Despite the opportunities, there are a number of serious obstacles impeding project development, including complex legal frameworks, lack of transparency and fair competition, misconceptions over the value and use of Public Private Partnerships (PPP), inconsistent and unfair risk sharing obligations, lack of political will and many others.
