2 WILLIAM P. ANDREWS is an Assistant County Attorney for Albany County. His current responsibilities include juvenile delinquency prosecutions and affirmative litigation for the County of Albany. Prior to his present employment he was an Assistant Counsel in the New York State Insurance Department s Frauds Bureau (NYSID) where he served as Special Assistant District Attorney for 17 counties, prosecuting insurance fraud related crimes. While at NYSID he developed antimoney laundering initiatives related to insurance fraud and earned his certifications in Arson Awareness and Principles in Fire Investigations. Prior to joining NYSID, Mr. Andrews served as an Assistant District Attorney for Albany County. In this capacity he successfully prosecuted various cases including, organized criminal enterprises, money laundering, counterfeiting rings, online trading scams and other internet frauds, as well as a wide variety of violent street crimes. In 2004 he co-created the Albany Capital District Financial Crimes Network, where he served as co-chair for a number of years. During his career, Mr. Andrews has presented to numerous organizations and taught at higher education institutions, including: New York Prosecutor's Training Institute; Albany Law School; UAlbany, St. Rose Siena College; NY ACT; and Hudson Valley Community College. Mr Andrews is engaged in a number of community service activities and recently designed and is implementing the Beverwyck Lacrosse program, a multi-county sports, tutoring and mentoring program for at risk youth in Albany, Schenectady and Troy. Mr. Andrews received his Jurist Doctorate from Ohio Northern University, Ada, Ohio, and his Bachelor of Arts Degree in Political Science from Siena College, Loudonville, New York. RAYMOND F. BARA, ESQ. is an Assistant County Attorney in the Oneida County Department of Law. He joined the Department of Law in 2001 and began handling juvenile delinquency and PINS cases in In addition to his Family Court work, Mr. Bara also represents and advises the County s Public Health and Mental Health departments, as well as Mohawk Valley Community College, for which he handles, among other matters, labor arbitrations and collective bargaining. He has previously worked for New York State United Teachers (NYSUT) and the Oneida County Public Defender Criminal. Mr. Bara is a graduate of Siena College and Albany Law School. PATRICK BOMBERG is the First Assistant District Attorney in Bristol County, Massachusetts. Upon graduation from Boston University, he received a commission as an Intelligence Officer in the United States Army. After four years on active duty he returned to Boston University to attend law school.

3 Patrick s legal employment began in the Plymouth (Massachusetts) County District Attorney s Office. As a Plymouth County Assistant DA, he tried everything from charges of unlicensed dog to murder to juries. In 2007, Patrick joined the Bristol County District Attorney s Office as a result of the election defeat of a sixteen-year incumbent District Attorney. Prior to becoming the First Assistant in 2015, he held positions in the Homicide Unit and served as the District Attorney s Legal Counsel. Some of his duties have included leading or overseeing police involved death investigations; the investigation into the death of Marie Joseph, a woman who drowned in a state-run pool during regular operation, but who wasn t discovered until two days later; and the office s response to repeated state-lab scandals in addition to his own case-load of murders and serious felonies. He was one of the prosecutors in the successful prosecution of former NFL player Aaron Hernandez and his cohorts, and he supervised the two Assistant District Attorneys who successfully prosecuted Michelle Carter for manslaughter in the death of Conrad Roy. STEPHEN D. BUTTON currently serves as St. Lawrence County Attorney, a position he has held since Originally from the Dallas, Texas area, and a Baylor University graduate of both their undergraduate and graduate schools, Mr. Button has been a practicing litigator for the past nine years. Following graduation from Western New England University School of Law in 2006, Mr. Button took a position with a law firm based out of Willimantic, Connecticut focusing his practice in workers compensation, social security, civil litigation and governmental representation. In 2009, Mr. Button started as an Assistant Public Defender in the St. Lawrence County Office of the Public Defender. In 2011, Mr. Button was appointed to a term as St. Lawrence County Chief Public Defender, a position he held until his appointment as County Attorney until February of During his tenure as County Attorney, he has worked to establish a program to remediate potentially environmentally contaminated properties, in conjunction with the New York State Department of Environmental Conservation, the New York State Comptroller s Oil Spill Fund and the United States Environmental Protection Agency. He has also actively pursued legislation in the field of justice reform and indigent defense. In 2016, for his work on behalf of Indigent Defense and fighting County Unfunded Mandates under the 5 th and 6 th Amendment of the U.S. Constitution, Mr. Button was the co-recipient of the New York State Defenders Association Service of Justice Award with Deputy Majority Leader Senator John DeFrancisco and Assemblywoman Patricia Fahy. Separately, in 2015, Mr. Button was appointed to the Alumni Board of Directors of the Western New England University School of Law where, in 2016, Mr. Button was elected to serve as president of the Alumni Board of Directors. The Western New England School of Law Alumni can be found in 112 countries, 49 states and consist of a body of more than 7800 members. Mr. Button also serves as an adjunct faculty member at the State University of New York (SUNY) at Potsdam and on the Curriculum Board of the Legal Studies program of SUNY Canton, as well. Mr. Button is licensed to practice law in the State of New York, State of Connecticut, and before various federal courts.

