1 Speaker Bios Sidney B. Linden was appointed Ontario s first full-time Conflict of Interest Commissioner in July, He was Chief Justice of the Ontario Court of Justice from 1990 to During that time, he was Co-Chair of the Ontario Judicial Council and a member of the Board of Directors of the National Judicial Institute and of the Canadian Council of Chief Judges. In 1997, Commissioner Linden was awarded the Justice Award by the Canadian Institute for the Administration of Justice. Commissioner Linden has also served as the Chair of the Board of Legal Aid Ontario ( ) and Commissioner of the Ipperwash Public Inquiry ( ). In 1987, Commissioner Linden was appointed Ontario s first Information and Privacy Commissioner. He was responsible for establishing the agency and served as Commissioner until April Between 1985 and 1987, Commissioner Linden was Executive Director of the Canadian Auto Workers (CAW now Unifor) Prepaid Legal Services Plan. This plan was funded by the major automobile companies and was the first privately funded national prepaid legal service plan in Canada. Between 1980 and 1985, he was the first Police Complaints Commissioner for Metropolitan Toronto and Chairman of the Police Complaints Board. Commissioner Linden graduated from the University of Toronto Law School and was called to the Bar of Ontario in He was in private practice until Edward M. Iacobucci, B.A. (Hons.) (Queen's) 1991; M.Phil. (Oxon.) 1993 (Rhodes Scholar, Ontario); LL.B. (Toronto) 1996, was appointed Dean and James M. Tory Professor of Law on January 1, Prior to this appointment he was Osler Chair in Business Law and Professor of Law at the Faculty of Law, University of Toronto, and Associate Dean, Research. He started at the Faculty of Law in He was Visiting Professor at New York University Law School in 2007, Visiting Professor at University of Chicago Law School in 2003 and a John M. Olin Visiting Fellow at Columbia University Law School in Prior to joining the Faculty of Law, he was the John M. Olin Visiting Lecturer at the University of Virginia in and served as Law Clerk at the Supreme Court of Canada for Mr. Justice John Sopinka in He won a teaching prize at the Faculty of Law in 2000 and was a joint winner with his co-authors of the Doug Purvis Prize in Canadian Economics for The Law and Economics of Canadian Competition Policy. His areas of interest include corporate law, competition law, and law and economics more generally.
2 Penny Collenette has had a unique career which spans public, corporate and academic worlds. She entered law school at age 37 and since then, her professional path has taken her from a Prime Minister s office to boardrooms and classrooms. From , she was a Senior Fellow at the Centre of Business and Government, John F. Kennedy School of Government, Harvard University concentrating on research into ethical behavior and corporate responsibility. She is currently an Adjunct Professor at the Faculty of Common Law, UOttawa. where she has been inducted into their honour roll. She also served as Executive in Residence at the Telfer School of Management for a number of years. Since 2002, Penny has written op/eds for Canada s leading papers and magazines, generally on the subjects of ethics, governance and public policy. She is currently a biweekly columnist for the Toronto Star. She is a recipient of Order of Ontario and the Queen Elizabeth Diamond Jubilee Medal. Previously, Maclean s magazine noted her as one of 50 most influential people in Canada. The Women s Executive Network named her as a Champion in Canada s Top 100 Powerful Women and the International Alliance for Women named her as one of 100 women to their inaugural list. Lorne Sossin is a Professor and Dean of Osgoode Hall Law School, at York University and, since 2015, York s Presidential Advisor on Community Engagement. Prior to this appointment in 2010, Professor Sossin was a Professor with the Faculty of Law at the University of Toronto ( ). He is a former Associate Dean of the University of Toronto ( ) and served as the inaugural Director of the Centre for the Legal Profession ( ). His teaching interests span administrative and constitutional law, the regulation of professions, civil litigation, public policy and the judicial process. In 2012 and 2013, Dean Sossin was chosen by Canadian Lawyer as one of the 25 Most Influential Lawyers in Canada. Dean Sossin is also the recipient of the 2012 David Mundell Medal for excellence in Legal Writing. Diane McArthur was appointed Ontario s first Chief Talent Officer with the Centre for Leadership and Learning in Treasury Board Secretariat in January In this role, Diane reports to the Secretary of the Cabinet on senior level development within the Ontario Public Service (OPS) and to the Chairs of the Public Service Commission and Executive Development Committee on OPS-wide efforts to ensure that we have engaged and innovative leaders across our organization. Her work supports increasing capacity to acquire, develop and retain OPS leaders who drive exceptional performance. Diane is also spearheading the development of a strategic plan for public service renewal in the OPS. The plan is meant to ensure that the OPS has the skills and leadership capacity required to support innovation in the public sector.
