Nuclear decommissioning training by the SCK CEN Academy: transfer of knowledge and practical experience coming from various decommissioning projects Michèle Coeck, Sven Boden, Pascal Deboodt SCK CEN, Belgian Nuclear Research Centre, Mol, Belgium Education and Training in nuclear Decommissioning, Birmingham, 16th-17th April 2015 Seminar organized jointly by the European Commission Joint Research Centre and the University of Birmingham

Outline SCK CEN and its Academy SCK CEN s R&D activities and expertise in decommissioning Development of courses on decommissioning Contributions to academic programs Customized training for professionals Future for decommissioning training and education

SCK CEN Belgian Nuclear Research Centre is a foundation of public utility 1952, cradle of nuclear research, applications and energy development in Belgium International player in the field of nuclear R&D Today: ~700 staff, + ~60 PhD students 3 major scientific research areas: Nuclear materials sciences Advanced nuclear systems Environment, health and safety Dismantling and decontamination Services towards industry, healthcare, government Education and training

SCK CEN Academy Because of: More than 60 years of experience in nuclear research and technology Most recent knowledge and development Innovative projects Availability of large and unique nuclear installations SCK CEN is, next to renowned research center, ideally suited to be an education and training (E&T) center: SCK CEN Academy: coordinates all E&T activities at SCK CEN

IN THIS PRESENTATION SCK CEN Academy 4 tracks 1. Guidance young researchers Thesis (PhD, Master, Bachelor level), post-docs, internships, educational visits 2. Organization of courses and events Contribution to academic learning in collaboration with universities Customized training for professionals Workshops/conferences/topical days/ IN THE DOMAIN OF DECOMMISSIONING 3. Policy support on E&T matters Framework programs, Horizon2020, expert groups of IAEA, OECD, Caring for critical-intellectual capacities Scientific/technical + context! (philosophical, ethical, economical, political, )

Decommissioning of BR3 PWR SCK CEN s R&D and experience in decommissioning - some examples After 25 years of operation, it was decided in 1987 to proceed with final shut down (end of license) In 1989 this project was selected as one of four European pilot projects SCK CEN succeeded in developing the best approaches for the optimisation of dismantling for decontamination techniques for the decommissioning processes in general

SCK CEN s R&D and experience in decommissioning - some examples Smaller internal decommissioning projects: sodium loop, chemical decontamination Callisto experimental loop BR2, hotcells, glove boxes, External decommissioning projects, such as: MOX production facility of Belgonucleaire: SCK CEN is present in the management of all decommissioning aspects of the integrated organization Open pool reactor "Thetis" of the University of Ghent: involvement in the defueling, preparation of the project and actual decommissioning ( ) Cyclotron of University of Ghent: decommissioning plan (today) IAEA decommissioning program (development of standards, training, expert team missions etc.)

SCK CEN s experience and expertise in decommissioning Experience with several projects in different installations PWR Research reactors Industrial facilities Hands-on experience In advisory groups On the work floor This serves our education and training activities

Transfer of know-how and expertise via courses Topics From completed/ongoing decommissioning projects, it can be concluded that courses need to address: Various strategies to be implemented Integrated safety management both radiological- and non-radiological risks Exchange of information on real and up-to-date practical experience case studies, stressing on the unceasing challenges each decommissioner is faced with At SCK CEN Academy: Innovative techniques, latest research Emphasis on safety, responsibility towards men and environment

Modules currently available Strategies for decommissioning Decommissioning project management Legal and regulatory framework Safety aspects Inventory, facility and site characterization Case studies (Belgonucleaire, BR3, Thetis, ) Dismantling operations Optimization tools Dose follow-up: individual and workplace monitoring Material management and characterization Final survey plan and safety report VISIPLAN ALARA planning tool SCK CEN Academy

Course Target public Academic courses like BNEN for students and young professionals Customized training for professionals Open course for Belgian stakeholders: operators of a nuclear facility as well as governmental and regulatory bodies dealing with decommissioning, waste management and safety Course for GDF Suez Attention is given to specific aspects for o project managers o safety engineers o health physicists o decontamination and dismantling operators o etc.

Our courses Some examples BNEN Decommissioning of nuclear installations organized in 2005 and 2007 as special course (2 days) Since : Advanced courses on the nuclear fuel cycle as elective course on a more sustainable basis, annually Open courses Decommissioning of nuclear installations, 31/3-4/4/ /10/2014 Related topics VISIPLAN: open course on annual basis + on request Radiation protection: open course on annual basis + on request Other

Our courses Some examples Customized courses Decontamination techniques (Group Staelens), 19-22/04/2010 Decommissioning Dose Assessment & Dose Optimization (IAEA), 12-15/10/2010 Decommissioning Dose Assessment and Optimization for Implementation Purposes (IAEA), 30/9-4/10/2013 Advanced decontamination techniques (GDF Suez), 5-8/3/ /12/2013 Decommissioning (GDF Suez), : 2 sessions

Our trainers SCK CEN staff, expert in their domain Excellent didactic skills Within European framework ECTS ECVET Learning outcomes in terms of knowledge, skills, competences Evaluation and assessment Quality assurance Qfor label Lecturers follow the Learning facilitator training

Future for education and training in decommissioning Number of power plants and other nuclear facilities facing their decommissioning phase has grown during the last decades this end of life period becomes more and more important for the nuclear community The need for knowledge and skills on how to prepare the decommissioning, on how to proceed with the technical operations and on how to implement an adequate radiation protection program is emerging Development and implementation of effective training courses and tools, by experienced training providers, allowing effective exchange of experience and providing support to all stakeholders having to interacting in decommissioning, has a bright future

Education Currently limited attention to decommissioning More attention in existing programs? Additional programs at lower level needed? Training Ideal complement to general education Focus on competence building (K, S, A) At all levels, broad spectrum of topics Appropriate examination procedures to test trainee/learner and effectiveness of the course Bridge at European level: common approaches and standards Dedicated and experienced training providers