5 NORA K. CARNES A native of Massachusetts, Nora K. Carnes 2006 she relocated to Allegany County, New York to live with her husband. She is currently employed as an assistant county attorney with the Allegany County Attorney s Office. She has been with the County Attorney s office since She is responsible for the presentment of both juvenile delinquency persons in need of supervision petitions. Her additional duties include representing the Department of Social Services in proceedings related to child support, child neglect and medical assistance. The County Attorney s office is also responsible for acting as legal advisor to the Board of Legislators and county departments. Prior to joining the County Attorney s office she worked in the office of the Public Defender. While in Massachusetts she worked in private practice with a focus on estate planning, probate practice, bankruptcy and commercial litigation. Ms. Carnes completed her undergraduate studies at Clark University, and is a graduate of Massachusetts School of Law. She is admitted to practice in New York State and Federal Courts as well as Massachusetts. She and her husband raise longhorn cows and own and operate a boarding/training operation in Friendship, New York. She is a member of the American Bar Association and the Allegany County Bar Association where she holds the title of secretary. She serves as Vice President of the Allegany County Farm Bureau and acts as the Allegany County state representative on the New York State Farm Bureau Equine Committee. Additionally she is an active volunteer member on the Allegany County 4-H Program Development Committee for the horse program and serves as a board member on the Allegany County Cornell Cooperative Extension Board of Directors. When she is not working she enjoys spending time outdoors. Her hobbies include horseback riding, gardening, crafts and raising her three dogs. RASHIDA CARTWRIGHT-THIGPEN has been a practicing attorney for the past 16 years. She graduated from North Carolina Central School of Law (Durham, NC) in May of 2001 and began with the Kings County District Attorney s Office in September of While serving at the Kings County DA s Office she was assigned to the Red Hook Community Justice Center, which is the nation s first multi-jurisdictional community court that was established in an effort to solve problems in the isolated Red Hook neighborhood in the southwest portion of Brooklyn. In June of 2004, Ms. Cartwright-Thigpen accepted the position in her hometown with the Westchester County Attorney s Office and has had the task of representing the County in its prosecution of Juvenile Delinquency matters for the past 13 years. VICTOR A. CIVITILLO, ESQ. is a Senior Assistant County Attorney in the Dutchess County Attorney s Office. Mr. Civitillo has been prosecuting juvenile delinquency and Persons In Need of Supervision (P.I.N.S.) cases since starting at the County Attorney s Office in He also handles a variety of other legal matters for the office. Mr. Civitillo conducts training for police officers in Dutchess County, including school resource officers. He has been teaching the Basic and Advanced classes for the State of New York Police Juvenile Officers Association for at least the past fifteen years. He has conducted C.L.E. classes for the County Attorney s Association, the Dutchess County Bar Association, and the Office of Court Administration. He is the author

6 of the original P.I.N.S. chapter in the LexisNexis Answer Guide of New York Family Court Proceedings. He is a graduate of Albany Law School and the State University of New York at Albany. JOHN M. CZAJKA is currently the Deputy Commissioner and General Counsel to the Division of Criminal Justice Services. Prior to his appointment in January 2015, John was the Assistant Counsel for Public Safety to Governor Andrew M. Cuomo, during which time he advised the Governor and Executive Chamber staff on all legal and legislative matters involving the NYS criminal justice system. As Assistant Counsel, John also managed the general counsels of each of the public safety agencies including, among others, the NYS Police, the Department of Corrections and Community Supervision, and the Division of Criminal Justice Services. Prior to joining the Governor s office, John served as Counsel to the Test Security Unit at the NYS Education Department. John was also an Assistant District Attorney in Albany County and from 2003 to 2009 was an Associate with Debevoise & Plimpton LLP in Washington DC. John received his B.A. from Union College, M.B.A. from the Graduate College of Union University, and J.D. from Albany Law School. John is admitted to practice law in New York State. PAUL DEROHANNESIAN is a graduate of Georgetown University (1975) and Albany Law School (1978). For 22 years as an Assistant District Attorney at the Albany County District