3 Valerie Jepson is the Integrity Commissioner for the City of Toronto. In this role she is responsible for overseeing the Code of Conduct in place for elected and appointed officials at the City of Toronto. As Integrity Commissioner, Ms. Jepson is responsible for raising awareness about the Code of Conduct, providing advice about meeting the standards in the Code of Conduct and carrying out investigations when allegations of misconduct are made. Ms. Jepson is a member of the Law Society of Upper Canada and the Law Society of Alberta. From 2012 to 2015, Ms. Jepson taught Canadian Administrative Law in the Global Professional LLM program and the Internationally Trained Lawyers Program at the University of Toronto. Prior to becoming the Integrity Commissioner for Toronto, Ms. Jepson was an active member of the Ontario Bar Association (OBA) Public Lawyers Section and held various positions on the executive. Mario Dion, a Montréal native and now retired lawyer, obtained a law degree from the University of Ottawa in Mr. Dion began his legal career in 1980 as a legal advisor at the then-ministry of the Solicitor General. In 1988, he became the ADM of Communications, Evaluation and Research at Corrections Canada. From Corrections Canada, Mr. Dion moved to the Department of Justice where he became the Assistant Deputy Minister of Corporate Services in In 1995 he was appointed Associate Deputy Minister of Justice. From 1996 to 1997 he served as Deputy Clerk and Counsel at the Privy Council Office, responsible for Legislative House Planning and Machinery of Government and then returned to the Department of Justice as Associate Deputy Minister. In 2003, Mr. Dion was appointed Deputy Minister of Indian Residential Schools Resolution of Canada, where he led efforts to bring closure to 16,000 pending litigation files and, ultimately, the historic 2006 agreement with former residential school students. Sarah Neville was called to the Ontario Bar in 2002 and practices corporate commercial law. She holds an Honours BA from McMaster University, an LLB from the University of Toronto, Faculty of Law and an LLM in Banking and Financial Services from Osgoode Hall Law School. She practiced on Bay Street at a national law firm prior to moving into the public sector where she has experience as both a policy advisor and legal counsel. She is currently the Legal Director and Corporate Secretary of the Ontario Financing Authority. She is a member of the Governance Professionals of Canada.
4 Bruce Elman is a Professor of Law at the University of Windsor where he teaches in the areas of Constitutional Law, the Legal Profession, and Legal Ethics. Professor Elman served as Dean of Law from As Dean, Professor Elman promoted ethics, professionalism and competence as pre-eminent values of Windsor Law. Professor Elman served as the Chair of the Board of Directors of Legal Assistance of Windsor, Community Legal Aid, and the University of Windsor Mediation Services - Windsor Law's three clinics. Professor Elman was a founding member of the Chief Justice of Ontario's Advisory Committee on Professionalism. His paper on "Creating a Culture of Ethics and Professional Responsibility: A Leadership Role for Law Schools" was delivered at the 8th Colloquium on Legal Profession: The Challenge of Leadership in May Nancy Bélanger was appointed as Commissioner of Lobbying of Canada on December 30, The Commissioner is an independent Agent of Parliament and is responsible for administering and enforcing the Lobbying Act. She is mandated to maintain the federal Registry of Lobbyists to increase the transparency of lobbying activities, foster greater awareness of the Lobbying Act through education and outreach, and enforce compliance with the Act and the Lobbyists' Code of Conduct. Prior to her appointment as Commissioner of Lobbying, Ms. Bélanger served in the Office of the Conflict of Interest and Ethics Commissioner as General Counsel, and subsequently in the Office of the Information Commissioner first as General Counsel and Director of Legal Services and then as Deputy Commissioner, Legal Services and Public Affairs. Guy Giorno, Brampton Integrity Commissioner / former Chief of Staff to Ontario Premier and Canadian Prime Minister. Guy s practice is focused on political law, with an emphasis on accountability and ethics law. Leader of the firm s Government Ethics, Transparency and Political Law group, Guy advises clients on lobbyist registration, government ethics, public-sector conflict of interest and government procurement. Former Chief of Staff to the Prime Minister of Canada, Guy remains an active, influential force in shaping lobbyist registration laws in Canada. Widely recognized as Canada s leading expert in lobbying law, Guy regularly represents corporate executives and lobbyists in enforcement proceedings, and guides companies and organizations to adopt strategies and policies to ensure political law compliance. He has testified on lobbying law and government ethics before parliamentary and legislative committees, has been consulted by several provinces on the design of their lobbyist registries, and serves as Lobbyist Registrar for Brampton, Canada s ninth largest city.
