte datorită competenţei şi experienţei specialiştilor săi. Principalele obiective strategice pentru standardizare constau în adoptarea standardelor europene şi internaţionale, în scopul înlăturării barierelor tehnice din comerţ, precum şi participarea la procesul de elaborare a standardelor europene şi internaţionale. Evoluţia activităţii de standardizare în domeniul textil va implica stabilirea unui program de standardizare care sa aiba în vedere activitatea similară a Comitetelor de standardizare de la nivelul Uniunii Europene, TC 248 şi Following this line, INCDTP wants, as objectives for the very next stage, to perform several works of a high complex degree, which shall represent useful components for the technological practice within the textile industry domain. One of the applications is the utilization of neural methods, of the wavelet functions in making evident the defects from the textile products. Based on the most recent technologies in the IT field (high resolution cameras, high speed and capacity computers), as well as most recent modern algorithms (from the neural networks theory, wavelet functions, clusters etc.), it is possible to achieve high-efficiency virtual complex system. One of the first applications is the accomplishing of a digital monitoring and classification complex of the defects. The existence of suchlike system is not only a means of g r e a t certain productivity, but also a element regarding the targeting the controlling process of the textile products quality having direct implications in production (the possibility to frame the products on classes categories based on quality, having the possibility to step into the flow in order to eliminate the causes generating the defects etc.). 2. Another class of applications for the very next future concerns the soft products which are used in systems simulation and optimization. In this respect, we can mention two of our concerns: - CADETEX system used on designing the electromagnetic textile products, a soft products which allows the designing of certain complex textile structures, with special properties, having optimization possibilities for making them consistent with the conductor and non-conductor raw materials, so that, besides a higher functionality, also important savings shall be provided. - Another example is the project stipulating the accomplishing of a soft product whose functionality is carried out in a multi-criteria decisional system, as well as of the intelligent instruments meant for acquiring competitive, durable advantages on the turbulent markets of the textile and garment industry. As perspective subjects, we may enumerate the behavioral study of the composite textile nanostructures, this study enabling the simulation of the behavior of suchlike structures under mechanical strains similar to those in the textile technological field, in order to realize textile nanoproducts. Standardization activity INCDTP has received the approval of the national standardization organism to assure the secretariat activity of standardization committees having textile and leatherfootwear profile, owing to the competence and experience of its specialists. The main strategic objectives for the standardization consist in adopting the European and international standards, in order to remove the technical barriers in trading, as well as the participation in the process of elaborating the European and international standards. The evolution of the standardization activity in the textile field will involve the setting up of a standardization program which shall have in view the similar activity of the standardization Committees from the European Union 112 *** Raport Anual 2006 Institutul Naţional de Cercetare - Dezvoltare pentru Textile şi Pielărie

7 TC 222/CEN, CEN/TC 289 şi a comitetelor organizaţiei internaţionale de standardizare, ISO, TC 38, TC 120 şi TC 133. Datorită noului statut al organismului national de standardizare de membru al CEN, România se obligă să adopte standardele europene în termen de 6 luni de la votarea lor. De aceea, INCDTP îşi propune să contribuie la adoptarea standardelor europene pe măsura votării lor în cadrul CEN. În concordanţă cu aceste reglementări, INCDTP vizează realizarea următoarelor obiective: - dezvoltarea sistemului de standarde naţionale prin susţinerea în continuare a activităţii secretariatelor Comitetelor Tehnice de standardizare CT 102, 103, 190 şi participarea specialiştilor săi la alte comitete tehnice de profil; - stabilirea priorităţilor de traducere a standardelor elaborate prin fundamentarea programului anual de standardizare. În acest scop s-a planificat preluarea a 2 standarde europene prin metoda traducerii în cadrul unui proiect finanţat de MEC; - identificarea organizaţiilor şi a specialiştilor care doresc şi pot să participe la activitatea de standardizare; - participarea la activitatea comitetelor tehnice CEN cu specialişti în elaborarea de standarde europene şi promovarea cooperării cu organizaţiile internaţionale de standardizare. Pentru aceasta se vor face propuneri de experţi care să participe la grupele de lucru ale CEN, propuneri care urmează să fie aprobate de ASRO şi CEN. De asemenea se va participa la activitatea comitetului tehnic de standardizare al ISO, TC 38 şi la activitatea grupelor de lucru pe proiecte( de ex. pentru etichetarea de întreţinere a materialelor textile); - traducerea standardelor care au fost preluate prin metoda filei de confirmare, pentru a veni în sprijinul agenţilor economici interesaţi şi în special al IMM-urilor. Comitetul Tehnic 103 Textile a stabilit standardele care constituie priorităţi pentru sectorul textil pentru 2007; - revizuirea standardelor române originale, pentru a ţine cont de progresul tehnic şi de noile standarde adoptate. CT 103 a aprobat pentru 2007 revizuirea a 3 standarde române prin sponsorizare de către INCDTP şi Univ. Gh. Asachi - Iaşi; - adoptarea standardele internaţionale specifice domeniului, care se bazează pe un conses larg. Pentru 2007, Comitetul Tehnic 103 Textile a aprobat traducerea a 3 standarde prin sponsorizare de către membrii CT 103; - asigurarea unei baze ştiinţifice pentru elaborarea standardelor române, precum şi determinarea condiţiilor de aplicabilitate în România a prevederilor standardelor internaţionale şi europene, adoptate ca standarde române; - implementarea standardelor în proiectarea, dezvoltarea şi implementarea practicilor de management; - participarea şi organizarea de acţiuni de informare asupra standardelor, ca mijloc de a răspunde la problemele determinate de globalizarea şi liberalizarea comertului, prin prezentarea activităţii de standardizare: la sesiunile ştiinţifice organizate în institut şi în şară cu specialiştii din industria textilă şi de pielărie-încălţăminte; în revistele