2 Radio Spectrum & National Priorities National Broadband Plan Released 2010, mandated by Congress Presidential Memorandum on Unleashing the Wireless Broadband Revolution Released 2010, referenced in 2010 State of the Union Middle Class Tax Relief and Job Creation Act of 2012 Released in 2012 More than 1/3 of bill deals with radio spectrum 2

3 National Spectrum Priorities: Recurring Themes Addressing the spectrum crunch to provide solutions for Improved broadband access Public safety Specific goals Repurpose 500 MHz of spectrum from present use (including federal government operations) to mobile broadband 100 million homes with 100 mbps up/50 mbps down Establish a nationwide interoperable public safety communications network Invest in innovative spectrum sharing research & development NSF is called upon in Broadband Plan and Presidential Memorandum 3

4 Enhancing Access to the Radio Spectrum (EARS) A new NSF initiative to invest in research that can improve the efficiency by which radio spectrum is used, or improve access to the radio spectrum for presently under-represented populations EARS will emphasize interdisciplinary research, recognizing the interplay among technology, public policy, economics, and social sciences in modern spectrum management Grew out of Electromagnetic Spectrum Management Unit in MPS Developed prior to NBP and Presidential Memorandum National priorities helped it grow (right place/right time) 4

5 EARS Benefits to Research Community Provide significant new funding for spectrum-related research Help facilitate and fund unique research collaborations Fund academic/small business technology transfer Sponsor workshops and challenges Provide testbed opportunities to validate proofs of concept, interoperability, and compatibility 5

6 EARS Benefits to the Wireless Industry Invest in high-risk/high-reward research Invest in research that can benefit multiple sectors of the wireless industry Encourage practical research perspectives that take into account realistic economic and regulatory scenarios Provide funding for collaborative small business/academic research Provide funding for graduate students and postdocs who will become the technology leaders of tomorrow 6

7 EARS Benefits to the Public Find ways to free up spectrum for new and innovative wireless services Improve access to the radio spectrum for traditionally under-represented populations (for example, rural areas) Improve public safety, homeland security, and national defense 7

8 EARS Funding FY12 $11M across MPS (3), ENG (4), CISE (3), and SBE (1) Solicitation , deadline June 14 EARS Small Business Technology Transfer (STTR) program Joint program between ENG and MPS $12M for Phase I and II awards (funded through ENG) Phase I competition complete; awards being announced now Phase II deadline in FY13 FY13 request $50.5M across MPS (12), ENG (14), CISE (24), and SBE (0.5) Amounts not taken out of existing programs 8

9 Summary Radio spectrum and the perceived lack thereof has become a national priority as a facilitator of broadband and public safety services NSF (with MPS as lead) is in a unique position to play a role in meeting national goals and objectives The EARS program will provide opportunities to academic and small business researchers to create innovative new spectrum technologies and policies Results from EARS research will benefit all spectrum users EARS program truly fits within the interdisciplinary spirit encouraged throughout NSF 9

10 EARS Investment Interests Several broad areas of investment interest include (but are not limited to): New interdisciplinary technology solutions that enable spectrum efficiency and enhanced spectrum access, including hardware and materials innovations, new spectrum access methods and protocols, spectrum security, and interference mitigation. Innovative technologies that expand the use of the radio spectrum including millimeterwave and THz communication systems and free-space optical communication networks. Interdisciplinary research on spectrum allocation and assignment including market- and nonmarket-based methods for spectrum access and usage, economics of radio spectrum access including auctions and secondary markets. Green spectrum technologies that enable energy efficient communications and radio systems with low environmental impact in fabrication and disposal. Research on the social, behavioral and economic impact of wireless, including new (and potentially disruptive) technologies; physical and social networks; the adoption and use of wireless and related technologies; implications for access to educational, health and other resources; the impact of wireless and continuous monitoring on social and economic interactions of individuals, groups and organizations; the creation and impact of public policies and regulations around wireless allocation and use. Transitional support for legacy systems and policies 10
