Executive Committee and Board have big plans for the year. In 2007, VLGMA turns 20 years old! It is a time to focus on what will keep us vital over the next 20 years. What we do well. We do three things very well: 1. Offer excellent professional development programs. This starts with great conference offerings. VLGMA brings the best trainers from Virginia and across the country to its two conferences each year. Randy Wheeler,, Spotsylvania will chair the winter conference in Williamsburg in February. Kim Payne, City Manager, Lynchburg, will chair the Summer Conference in Virginia Beach in June. The summer meeting will be a celebration of our 20 year anniversary 2. Foster resource sharing and networking opportunities. Managers live in the community fishbowl. We are under constant pressure to perform. Colleagues offer a sympathetic ear and a perspective that a manager may not be able to find in his/her home community. Resource sharing and networking starts at the conferences, but continues at Planning District support groups meetings and at local government gatherings such as VML and VACo conferences. Retired members add value through our Range Rider program that supplies interim managers for transition periods. VLGMA also has a strong network coordinated through the Virginia Institute of Government -- a speedy way of reaching out to other governments to see who may be working on a similar issue. 3. Emphasize ethics. VLGMA has the ICMA Code of Ethics as its standard of conduct. We constantly emphasize that to be effective, we must keep a good reputation for ethical practices both inside and outside the government. If need be, the association officers will discipline members who violate Code tenets. What we must do to be a contributor to effective local government in the future. In February, VLGMA adopted a new Strategic Plan with six goals areas as our roadmap to success: 1. Continue to improve professional development programs. The key is to remain relevant and offer good value. For example, 46 association members have attained the ICMA Credentialed Manager designation, which requires many hours of training each year. One way we can be of great service to our members is to make good trainers easily accessible, and thus make the re-credentialing process easier. 2. Promote credentialing through the International City/County Management Association (ICMA). 3. Strive for membership from every eligible local government professional. 4. Focus on communication and technology. The Technology Committee will be improving our website in 2007 to foster information sharing. 5. Educate the community on the benefits of the Council-Manager form of government. continued on page 5

5 Thank you, VLGMA! Wow! What a great year! Thank you, VLGMA A Note from Bonnie Svrcek, Lynchburg Deputy City Manager and VLGMA Immediate Past President I just want to take a moment to thank each of you for your support of VLGMA this past year. It has been my honor to serve as your President. The active engagement of so many of you this past year in our various committees and activities has been heartwarming and a confirmation of your commitment to our profession. Highlights of the past year included: Adoption of a Strategic Plan. VML/VLGMA Luncheon focused on ethics. Beginning a tradition of hearing from our peers at our two conferences (thank you, Lane, Bob and Regina!). Development of a Request for Proposals for the development and maintenance of the VLGMA website. Creation of a reduced membership rate for students. Approval of a streamlined process for consideration of Life Memberships. Completion of the Civic Education Best Practices Inventory. Creation of a forum for assistants, deputies and senior staff. Creating an opportunity for attendees at the Winter Conference to be paired with a seasoned Conference attendee. Inviting graduate students from colleges throughout the Commonwealth to the Winter Conference. Forming the Host Committee for the ICMA Conference in Richmond in Supporting Ed Daley, City Manager of Winchester in his successful pursuit of the Presidency of ICMA in I offer my heartfelt thanks to you for your support of my election to a Southeast Vice-President position on the ICMA Board beginning in September 2008 for a three-year term. Finally, thank you for the contribution to the ICMA Fund for Professional Management and a gift certificate to my favorite knitting store both will be put to excellent use! Support the next generation of the profession by providing mentoring opportunities. Local government management is trending older, and we must identify potential managers both inside and outside our governments. We offer $25 a year student memberships and reduce conference rates for graduate students. In early November, we will host a Local Government Day on the Virginia Commonwealth University campus, to inspire students to pursue a local government career. Celebrating 20 years as an association is a notable accomplishment. However, if VLGMA is to succeed over the next 20 years at being a developer of great Virginia local government managers, it must stay disciplined and future-focused. All in all, we as an association will have been successful this year if we continue add good value directly to our members and indirectly to Virginia communities. FALL