5 William C. McDowell is a partner at Lenczner Slaght. In his wide-ranging practice, Will has appeared as counsel in many important cases focusing on issues of public law and commercial litigation. From 2005 to 2008, Will was Canada's Associate Deputy Minister of Justice, with responsibility for civil litigation, national security and issues involving federal central agencies. He led a Department of Justice team that addressed a complex series of issues surrounding the Aboriginal Days of Protest in Upon his return to private practice in 2008, Will was appointed by the Chief Justice of Ontario to mediate issues arising from the Truth and Reconciliation Commission Inquiry into Aboriginal residential schools. He was subsequently appointed to an Amicus role by the Superior Court in connection with a series of land occupations in Brantford. In 2009 he was named Chief Commission Counsel to the City of Mississauga Judicial Inquiry, which delivered its report in October The Honourable J. David Wake was appointed as the Ontario Integrity Commissioner effective February 1, Commissioner Wake was educated at McGill B.A. 69 and Queen s LL. B. 72 and called to the Bar in Ontario in 1974.He practised principally in litigation in Ottawa for 20 years. He was appointed as Queen s Counsel by the Minister of Justice for Canada. In 1994 he was appointed as a judge of what is now the Ontario Court of Justice, presiding in Brampton. He was appointed as Associate Chief Justice of the Court in 1999 and served as Executive Director of the Canadian Council of Chief Judges from Most recently he was appointed as Vice Chair of the federal Social Security Tribunal from As a judge Commissioner Wake has participated in a number of international legal assistance projects notably in the Czech and Slovak Republics, Ukraine, Bosnia and Mexico. He was Chair of the Ontario Court of Justice Education Secretariat, co-author of the Annotated Charter of Rights and Freedoms, Carswell and Contributing Writer and Reviewer of Ferguson s Ontario Courtroom Procedure, Lexis Nexis,2007. He has lectured extensively at seminars and conferences organized by the Canadian Bar Association, the Law Society of Upper Canada, the Crown Trial Advocacy Program, Seneca College and the University of Ottawa. He was a principal planner and developer of a national program for newly-appointed judges and presented at that program for more than 10 years since its inception.
6 Renu Mandhane was appointed Chief Commissioner of the Ontario Human Rights Commission in October She is the former Executive Director of the award-winning International Human Rights Program at the University of Toronto, Faculty of Law. She has an LL.M in international human rights law from New York University. Renu began her practice focused on criminal law, and in that capacity she represented many survivors of sexual violence and prisoners. Renu sits on the Canada Committee of Human Rights Watch, and has appeared before the Supreme Court of Canada and the United Nations. Most recently, Renu was recognized by Canadian Lawyer magazine as one of Canada s most influential lawyers for her advocacy related to solitary confinement. Karen Drake is an associate professor at Osgoode Hall Law School and a citizen of the Métis Nation of Ontario whose teaching and research interests include Canadian law as it affects Indigenous peoples, Anishinaabe law, Métis law, property law, and dispute resolution. She joined the Osgoode faculty in July 2017 from the Bora Laskin Faculty of Law at Lakehead University. Prior to joining Lakehead, she articled with Cassels Brock & Blackwell LLP, completed clerkships with the Ontario Court of Appeal and the Federal Court, and practised with Erickson & Partners, focusing on legal issues impacting Indigenous peoples, human rights, and labour and employment law. She is a Commissioner with the Ontario Human Rights Commission and a member of the Board of Directors of the Human Rights Legal Support Centre. She previously served on the Board of Directors of the Indigenous Bar Association and on the Thunder Bay Métis Council. Laverne Jacobs is an Associate Professor and the Director of Graduate Studies at the University of Windsor, Faculty of Law. She teaches, researches and writes in the areas of administrative law, government transparency and accountability, human rights, and law and disability. Laverne is active in the Canadian Institute for the Administration of Justice, where she sits on its Administrative Tribunals Committee. She has held Orderin-Council appointments as a member of the Advisory Council to the Ontario Minister responsible for the Accessibility for Ontarians with Disabilities Act, 2005, and as a parttime member of the Human Rights Tribunal of Ontario. Laverne is the recipient of the University of Windsor s Mary Lou Dietz Equity Leadership Award (2018) and the University of Windsor, Faculty of Law s Equity and Diversity Award (2018).
7 Peter Wallace was appointed Secretary of the Treasury Board effective April 4, From 2015 to 2018, Mr. Wallace served as City Manager for the City of Toronto, Canada s largest city. Prior to working for the City of Toronto, Mr. Wallace held a number of positions in the Ontario public service, including serving as Secretary of the Cabinet, head of the Ontario Public Service and Clerk of the Executive Council from 2011 to Before his appointment as Secretary of the Cabinet, he was Deputy Minister of Finance and Secretary to the Treasury Board for 3 years, and also served as Deputy Minister of Energy. Previously, he was Deputy Minister and Associate Secretary of the Cabinet with responsibility for Policy in Cabinet Office. Michael Fenn has been an Ontario Deputy Minister under three Premiers, municipal chief administrator in Hamilton and Burlington, and the founding CEO of both Metrolinx and the Mississauga-Halton Local Health Integration Network (LHIN). He is a Director on the Boards of both the $90 billion OMERS pension fund and the TDSB s Toronto Lands Corporation. He currently works as an author and management consultant, including as Senior Advisor to StrategyCorp and as a Facilitator with the Mushkegowuk First Nations Tribal Council. Michael has received a number of professional awards, including IPAC s Lieutenant Governor s Medal of Distinction in Public Administration for Ontario.
