1 BERKELEY HEIGHTS BOARD OF EDUCATION COMBINED CONFERENCE & REGULAR MEETING MINUTES JULY 8, :00 P.M. COLUMBIA MIDDLE SCHOOL VOCAL MUSIC ROOM CALL TO ORDER The Regular Meeting of the Berkeley Heights Board of Education was called to order on Monday, at 7:00 PM in the Columbia Middle School Vocal Music Room by the Board President, Mrs. Kirsch. ROLL CALL A roll call indicated the presence of the following members: Mr. Beisser, Dr. Crisonino, Mrs. Kirsch, Mrs. Parker (7:15 PM), Mr. Reinstein, Mr. Smalley and Ms. Walsh. Also present were Mrs. Rattner, Mrs. Qualshie and Mrs. Felezzola. Mr. Sincaglia was absent. STATEMENT Mrs. Kirsch read the following statement: On June 6, 2013, this body by resolution adopted the schedule for this meeting. The time, date and location of this meeting were accurately set forth therein. On January 7, 2013, this notice was provided to all schools, all PTO Presidents, the BHEA President and posted at the Administration Building. On the same date a copy was ed to the Public Library, the Independent Press, the Courier News and filed with the Municipal Clerk to file and post at Town Hall. The meeting was also announced on the District Sign at Columbia School. FLAG SALUTE Mrs. Kirsch led the Board and the public in the Pledge of Allegiance. APPROVAL OF MINUTES It was moved by Ms. Walsh and seconded by Mr. Reinstein that the Board of Education approve the minutes of the Regular Meeting held June 6, Page 1 of 20

Hughes PTO; Re: Donation REPORT OF T HE SUPERINTENDENT Mrs. Rattner reported that commencement went well with good weather. Mrs. Rattner stated that the first day of summer school was eventful due to a tornado that morning. Students and staff were moved to a safe area and an alert was sent out to parents. A meeting was held with the Office of Emergency Management to discuss preparations for future storms. Mrs. Rattner reported that a current student and an alumni from the Class of 2008 passed away this week. Grief counseling has been provided. Mrs. Rattner reported that she met with town officials to discuss parking at Governor Livingston. Residents have expressed concerns regarding safety with students parking on the street. Mrs. Rattner stated that the police have monitored safety statistics and that this year there have been fewer accidents than in the previous five years. L IAISON REPORTS There were no liaison reports to be presented. F ACILITIES REPORT Mrs. Felezzola updated the Board on summer projects. 3 ADMINISTRATION Items A-B: All Board members. Item C: Berkeley Heights only. A. The Board discussed the policies presented for first reading. Policy 7434 Smoking in School Buildings and on School Grounds was tabled for further discussion. POLICIES/REGULATIONS It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education introduce for study and the first reading of the following new and revised policies: Independent Educational Evaluations 2468 B. APPROVE PROFESSIONAL DEVELOPMENT DAYS/TRAVEL REIMBURSEMENT It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education approve professional development days and travel reimbursement for district staff members, as indicated on Attachment A. C. APPROVE REPORT OF SUPERINTENDENT It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education approve the report of the Superintendent regarding all acts of harassment, intimidation and bullying in the Berkeley Heights Public Schools that were reported during the period of May 9, 2013, through June 6, E DUCATION Items A-D: All Board members. Item E: Berkeley Heights only. A. APPROVE STUDENT FIELD TRIPS It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education approve the participation of district students and staff members in educational field trips as listed on Attachment B. B. APPROVE REVISED 2013 SPECIAL EDUCATION EXTENDED SCHOOL YEAR PLACEMENTS It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education approve the revised Special Education outof-district Extended School Year placements for Summer 2013 listed on Attachment C, plus transportation where applicable, as recommended by Michele Gardner, District Director of Special Services, and the district s Child Study Team. APPROVE SPECIAL EDUCATION PLACEMENTS FOR It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education approve the Special Education out-of-district placements for the school year listed on Attachment D, plus transportation where applicable, as recommended by Michele Gardner, District Director of Special Services, and the district s Child Study Team. D. APPROVE CONTRACTS WITH COMMISSION FOR THE BLIND It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education approve the contracts between the New Jersey Commission for the Blind and Visually Impaired and the Berkeley Heights Public Schools (Attachment E) to provide services to three (3) Berkeley Heights School District students during the school year. E. APPROVE REVISED RESOLUTION TO APPROVE SPECIAL EDUCATION PROGRAM It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education approve the establishment of a Special Education Program