Attorney s Office, he oversaw a Special Assault Unit responsible for the investigation and prosecution of all sexual assault, child abuse, domestic violence, and child homicide cases. Mr. DerOhannesian is in private practice representing sexual assault and crime victims and is a consultant in the investigation and trials of sexual assault, child abuse, domestic violence, and child homicide cases. Paul is a nationally recognized writer and lecturer on sexual assaults, child abuse, and child homicides. He is the author of Sexual Assault Trials, a two-volume book now in its Fourth Edition, (2014 Lexis Law Publishing Co. and supplemented annually) and articles in the area of trial strategy and techniques. He is also contributing author and editor, Manual for the Investigation and Prosecution of Child Abuse, National Center for the Prosecution of Child Abuse and Neglect (1994); contributing author, National College of District Attorneys Analytical Trial Advocacy: A Practical Approach for Prosecutors (1996); and author of Establishing Victim Credibility in Acquaintance Rape Cases, The Practical Prosecutor (1998). Mr. DerOhannesian has taught extensively throughout his career with over 350 presentations. He has taught for the National College of District Attorneys in the areas of child homicide, child abuse, sexual assault, and jury selection. In 1997, he received the Lecturer of Merit Award by the National College in recognition of his teaching. He has provided training for numerous state prosecuting attorneys associations throughout the United States from New York to Hawaii and Puerto Rico. He has lectured before the American Prosecutors Research Institute, National Center for Prosecution of Child Abuse and Neglect, and San Diego International Conference on

7 Child and Family Maltreatment. He has provided extensive training to federal, state, and local law enforcement agencies, including the U.S. Department of Justice, U.S. Postal Service, New York State Police, and numerous other agencies. Mr. DerOhannesian has testified on issues involving the sexual exploitation and physical abuse of children before federal and state executive and legislative bodies including the U.S. Attorney General s Commission on Pornography, U.S. Advisory Board on Child Abuse and Neglect, NYS Commission on Investigations, NYS Senate Committee on Crime and Correction, and served as a Grant Peer Reviewer for the United States Department of Justice, Office of Justice Programs. Mr. DerOhannesian is involved in numerous community efforts relating to child abuse, domestic violence, and state and local government task forces on child abuse. He is quoted extensively by television and newspaper reporters and has appeared as a commentator on Court TV. In 2001, he was appointed by Governor Pataki to the Advisory Board of the New York State Department of Children and Family Services. He participated in the NYS Children s Justice Task Force Forensic Interview Steering Committee and is a contributing author of its Forensic Interviewing Best Practices Manual (2003). He was also a member of the State University of New York Task Force on Sexual Assault ( ). In 2004, he received the NAACP s Thurgood Marshall Award for his legal work in the defense of the rights of African-American citizens. He is admitted to practice in New York State Courts, U.S. District Court, Northern, Southern, Eastern and Western Districts of New York, United States Court of Appeals Second Circuit, and the United States Supreme Court. He is a member of the New York State and Bar Association, New York State and Capital District Trial Lawyers Association, and Albany County Bar Association. LINDA D. FAKHOURY, ESQ., is a Senior Assistant County Attorney for Dutchess County, where she has worked since Her primary responsibilities include prosecution of juvenile delinquency and persons in need of supervision (PINS) cases, as well as handling contracts, municipal issues, and a variety of other legal matters for the County. Ms. Fakhoury played a vital role in creating the Juvenile Fire-setters Intervention and Response Education (JFIRE) program for Dutchess County, and continued to serve on the Steering Committee and the Full Committee for that program. In addition, she is trained as an Intervention Specialist through the National Fire Academy to address juvenile fire-setting behaviors in the County. Ms. Fakhoury has been an Adjunct Instructor at Marist College, teaching Criminal Law as part of the Paralegal Certification program. She is an active member of her community and volunteers for the Junior League of Poughkeepsie, currently serving as President-Elect. Ms. Fakhoury graduated from Marist College in 2001 with a B.S. in Criminal Justice and a Paralegal Certificate. She received a J.D. in 2004 from Western New England University School of Law, and serves on the Alumni Board of Directors.