de specialitate; pentru asociaţiile profesionale şi organizaţiile patronale din industria textilă. Efortul uman şi financiar necesar realizării acestor obiective se va realiza prin antrenarea tuturor factorilor level, TC 248 and TC 222/CEN, CEN/TC 289 and of the committees of the international standardization organization, ISO, TC 38, TC 120 and TC 133. Owing the new statute of the national standardization body as a member of CEN, Romania pledges itself to adopt the European standards within 6 months from their voting. Therefore, INCDTP aims at bringing its contribution to the adoption of the European standards as they are voted within CEN. In conformity with these regulations, INCDTP aims at achieving the following objectives: - to develop the national standard system by going on sustaining the activity of the Technical Committees secretariats CT 102, 103, 190 and the participation of its specialists in other technical committees with related profiles; - to establish the priorities regarding the translation of the standards elaborated by substantiating the annual standardization program. In this respect, it has been planned to overtake 2 European standards by the translating method within a project subsidized by the Ministry of Economy and Commerce (MEC); - to identify the organizations and the specialists who want to participate in the standardization activity; - to participate in the activity of the technical committees CEN with specialists in the elaboration of European standards and to promote the cooperation with international standardization organizations. In this respect, the experts who will participate in the working groups of CEN shall come with proposals, which are to be subjected to ASRO and CEN s approval. There will also be a participation in the activity of the ISO, TC 38 technical standardization committee, as well as in the activity of the working groups on projects (e.g. for maintenance labeling of the textile materials); - the translation of the standards which have been taken by the confirmation file method, in order to support the economic agents that are interested in them and, especially, to support the SMEs. The Technical Committee 103 Textile has settled the standards that represent priorities for the textile sector in 2007; - the revision of the original Romanian standards, in order to keep up with the technical progress and with the new adopted standards. CT 103 has approved for 2007 the revision of 3 Romanian standards by sponsorship from INCDTP and Gh. Asachi University, Iasi; - the adoption of the international standards specific to the field, which are based on a large consensus. For 2007, the Technical Committee 103 Textiles has approved the translation of 3 standards by the sponsorship of the CT 103 members; - to provide a scientific basis for the elaboration of the Romanian standards, as well as to determine the conditions for applying, in Romania, the provisions of the international and European standards, adopted as Romanian standards; - the implementation of the standards in designing, developing and implementation of the management practices; - participation and organization of informative actions concerning standards, as a means for answering to the problems determined by the globalization and liberalization of the commerce, by showing the standardization activity: in scientific sessions organized in the institute and in the country with specialists from the textile and leather footwear industry; in specialized magazines; National Research - Development Institute for Textile and Leather Annual Report 2006 *** 113

8 care pot contribui la creşterea calităţii produselor şi serviciilor oferite. Instrumentele utilizate vor consta în: - dezvoltarea de proiecte care să sprijine activitatea de standardizare; - implicarea ministerelor economice din domeniile de interes; - implicarea şi colaborarea cu asociatiile profesionale şi agentii economici cu disponibilităţi în a susţine material aceasta activitate; - participarea la proiectele internaţionale. Toate aceste acţiuni vor conduce la îmbunătăţirea calităţii produselor şi managementului în organizaţii, la asigurarea protecţiei consumatorului, a mediului, pentru facilitarea comerţului şi diseminarea celor mai bune practici şi tehnologii. Studii si strategii Activitatea institutului in domeniul elaborarii de studii si strategii va urmari rezolvarea urmatoarelor obiective strategice: - identificarea actiunilor de imbunatatire si eficientizare a cerintelor de reglementare ale UE, pentru industria textila si de confectii; - obtinerea bazei de date 3D antropometrice a populatiei mature din Romania in scopul cresterii competitivitatii si performantelor industriei de confectii in context european si mondial; - realizarea unor polimeri avansati cu materiale non-toxice si tehnologii ecologice in vederea ecologizarii sectorului de producere si prelucrare cauciuc si mase plastice; - valorificarea deşeurilor de piele din industria de pielarie si incaltaminte. Aceste activitati vor contribui la: - reducerea impactului integrarii industriei textile si de confectii pe piata concurentiala a UE si integrarea noilor tendinte de reglementare ale pietei in strategia producatorilor romani; - elaborarea de standarde nationale cu dimensiuni antropometrice 3D, sisteme de marimi pentru confectii, baza de date pentru proiectarea confectiilor in concordanta cu dimensiunile corpului, utilizate pentru: cresterea gradului de potrivire a confectiilor cu dimensiunile si conformatia corpului; cresterea valorii adaugate a confectiilor; crestera cererii de confectii pentru piata interna; utilizarea investitiei pentru realizarea de studii privind starea de sanatate a populatiei; utilizarea echipamentului de scanare 3D pentru obtinerea datelor necesare in realizarea echipamentelor militare. - reducerea impactului industriei de producere si prelucrare cauciuc / mase plastice asupra mediului si sanatatii; alinierea productiei de cauciuc si mase plastice la Directivelor Europene privind protectia mediului si a sanatatii; - elaborarea de tehnologii de valorificare a deseurilor din piele, aplicabile in IMM-urile din tara. for the professional associations and employers associations organizations in the textile industry. The human and financial effort necessary to perform these targets shall be carried out by involving all the factors which may contribute to the increase of the quality of the products and services that are offered. The instruments that are to be used will consist in: - developing projects to support the standardization activity; - involving the economic ministries from the fields of interests; - involving and collaborating with professional associations and economic agents which have possibilities for a material allegation of this activity; - participation