1 Atlantic Region Expression of Interest (EOI)/Prequalification Husky Energy Inc. (Husky) is seeking Expressions of Interest (EOIs) from qualified companies for the provision of the following packages: Package: Reference No.: Contact: Light Intervention Vessel (LIV) Remote Operated Vehicle (ROV) Services - LIV Don.Reid@huskyenergy.com The provision of these services is primarily in support of Husky s subsea intervention, repair and maintenance programs. Requirements of companies interested in providing these services from both a specification and management perspective are included in the scope documents provided below. While the packages referenced above are being sourced separately, the ROV supply and operation under the above referenced package is intended to be deployed on Husky s existing and/or future Light Intervention Vessel. Husky would welcome proposals from companies interested in providing an integrated solution including provision of Light Intervention Vessel and suitable ROV capabilities. VENDORS WISHING TO PROVIDE AN INTEGRATED PROPOSAL ARE ENCOURAGED TO RESPOND TO BOTH PACKAGES, CLEARLY REFERENCING THEIR INTEREST IN PROVIDING AN INTEGRATED SOLUTION. Respondents are required to demonstrate their capabilities and experience via a formal response to this EOI/Prequalification advertisement. Husky strongly supports providing opportunities to Canadian and, in particular Newfoundland and Labrador companies and individuals, on a commercially competitive basis. Pre-qualified companies will be required to complete a Canada/Newfoundland and Labrador Benefits Questionnaire at the Bid stage. 2 Package No.: Light Intervention Vessel General Requirements: Vessel will have a primary role as a Light Intervention Vessel (LIV) supporting subsea intervention and installation activities. Consideration will be given for capabilities to support a secondary role as a Safety Standby/Re-supply vessel. And, have the capacity to remain at sea for extended periods; minimum of 4 6 weeks. The LIV must be a modern Ice Class DP2 Vessel complete with integrated 100t AHC crane suitable to work in the North Atlantic winter environment with particular consideration to cold weather operations, sea ice and high sea states. The term significant sea height is used throughout this EOI/Preq-Qual. For clarity this term refers to mean height of the highest 1/3 rd of the combined wind and swell trains present. Vessel Age: Vessel age at time of delivery to be less than 5 years old. Preference will be given to new builds meeting delivery timeline described below. Delivery Date: Husky will consider vessel delivery up to and including January 2017 with a strong preference for delivery between the months of November to February in order to minimize impacts to Subsea Operations during peak working months of April through October. Compliance / Classification: Vessel must be Canadian registered and Canadian crewed consistent with the employment provisions of the Atlantic Accord Implementation Acts. Vessel must comply with all applicable laws, regulations and standards for a Light Intervention Vessel to operate in Canada. Vessel must be classed by a recognized international classification agency, (IACS member) and maintain notations (DNV or equivalent), including Certificate of Fitness, for the vessel complete with integrated ROV spread. Crew: All Crew, including Crane Operators, shall be trained and certified in accordance with the requirements of Canadian Legislation. Newfoundland crews are preferred and Canada Newfoundland content will be considered in the evaluation process. Where qualified and certified personnel for strategic positions are not available a succession plan may be considered. Vessel Owner Management: Respondents shall include a corporate profile and identify the key shore side individuals responsible for the day to day operation of the vessel. Vessel owner shall indicate how local shore support, in whatever form may be required, will be provided to address any issues or concerns raised by the charter in a prompt and agreed time frame. This will include supporting charterer with any technical support for special tasks related to the vessel. Expectation is that there will be local shore support for operations, technical, HSEQ and crewing in addition to commercial contract management. HSEQ Management Expectations: HSEQ performance expectations must be clearly defined and included and documented in the performance management process for all individuals assigned HSEQ responsibilities. Senior leadership must be assigned responsibilities within the HSEQ Management System which include, but not limited to, oversight of HSEQ procedures, personnel training, action
3 tracking, KPI development/measurement/management, development and implementation of industry best practices. Respondent must have in place dedicated HSEQ management representative(s) who: Have clearly defined roles, responsibilities, qualifications, and authority for ensuring that the HSEQ management systems and their requirements are established, implemented and maintained. Direct and regular access to the company s most senior leader for the purposes of communicating and driving the HSEQ management system requirements. Are permanently located in the main port of operation for the duration of the charter. AHC Crane: Active Heave Compensated (AHC) crane, knuckle boom preferred, with minimum SWL of 100t. Crane shall have capacity to reach all areas of the working deck ensuring there are no lifting dead zones. A Secondary deck crane may be considered if required. Subsea Lift management: Multiple deck winch capability for tag line control of Subsea lifts due to higher sea states. Vessel design should minimize lift height for over-boarding subsea equipment through use of removable rails or alternate design for flush over boarding of equipment and heavy lifts. This capability is a critical consideration due to impact in the ability to work with large / long structures in the North Atlantic Working environment. Work Class ROV compatibility: Vessel to be fitted with enclosed ROV hangars, controls facilities, and ROV LARS capable of supporting two Work Class ROV s. The vessel and ROV launch system shall be designed to minimize vessel motion effect for deployment/recovery operations in significant sea states up to 4.5 meters. Dynamic Position Classification/Equipment: DP2 system with two GPS, Dual RADius 1000, HPR and Fanbeam. Vessels shall be equipped with dynamic positioning equipment corresponding to equipment class 2 or 3, (IMO / MSC Circular 645, Chapter 2 Equipment Classes) with class notation DYN POS AUTR or AUTRO issued by DNV or equivalent. Vessel shall have the ability to perform 24hr DP activities with a two person DP bridge watch system. The DP bridge and engineering watch keeping personnel shall meet the minimum requirements of IMCA M 117; the training and experience of key DP Personnel. The bridge DP watch keepers shall be comprised, as a minimum, of 1 Senior DPO and 1 Junior DPO as defined by IMCA guidelines. Ice Class: 1C minimum or Equivalent. Fuel Monitoring and Management: Nautical Controls Solutions FuelTrax fuel monitoring system. Environmental Consideration: Green Vessel Design preferred. Standby/Rescue: Vessel to have a valid LOC and satisfy all applicable Canadian Regulations and Standards for Dual Safety Standby role with a minimum survivor capacity of 275 persons, 2 motion compensated davits, 2 FRC, FiFi 1 (minimum), Dacon Rescue Scoop and direction finding PLB system meeting charterer s requirements. Offshore Worker Transportation: MTRB for transportation of offshore workers; capacity shall be equal to statutory complement less the crew.