9 ERIC M. GALARNEAU Eric M. Galarneau has served as an Assistant District Attorney since In addition to his duties as Bureau Chief, Mr. Galarneau also oversees long term investigations, some of which involve the use of court-authorized electronic surveillance and wiretapping. Mr. Galarneau received his J.D. from Albany Law School in He received a B.A. Degree from McGill University in Montreal, Canada in JOSEPH A. GLAZER is an attorney in the Albany area, working in the areas of family law and criminal justice. With more than 30 years experience in government and the practice of law, he has developed substantial experience in the fields of mental health, substance abuse and developmental disabilities. He is currently a member of the Attorney for the Child Panels in Albany and Schenectady Counties, as well as the 18-B Assigned Counsel programs in both those counties. He handles numerous cases involving people with serious mental health, addiction and developmental disability needs. During , he was counsel to the Ranking Democrat on the New York Senate Committee on Mental Health and Developmental Disabilities. From 1997 until 2004, Mr. Glazer was the President and CEO of the Mental Health Association in New York State. Under his leadership, the organization grew into a nationally recognized advocacy and program development organization, including establishing the original Albany County Jail Diversion Project. A founding member of the Foundation of Advocacy for Mental Health, Inc., Mr. Glazer is now in his 20th year of advocating for people with serious mental health needs, representing them as retained and assigned counsel, and often as the Court-appointed Guardian Ad Litem. STEVE GOLDBERG is a graduate of Cornell University and the New York University School of Law. He started his career as a prosecutor in the Nassau County District Attorney s Office in 2000, first handling misdemeanor cases and then felonies. He joined the Rockland County District Attorney s Office in 2006, where he handled mostly violent felonies and narcotics cases, including a ten-month-long wiretap investigation which led to the indictment and arrest of 27 members of a conspiracy to sell cocaine. In 2008, Steve moved to the Orange County District Attorney s Office, where he has served in the Special Investigations Unit, the Narcotics Unit and the Appeals Bureau. Since 2015, he has served as a supervisor in the Local Court Bureau, while continuing to investigate and prosecute homicides, computer crimes and various white collar crimes. KATHRYN HOHMAN, has joined NYSAC as a Program Specialist. Kathryn previously worked as a Legislative Representative at Capitol Group, LLC based here in Albany. Kathryn has experience with bill introductions, legislative amendments and proposed regulations; analyzing relevant media and political developments and association work.

