2 Minutes City of Fairfax School Board Special Meeting No. 1 July 13, Armstrong Street City Hall, Room 111 In attendance at this meeting were: Mrs. Toby Sorensen, Chairman; Mrs. Carolyn Pitches, Vice Chair; Mr. Jon Buttram, Member; Mr. Mitch Sutterfield, Member; Mr. Robert Reinsel, Member; Dr. Peter Noonan, Superintendent; Dr. Phyllis Pajardo, Assistant to the Superintendent; Mrs. Carolyn Dorsey, Communications Specialist; Mrs. Susan Wiczalkowski, Clerk of the Board. 1. MEETING OPENING Call to Order/Pledge of Allegiance: Superintendent Noonan called the meeting to order at 7:30 p.m. by stating the following: There being a quorum of Board members present, I call this meeting of the City of Fairfax School Board for FY to order. Dr. Noonan then led the Pledge of Allegiance Announcement of Changes in Agenda: There were no changes to the agenda Other Announcements: There were no other announcements Annual School Board Organization: Elect Chairman & Vice Chairman for FY 2015/2016. Dr. Noonan stated: Section of the Code of Virginia specifies that, at its annual organizational meeting in July, a School Board shall elect one of its members as Chairman and one as Vice Chairman, and shall approve other appointments and designations of responsibility necessary for Board operations during the school year. So tonight, in my role as Chief Executive Officer of this school system, I have the pleasure and responsibility of presiding over the first part of this annual organizational meeting. You will see, on our agenda, the actions the Board must take to approve organizational arrangements and make appointments for the coming school year are the first order of business for this meeting. At this time, I will open the floor to nominations for Chairman of the City of Fairfax School Board. Dr. Noonan opened the floor for nominations for the Chairman s seat. Mr. Buttram nominated Mrs. Sorensen as Chairman of the City of Fairfax School Board. Mr. Reinsel seconded the motion. Dr. Noonan asked if there were any other nominations. Hearing no other nominations, Dr. Noonan called for a vote that all in favor of electing Mrs. Sorensen as Chairman of the School Board signify by raising their hand and saying Aye. The vote in favor of Mrs. Sorensen was unanimous. Mrs. Toby Sorensen was elected as the Chairman of the City of Fairfax School Board for the year Dr. Noonan turned the meeting over to Chairman Sorensen. Mrs. Sorensen thanked the board members. Elect Vice-Chairman for FY Mrs. Sorensen asked for nominations for Vice-Chair. Dr. Sutterfield nominated Mrs. Pitches as Vice-Chairman of the City of Fairfax School Board. Mr. Buttram seconded the nomination. Mrs. Sorensen asked if there were other nominations, there being no other nominations, Mrs. Sorensen called for a vote that all in favor of electing Mrs. Pitches as

3 Vice-Chairman of the School Board signify by raising their right hand and saying Aye. The vote in favor of Mrs. Pitches was unanimous. Mrs. Pitches was elected as the Vice- Chairman of the City of Fairfax School Board for the year Establish meeting dates: The next order of business was to authorize board organizational arrangements and appointments. Mr. Buttram moved that the City of Fairfax School Board authorize organizational arrangements and appointments as follows: Designate the first Monday of each month as its regular meeting dates for October, November, and December of 2015; February, March, April, May and June of The regular meeting for September 2015 and January 2016 will be held on the second Monday. The Board does not meet in August. Work Sessions will be held on the third Monday of each month for the 2015/2016 School Year, with the exception of January, February and March For the months of January, February and March 2016, the work session will be held on the fourth Monday.* If during the year the regular meeting date or work session date falls on a holiday, the respective meeting or work session will have to be rescheduled. In those instances, it shall be the responsibility of the Division Superintendent to inform the School Board. Set the salary of Board members at $1,800 per annum and that of the Chairman at $2,300 per annum. Appoint Susan Wiczalkowski, Clerk of the City of Fairfax School Board. Retain Anne M. Murphy, to provide general legal services. Establish a rotation schedule for the Superintendent and School Board members to attend the Fairfax County School Board Regular monthly meetings. This schedule will start with the superintendent and follow with school board members in alphabetical order. Appoint Bob Reinsel and alternate Toby Sorensen to serve on the Parks and Recreation Advisory Board. This information is to be passed on to the City Council. Appoint Mitch Sutterfield as the City School Board delegate to the VSBA convention and Bob Reinsel as the alternate delegate. Appoint Mitch Sutterfield and Jon Buttram as the City of Fairfax School Board Legislative Liaisons. Appoint Carolyn Pitches and Mitchell Sutterfield as representatives to the Washington Area Boards of Education (WABE). Appoint Sarah Young as the City of Fairfax Schools representative to the Fairfax County Public Schools Health Advisory Committee (SHAC) Member. Appoint Andrea Rasmussen and as alternate Natalie Dick-Peddie as City of Fairfax Schools representative to the Fairfax County Public Schools Advanced Academic Programs Advisory Committee (AAPAC) member. Appoint Stefani Roth as the City of Fairfax Schools representative to the Fairfax County Public Schools Advisory Committee for Students with Disabilities (ACSD) member. Appoint Allen Griffith as City of Fairfax Schools representative to the Fairfax County Public Schools Facilities Planning Advisory Council.

