3 Background The International Conference on Challenges Faced by Technical and Scientific Support Organizations (TSOs) in Enhancing Nuclear Safety and Security 2010 in Tokyo concluded: The should foster the establishment of a forum dedicated to nuclear safety infrastructure development issues related to scientific and technical support. 3

4 Background First meeting to prepare the TSO Forum was held in July Proposals for working fields of the forum A meeting to establish the Steering Committee of the TSO Forum was held in January Terms of Reference First working programme Second SC meeting was held 6-7 September Third SC meeting took place 6-8 March

5 Terms of Reference of TSOF Objectives: Strengthen the role of TSOs and their global coordination and collaboration, including countries in the process of expanding or embarking on a nuclear programme; Promote coordination and collaboration among the TSOF Member States to foster scientific and technical capacity building including education and training; Share and mutually learn safety and security experience and communicate lessons learned including feedback on the use of Safety Standards and security publications. 5

6 Terms of Reference Scope: TSOF activities are focused on the enhancement of nuclear and radiation safety and security and related infrastructure development. TSOs provide technical and scientific support to regulatory bodies or the industry and may advise governments in order to achieve the highest possible level of safety and security. Membership: The forum is open to all MS by nomination. The Steering Committee includes about 20 major TSOs including ETSON and OECD/NEA and EC as observers. 6

8 Relation to the Action Plan on Nuclear Safety The TSO Forum is contributing to the implementation of the Action Plan on Nuclear Safety in the following actions: Strengthen emergency preparedness and response; Strengthen the effectiveness of national regulatory bodies; Review and strengthen Safety Standards and improve their implementation; Facilitate the development of the infrastructure necessary for Member States embarking on a nuclear power programme; Effectively utilize research and development. 8

9 Recent activities of the forum DPP Roles and functions of Technical and Scientific Support for the Regulatory System GSG-4 (former DS429) looks from the regulatory perspective on how to outsource, oversight and control external expert support. (could be understood as part 1) New document (in relation to SSG16, GSG-4 and tecdoc NE1078+, ) will address (considered to be part 2): TSO missions ( Nuclear safety is science-based ) how to build-up TSOs, Best practices and how to assess (peer review) TSO work. e.g. tailored modules in IRRS after Fukushima Daiichi accident, Knowledge management, Training and Tutoring. 9

10 Recent activities of the forum Cooperation in the analysis of Tepco s Fukushima Daiichi NPS accident. The European TSO Network (ETSON) is conducting a number of activities to which the forum will have access. Contributions to the establishment of safety assessment capabilities during a nuclear or radiological emergency. (NSAP 11.3, IEC). Databases with safety relevant NPP data, definition and simulation of generic accident sequences. interpretation of available data and prognosis, fast running severe accident codes (OECD WGAMA F-CAPS benchmark). 10

11 Recent activities of the forum Preparation of the International TSO Conference 2014 in Beijing (7-11 April 2014). The Forum will strongly be involved in the Programme Committee activities. A Programme Committee with international TSO experts was formed which will be supported by an internal group. 11

12 Recent activities of the forum First PC meeting in March Objectives: Understand the impact of the Fukushima accident on TSOs and extract lessons to be learned; Discuss the role of TSOs in the implementation of the Action Plan on Nuclear Safety; Discuss the roles, functions and value of TSOs in enhancing nuclear and radiation safety and nuclear security, including capacity building in those countries launching or expanding their nuclear power programmes; Share experience and good practices in planning and implementing cooperative activities for capacity building and in identifying needs for assistance activities from the standpoint of recipient countries; Discuss appropriate approaches to enhancing cooperation and effective networking among TSOs and beyond including centres of excellence; Provide an overview of the technical and scientific support needed for maintaining a sustainable nuclear safety and security system; Foster continued dialogue on the technical, scientific, organizational and legal aspects, at the international level. 12