in international projects. All these actions will lead to an improvement of the quality of the products and management in the organizations, to providing the consumer s protection, the environment protection, in order to facilitate the trade and to disseminate the best practices and technologies. Studies and strategies The Institute activity in the field of studies and structures elaborations will aim the solution of the following strategic objectives: - to identify the activities of improving and rendering efficient of the UE settlement requirements for textile and garments industry; - to obtain the 3D anthropometric base of Romanian adult population having as purpose the increasing of the competitiveness and performances of the garments industry in the European and international framework; - to create advanced polymers with non-toxic materials and ecologic technologies with the purpose of eco-rendering the sector of processing and manufacturing rubber and plastic masses; - to valorize the leather waste from leather and footwear industry. These activities will contribute to: - reducing the integration impact of the textile and garments industry into UE competitive market; - elaboration of national standards with 3D anthropometric dimensions, of the sizes systems for garments, of the data base for garments designing according with body dimensions, used for: increasing the matching degree between garments and body sizes and structure; increasing the garments added-value; increasing the garments demand for internal market; utilization of the 3D scanning equipment regarding the population health condition. - reducing the impact of producing and manufacturing rubber and plastic masses industry on the environment and health, aligning the rubber and plastic masses production to European Directions regarding environment and health protection; - elaboration of valorizing leather waste, applicable in SME from the country. 114 *** Raport Anual 2006 Institutul Naţional de Cercetare - Dezvoltare pentru Textile şi Pielărie

9 Cooperare Internaţională Pentru a veni în sprijinul alinierii cercetării din I.N.C.D.T.P. la cerinţele europene, în luna octombrie 2006 a fost înfiinţat Departamentul de Monitorizare Cercetare Internaţională. Obiectivele principale ale colectivului acestui departament sunt direcţionate spre: - asigurarea monitorizării proiectelor, ideilor şi parteneriatelor în cadrul programelor europene/ internaţionale; - sprijin şi informare a specialiştilor în vederea depunerii de proiecte în cadrul programelor menţionate. Dintre activităţile din cadrul departamentului se mentionează: - instruirea specialiştilor privind priorităţile PC 7 al Uniunii Europene; - înscrierea pe site-ul Cordis al UE în vederea căutării de parteneri pentru depunerea de proiecte în PC7; - informare asupra ideilor de proiecte pentru PC7 în vederea depunerii expresiilor de interes şi participării la consolidarea consorţiilor; - elaborarea de buletine informative săptămânale; - informare asupra manifestărilor ştiinţifice internaţionale şi sprijin în vederea participării; - iniţierea de relaţii de colaborare cu partenerii străini; - participarea la brokeraje; - participarea la instruiri de redactare a proiectelor pentru PC7. In ce priveşte participarea I.N.C.D.T.P. la proiecte internaţionale, în perioada care urmează, vor continua proiectele din cadrul programului CORINT, subprogramele EU-RO: Pro-Crisis şi F2F şi EUREKA: FIBRIN, QUALITEX şi BIOTEXTIL şi vor începe 2 noi proiecte EUREKA: FUNTESIL şi G-CAD. De asemenea, se vor depune proiecte la PC 7, la domeniile: Nanoştiinţe, nanotehnologii, materiale şi tehnologii de produse noi şi Tehnologia Informaţiei şi Comunicării. Pe 22 decembrie 2006 a fost lansat oficial Programul Cadru 7, pentru perioada , cu un buget de 50,521 mrd. Euro. Programul Cadru 7 are 4 componente principale: - Cooperare; - Capacităţi; - Idei; - Persoane. Programul Cooperare cuprinde 9 teme: - Sănătate; - Alimentaţie, agricultură şi pescuit, biotehnologii; - Tehnologia informaţiei şi comunicării; - Nanoştiinţe, nanotehnologii, materiale & noi tehnologii de producţie; - Energie; - Mediu (incluzând schimbarea de climă); - Transport (incluzând aeronautică); - Ştiinţe socio-economice şi umaniste; - Spaţiu; - Securitate. EURATEX Organizaţia Europeană pentru Textile si Confecţii susţine în mod direct domeniul textil, asociaţiile, institutele de cercetare, companiile textile şi autorităţile din domeniu, prin Platforma Tehnologică pentru Textile şi Confecţii. Institutul nostru este membru activ al acestei International Cooperation In order to support the research matching in INCDTP to the European requirements, in October 2006 the International Research Monitoring Department was founded. The main objectives of this department are directed to: - provide monitorization of the projects, ideas and partnerships within European/international programs; - support and inform the specialists with a view to go in for projects within the abovementioned programs. Among the activities of this department one can mention: - the training of the specialists with respect to the European Union FP 7 priorities; - registering on the site of EU CORDIS in order to find partners for handing in projects within FP 7; - information on project ideas for FP 7 in order to hand in expressions of interest and to participate in the consolidation of the consortiums; - elaboration of weekly informative bulletins; - information over the international scientific events and support for participation; - initiating collaboration relationships with foreign partners; - participation in brokerages; - participation in drafting trainings for FP 7 projects. With respect to the participation of INCDTP in international projects, in the next period of time the projects within CORINT program, sub-programs EU-RO will go on: Pro-Crisis and F2F and EUREKA: FIBRIN, QUALITEX and BIOTEXTIL and 2 new EUREKA projects will start: FUNTESIL and G-CAD. At the same time, projects at FP 7 will be handed in, in the f i e l d s : Nanosciences, nanotechnologies, materials and new products technologies and Technology of Information and Communication. On December 22nd, 2006, it has been officially launched the Framework Program 7, for the period of time , with a budget of Euro 50,521 billions. La începutul acestui an, EURATEX a transmis către membrii săi recomandările privind apelurile din PC7 compatibile cu domeniul textil: NMP Produse noi cu valoare adăugată, centrate pe utilizatori, produse şi servicii; NMP Aplicaţii ale noilor materiale incluzând fibre pe bază bio, în produse textile cu valoare adăugată mare; ENV Tehnologii şi servicii inovative pentru utilizarea durabilă a apei în industrie; KBBE : BIOPOLIMERI Polimeri biologici din plante; FP7-SME (Cercetarea pentru IMM-uri- Programul