4 Appoint Jon Buttram as representative to the City of Fairfax Environmental Sustainability Committee. Authorize the Chairman and the Clerk to sign all legal documents for the Board, other than those requiring the signature of some other officer; and authorize the Vice-Chairman to sign in the absence of the Chairman. Authorize Dr. Peter Noonan, Superintendent for the City of Fairfax Schools to execute official documents relating to state, federal, and impact aid. Mrs. Sorensen asked if there was a motion. Mr. Reinsel moved and Mrs. Pitches seconded the motion. Mrs. Sorensen called for discussion, hearing none, Mrs. Sorensen called for a vote, asking all those in favor of accepting the motion to signify by saying Aye, those opposed, Nay. The chair voted Aye no members were opposed. The motion passed unanimously Introduction and report of Student Representative, Christine Faunce: Miss Faunce presented the following report: Good evening everyone. It s been nearly a month since we said goodbye to our 680 seniors. I would like to thank everyone who attended the ceremony and who helped make it possible. For an event reading 680 names, it was quite efficient in the sense that not only did everyone fit in our gym, but it did not run too long. It was difficult to watch such a bright and involved group of young scholars leave us, but I am certain that this new student body of Fairfax will fill their shoes in no time. It s our third week of summer break but already we ve had 5 boys represent Fairfax at Virginia Boys State and 3 girls likewise at Virginia Girls State, 16 students partook in the Spanish department s language immersion trip to Portugal and Spain, 2 bright young men participated in a NASA workshop, and 16 students currently are attending Virginia Governor s school for varying disciplines of music, linguistics, agriculture, humanities, and mathematics. But this is just a brief insight to the many outstanding efforts made by our students to enrich their knowledge in subjects that they are truly passionate about freely on their own time. At home, our leadership team is already preparing our school for a new face of freshmen. Collectively, our Fairfax students and faculty are reading Brown Girl Dreaming by Jaqueline Woodson. This book seemed appropriate as it narrates a young girl s struggles and self-growth as she starts to see the world in a new perspective which can be relatable to many of our multicultural students at Fairfax. Our Fairfax administration hopes all students will give this book a read in order to have a school-wide discussion on the book s message when we return in the fall. And looking ahead to the fall, I know our football team is excited to be competing in a slightly modified conference and is training hard to bring home some serious hardware this season. Our marching band is preparing themselves for a strong season as well under the direction of a new band director, Dr. Jeff Lehman. Cheer is also situating themselves with a new coach and are working as hard as ever to regain their state championship title. Needless to say, lazy is NOT a word to describe our Fairfax Rebels. In closing, I d like to recognize Fairfax High School for being ranked tenth out of all Virginia High schools by US News and World report for our academic and social achievements. Additionally, we are also ranked the eighth most challenging high school in Virginia by the Washington Post. It would not be possible without the continued support and guidance not only by our faculty and staff, but by our City and County School Boards. So thank you to everyone who continues to foster the light that keeps the drive and perseverance going in all of our outstanding rebels. That wraps up my student report for the month of June. I hope all of you and all of our Rebels continue to enjoy a relaxing and fulfilling summer! Thank you for your time. 2. PRESENTATIONS TO THE SCHOOL BOARD 2.01 Citizen Participation: There was no citizen participation.

