5 Overview UK PMR Market Market approach to telecommunications by UK Government Ofcom in charge of UK spectrum policy, licensing, telco sector in general, reporting to DCMS (Culture, Media & Sport) Business Radio (BR) sector is under-represented within Ofcom Commercial operators needing spectrum for broadband services Lack of clean spectrum in major cities (London, Birmingham, Manchester etc.) Re-alignment of BR spectrum (VHF, UHF1, UHF2 etc.) takes decades (!) & must be technology-agnostic Opportunities for private TETRA networks in UK are practically non-existent Airwave is under threat Critical National Infrastructure is under-served FCS (BR Association) struggles to get voice heard v a small number of big players (BT, EE etc.)

8 The current situation Lot 1 (Delivery Partner/Project Management) contract awarded in August 2015 to KBR (assisted by a number of consultants such as Arup, Mason Advisory) Motorola Solutions the only bidder left for Lot 2 (User Services) EE the only bidder left for key Lot 3 (Resilient, nationwide mobile network) contract BT in advanced stages of acquiring EE Lot 4 (Extended Services) reactivated Some key customers extending existing contracts with Airwave

Transport Rail: GSM-R installed on all UK lines; high VHF (NRN)/UHF (CSR) being switched off move to LTE likely to be very slow Airports: mix of technologies some TETRA; DMR London Underground/TfL TETRA coordination with Airwave/new ESN? PAMR Dolphin failed miserably; Entropia DMR build-out Other PMR still very active; migration to digital; threat from commercial

Need for all players to understand importance of critical communications Need to measure social value of (enhanced) PMR for UK plc Need to stop allowing economics/finance to dominate decision making Need for PMR to have a stronger voice/work together Need to educate/train next generation of professionals The future of PMR/critical comms to be driven by events ESMCP/ESN a highly flawed process, but no going back We must remain optimistic & believe in future of PMR We must stay focused on the future & not dwell on the past We must spread our message, knowledge & experience while we can.

12 The emerging digital economy Smarter technologies (require smarter people, societies, economies & Governments) 5th generation communications (5G) Enormous new requirements for spectrum Cleaner, more efficient use of energy Cloud computing to cope with big data New modulation techniques for better bits/hz Inessential hardware replaced by software (SDN/NFV) New forms of value/incentives/businesses & business models ( currencies, micropayments, decentralised autonomous organisations) All communications become critical We re now there yet!!