CRAFT); FP7-SME-2 (Cercetarea pentru asociaţiile IMM- Programe de cercetare colaborativă); FP7-SME (Acţiuni de coordonare şi suport pentru cercetarea IMM). De asemenea, Euratex a distribuit către membrii săi formulare pentru expresii de interes, în vederea efectuării unei preevaluări a propunerilor de proiecte ce urmează a fi depuse în cadrul PC7. I.N.C.D.T.P. participă la această acţiune cu 8 expresii de interes. One of the concrete results of the steps made by EURATEX was the enclosure of the textile field in the Framework Program 7 of the European Union. At the beginning of this year, EURATEX sent to its members the recommendations regarding the appeals from FP 7 which are compatible with the textile field: NMP New products with added value, focused on users, products and services; NMP Applications of new materials including bio-based fibers, in textile products with high added value; ENV Innovative technologies and services for a lasting utilization of water in industry; KBBE : BIOPOLYMERS Biological polymers from plants; FP7-SME (Research for SMEs CRAFT Program); FP7-SME-2 (Research for SMEs associations Collaborative research programs); FP7-SME (Coordination and support actions for SME research). EURATEX has also sent to its members printed forms for expressing their interest, in order to make a pre-evaluation of the project proposals that are to be handed in within FP7. INCDTP participates in this action with 8 expressions of interest. 11 Inovare - Brevetare Strategia de inovare, managementul resurselor tehnologice si transferul tehnologic reprezinta o prioritate atat pentru tarile industrializate, dar mai ales pentru cele aflate in perioada de tranzitie. Tranzitia in Romania este caracterizata, in continuare, de evolutii pozitive, in alternanta cu evolutii negative, dar trendul general indica in mod clar faptul ca transformarea structurilor economice si a mentalitatilor este ireversibila. In aceste conditii, singurul mod viabil de a asigura dezvoltarea economica si a crea premise pentru cresterea competitivitatii industriei nationale consta in aplicarea modelului de dezvoltare bazat pe inovare, in care elementul strategic central il reprezinta sistemul de stiinta si tehnologie. Prin acest model, triada Stiinta Tehnologie Inovare, va asigura conditiile de intalnire la nivel national a producatorilor si beneficiarilor de innoire, in cadrul unui proces integrator de inovare. Conditiile sociale si politice din Romania, aflate acum in schimbare, necesita un astfel de model, ca raspuns eficient pentru problemele economice si dificultatile tranzitiei si care vizeaza impactul asupra domeniilor: infrastructura, management si resurse umane. In domeniul inovarii, pentru anul 2007, INCDTP isi propune urmatoarele obiective strategice: Cresterea numarului de cereri de brevete cu cel putin 5%. Se are in vedere depunerea de cereri de brevete pentru urmatoarele teme: Materiale multifunctionale textile pentru echipamente care asigura confort termofiziologic si psihosenzorial; Costum de protectie impotriva riscurilor electrostatice; Structuri tricotate/tesute folosite la asistarea / recuperarea ortostatismului si mersului la batrani sever dizabilitati si bolnavi cu insuficiente cardio-respiratorii si / sau deficiente neoro-locomotorii grave cu ajutorul unor sisteme ortetice robotizate; Tesaturi si tricoturi noi din fibre naturale proteice (matase, mohair romanesc, lana, alte fibre); Tehnologie de filare a amestecurilor fibroase cu continut de in cotonizat; Situarea INCDTP in cadrul competitiei privind activitatea de inovare de la nivel national in pozitie cel putin similara cu anii anteriori; Stimularea activitatii de aplicare a brevetelor de inventie si a folosirii marcilor inregistrate; Aplicarea sistemelor moderne de inregistrare si gestionare a brevetelor de inventie; Dezvoltarea resurselor umane atat numeric cat si calitativ prin reconversie profesionala sau angajare de specialisti; Sustinerea financiara a activitatii de brevetare prin plata taxelor specifice; Intensificarea colaborarii cu specialisii OSIM; Stimularea flexibilitatii fluxurilor informationale in domeniul proprietatii industriale, intensificarea diseminarii informatiilor, organizarea de manifestari stiintifice interactive. Strategia de inovare a INCDTP pe 2007 include si sustinerea promovarii in mediul de afaceri romanesc, in mod special in cadrul IMM-urilor din domeniul textil, a avantajelor si profitului ce pot fi obtinute ca urmare a desfasurarii de activitati inovative. Innovation Patenting Innovation strategy, technological resource management and technological transfer represent a priority both for industrialized countries, and especially for those that are in the transition period. The transition from Romania is characterized, further on, by positive evolutions alternating with negative ones, but the general direction shows clearly that the economic structures and conceptions transformation is irreversible. In these conditions, the only viable way to assure the economic development and create premises for national industry competitive increase consists in the application of the development model based on innovation, with the a central strategic element represented by the science and technology system. By this model, the triad Science- Technology- Innovation will assure the meeting condition at national level of the improvement producers and beneficiaries within an innovation integrating program. The Romanian social and political conditions, being in change now, need such a model, as an efficient answer for economic problems and transition difficulties that aims the impact on the following fields: infrastructure, management and human resource. In the innovation field, for 2007, INCDTP proposes itself the following strategic objectives: To increase the number of patent applications at least with 5%. It is envisaged the paten application for the following themes: Textile multifunctional materials for equipments that guarantee the thermo-physiological and psycho- sensorial comfort; Protection suit against electro-static risks; Knitted/ woven structures used in assisting/ recovering ortho-statism and walking ability on old people severely disabled and ill with cardio-respiratory insufficiency and/or serious neuro-locomotor deficiency with help from robot assisted orthetic systems; New knitted and woven fabrics from natural protean fibers (silk, Romanian mohair, wool and other fibers); Spinning technology of fibrous blend with cottonized cotton content. To situate INCDTP within the competition concerning the innovation activity at the national level in a position that is at least similar to that of previous years; To stimulate the activity of patent application and using registered marks; To apply modern systems of patent registering and managing; To develop human resource both numerical and qualitatively by professional reconversion or employment of specialists; To sustain financially the patenting activity by specific taxes payment; To intensify the collaboration with OSIM specialists; To stimulate the flexibility of informational flows in the field of industrial property, to intensify the information dissemination, to organize inter-active scientific manifestations. The INCDTP innovation strategy in 2007 includes also the sustaining of promotion into Romanian business field, especially within the SMEs from textile field, of the advantages and profit that can be obtained by a development of innovative activities. 