4 Ice Management: Vessel must have the ability to attach a floating hawser or ice berg tow net configuration around an iceberg to deflect an iceberg. Have motorized storage reels capable of storing 1200 meters of 8 inch tow rope and an ice berg tow net. Length Overall: Not more than 100 metres. Berth Capacity: Minimum berth capacity for 50 persons. Clear Deck Area: Minimum 700m Power Supply: Generator configuration to supply clean energy to the deck spread while maintaining full Class 2 DP status. Communications: Communication system capable of streaming video and voice communication without interruption and a fiber optic internal communication system. Vessel to Shore Communications; VSAT Satellite communications 1MB or better, dedicated SCPC. C-Band is preferable, KU-Band is acceptable. Alternate/backup data and phone communications. Ability to communicate over wi-fi with other Rigs/Vessel in close proximity or ability to add such a network. Vessel Onboard Network: Fiber optic backbone between main vessel locations (ie. office space and ROV location) with the ability to provide speeds of 1GB to the desktop. Rooms, offices and bridge wired back to a central location, climate controlled for network/server rack with a fiber connection to the backbone. Wireless network for mobile devices; Conference area with audio visual equipment and available network drops. Video conference equipment or the ability to add such. UHF and VHF base radios for Control Office as well as portable handheld. Push to talk communications system for communication between ROV and control room. Exterior Cameras; Networked cameras located in crucial points around the vessel and accessible via Ethernet network. Tow Equipment: 100t tow winch with stern roller, guide pins and Sharks Jaw or Karm Forks, appropriately sized for vessel winch and bollard pull. Bollard Pull: 100t Bollard Pull for tanker heading control/towing and iceberg towing.
5 Package No.: Remote Operated Vehicle (ROV) Services - LIV Work Class ROV Systems: Two Work Class ROVs complete with two launch and recovery systems (LARS) designed to minimize vessel motion effect for deployment/recovery operations in significant sea state up to 4.5 meters. ROVs shall be supplied with a full complement of Subsea Tooling. The ROVs are to be deployed on Husky s LIV in support of Husky s subsea intervention, repair and maintenance programs. ROV providers shall be required to interface with LIV owner/operator and support obtaining and maintenance of vessel Certificate of Fitness where it relates including ROV spread. The term significant sea height is used throughout this EOI/Preq-Qual. For clarity this term refers to mean height of the highest 1/3 rd of the combined wind and swell trains present. 1.0 Management / Operating Experience 1.1. Local management and maintenance facility (existing or planned) 1.2. Demonstrated experience, competency, and training to support subsea intervention, repair, maintenance, and light construction activities Crew and technicians qualified to IMCA C General Requirements 2.1. Work Class ROVs with system age of 5 years or less 2.2. Top Hat TMS systems preferred 2.3. Two launch and recovery systems (LARS) 2.4. Complete system capable of deep water dives up to 3,000m working depth 2.5. Capability to launch and recover in sea states up to 4.5m Hs 2.6. Minimum 150 SHAFT HORSE POWER (if alternate unit of measure is used describe how it is calculated) 2.7. Minimum >200kg usable / reserve payload - after all sensors and manipulators are installed 3.0 Technical Requirements (alternative configurations/specifications would be considered) 3.1. Video and Data MUX: 6 x min video channels a minimum of 4 to have zoom and focus capability 4 x min Spare RS232 Channels 2 x min Spare RS485 Channels 1 x min Gigabit Ethernet Channel 1 HD channel 3.2. Cameras: 1 x Low Light camera and 1 x HD color zoom camera mounted on a lower forward pan and tilt unit. 1 x HD Color zoom camera mounted on an upper forward pan and tilt unit. 1 x Camera for tether monitoring 1 x Manipulator Camera as standard for each T4 manipulator
