1. ADD Detail for Type Q Lighting Fixtures to Lighting Fixture Schedule. See revised BIDDER QUESTIONS SUBMITTED TO DATE & RESPONSES ARE AS FOLLOWS: 1. Soil report indicates unsuitable soils below subgrade will required removal & replacement. Will this be performed on unit cost basis or T&M? Answer: School District of Philadelphia is not using unit prices for this project. Unsuitable soils will be tracked as Time and Material (T&M). 2. Soil report also states that the existing building basement which will be in Phase 3 parking lot can remain as long as the slab is broken up for drainage. Please confirm this is the case. Answer: Correct, Basement slab must be broken-up/crushed for drainage to meet the requirements of site fill, drainage and compaction requirements in coordination with the onsite geotechnical representative. Please be aware this does not include the flowable fill concrete that is to be removed as part of Asbestos Abatement by the General Contractor. 3. Spec 334600 3.2.C foundation drains refers to A&S drawings for scope. Please confirm there are none since drawings do not indicate any. Answer: Foundation drains are not included as part of this project as per revision to specification Section 334600. 4. Specification section 01-1000, scope of work, indicates that the civil work for the entire project will be performed by the GC. Is the GC also responsible for the excavation, concrete encasement, and backfilling of the electrical/telecom ductbanks and site lighting (including pole bases)? Answer: EC is responsible for excavation, concrete encasement, and backfilling of the electrical/telecom ductbanks and site lighting (including pole bases). 5. Is the General Contractor responsible for the electrical equipment pads? Answer: Yes. GC is responsible for the electrical equipment pads. GC shall coordinate related work with electrical contractor. 6. Fixture type Q is not shown on the lighting fixture schedule. Please specify. Answer: See attached revised lighting fixture schedule in DRAWING E001. 7. It does not appear that the generator pad allows enough space around the perimeter of the unit for proper service access. This should be further reviewed to ensure code compliance. Page 6 of 9

Answer: Contract drawings indicate proper clearance and service access for the generator. Generator pad dimension will be reviewed and coordinated at time of generator submittal review to ensure generator service access is code compliance. 8. There are significant quantities of PCB contaminated ballasts and mercury containing fluorescent lamps identified by the Vertex company during the environmental survey of the existing building. The EC is removing them from the building during the demolition phase. Is the EC also responsible for disposal or is this part of the GC s responsibility since they are also responsible for asbestos abetment? Please advise. Answer: The Environmental Coordination Section (11000) of the Bid Documents clearly states that the Universal Waste Materials are to be removed under the G/C Scope of Work as outlined in the Asbestos Abatement Technical Specification. The Environmental Coordination Section also states the contractor shall notify the Project Manager for scheduling with SDP OEMS for the proper disposal of the Universal Waste. As per this addendum, the disposal of the Universal Waste Material for this project will be the responsibility of the G/C Asbestos Abatement Subcontractor and that SDP OEMS will require proper manifest and disposal documentation. 9. There are seven type Q lighting fixtures shown on drawing E111B that are not listed on the lighting fixture schedule. Please provide a specification. Answer: See Revised Drawing E001, which provides information on Type Q Lighting Fixture within Lighting Schedule. 10. For the concealed duct the documents mention 1.5"x3# fiberglass duct wrap. They do not make 3# fiberglass duct wrap. Please advise what correct density will be? Answer: Provide 1.5 fiberglass ductwrap with 1.5 lb./cu. Ft. density. See specification modification to Section 230713. 11. For the outdoor piping the documents call for.024 stainless steel jacketing..024 is not our trades work. Is.010 acceptable? Or we can use.020 smooth aluminum jacketing. Answer: Provide 0.024 smooth aluminum jacketing. See specification modification to Section 230719. 12. Could you clarify which prime contractor is responsible for the site facility water distribution piping and the sanitary sewer system? Does it terminate 5 feet outside the building? Answer: General Contractor is responsible for site facility water distribution piping and the sanitary sewer system five feet and beyond outside of the building. General and plumbing contractor shall coordinate the transition from building to site. 13. Please advise when MWBE participation plan form needs to be submitted, as getting relevant information including dollar values prior to submitting bid is rather difficult. Page 7 of 9

Answer: The MWBE Participation Plan Form, identifying firms and dollar values of commitments, is to be submitted with the bid 14. How do we reflect the MWBE firms contacted who have chosen not to bid this project? Answer: They should not be an issue unless the commitment goals are not reached, in which case they may need to be identified to demonstrate the prime contractor s best efforts 15. Also who is responsible for the site gas piping? Answer: The utility provider (Philadelphia Gas Works) is responsible for providing piping from the street to the gas meter. The plumbing contractor should coordinate with PGW on all site gas piping and meter location. The plumbing contractor is responsible for all gas piping after the gas meter. 16. Reception B102 and clerical B103 show paint and porcelain tile for the walls in the room finish schedule, but there is no information on where finishes start and stop; is tile a wainscot? Answer: Refer to IFP.2. Tile is floor to ceiling on 2 walls indicated, excluding windows, it is not Wainscot. 17. Toilet Room B127 shows a wall finish as CT. Rooms A207, A208 and A209 also show CT as base. Is this a typo? If not please provide information in specs. Answer: B127 is a Conference Room and does not show CT. A207, A208 & A209 base shall be RES (Resinous). 18. Section 329205, page 4 DecoMark by Ennis-Flint. Is only the compass going to have DecoMark material or will the hopscotch and checkerboard also have the DecoMark materials? Answer: Compass only (2 Locations) to be DecoMark. 19. From the Environmental Remediation Work Plan dated 3/9/18 included in the specs it would appear that all the structural decks above the flowable fill (as shown on EX.10) require removal by the abatement contractor before the same contractor removes the contaminated fill. We assume this will also require removal of all the partitions on top of those structural decks as well? Answer: This is a choice of means and methods. GC is responsible for developing a work plan that addresses both the demolition and disposition of building components not containing asbestos and those that do contain asbestos. 20. If we are correct with the above requirements is there any way to extend Phase 3 to provide adequate time for this operation? The paving of the parking lot can t be installed during low temps in January so it would be beneficial to extend the entire Phase 3 till 5/1/2021. Additionally we will be losing time to testing for up to 40 days 8am till noon. This Phase will definitely require more time due to these requirements. Page 8 of 9

Answer: No, the completion dates are as listed. 21. Please provide a detail or section thru the temp walls and closures in the building to remain till Phase 3 with waterproofing requirements and any fire rating needed. Answer: See Revised Drawing PH.3 attached to Addendum #3 that provides further detail on temporary wall construction. 22. Spec 011300 page 3 para. B has NTP date as 10/1/18 while Instruction mention mid- September. Please advise which it will be? Answer: October 1, 2018 23. Will the LD s be applied to both SC dates or just the school building? Answer: Yes, liquidated damages are on each Phase milestone date.