12 Transfer Tehnologic Dezvoltarea economica durabila a fost determinata intotdeauna de inovare şi transfer de tehnologie. Pentru a putea fi realizat cu succes, transferul tehnologic trebuie sa aiba ca tinta nevoia de satisfacere a pietei cu produse, tehnologii şi servicii noi sau modernizate. Pentru sistemul de cercetare-dezvoltare din Romania, strategia este de stimulare si sustinere a producerii, difuzarii si introducerii in economie a realizarilor stiintei si tehnicii romanesti. Concretizarea acestora este raspunsul politicii de inovare promovata de sistemul de cercetaredezvoltare din Romania, la socurile numeroase si presante, induse de nevoia de schimbare. In aceasta faza a restructurarii sistemului stiinta si tehnologie se impune stimularea valorificarii creatiei stiintifice si tehnologice prin sprijinirea aplicarii ei practice, care va reprezenta o structura organizatorica functionala, capabila sa asigure interfata dintre cercetare si economie, fara de care nici o tara nu poate fi inovativa si performanta in domeniul tehnologiilor avansate. Infiintarea de entitati de Transfer Tehnologic si Inovare trebuie privita in aceasta etapa ca un concept si ca o realitate dinamica atat pentru sprijinirea activitatilor productive ale agentilor economici, in special IMM-uri, cat si pentru sfera producatorilor de tehnologii. In acest context, strategia INCDTP pentru activitatea de transfer tehnologic este concentrata in directia dezvoltarii Incubatorului Tehnologic si de Afaceri ITA TEXCONF, infiintat in baza HG 406/2003 si avind certificatul de autorizare provizorie nr. 31/ Misiunea centrului este de a sprijini crearea si dezvoltarea sectorului privat in domeniul textil prin transfer tehnologic si inovare, valorificarea rezultatelor cercetarii in domeniu, avand ca directii de dezvoltare pentru anul 2007 urmatoarele: Constructia institutionala a incubatorului tehnologic si de afaceri pentru domeniul textil, cu sustinere financiara prin programul INFRATECH si cofinantare INCDTP; Formare si perfectionare specialisti, prin participarea la cursuri specializate de proprietate intelectuala, management, financiar contabiltate; Promovare si instruire prin participarea la manifestarile nationale si internationale din domeniul TT, proprietate intelectuala, sfera IMM-urilor; Cresterea gradului de utilizare a resurselor umane din cadrul INCDTP, prin implicarea specialistilor din cadrul institutului la crearea si dezvoltarea centrului incubator de afaceri inovativ; Creare parteneriate, dezvoltare grupuri de interes pentru transferul de produse/ tehnologii inovative catre industrie, in special catre IMMuri; Integrarea ITA TEXCONF in Reteaua Nationala de Inovare si Transfer Tehnologic (RENITT); Integrarea structurilor inovative romanesti in cadrul organizatiilor si retelelor de profil din UE. Technological Transfer The innovation and technological transfer have always determined lasting economical development. In order to be successfully accomplished, the technological transfer must have as aim the market satisfying need with new or modernized products, technologies and services. For Romanian research-development system, the strategy is to stimulate and sustain the producing, disseminating and introducing the Romanian scientific and technological achievements into economy. Their materialization is the answer of innovation policy promoted by the Romanian research-development system at many and pressing reactions, induced by the need of changing. At this stage of restructuring the science and technologic system one needs to stimulate the turning to good account of the scientific and technological creation by supporting its practical application that will represent a functional organizatoric structure that is capable of ensuring the interface between research and economy, compared to which no country can be innovative and highly performing in the sphere of advanced technology The setting up of Technical Transfer and Innovation entities must be looked, at this stage, as a concept and dynamic reality, both for sustaining the productive activities of the economic agents, especially Small and Medium Enterprises- SME, and for areas of the technologies producers. Within this context, the INCDTP strategy for technological transfer activity is concentrated on the course of the Technological and Business Incubator ITA TEXCONF development, created according to HG 406/2003 having the temporary authorization certificate no.31/ The centre role is to support the setting up and development of the private sector in textile field by technological transfer and innovation, by valorisation of the field research results, having the following development direction for 2007: The institutional construction of the technologic and business incubator for textile field, with financial support by INFRATECH and INCDTP co-financing; The specialists forming and improvement by taking part to the specialized courses of intellectual property, management, financial-accounting; The promoting and training by taking part to the national and international manifestations from the TT field, intellectual property, the SME area; The increase of utilization degree of the human resource within INCDTP, by the implication of its specialists in setting up and development of the innovative and business incubator centre; The partnership setting up, the development of interest groups for the innovative products/technologies transfer to industry, especially to SME-s; The integration of ITA TEXCONF into the National Innovation and Technological Transfer Network (RENITT); The integration of the Romanian innovative structure into EU organizations and profile networks. 118 *** Raport Anual 2006 Institutul Naţional de Cercetare - Dezvoltare pentru Textile şi Pielărie

