3 Space Generation Congress The Congress is held annually in conjunction with the International Astronautical Congress Allows up to 130 of our top, selected members to congregate and network with each other and top space professionals! Delegates work together on projects! This presentation is based on the findings of the SGC 2011 Agency Working Group. 3

8 Recommendations I Consider long-term implications over short-term tactics Apply advanced technology Plan forward into the future Important: mindset change to realize that it is being dealt with a limited resource, and that it is approaching the limit. Assess emerging capabilities based on experience consider the impact that allocation of bands will have on other bands E.g. use lessons learned to develop a regulatory system for optical frequency 8

9 Recommendations II Use methods that decrease unintentional upward radiation. reducing radio pollution through better transmitting practices: controls (e.g. on/off capabilities) energy codes shielding and directionality consideration of spectral distribution 9

10 Recommendations III Coordinate spectrum allocation Think Strategically, not Tactically Strategies should be carefully drafted, adopted and implemented Frequencies reserved for services with no direct economic revenue but high societal gain Standardized rating system to rank services Standards should be realized on the international level Group strong signal to noise ratio signals together and with harmonic regularity to minimize the effects of harmonic interference 10

11 Conclusion Strategic plan is needed instead of a tactical one. Address both long and short-term considerations. Include management strategies. Creation of a standardized rating system. Allocation and request for bandwidth should be decided on: the required frequencies the transmission power the received flux requirements the interference caused to other frequencies 11