10 Kathryn graduated from Siena College in 2009 with a BA in Political Science, during her time at Siena she interned in the Office of the Governor in 2008 through 2009, working on several special projects for the Deputy Director of Operations. In May of 2013 she received a dual master in history and political science at the College of St. Rose in PETER D. JACKSON is an Associate County Attorney for Westchester County. His current responsibilities include supervision of juvenile delinquency prosecutions and Child Support litigation for the County of Westchester. He has been with Westchester County since Prior to his present employment he was an Associate at the firm of Kral, Clerkin, Redmond, Ryan, Perry and Girvan and the firm of Costello and Shea in New York City. He was also an associate in the firm of Sirlin, Sirlin and Nolletti in Westchester County. His responsibilities involved defense work for companies involved in product liabilities, medical malpractice and general defense litigation During his career, Mr. Jackson has presented to numerous organizations and taught at higher education institutions, including: Westchester Police Academy, Westchester County Youth Officers association and Westchester County Department of Probation. Mr. Jackson received his Jurist Doctorate from Fordham University, School of Law, New York, New York, and his Bachelor of Arts Degree in Political Science from Marist College, Poughkeepsie, New York. CASSANDRA KELLEHER-DONNARUMA is an Associate Attorney and Bureau Head at the New York State Office of Children and Family Services (OCFS). At OCFS, Ms. Kelleher-Donnaruma runs the Bureau of Legislation and Special Projects at OCFS where her portfolio, among other things, includes state legislation and intergovernmental affairs. Ms. Kelleher-Donnaruma started her legal career as an attorney in the field of child welfare for the New York City Administration for Children Services. Subsequently, she was employed in both houses of the New York State Legislature. In the Assembly, she served as the Counsel to two Standing Committees: Children and Families and Social Services. In the Senate, Ms. Kelleher-Donnaruma was employed by the Majority Conference as the Team Counsel for Health and Human Services, the Counsel and the Analyst for Children and Families and the Counsel for Social Services. Ms. Kelleher-Donnaruma additionally has experience with family law matters in private practice. Ms. Kelleher-Donnaruma was previously appointed to the positions of Chair and Vice Chair of the American Bar Association s Young Lawyer s Division Family Law Committee. The American Bar Association published three articles written by Ms. Kelleher-Donnaruma regarding family law during her tenure in those positions. Ms. Kelleher-Donnaruma has given five prior continuing legal education presentations on topics relating to family law and child welfare.

11 Ms. Kelleher-Donnaruma is admitted to practice in New York State. She obtained a Bachelor s degree from St. Lawrence University in 2001 and a Juris Doctorate from Albany Law School in JEFFREY G. KENNEDY, ESQ Graduated Albany Law School 1985 Admitted NYS Bar Jan 1986 Senior Assistant County Attorney/Senior DSS Attorney since Nov 2001 Handled Child Abuse and Neglect Proceedings, Termination of Parental Rights proceedings, and appeals of same. Conducted in-house legal training on all areas of CPS/Foster care, and training for the implementation of AFSA. Supervisor, Family Court Unit dedicated to Department for Children, Youth and Families since Jan 2017 LYNN LEOPOLD currently is the Law Enforcement Coordinator for the Family Court Division. She routinely participates in the NYPD s anti-gang initiative known as Ceasefire to assist the Division in gathering intelligence regarding juvenile crime patterns and gang/crew activity. Lynn also is a key member of the Division s Community Outreach groups, assisting the Division with its work in the community and sharing information about community outreach opportunities citywide. Upon graduating Cornell University and Quinnipiac School of Law, Lynn began her legal career with the Office of the King County District Attorney, working in the Criminal Court Division, Investigative Bureau, Narcotics Grand Jury, Narcotics Trial Bureau Major Case Narcotics Division, and supervising in the ECAB Bureau, Lynn, moved the New York City Housing Authority Office of the Inspector General. While there she was cross-designated as a New York County Assistant District Attorney, and investigated criminal activity in public housing and loaned to the Major Narcotics Division to investigate heroin trafficking in the Developments. Lynn was Assistant Chief of the Anti Narcotics-Strike Force and ran the Bawdy House narcotics eviction section. Lynn also worked in the NYCHA Equal Opportunity Department. In 2001 Lynn moved to the New York City Law Department Family Court Division as the Deputy Borough Chief of Manhattan Family Court. While there, she has been assigned to every Borough and has gone to verdict in each of them. From Lynn was assigned to the Manhattan Torts Division where she defended New York City Employees, mainly New York City Police Officers in civil litigation. Amongst other committees, Lynn has served as the New York City Bar Association, Juvenile Justice Committee, as a member, the Secretary and the Chair; and as a member of the Children in the Law Committee, Criminal Justice Council, Council on Children and Raise the Age Sub-committee. She is the 2005 winner of the Pro Bro Award, Office of the Corporation Counsel.

