1 Regular Board Meeting Minutes April 20, 2004 Page 1 SOUTHWESTERN COMMUNITY UNIT SCHOOL DISTRICT NO. 9 Piasa, Illinois REGULAR BOARD MEETING MINUTES April 20, 2004 The Board of Education of Southwestern Community Unit School District #9 met in regular session on April 20, 2004 at 7:00 p.m. in the Commons Room at Southwestern Middle School in Piasa, Illinois. Julie Loy, President asked Dave Bowker, Secretary to call roll showing those members present were: Julie Loy-President, Frank Rothe-Vice President, Dave Bowker-Secretary, Chris Wooldridge, Dan Moore, and Kent Scheffel. Dick Shelton was absent. Others present were Daniel J. Clasby-Superintendent, Anne Christopher-Director of Financial Services, and Pat Milner-Recording Secretary. The attached list of visitors were present. At 7:05 a motion was made by Kent Scheffel and seconded by Dan Moore to go into executive session for the purpose of employment of personnel, resignations, and a request for a medical leave of absence. Ayes: Loy, Rothe, Bowker, Wooldridge, Moore, and Scheffel At 8:35 p.m. the meeting was once again opened to the public. Dick Shelton joined the meeting. A motion was made by Chris Wooldridge and seconded by Kent Scheffel to employ personnel by lists and approve the in-district transfers as presented. Ayes: Rothe, Bowker, Wooldridge, Moore, Scheffel and Loy Abstained: Shelton A motion was made by Kent Scheffel and seconded by Chris Wooldridge to rehire all existing certified, non-certified and exempt staff. Ayes: Bowker, Wooldridge, Moore, Scheffel, Loy, and Rothe Abstained: Shelton A motion was made by Dan Moore and seconded by Kent Scheffel to accept the resignations from Ken Breden as Bowling Coach, Polly Eldred from teaching and Middle

2 Regular Board Meeting Minutes April 20, 2004 Page 2 School Scholar Bowl Coach, Rosemary Clark from teaching, Patti Price from High School Cheerleading, Darren Mosley as High School Basketball Coach, Kelly Goetten as Middle School Volleyball Coach and Shannon Bowman from High School Volleyball Coach. Ayes: Wooldridge, Moore, Scheffel, Shelton, Loy, Rothe, and Bowker A motion was made by Chris Wooldridge and seconded by Dan Moore to accept requests for a medical leave from Erin Phillips and Ruth Churchman. Ayes: Moore, Scheffel, Shelton, Loy, Rothe, Bowker, and Wooldridge Visitors were recognized: Dave Hartman stated he was here to bring petitions from community members requesting that the high school gymnasium be named after John Reno, who passed away in fall of Dave presented petitions with 402 names requesting this be done. Julie Loy, President responded to him that the Board would discuss this recommendation and hope to announce a decision shortly. Michelle Ritzhaupt, representing a group of parents from Brighton West Elementary, started by saying they were very happy with the teachers, principal and staff at Brighton West. Realizing that the district is in better financial shape this year than last asked that there be reinstatement of some very key personnel such as teachers, a full-time principal and the physical education program. Ms. Ritzhaupt also asked the Board to look at smaller, appropriate class sizes. Ms. Ritzhaupt asked for a response to these requests. Kelly Huber was recognized asking that physical education be reinstated. Ms. Huber also wanted to bring to the attention of the Board that two classes at Brighton West are being vacuumed daily meaning that each class is being vacuumed only once every 14 days. Ms. Huber also inquired about the problem with supervision and violence at Brighton North. Julie Loy, President responded to the custodial problem that in tonight s meeting that there would be action to help take care of this concern. OLD BUSINESS: Dr. Clasby announced the Southwestern Spotlight: Medora School has raised $ in a Pennies for Pets campaign.

