1 MODERATOR Fran Inman Senior Vice President, Majestic Realty Co., California Transportation Commission and Advisory Board Member, Mobility 21 Fran Inman directs government relations and community affairs activities for Majestic Realty Co., one of the nation's largest privately held real estate development companies. Fran is recognized as a leader in the push to improve the nation s failing transportation infrastructure. With Majestic properties playing a critical role in the supply chain, Fran is an outspoken advocate for transportation infrastructure funding in Los Angeles and beyond. Widely recognized for her leadership and ability to develop solutions and build consensus, Fran possesses a unique portfolio of skills that combine a profound understanding of the balance required to build sustainable communities. In 2014, Fran was re-appointed by Governor Brown to the California Transportation Commission where she has served since In 2013, Fran was also appointed to the National Freight Advisory Committee and co-chairs the sub-committee on project delivery and operations. A graduate of California State University, Fullerton, Fran holds both a BA and a MBA in finance. In 2010, Fran was awarded an Honorary Doctorate of Business Administration from Woodbury University. PANELISTS Hon. Daryl Busch Chair, Riverside County Transportation Commission and Mayor, City of Perris Daryl Busch was first elected Mayor of Perris in 1999 after a successful and distinguished business career. In addition to his passionate support and advocacy for his community, Mayor Busch demonstrated a commitment to the entire region by serving on the Riverside County Transportation Commission (RCTC), the League of Cities, the March Air Force Base Realignment Joint Powers Authority, and the Southern California Regional Rail Authority (Metrolink). In December 2014, he was elected Chairman of the Riverside County Transportation Commission (RCTC). By serving on both RCTC and Metrolink, Mayor Busch led the way in building a $248.3 million extension of commuter rail service known as the Perris Valley Line. This project extends Metrolink service an additional 24 miles into Riverside County and marks the first addition of rail miles to the Metrolink system since In addition to expanding transit service, RCTC is funding more than $2 billion of transportation projects throughout Riverside County including the widening of Interstate 215 and State Route 91. Mayor Busch is a U.S. Naval Veteran and enjoys golfing and spending time with his family. He has a Bachelor s Degree from California State University, San Bernardino.

Jack Dale Chair, San Diego Association of Governments and Councilmember, City of Santee Councilmember Jack Dale has been active in local government and community service organizations throughout San Diego County for three decades. Currently, he is a member of the Santee City Council and chair of the Board of Directors for the San Diego Association of Governments (SANDAG). Councilmember Dale has served on the Santee City Council since 1986, including two terms as mayor. He was most recently re-elected in Concurrent with his service on the City Council, Councilmember Dale has been a regional leader. For the past 19 years, he has served as chair, first vice chair, and second vice chair on the SANDAG Board, and as chair of the agency s Transportation Committee. His leadership at SANDAG helped to ensure the construction and ultimate completion of State Route 52 through Santee. In his current role as SANDAG chair, Councilmember Dale represents the regional planning and transportation agency at important community events and conferences. Councilmember Dale s political career began when he was elected treasurer of the Board of Directors of the Padre Dam Municipal Water District. He served on the water district board between 1985 and Councilmember Dale has resided in Santee since He has three daughters, two sons and two granddaughters. Hon. John Fasana First Vice Chair, Los Angeles Metropolitan Transportation Authority and Councilmember, City of Duarte Councilmember John Fasana was elected to the Duarte City Council in November 1987 and continues to promote Duarte's interests in transportation, community services, and environmental protection. Councilmember Fasana has been a leading advocate for multimodal transportation solutions in Los Angeles County. He is Chair of the San Gabriel Valley Council of Governments Transportation Committee and has represented 30 San Gabriel Valley cities on the Los Angeles County Metropolitan Transportation Authority (Metro) Board of Directors since its inception in He served as Metro Board Chair during the fiscal year. Councilmember Fasana currently is the First Vice Chair and serves on the Executive Management Committee and the System Safety, Security and Operations Committee. He serves on ad-hoc committees for Sustainability, Congestion Reduction, and Transit Policing Oversight. Councilmember Fasana is Metro s representative for the Metro Gold Line Foothill Extension Construction Authority Board, which is building the Gold Line Extension beyond Pasadena to Azusa. The project is near completion and expected to open early in 2015, with planning underway for a subsequent extension to Claremont.