13 LISA MAHAR is a Senior Probation Officer with the Albany County Probation Department with nearly 17 years of experience. She graduated in 1991 with a B.S. in Criminal Justice from Rochester Institute of Technology. Lisa began her career at Probation in 2001, was promoted to Senior Probation Officer in 2006 and currently supervises the Juvenile Released Under Supervision (JRUS) Caseload. She also created the Albany County Probation Department s Juvenile Community Accountability Board (JCAB) Program and has been the coordinator of that program since its inception in July of DAVID S. MEFFERT is a Senior Assistant County Attorney serving in Family Court Unit of the Orange County Department of Law, where he handles JD and PINS cases. He received his B.S. from the University of Texas at Austin, his J.D. from St. Mary s University School of Law in San Antonio, Texas and was admitted to the Texas bar in Mr. Meffert was a solo practitioner in San Antonio, practicing in the areas of adult and juvenile criminal defense, divorce, custody and child support. In 1999 Mr. Meffert became a prosecutor for the Office of the City Attorney for the City of San Antonio, initially in their domestic violence unit, and eventually taking over the prosecution of environmental and quality of life cases for the city. In 2001 he and his wife relocated to Orange County. Mr. Meffert joined the Orange County District Attorney s Office as an Assistant District Attorney where he worked in their Local Court Unit, Grand Jury Unit and Investigations Unit, where he handled various white collar crimes. In 2006 Mr. Meffert moved to the Orange County Department of Law. In addition to his duties with the Department of Law, has also served as the Special District Attorney for Orange County, handling cases that the District Attorney s Office was unable to prosecute due to conflicts. Mr. Meffert is certified by the DCJS Municipal Police Training Council as a General Topics Instructor and has spoken on various topics relating to juvenile delinquency and PINS law at the Orange County Police Academy and various police departments within the County. RYAN MULLAHY is a partner at Girvin & Ferlazzo, P.C. Mr. Mullahy concentrates his practice in the areas of education law, private and public sector labor and employment law, and litigation. Mr. Mullahy is experienced in multiple aspects of collective bargaining, including mediation, fact finding, and labor arbitration. Mr. Mullahy is also experienced in state administrative proceedings including Improper Practice proceedings before the New York State Public Employment Relations Board, as well as Unemployment Insurance hearings before the New York State Department of Labor. Mr. Mullahy also regularly counsels both public and private sector clients on a wide range of day-to-day legal issues, including issues involving the Family and Medical Leave Act of 1993, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, and the Fair Labor Standards Act, among other state and federal laws. Mr. Mullahy served as a member of the Board of Directors of the Rensselaer County Regional Chamber of Commerce from 2012 through 2015, during which time he provided the Board with

14 legal counsel and advice. In 2014 Mr. Mullahy was appointed to serve a three year term as a Trustee of the Castleton Public Library, located in Castleton-on-Hudson, New York. In 2016 Mr. Mullahy was appointed to serve as a member of the Board of Directors of the Schodack Wildcat Foundation, a not-for-profit organization dedicated to the betterment and expansion of educational opportunities for all students in the Schodack Central School District. CHRISTOPHER J. MULLER has served as an Assistant County Attorney in the Columbia County Attorney s Office since In addition to the prosecution of juvenile delinquency and persons in need of supervision matters, Christopher s responsibilities include providing counsel to the Civil Enforcement Division of the Columbia County Sheriff Department as well as the Treasurer, Department of Health and Emergency Operations Center of Columbia County. Prior to working as an Assistant County Attorney, Christopher served as Counsel to the Commissioner of the Columbia County Department of Social Services in Hudson, NY. Having been appointed Counsel to the Commissioner, in 2010, he supervised the Department s legal staff and represented the agency in New York State Family Court Act Article 10 Child Protective proceedings, New York State Mental Hygiene Law Article 81 Guardianship proceedings, as well as various matters related to Medicaid and Temporary Assistance. After graduating from Touro Law School in 1997, Christopher worked in the New York City Law Department s Family Court Division from During his time with the Law Department, Christopher prosecuted felony and misdemeanor juvenile delinquency petitions that included acts of homicide, drug and firearm possession, sexual offenses, robbery and assault. Christopher worked in the Department s Bronx office for eleven years including serving as Borough Chief of the Bronx Family Court office prior to transferring to Family Court Administration in Manhattan where he served as the Department s liaison to the New York City Police Department on juvenile crime issues. During his tenure at the New York City Law Department Christopher chaired the Law Enforcement Outreach Committee, conducted trainings for the American Prosecutors Research Institute on juvenile gangs and for the New York City Police Department on Constitutional and family court issues related to juvenile crime. 