6 From the Field Congratulations to Deputy Mathews Rodney S. Rhodes, who has been appointed Zoning Administrator for the City of Williamsburg. Amelia Philip Vannoorbeeck has announced his resignation after eight years in that position. Norma Duty, assistant county administrator, will serve as interim administrator. Thanks to Roger Baker, City Manager of Harrisonburg, who has agreed to serve as VLGMA support coordinator for Region 6. Roger replaces Bob Stripling who retired as Staunton City Manger June 30th. Congratulations to David Reynal, former manager of Ashland, Manassas Park, and Front Royal, has accepted the city manager post in West Melbourne, Florida in the Cape Canaveral area. Steve Herbert, City Manager of Suffolk, was terminated in July. Assistant City Manager Jim Vacalis was named interim city manager. Middleburg s Town Administrator Mike Casey left that position in July. Mike had been town administrator since September Congratulations to Clark Draper III as town manager/treasurer of Scottsville to replace Barry Clark who was appointed Greene County administrator. Congratulations to Assistant Franklin Bonnie Johnson who was appointed Bath to replace Claire Collins who was appointed Covington City Manager. Congratulations to Fred Luntsford, Jr. who has been appointed Appalachia Town Manager. Fred is Chairman of the Wise County Board of Supervisors. Congratulations to Pamela Kay Thompson who has been appointed Deputy Prince George Administrator. She previously served as Assistant and Planning Director in Lee County, Georgia. John C. Barkley has resigned as town manager of Colonial Beach. Mayor Pete Bone is serving as interim manager. G. M. Newman, town manager of Abingdon, has announced his retirement. Congratulations to Robert Ritter, who has been appointed Chincoteague Town Manager. Assistant Isle of Wight Anne Seward has left that position. Elkton Town Manager Dennis Donachy left his position effective. July 1, The mayor of Elkton is serving as interim manager. 66 THE VIRGINIA EXECUTIVE Bill Gillespie resigned as Brookneal s Town Manager effective July 1st. He previously retired from the City of Lynchburg and served as Executive Director of the Region 2000 Local Government Council. Congratulations to Rebecca Dickson, who has been appointed Deputy Chesterfield. Congratulations to former Danville City Manager Ray Griffin who has been appointed Executive Director of the Central Shenandoah Valley Planning Commission. Congratulations to W. Kevin Massengill who has been appointed Dinwiddie. Congratulations to Assistant Pulaski Nancy Burchett who has announced her retirement. Former Greene Julius Lee Morris of altering public documents while he was employed by the county. Morris faces up to two years behind bars now that he s been found guilty of the misdemeanor. He is also barred from holding any office of honor, profit or trust under the Constitution of Virginia, according to state law. Falls Church Assistant City Manager Wyatt Shields has been appointed acting City Manager following the passing of former manager Daniel E. McKeever. Congratulations to Tim Dudley, who has been appointed Buena Vista City Manager. Congratulations to Patrick County Economic Development Coordinator and Assistant Mike Burnette, who was appointed county administrator effective February 1, Mike will succeed Regena Handy who has announced her retirement effective January 31st. 8 In Memoriam VLGMA members were saddened by the recent loss of several colleagues. Former Front Royal Town manager Brackenridge Bentley dies May 21. He was 74. Brack served as town manager in Front Royal, and Vienna. He also served two communities in Illinois and as a member of the Warren County Board of Supervisors. He is survived by two sons, four grandchildren and three great-grandchildren. Assistant Charlottesville City Manager Linda Peacock died June 9. She was 61. She was a graduate of Simmons College and began working for the city in She was appointed Assistant City Manager in She is survived by her husband George and a daughter. Chesapeake City Manager Clarence Cuffee died June 13. He was 60. After a teaching career in Chesapeake, Clarence earned a master s degree from Fordham University while working as a social worker in New York, Richmond and Hampton. In 1983, he became Director of Human Services for the City of Norfolk until his appointment as Assistant City Manager of Chesapeake in He was appointed Chesapeake City Manager in He completed his doctoral studies at Norfolk State University in Falls Church City Manager Daniel E. McKeever died July 25. He was 57. Dan served as city manager since his appointment by City Council in June He is survived by his wife, Cynthia Gannaway. He was a native of Pittsburgh and graduated from East Tennessee State University and Virginia Tech. He served in the Roanoke Police Department and as Chief of Police of Pulaski before serving as City Manager of Laconia, N.H. until his appointment in Falls Church. Robert K. McCord, former town and city manager of Emporia, died at the age of 86. We were unable to locate details.