Jeffrey Lalloway Chair, Orange County Transportation Authority and Mayor Pro Tem, City of Irvine Mayor Pro Tem Jeffrey Lalloway was re-elected to the Irvine City Council in November 2014, is a father, husband, attorney, businessman, and proud Irvine resident. After graduating in 1986 with highest honors from Rutgers University in New Brunswick, New Jersey with a Bachelor of Arts in political science, Mayor Pro Tem Lalloway attended Villanova University School of Law. While there, he was a member of the prestigious Law Review and was a recipient of the Law Alumni Award. In 1989, he graduated at the top of his class. After many years as an attorney in Philadelphia, Pennsylvania, Mayor Pro Tem Lalloway moved his practice to Irvine and currently practices family law in Orange County. His commentaries on financial and economic issues have been featured in magazines and newspapers including Time, People, USA Today, and the Daily Breeze. Prior to going into private practice, Mayor Pro Tem Lalloway worked in the Philadelphia office of the U.S. Attorney. Mayor Pro Tem Lalloway and his wife, Laura, are the proud parents of two beautiful daughters, Regan and Sydney, and have opened their home to two pugs, Sammy and Rocky. Laura Lalloway is a Medical Science Liaison with a Fortune 500 medical and consumer products company. In addition to serving on the OCTA Board of Directors, Mayor Pro Tem Lalloway is a member of the Board of Directors for the Orange County Fire Authority. Previously, Mayor Pro Tem Lalloway served as Vice Chairman of the Irvine Finance Commission, the Orange County Sanitation District, the Orange County Housing Authority Advisory Committee, and the Newport Bay Watershed Advisory Executive Committee. Mayor Pro Tem Lalloway is an active cyclist and raises funds and awareness for ALS, Lou Gehrig s disease. In his spare time, he coaches for his daughter s softball team and enjoys sharing the Indian Princess experiences with his girls. Hon. Ryan McEachron Chair, San Bernardino Associated Governments and Councilmember, City of Victorville Councilmember Ryan McEachron was born and raised in the high desert. He graduated from Apple Valley Senior High School in 1991 and obtained his Bachelor of Science in Communication from Arizona State University in In 2008, Councilmember McEachron was elected to Victorville City Council and was reelected in Councilmember McEachron was appointed Mayor in December 2010 and served in that capacity until December 2012, when he was appointed to serve as Mayor Pro Tem for a two-year term. In 2008 has was appointed to the SANBAG Board of Directors and was recently chosen by his peers to serve as SANBAG's 2015/2016 Board President. Councilmember McEachron also serves as a Delegate to the Southern California Association of Governments.

4 Hon. Keith Millhouse Vice Chair, Ventura County Transportation Commission and Mayor Pro Tem, City of Moorpark Mayor Pro Tem Keith Millhouse is a Councilmember from the City of Moorpark. He is a past chair and current vice-chair of the Ventura County Transportation Commission. He represents Ventura County on the Metrolink Board of Directors where he is a past chair and current 2 nd Vice-Chair. He also serves on the Regional Council and Transportation Commission at the Southern California Association of Governments. He is an attorney specializing in environmental litigation and remediation with his own practice in Westlake Village. Hon. James Predmore Vice Chair, Imperial County Transportation Commission and Mayor Pro Tem, City of Holtville James Predmore has lived most of his life in Southern California, his parents moved from Everett, Washington when he was 18 months old. He grew up in Glendora, California and graduated from Glendora High School in Mayor Pro Tem Predmore started working when he was in high school, first at his Dad's auto repair shop when he was 15, and then for a couple of years at Ralphs grocery store when he was 17. He ended up transferring to their grocery warehouse where he worked for 10 years. He changed careers in his late twenties and started working in the automotive industry as a service advisor, and was promoted up to used car service manager, and then used car manager for a large Nissan dealer in Long Beach, California. Mayor Pro Tem Predmore moved to Holtville in 2001 to be closer to his brother, after the passing of their father. From 2004 through 2008, he worked at Turning Point, a drug and alcohol rehabilitation center, where he very much enjoyed his position. It was at Turning Point where he met his wife Betty, working together helping others through the many outreaches that Turning Point was involved in. Mayor Pro Tem Predmore and his wife Betty married in Holtville seven years ago. They are enjoying the great opportunity of bringing together and raising ten children; his oldest daughter, Ashley lives in Oceanside, California with her new husband Tyler Robinson; Ashley received her Master Degree in Business and works for a Law Firm. Betty's oldest son, Cody Acosta works in the Music Recording industry and lives in Hollywood, California; two daughters Cassie Acosta and Amanda Predmore have graduated from college; son Kyle Predmore will be starting his senior year of high school, and Emily Acosta will be a junior at Holtville High School this fall. A little more than five years ago, Mayor Pro Tem Predmore and his wife received a phone call asking them if they would consider fostering a child and after considering the possibility, they filled out the applications and waited for the call. The call came in, and to their surprise, it wasn't just one child that needed fostering, but they had three siblings that they were to get together. In February of 2010 they opened their doors to Bryan who had just turned six, and his brother Jovanney who was 2. They had to wait for their sister, and by the end of March they got Liz Beth who was 1. They immediately

5 became part of the family and after a year, started the adoption process and on December 30 of 2011, the adoption was finalized. Mayor Pro Tem Predmore started working with the Holtville Tribune in November of 2009 as their website designer and started taking photographs and covering local events. This raised his interest in what was happing in his community. In March of 2009 he was appointed to the Holtville Planning Commission. After serving on the commission for three years he decided to run for City Council and was elected on November 6, 2012 and now serves as Mayor Pro Tem. In January 2013, he was appointed to the Imperial County Transportation Commission where he currently service as vice chair. And, in January 2014, he was appointed to the Southern California Association of Governments, currently serving on the Community, Economic and Human Development Policy Committee.
