7 ICF: Five Intelligent Community Indicators 1. Broadband Connectivity: Broadband is the new essential utility, as vital to economic growth as clean water and good roads. Craft policies to encourage deployment and adoption. 2. Knowledge Workforce: A labor force that creates economic value through the acquisition, processing and use of information. Develop a workforce qualified to perform knowledge work from the factory floor to the research lab. 3. Digital Inclusion: Promote digital inclusion to provide have-nots with access to digital technology and broadband, by providing skills training and by promoting a compelling vision of the benefits of the Broadband Economy. 4. Innovation: Build the local innovation capacity of companies, because these produce all of the job growth in modern economies. Invest in e-government to reduce costs while delivering services that digitally savvy citizens expect. 5. Marketing and Advocacy: Communities must communicate their advantages. 13 3: Social structure adaptation: Triple-helix model for innovation The starting premise was the traditional institutional differentiation: academia is associated with the generation of intellectual capital, government with the control of the public sphere, and industry with the creation of wealth. However, in the emergent networked knowledge-based society these roles have become intertwined. For example, industries are now important producers of new knowledge, while academia and cities are acting as organizers of regional innovation systems. Further, academia is now increasingly expected to economically support itself with revenues from selling knowledge to industries and government. 14 3: How triple-helix works in theory 1. internal transformation of the helices; 2. influence of one helix upon another; 3. creation of new overlay of institutional structures from the interaction between the helices; and 4. recursive effect of these entities on themselves and on the larger society. 15 3: Theory: triple-helix individual interaction promotes creativity THM emphasizes the role of the individual. When individuals from several institutions interact, they reflexively fine-tune communications with different values systems in the background, as expressions of diverse institutional traditions and manifold interests, which promotes creativity. 16 4: Preliminary conclusions 1. In an era of high-stakes political gridlock, and nationstate stasis, regional communities and citistates (Neal Peirce neologism) are the locus of progress. 2. Intelligent Community Forum cities are a good model; 20 years of experience forwarding communities in the broadband economy. [Movement, not maintenance.] 3. Preliminary research indicates triple-helix is the key, with the newest variable the changing role of academia 4. Positive opportunity for community breakthrough; negative impact from changing and possible corruption of roles. Projects are catalysts for progress. 5. The realist s glass is not half full or half empty; it exists as a container; liquid; air a situation with potential: the knowledge society driven by the information economy is here.