13 Program Nucleu Obiectivul strategic al dezvoltarii industriei textile si de pielarie il reprezinta cresterea competitivitatii produselor in conditiile economiei de piata, cu costuri materiale si sociale minime si eficienta maxima. Tematica de cercetare abordata în cadrul Programului Nucleu este în concordanta cu cerintele impuse de pregatirea industriei de textile si de pielarie incaltaminte pentru aderarea tarii la UE si de asemenea este în corelatie cu orientarile principale ale platformei tehnologice la nivelul Uniunii Europene. Programul NUCLEU COMTEXPEL va urmari in anul 2007: Initierea premizelor stiintifice pentru crearea de retele de excelenta in domenii de anvergura si interes pentru dezvoltarea economiei nationale: articole tehnice, articole speciale, cu destinatie strategica, articole medicale, in masura sa sustina accesarea fondurilor structurale de post-aderare; Sustinerea activitatii de cercetare pentru accesarea Programului Cadru 7, prin crearea spatiului european al cercetarii si abordarea de proiecte integrate care sa faciliteze promovarea inovarii si transferul cercetarii; Diversificarea gamei de servicii tehnice ale institutului pentru realizarea transferului tehnologic al rezultatelor cercetarii, al informatiilor tehnico-stiintifice din domeniu ; Cresterea potentialului resurselor umane prin utilizarea metodelor moderne de perfectionare si pregatire profesionala; Reorganizarea cadrului relational al activitatilor de cercetare-dezvoltare conform celui din tarile UE, astfel incât sa sustina si sa stimuleze inovarea de produs si de tehnologie; Orientarea cercetarii spre dezvoltarea tehnologiilor care minimizeaza consumurile de materii prime si energie, reducerea deseurilor, tehnologii pentru optimizarea colectarii deseurilor si reciclarea acestora concomitent cu inertizarea poluantilor, biotehnologii pentru reabilitarea apelor uzate din procesele tehnologice si stocarea ecologica a deseurilor. Noile tehnologii trebuie sa se bazeze pe prevenirea poluarii prin abordarea procedurilor de analiza a compatibilitatii produselor si proiectelor industriale cu mediul ambiant pe toata durata de viata a acestora; Diseminarea informatiilor tehnico-stiintifice, care reprezinta o cerinta primordiala pentru IMM-uri sau alte unitati productive in scopul de a avea acces la cunoasterea oportunitatilor pe care le ofera noile tehnologii, precum si a programelor de parteneriat; Realizarea acestor obiective va contribui la: - cresterea numarului de retele/centre de cercetare specializate in domenii stiintifice si tehnologice de varf, recunoscute la nivel international si integrate in parteneriate si programe reprezentative pentru aria europeana de cercetare; - racordarea la prioritatile, obiectivele si activitatile specifice ariei europene de cercetare in domeniul textilepielarie si pregatirea participarii romanesti in cadrul Planului National de CDI si Programului European CADRU 7; - cresterea performantelor pe plan intern si international Nucleu Program The strategic objective of developing the textile and leather industry is represented by the increasing of the product competitiveness under the circumstances of the market economy, with minimum social and material costs and a maximum efficiency. The research themes approached within the Nucleu Program is in accordance with the requirements imposed by the preparing of the textile and leather footwear industry for the accession of Romania to EU and, also, it is in correlation with the main directions of the technological platform at the EU level. The COMTEXPEL Nucleu Program, in 2007, will aim at: Initiating the scientific pre-requisites for creating excellence networks in full sized and interesting domains with a view to developing the national economy: technical articles, special articles having a strategic destination, medical articles, able to support the obtaining of the post accession structural funds; Sustaining the research activity for the accessing of the FP7 by creating the European research space and approaching integrated programs that should facilitate the Promoting of innovation and research transfer; diversifying the technical service range of the Institute for the achieving of the technological transfer of the research results, of the technical scientific information from the respective field; Increasing the human resource potential by using the modern methods of professional improving and training; reorganizing the relational framework of the research development activities according to that from the EU countries, so that it would support and stimulate the product and technology innovation; Directing the research towards developing the technologies that minimize the raw material and power consumptions, waste lessening, technologies for optimizing waste collecting and recycling at the same time with pollutant removing, biotechnologies for effluent recovering from the technological processes and the ecologic waste stocking. The new technologies should be based on pollution preventing by approaching the procedures of analyzing the industrial product and project compatibility with the environment during their whole lifespan; The technical - scientific information dissemination that represents a primary requirement for the SMEs or any other productive units for the purpose of having access to getting informed with the opportunities that the new technologies offer, as well as the new partnership programs. The achieving of these objectives will contribute to: - increase the number of networks/research centers specialized in top scientific and technologic domains that are internationally acknowledged and integrated in partnerships and programs that are representatives for the European research area; - get connected to the priorities, objectives and specific activities of the European area of research in the textile leather field and the preparing of the Romanian participation as part of the National Plan of CDI (research development information) and the European FP7; - internally and internationally increase the research staff National Research - Development Institute for Textile and Leather Annual Report 2006 *** 119