17 STEPHANIE PEREZ is an Assistant County Attorney assigned to the Juvenile Delinquency Unit of the Westchester County Attorney s Office and handles cases in New Rochelle Family Court. Ms. Perez is a 1995 graduate of Pace University School of Law, where she was an Editor on the Environmental Law Review. She served as an Assistant District Attorney in the Bronx County District Attorney s Office, where she prosecuted cases involving Narcotics, Robberies, Burglaries and Assaults. SEEMEN is the Manhattan Borough Chief in the Family Court Division of the New York City Law Department where she is responsible for the management of the Manhattan and Staten Island s juvenile delinquency prosecution practice on behalf of the City of New York. Besides overseeing hundreds of investigations and court matters involving youth who have been arrested for committing acts of juvenile delinquency ranging from low level offenses to homicides, she manages a group of attorneys and support professionals, and oversees legal and staff training. Karen also regularly collaborates with the NYPD, the Departments of Education and Probation, the Manhattan District Attorney s Office, as well as various child welfare agencies and community groups, working towards positive outcomes for youth and a safer environment for the community at large. Karen joined the Family Court Division in January of 1994 as an Assistant Corporation Counsel and during her tenure, has worked in Manhattan, Brooklyn, the Bronx and Staten Island. Karen received a Bachelor of Arts degree from Clark University in 1989, and a Juris Doctor from Fordham University School of Law in DET. CHRISTOPHER SMITH joined the FBI s child exploitation Crimes Against Children Task Force in 2012 where I investigate child pornography, child trafficking and online enticement investigations. I perform undercover investigations posing online as a child meeting adults for the purpose of sexual contact as well as working online as an adult looking to traffic children. Each year in October, I assist with Operation Cross Country which is a nation-wide initiative that the FBI conducts to identify underage prostitutes in hopes of getting them off the streets. I have also been with the Colonie Police Department since 2004, and since 2009 have served as Detective in the Juvenile Unit handling sex offenses and forensic interviews of child abuse/sex abuse victims.

18 LINDA M. TRENTACOSTE is an Associate County Attorney with the Westchester County Attorney s Office. Ms. Trentacoste obtained her undergraduate degree from Yale University, and her Juris Doctorate from Fordham Law School. For many years, Ms. Trentacoste represented the presentment agency in Juvenile Delinquency matters in Westchester County Family Court. Ms. Trentacoste then transferred to the Litigation Bureau where she handled a variety of cases representing the County of Westchester in civil proceedings. Ultimately, Ms. Trentacoste transitioned to the Appeals Bureau where she has acquired extensive research and writing experience involving a wide-range of substantive and procedural legal matters. Specifically, Ms. Trentacoste has drafted a large number of Family Court appeals including many Juvenile Delinquency matters and has orally argued before the Supreme Court of the State of New York Appellate Division Second Judicial Department, the New York State Court of Appeals and the U.S. Court of Appeals for the Second Circuit. In addition, Ms. Trentacoste drafts legal opinions and legislation. SANDRA WILLIAMS is an Assistant County Attorney of Orange County and joined the office in April Sandra was hired to commence P.I.N.S prosecution in Orange County Family Court. After implementing the protocol for the prosecution of PINS cases, she began handling Abuse & Neglect cases as well. After her maternity leave from the office, she was asked to join the Abuse & Neglect division full time in 2003, which involved representing the Department of Social Services, trying Abuse, Neglect and Permanent Neglect cases, handling appeals, fair hearings, plus appearing before the support magistrates for DSS. In 2008, she transferred to the Juvenile Justice Unit of the County Attorney s Office and returned to JD & PINS prosecution, where she continues to practice to date. From 1991 to 1999, she was an Assistant District Attorney of the Rockland County District Attorney s Office. From 1990 to 1991, she was an Associate of the Law Firm, Ferarro, Goldstein, Yatto & Zugibe. Sandra received her J.D from Pace Law School in 1989 and her B.A. from Mount Holyoke College in 1984.
