4 Use of Spectrum for Earth Observation WMO Integrated Global Observing System (WIGOS): passive and active terrestrial, airborne, and spaceborne sensors working in the visible, IR and microwave bands WMO Information System (WIS): collected data is exchanged freely and in near real-time globally Members have data integrity responsibilities Products and services for global and national socioeconomic benefits

5 Spectrum used for Monitoring the Environment Specific radiocommunication services: Meteorological Aids Service (e.g radiosonde) Meteorological-Satellite Service Earth Exploration-Satellite Service (passive and active) International Global Navigation Satellite System (GNSS) (IGS) Use of special systems of generic radiocommunication services: Weather and Wind-profiler radars of the Radiolocation Service User of radiocommunication services: Fixed Service, Mobile Service, etc. (e.g. commercial vendors for data/product communication/dissemination) As operators of UAVs and satellite systems: Spectrum for command, tracking, data acquisition, and communications Page 5

6 Some Facts About WRC-12 WRC-12 was held in Geneva from 23 Jan to 17 Feb, 2012: 153 countries signed Final Acts that revise the Radio Regulations, i.e. the international treaty governing the use of radio-frequency spectrum and satellite orbits Over 3000 participants, representing 165 out of UN International Telecommunication Union s (ITU) 193 Member States; 30 agenda items (13 of interest to NMHSs); over 1,700 submissions; simultaneous interpretation in 6 official languages. Over 100 Observer organizations from among ITU s 700 private sector members and international organizations, including WMO WRCs work on global consensus See for more news

7 Statements of Importance to NMHSs ITU Secretary-General Hamadoun Touré: The work done here will make the world a better place to communicate and to live in Commended the delegates on the attention given to Earth observation radiocommunication applications, which are crucial for monitoring and combating climate change and for disaster prediction. WMO Secretary-General Michel Jarraud: New applications for radio waves are being continuously developed, which means that more and more has to be squeezed into the available radio spectrum The WRC-12 decisions will help ensure that the signals we need to observe the earth are not drowned by new signals The outcome of WRC-12 will provide new opportunities for observation systems needed to monitor, understand and predict our changing climate, and will provide the necessary protection to meteorological applications

8 Recognition of the Importance of Earth Observation WRC-12 agreed to Resolution 673 (Rev.WRC- 12) called The importance of Earth observation radiocommunication applications Consensus was obtained at WRC-12 through very difficult battles during work cycle and at WRC-12 itself, e.g. Canada played critical role in getting consensus on resolution 673, that is now referenced as Article 29b of the Radio Regulations themselves.

9 Outcomes of WRC-12 of Direct Importance to NMHS Meteorological-satellite (MetSat) service gets more bandwidth Earth Exploration Satellite Service (EESS) - remote passive sensing within GHz Oceanographic radars get support Long-Range VLF Lightning Detection system gets an allocation

10 Outcomes of WRC-12 of Indirect Importance to NMHS Regulatory issues relating to the fixed service (FS) in the bands between 71 and 238 GHz: WRC-12 decided to include recommended limits for active services sharing or using adjacent bands to passive services (e.g. water vapor band GHz). Worldwide regional harmonization of spectrum for electronic news gathering: No change to the Radio Regulations. Software Defined Radio (SDR) and Cognitive Radio Systems (CRS): No change to Radio Regulations. CRS incompatible with passive radio frequencies. Further studies in the use of CRS. High altitude platform stations (HAPS) in the frequency range MHz: Rather than a general allocation, a footnote was added to the Radio Regulations for Australia and a few African countries The aim is to reduce the risk of interference with Earth Exploration Satellite Service activities (over the oceans). Short range devices (SRD): No change to Radio Regulations. Additional allocations to the mobile-satellite service (MSS) between 4 and 16 GHz: No change to Radio Regulations.

AI1.9 : Fixed Satellite Service (FSS) and Maritime Mobile Satellite Service (MMSS) allocations at 7/8 GHz AI1.6 : possible additional primary allocation to the Fixed Satellite Service (FSS)... AI1.18 : Automotive radars at 78 GHz Item 1.5 : Unmanned aircraft systems (UAS) using Fixed Satellite Service (FSS) Item 1.4 : possible new allocation to the amateur service on a secondary basis at around khz Item 1.17 : possible spectrum requirements and regulatory actions, including appropriate aeronautical allocations, to support wireless avionics intra-communications (WAIC)

13 Concluding Remarks Spectrum is a critical enabler to all NMHSs (e.g. Monitoring) Proper access to specific RF bands for meteorological and related environmental operations and research, and for disaster risk reduction, is crucial; without them we cannot continue to measure, collect and disseminate data and information for the protection of the environment and human welfare The global meteorological system is an integral system; we cannot protect some parts of it but not others, without putting the effectiveness of the entire system at risk. It is essential for the National Meteorological and Hydrological Services to maintain close contact with their National Regulatory Agencies (e.g. IC) and to actively participate in their national radiofrequency processes Operators must register systems with IC, get proper licenses from IC, operate according to Canadian regulations It is desirable that National Meteorological and Hydrological Services, through their national delegations, participate in the regional and international radiofrequency processes Page 13