The research development Nucleu Program initiated in 2003 has envisaged objectives in the specific activity field that are included in the medium and long - term strategy of the respective domain. 21 asigurarea si dezvoltarea pe plan intern a surselor de competenta stiintifica si tehnica, cresterea gradului de asimilare si aplicare a cunostintelor, atat la nivelul sectorului, cat si pentru dezvoltarea propriilor competente tehnice. In perioada se preconizeaza ca institutul sa extinda in cadrul Programului Nucleu problematica de dezvoltare tehnologica specifica industriei textile, confectii, pielarie si incaltaminte. Prioritatea principala o va reprezenta cresterea competitivitatii acestei industrii, in conditiile unei societati bazate pe cunoastere; se preconizeaza restructurarea acestui sector traditional pentru Romania pentru alinierea produselor si tehnologiilor la cerintele specifice pe piata europeana participarea specialistilor romani la competitiile FPVII, proiectele abordate in cadrul Proghramului Nucleu fiind baza de plecare in abordarea acestor tipuri moderne de proiecte. Design si Antropometrie In societatea contemporana designul ocupa un loc important, datorita rolului sau de punte intre tehnologie si arta, intre idei si solutii de finalizare, intre cultura si comert. Departamentul de Design si Antropometrie in conformitate cu specificul programului de functionare al Institutului de cercetari textile isi propune realizarea unui studiu specializat de tendinte in moda cu privire la: linie, culoare, materiale. Informatiile sunt cercetate, studiate, sintetizate si prezentate sub forma unor cataloge de tendinte. Acestea caracterizeaza cele doua sezoane stilistice stabilite la nivel mondial: toamna-iarna si primavara-vara. Schitele grafice ce insotesc aceste informatii noi exemplefica in mod sugestiv informatiile oferite. Aceste informatii cu caracter general sunt agreate la nivel mondial. Ele asigura: valabilitatea utilizatorului atat pe piata interna cat si cea externa, aliniaza productia la cerintele si mobilitatea pietii, creste productia si venitul unei firme, ghideaza o firma in realizarea unei colectii proprii. Obiectivele principale ale activitatii de design pentru anul 2007 sunt: creearea unor colectii vestimentare ce duc in timp la formarea unui brand propriu; participarea la targuri de profil din tara si strainatate in scopul promovarii colectiilor proprii dar si pentru o mai buna cunoastere a ofertei producatorilor romani si europeni; determinarea dimensiunilor antropometrice 3D pentru populatia din Romania cu scopul elaborarii standardelor antropometrice; proiectare CAD a tiparelor pentru confectii; oferirea de servicii firmelor de confectii pentru realizarea de produse personalizate; diseminarea tuturor informatiilor rezultate ca urmare a activitatii departamentului prin participarea la diferite manifestari stiintifice, targuri si epozitii de profil. Intrega activitate a departamentului are drept scop promovarea si sustinerea activitatii de design in ROMANIA. and developing, on an internal plane, of the sources of scientific and technical competence, the increasing of the degree of knowledge assimilating and applying both at sector level and, also, for the developing of the own technical competence. During , it is envisaged the fact that the Institute should enlarge, as part of the Nucleus Program, the theme area concerning the technologic developing that is specific for the textile, garment, leather and footwear industry. The main priority will be represented by increasing the competitiveness of this industry under the circumstances of a society based on knowledge; it is foreseen the restructuring of this sector that is traditional for Romania having in view the aligning of products and technologies to the specific requirements on the European market, the participating of the Romanian specialists in the FP7 competitions, the projects approached as part of the Nucleus Program being the starting basis in tackling these modern project types. Design And Anthropometry In the present society the design has an important place, thanks to its role as a connection between technology and art, between ideas and finishing solutions, between culture and commerce. The department of Design and Anthropometry according to the specific of the Textile Research Institute working program sets as a target the accomplishment of a specialized study of fashion tendencies regarding: direction, colour, materials. The information is researched, studied, synthesized and presented as tendencies catalogues. These characterize the two stylistic seasons established at international level: autumn-winter and spring-summer. The graphic drawings that come with this new information exemplify in a suggestive way the supplied information. This general information is approved at international level. It assures the user validity both on internal and external markets, aligns the production to the market requests and mobility, increases the production and company income, guide a company in accomplishment of own collection. The major objectives of 2007 design activity are: to create garments collections that lead to the accomplishment of its own brand; to participate in the specialized national and international fairs with purpose of promoting its own collections as well as for a better knowledge of the Romanian and European producers; to determinate the 3D anthropometrics dimensions for the Romanian population in order to create anthropometrics standards; the CAD projection of clothing matrices; to offer services to clothing companies in order to create personalized products; to disseminate all information obtained as a result of the department activity through participation in various scientific manifestations, specialized fairs and showrooms. The purpose of the entire department activity is represented by the promotion of the design activity in Romania. 22 Cadrul relational Obiectivele strategice ale INCDTP pentru anul 2007 se incadreaza in viziunea strategica a institutului la orizontul anilor 2020 si sunt in corelare cu cele reliefate la nivel national si european pentru activitatea de cercetare stiintifica. Integrarea Romaniei in Uniunea Europeana incepand cu acest an constituie o provocare pentru toate domeniile societatii romanesti si mai ales pentru cercetarea stiintifica; de aceea, in mod deosebit pentru acest an, dar si in perspectiva, INCDTP isi stabileste ca obiectiv prioritar extinderea cadrului relational in care activeaza, in scopul: cresterii vizibilitatii pe plan international a cercetarii romanesti din domeniul textile-pielarie; cresterii capacitatii INCDTP de a constitui un partener performant in programele de cercetare stiintifica si indeosebi in Programul CADRU 7; cresterii numarului de parteneriate/colaborari atat pe plan national, cu mediul universitar, industrial, de cercetare, dar si pe plan european, cu institutii de CD cu traditie in sectorul textile-pielarie; diseminarii pe scara larga a preocuparilor, rezultatelor obtinute de INCDTP, pentru o mai buna cunoastere si participare in retele, clustere, la nivel european; consolidarii pozitiei INCDTP in sistemul CDI din Romania si la nivel European prin Excelenta si Eficienta. Raspunzand acestor obiective specifice, INCDTP participa in 2007 in calitate de coordonator / partener la trei proiecte de cercetare in cadrul Modulului III CEEX, urmarind intensificarea contactelor cu cercetatori din UE, cunoasterea problematicii moderne a cercetarii stiintifice, construind expertiza, inter-diseminand oportunitati, impartasind metodologii si stimuland spiritul inovarii si colaborarea trans-nationala in Europa largita. Aceste proiecte vizeaza cresterea capacitatii de aliniere la prioritatile si obiectivele stiintifice si tehnologice