5 2.02 New Superintendent s Evaluation: Dr. Peter Noonan, Superintendent: Dr. Noonan discussed the new superintendent s evaluation that the board reviewed at the June retreat. Dr. Noonan mentioned that a typical tasks list was added to the evaluation so that when Board members are completing the evaluation, they will have a reference. Dr. Noonan asked Board members to provide any feedback by August 15. The Board will then take action to accept/reject the evaluation at the September regular school board meeting Update of Capital and Administrative Accounts: Dr. Noonan updated the Board on the status of the Capital and Administrative accounts and provided an approximate amount of carryover funds. Dr. Noonan stated that there are still a few outstanding invoices. Dr. Noonan suggested that he may make a recommendation to return CIP contingency funding to the City, which would reduce the amount of carry forward. Dr. Noonan stated he would make a recommendation at the September meeting and the Board will take action on the carry forward amount. 3. PUBLIC HEARING. None. 4. ACTION ITEMS Motion to Approve Minutes July 13, 2015: Mrs. Pitches moved that the City of Fairfax School Board approve the minutes of the June 1, 2015 regular School Board meeting as printed and distributed. Mr. Buttram seconded this motion. Mrs. Sorensen called for discussion, modifications or changes, hearing none, Mrs. Sorensen called for a vote, asking all those in favor of accepting the motion to signify by saying Aye, those opposed, Nay. The chair voted Aye, no members opposed. The motion to approve the minutes of the June 1, 2015 regular School Board meeting passed unanimously. 5. SUPERINTENDENT MATTERS Dr. Noonan welcomed Dr. Pajardo as the new Assistant to the Superintendent. Ms. Pajardo begins work on August 1. Dr. Noonan mentioned that summer school programs are in full swing in our four City schools. Dr. Noonan and Dr. Pajardo are planning to visit some of the programs, along with Mrs. Pitches. Anyone interested in visiting should contact the School Board office to schedule. Dr. Noonan thanked the Board and staff for their support during a difficult time. Dr. Noonan wished everyone a great summer. 6. BOARD MATTERS Dr. Sutterfield mentioned that we are now in the Liberty conference for high school sports. This means Jefferson and Marshall are no longer in our conference, but we will compete against Yorktown, Washington and Lee, and Hayfield now. Mrs. Pitches welcomed Dr. Pajardo and Miss Faunce. Mrs. Pitches stated she had a great time at the July 4 th festivities. Mrs. Pitches is looking forward to visiting the summer programs at our schools. Mr. Buttram welcomed Dr. Pajardo and Miss Faunce. Mr. Buttram confirmed that Spotlight on Learning will begin in again in September. He is interested in hearing from the Fairfax High School leadership on how they are helping freshman transition to high school. Mr. Buttram stated it was a great July 4 th celebration in the City. Mr. Buttram mentioned he recently attended a VSBA Legislative Committee meeting. He will be sharing that information with other Board members via updates.

6 Mr. Reinsel commended Mike Breslin, who is the student representative to PRAB. Mr. Breslin recently attended Boy s State. Mr. Reinsel welcomed Dr. Pajardo and Miss Faunce. Miss Faunce thanked the Board and is excited for the coming year. Mrs. Sorensen welcomed Dr. Pajardo and Miss Faunce. Mrs. Sorensen mentioned that Miss Faunce also attended Girl s State. Mrs. Sorensen mentioned that regional summer school is being held at Fairfax High School this year. Mrs. Sorensen stated that graduation went smoothly this year and was a nice event. Eric Carlson gave a great speech. Mrs. Sorensen mentioned that Board members will be attending the VSBA Conference on Education on July 21, in Richmond. Mrs. Sorensen wished everyone a safe and happy summer. 7. ADJOURNMENT Mrs. Sorensen adjourned the meeting at 8:12 p.m. Chairman Clerk
