2 I. Welcome, Call to order & Introductions: Joe Grabis, Board President, welcomed everyone and called the meeting to order. Mr. Grabis turned the meeting over to Pastor Mark Farnell. Pastor Mark made the announcement that he would be moving to Kent Island United Methodist Church but would still like to represent the clergy position on the Community Partnerships for Children and Families board. The members expressed enthusiasm that Pastor Farnell is staying on the LMB. II. III. LMB Updates & Reports: a. Executive Committee The Executive Committee met on April 12, The committee discussed the agenda for the April 2017 board meeting. No decisions were made that required full board ratification. b. Secretary Mary Ann Thompson, Board Vice President/Secretary, presented the minutes from the March 2017 board meeting for approval. **Action: Cindy Chirumbole moved to approve the March 15, 2017 minutes as written. Vince Radosta provided a second. All present voted in favor with no abstentions and the motion was carried. c. Treasurer Peg Anawalt, Board Treasurer, presented the treasurer s report for March d. Director s Report The director s report was included in the member s packet that was ed prior to the April board meeting. The LMB staff, along with Linda Walls, and the Strategic Planning Committee have been extremely busy working on the FY 18 NOFA. Joe Grabis thanked the board for all of their help on this project, specifically the Strategic Planning Committee. Reports from the LMB s Outreach Committees a. Anti Bullying Committee- Mike Clark The committee met on March 28 th. Pit Beef Fundraiser was on April 6 th. Michelle Middleton is working with Linda Austin and the Kinera Foundation to apply for a grant for this committee. b. Children s Council- Joe Grabis The Children s Council did their Commissioner proclamation on April 11 th for the Month of the Young Child. The Youth Award has been renamed to the Jacki Carter Young People Who Care Award. c. Backpack/Open Table Committee- Lee Franklin The committee met on April 18 th Kathy Sells and Annette DiMaggio are moving along with the programs in the churches The committee has decided not the do the backpack program during the summer months.

3 d. Character Counts! Advisory Committee-Elaine Butler Classroom Coach Update Elaine Butler announced that with Kelly Huber s help they now have 121 coaches covering 104 classes The Six Pillar inventory was launched on March 1 st ; staff is working on getting responses from the survey. To date the committee has 12 applications for the 2017 Faye Lister Teen of Character Scholarship. The Coach Appreciation Dinner will be on April 27 th from 5-7p.m. at the Kramer Center. Elaine and Kelly met with representatives from the Clifton Foundation (for funding) and stated that the meeting went well. e. Mentor Committee (CommUNITY)-Elaine Butler Elaine Butler has been working hard to re-tool and organize the program so it meets the mandates of the Governor s Priority areas. The program is getting referrals but all do not fall under the program s priority areas. Working with Mary Walker to schedule a Mentor/Mentee Social - target date May 18 th; Elaine and Mary Walker are meeting on April 20 th to discuss the details. f. Cultural Proficiency Committee-Mary Walker Brad Engel talked about the workshop on Undoing Racism that took place in March; the event was well received. Mary Walker announced the 5 th Sunday Supper. This event will be targeting the Latino community and is scheduled for April 23, 2017, at the Crumpton Fire House. The Laundromat Project for Sudlersville is moving forward, the committee is working on securing funding for the project. g. Drug Free Communities-Joe Grabis Minutes included in the LMB members packets. The QAC Liquor Inspector will be able to do Alcohol compliance checks as soon as the law is changed in Annapolis. Mr. Grabis announced that the DFC committee is open if anyone is interested in being on the committee please contact Warren Wright. h. Local Care Team-Mike Clark The group continues to meet monthly; the group is really getting busy. It s looking like the LCT will serve as a hub for the strategies that are being developed in the FY18 NOFA.

4 i. Membership/Nominating Committee-Mary Ann Thompson on behalf of the membership committee (Cindy Chirumbole, Jamie Williams) Mary Ann reported on the recruiting process. As of today the committee members are reaching out to people to fill the 2 vacant positions on the board. The following Board members terms will expire or otherwise will no longer be board members after June 30, Jacki Carter (vacant -but Mary Ann Thompson can fill this spot) Cindy Chirumbole (vacant) Janice Feeley (vacant) *Dr Ciotola will need to be contacted for Mary Anne s replacement as the Department of Health designee. Board Members with First Terms Expiring: Mary Walker, and Jamie Williams, are completing their first term and wish to serve a second three year term. Executive Committee: Joe Grabis has expressed that he would like to continue as President. Mary Ann Thompson has expressed that she would like to continue as Vice President/Secretary. Peg Anawalt would like to step down as Treasurer. *Eric Daniels has expressed an interest in being on the executive committee (possibly fill the Treasurer s vacancy). Possible Executive Committee Slate President: Joe Grabis Vice President/Secretary: Mary Ann Thompson Treasurer: Eric Daniels **The committee asks board members to forward any recommendations for nominees to the membership committee: Jamie, Cindy, or Mary Ann j. Needs Assessment and Strategic Planning To be discussed further down on the Agenda k. Out of School Time Sustainability Committee-Vince Radosta AlphaBEST will be presenting to the board today The committee is scheduled to meet on April 27 th AlphaBEST is starting a new program that involves cartooning l. Partnership for Suicide Prevention-Holly Ireland Out of the Darkness walk will be held on September 16, If anyone is interested in being on the planning committee please contact Matt Evans or Holly Ireland. The group had a discussion on the new Netflix series: 13 Reasons Why. There were many concerns in the group because it seems like there is a lot of focus on revenge and not recovery. Holly also reviewed the statistics from the call center. There are discussions going on about Mental Health 1 st Aide training during the summer for teachers and community members.

5 IV. Updates on the Governor s Office for Children NOFA Strategic Planning Team Mike Clark updated the board on the status of the FY18NOFA. The Strategic Planning Committee has been working hard on this project since the LMB Retreat, November The committee started meeting monthly following the Retreat, then they met every two weeks until recently when they started meeting every week. The committee, along with Linda Walls, has been working hard to assist the vendors in planning and shifting their programs to the two targeted populations (Opportunity Youth, and Family Connect). The committee has also been working with Kent County on the collaborative piece of the application. The application is due April 24, Linda Walls is working on completing the narrative, Jennifer Stansbury is working on the budget, and Cindy Chirumbole has agreed to proof the draft. V. Formal Updates on the Out of School Time Program AlphaBEST- Daryl Price, Assistant Director, Brenda Kimbles, Area Manager, and Heather Alfonzo, Director of Operations AlphaBEST is a program that provides on site before and after care services. The Mid-Atlantic program is currently serving 8 Districts, 118 Schools, 5,825 Students, and employs 594 people. In Queen Anne s County AlphaBEST has programming before and after school in Bayside/Kent Island, Centreville, Grasonville, and Matapeake. Enrollment is on the rise since the program first started in AlphaBEST has an evidence-based curriculum which consists of World Languages & Culture, STEM, Arts & Entertainment, Sports & Fitness. The program offers discounts for families that have more than one child in the program; there are also grants available. Punch Pass is available for families that only need the program on certain days. Summer Camp is also available. The AlphaBEST presentation will be ed to board members later in the week. VI.