3 Regular Board Meeting Minutes April 20, 2004 Page 3 The FFA Livestock Judging Team placed second at sectionals. David Powell won first place out of 100 contestants and Jason Jackson placed seventh at the University of Illinois open livestock judging contest, Southwestern placed tenth statewide. The Illinois Basketball Association has named Julie Kinser as co-coach of the year for District 17. Southwestern High School Freshman English classes participated in a pen pal project with Head Start centers in Calhoun, Greene, Jersey, and Macoupin Counties. Tiffany Hanslow discovered a break in a hot water line on Sunday. She notified Dan Clasby and the two of them cleaned u the mess along with Kerry and Kay Prather, Bob Ruyle and Roger Pace. Thanks to everyone who helped. A certificate of appreciation has been awarded to the Southwestern Board of Education for their efforts in the Lites Plus programs.. Building reports were given by each building principal. Anne Christopher, Director of Financial Services, gave a financial update. Connie BEYER asked to be recognized wanting to address the issue of violence in the schools. Lynne Chism responded by saying that recently they held a meeting between the two groups of students that have little tolerance for each other, sitting them down in a circle in the multi-purpose room, and told them violence would not be tolerated in our school. After explaining the new dress code which will help all students to look the same, and discussing strengths and weaknesses, students left shaking hands and getting along. Gary Ewin reported that he and Dr. Clasby had met with community leaders and law enforcement. Our communities will work with the school in informing each other when there are problems either in the school or the community. Gary Ewin explained that a big part of what we are dealing with is rumors. A motion was made by Dan Moore and seconded by Chris Wooldridge to accept low bids from Garella Pest Control, Scheffel & Company for the audit bid, and Ponder Equipment to purchase two bid buses and one van. Ayes: Scheffel, Loy, Rothe, Bowker, Wooldridge, and Moore Nays: Shelton Dr. Clasby gave the Board an updated expected district enrollment of 1,697 for the school year.

4 Regular Board Meeting Minutes April 20, 2004 Page 4 Dr. Clasby explained that there is a need to have the flashing repaired on the Brighton North roof and this would require an adoption of the Life Safety Amendment. A motion was made by Chris Wooldridge and seconded by Kent Scheffel to adopt a Life Safety Amendment for the Brighton North Roof. Ayes: Shelton, Loy, Rothe, Bowker, Wooldridge, Moore, and Scheffel A motion was made by Kent Scheffel and seconded by Chris Wooldridge to accept low bid from Black Magazine for the school year. Ayes: Loy, Rothe, Bowker, Wooldridge, Moore, Scheffel, and Shelton NEW BUSINESS: Dr. Clasby recognized the Southwestern High School Silver Medallion Award winners to be: Andrea Cairns, Andrea Cannon, Laura Chamberlain, Ann Douglas, Brian Lewis, Jana Rathgeb, Kristin Reinhardt, Amber Robinson, Kyle Vonnahmen, and Diedra Weaver. A motion was made by Dan Moore and seconded by Kent Scheffel to transfer the balance of $2, in the Fund #60 (Site and Construction Fund) to Fund #20 (Operations and Maintenance Fund). Ayes: Rothe, Bowker, Wooldridge, Moore, Scheffel, Shelton and Loy Dr. Clasby informed the Board of Education that in the past our district has housed a drum corp on the day of the Alton Drum and Brass Review, this year they have asked we host a drum corp again on June 28, The Board gave verbal agreement to continue to host this group. Dr. Clasby informed the Board that Tom Woody has been doing some research on replacing the bleachers in the Middle School. Tom has found the estimated replacement cost to be approximately $26,000. At present the Middle School now seats 300 students; however, when bleachers are replaced, we will lose some seating to allow for handicap accessibility and walkways. Dr. Clasby will present more information when available. Dr. Clasby said that he has had a request from Stan Hunt and Rich Stuckey to rent the Brighton North facility to hold a Church Service on Sundays and they have agreed to pay the set rental rate. The Board verbally agreed to allow them to do this.

Ayes: Bowker, Wooldridge, Moore, Scheffel, Shelton, Loy and Rothe A motion was made by Chris Wooldridge and seconded by Frank Rothe to approve the minutes of the special board meetings March 19, 2004, March 20, 2004, March 25, 2004, and the open and closed minutes of the special board meeting on April 1, Ayes: Wooldridge, Moore, Scheffel, Shelton, Loy, Rothe, and Bowker A motion was made by Chris Wooldridge and seconded by Kent Scheffel to approve the treasurer s report and the investments. Ayes: Scheffel, Shelton, Loy, Rothe, Bowker, Wooldridge and Moore At 9:50 a motion was made by Dan Moore and seconded by Frank Rothe to go into a second executive session for the purpose of discussing personnel. Ayes: Shelton, Loy, Rothe, Bowker, Wooldridge, Moore and Scheffel At 10:25 the meeting was once again opened to the public. Julie Loy, President stated that there would be a Special Board Meeting scheduled for Wednesday April 28 th at 7:00 p.m. for the purpose of a Discipline Hearing. A motion was made by Kent Scheffel and seconded by Chris Wooldridge to extend the contract of the school psychologist from 3 days a week to 4 days a week for the school year Ayes: Loy, Rothe, Bowker, Wooldridge, Moore, Scheffel, and Shelton
