The risk assessment should consider and include, but not be limited to, the hazards that can be encountered by structural or proximity firefighters. NFPA 1851 requires the following: Types of duties performed Frequency of use of ensemble elements Organization s experiences Incident operations Geographic location and climate Specific physical area of operation Likelihood of or response to CBRN terrorism incident In addition, we believe the following items should also be considered: Hazard/risk identification Hazard/risk evaluation Establishment of priorities of department The primary function of the outer shell is to protect the firefighter from direct flame and heat. It also contributes to abrasion and cut protection as well as some thermal protection. Cost NFPA Compliance Durability The thermal liner provides a majority of the thermal protection from the ambient heat in the room. The more thermal insulation, the less heat the firefighter will feel. The less thermal insulation, the more heat the firefighter will feel. This is known as TPP, or thermal protection performance. However, when considering THL, or total heat loss, the reverse is true, so higher TPP may negatively affect THL. Cost NFPA Compliance THL Selecting a Moisture Barrier The primary purpose of the moisture barrier is to protect the firefighter from water, bloodborne pathogens, and what NFPA refers to as the common liquids : chlorine, battery acid, aqueous film-forming foam, gasoline, and hydraulic fluid. The other purpose is to allow perspiration to move away from the wearer, also referred to as breathability. It is generally the moisture barrier that will have the greatest impact on total heat loss (THL).