specifice Ariei Europene a Cercetarii in domenii inalt specializate si multidisciplinare, cum sunt textile tehnice, textile medicale, nanostiinte si nanotehnologii cu aplicabilitate in textile, design vestimentar. Proiect: Promovarea participarii stiintifice in domeniul textilelor tehnice cu aplicatii in aeronautica spatiu si medicina acronim AEROMED, ctr. 87/2006 Consortiul este coordonat de I.N.C.D.T.P. Bucuresti, avand ca parteneri UPB- Centrul de cercetari pentru Aeronautica si Spatiu si I.N.C.A.S. Bucuresti. Obiective specifice pentru anul 2007: punerea în valoare a competenţelor şi potenţialului de cercetare existent, in institutiile participante la proiect prin participarea la sesiuni de pregătire a propunerilor de proiecte pentru FP 7, vizite scurte de lucru la partenerii straini, schimb de personal, de rezultate şi de experienţă în domeniul textilelor tehnice cu utilizari in aeronautica, spatiu si medicina. Proiect: Parteneriat stiintific in domeniul nanostiintelor si nanotehnologiilor aplicate in textile acronim PARTEXNET Relational frame The INCDTP strategic objectives for the year 2007 are included in the strategic vision of the Institute at the horizon of the 2020s, and they are correlated with those outlined at a national and European level for the scientific research activity. The integration of Romania into the European Union starting with this year is a challenge for all the domains of the human society and, especially, for the scientific research; that is why, specifically for this year, and also as a long term perspective, INCDTP establishes as a priority objective, the extending of the relational frame in which it develops its activity, for the purpose of: increasing the international highlighting of the Romanian research from the textile leather field; increasing the INCDTP capacity of being a performing partner within the scientific research programs and, especially, FP7; increasing the number of partnerships/collaborations both nationally, with the university, industrial, research milieus, and, at the European level, with research development (CD) institutions having a tradition in the textile leather sector; disseminating, at a large scale, the concerns, the results obtained by INCDTP, for a better knowing of and participating in networks, clusters, at the European level; consolidating the INCDTP position within the research development information (CDI) system from Romania and, at the European level, by Excellence and Efficiency. By responding to these specific objectives, INCDTP participates, in 2007, as a coordinator/partner, in three research projects within Module III CEEX, having in view the intensifying of the contacts with EU researchers, the knowing of the modern subjects of the scientific research, the building of the expertise, the inter disseminating opportunities, the imparting of methodologies and the stimulating of the innovation spirit and the trans- national collaboration in the enlarged Europe. These projects aim at increasing the capacity of getting in line with the scientific priorities and objectives and the technologies specific for the European Research Area in highly specialized and multidisciplinary spheres, such as technical textiles, medical textiles, nanosciences and nanotechnologies having applicability in textiles, garment designing. Project: The promoting of the scientific participating in the technical textile domain having applications in aeronautics space and medicine acronym AEROMED, ctr. 87/2006 The consortium is coordinated by INCDTP Bucharest, having as partners UPB the Center for Aeronautics Space Research and INCAS Bucharest. Specific objectives for 2007: the bringing forth of the existing research potential and competence in the institutions participating in the project by taking part in sessions of preparing the project proposals for FP7, short work visits to the foreign partners, exchange of staff, results and experience in the technical textile field, finding uses in the aeronautics, space and medicine areas. Obiective specifice 2007: - participarea la sesiuni de pregătire a propunerilor de proiecte pentru FP 7, vizite scurte de lucru la partenerii straini, schimb de personal, de rezultate şi de experienţă în domeniul nanostiintelor si nanotehnologiilor aplicate in textile. - organizare/ participare la activităţi suport în vederea integrării în Platforma tehnologica europeana pentru textile si confectii. Proiect: Cresterea vizibilitatii internationale a cercetarilor din domeniul agilitatii designului produselor textile si confectiilor in contextul integrarii in programe europene si internationale - acronim AGILE Tex-DESIGN Consortiul este coordonat de Universitatea Tehnica Gh. Asachi Iasi, INCDTP avand calitatea de partener, alaturi de Institutul National de Inventica Iasi. Obiective specifice 2007: - realizarea de contacte cu experti de renume mondial din UE; - participarea la seminarul de generare de idei/brokerage pentru elaborarea a noi propuneri de proiecte pentru FP 7; - identificare noi potentiali parteneri. Preocuparile institutului in acest domeniu sunt reflectate si prin organizarea la sediul INCDTP in data de a simpozionului cu participare internationala Design-ul indicator de evaluare a standardului de viata in epoca moderna, realizat cu sprijinul Ministerului Educatiei si Cercetarii. Realizarea/derularea acestor proiecte a fost posibila si sustinuta prin strategia manageriala a institutului, care promoveaza contactele permanente, consolidarea relatiilor parteneriale, a colaborarilor cu diferite organizatii si institutii. Project: The increasing of the international highlighting of the researches from the sphere of textile product and clothing design agility within the context of getting integrated into European and international programs acronym AGILE Tex DESIGN The consortium is coordinated by the Gh.Asachi Technical University,Iasi, INCDTP being a partner, together with the National Institute of Inventics, Iasi. Specific 2007 objectives: - the effecting of contacts with worldwide renowned experts from EU; - participation in the seminar of generating ideas/brokerage meant for elaborating new project proposals for FP7; - the identifying of potential partners. The concerns of the Institute in this respect are also reflected in organizing, at the INCDTP headquarters, on , the symposium, with international participation, The Design an indicator for evaluating the life standard in the modern epoch achieved with the Ministry of Education and Research support. The achieving/carrying out of these projects was possible and sustained by the managerial strategy of the Institute, which promotes permanent contacts, the consolidation of the partnership relationships, of the collaborations with various organizations and institutions.