at Mary Kay McMillin Early Childhood Center as of July 1, 2013; this will be an Elementary Special Class Program Preschool Disabilities that will allow for intensive Applied Behavior Analysis (ABA) instruction for approximately four (4) students ages 3-5 years old. This Special Education Program will allow students to remain in-district with their chronologically aged appropriate peers, meet the standards for the least restrictive environment (LRE), and provide a free and appropriate public education (FAPE), as per the recommendation of Michele Gardner, District Director of Special Services. APPROVE SUMMER GUIDANCE EMPLOYMENT It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of the following Governor Livingston High School Guidance Counselors during August 2013, as listed below, for the purpose of registering new students, scheduling, and performing other guidance-related functions. APPROVE RE-EMPLOYMENT AND SALARIES OF TENURED ADMINISTRATORS FOR It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the reemployment and salaries of the tenured district administrators listed on Attachment F for the fiscal year. H. APPROVE RE-EMPLOYMENT AND SALARIES OF CENTRAL OFFICE PERSONNEL FOR It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the re-employment and salaries of the district Central Office personnel listed on Attachment G for the fiscal year. I. RESIGNATION OF MARY FAIRBANKS It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education accept, with regret, the resignation of Mary Fairbanks from her position as Teacher of Latin at Governor Livingston High School and Columbia Middle School, effective June 26, Page 7 of 20

APPROVE MATERNITY LEAVE FOR KIRSTEN PERFILIO It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education grant a leave of absence for maternity/disability to Kirsten Perfilio as of September 7, 2013, using her accumulated unused sick days from September 7, 2013, through October 6, It is also recommended that the Board grant Mrs. Perfilio an unpaid leave of absence in accordance with the New Jersey Family Leave Act from October 7, 2013, through January 10, In addition, it is recommended that the Board approve Mrs. Perfilio s request for an unpaid child care leave of absence from January 11, 2014, through August 31, It is anticipated that she will return to her position in the Berkeley Heights Public Schools on September 1, Mrs. Perfilio is a Teacher of Special Education at Governor Livingston High School. K. HIRING JOSEPH ELEFANTE It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Joseph Elefante of Florham Park as a Teacher in the Berkeley Heights Public Schools for the school year. Mr. Elefante earned his Bachelor of Music Degree in Performance from New Jersey City University. He has over 13 years of experience as a vocal and instrumental music instructor, composer, clinician and performer, in addition to having served as a musical director for dozens of high school, middle school, college, community and professional theater groups. In accordance with the teachers salary schedule, his salary will be $51,439 (step 1a, prorated) from September 1, 2013, through January 31, 2014; and $52,164 (step 1a, prorated) from February 1, 2014, through June 30, Assignment: Governor Livingston High School and Columbia Middle School Teacher of Music. C ertification: Certificate of Eligibility Teacher of Music. E xplanatory Note: Mr. Elefante is being recommended to replace a former staff member who was not offered an employment contract for the school year. M. HIRING JEANNETTE FRANZONE It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Jeannette Franzone of Scotch Plains as a Teacher in the Berkeley Heights Public Schools for the school year. Ms. Franzone earned her Bachelor of Science Degree in Elementary/Special Education from Saint Joseph s University and she has 4 years of teaching experience. In accordance with the teachers salary schedule, her salary will be $53,482 (step 5a, prorated) from September 1, 2013, through January 31, 2014; and $54,229 (step 5a, prorated) from February 1, 2014, through June 30, Assignment: Governor Livingston High School Teacher of Special Education. C ertification: Standard Certificates Teacher of Students with Disabilities, Elementary School Teacher in Grades K-5. HIRING JOHANNAH FRANKENBUSH It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Johannah Frankenbush of Stirling as a Part-Time Teacher in the Berkeley Heights Public Schools for the school year. Ms. Frankenbush earned her Bachelor of Science Degree in Deaf/Hard of Hearing/Elementary Education and English, as well as her Master of Arts Degree in Teaching, from The College of New Jersey. She has 4 years of teaching experience. In accordance with the teachers salary schedule, her salary will be $36, (60% of step 5c, prorated) from September 1, 2013, through January 31, 2014; and $36, (60% of step 5c, prorated) from February 1, 2014, through June 30, Assignment: Governor Livingston High School Part-Time Teacher of the Deaf. C ertification: Standard Certificates Teacher of Deaf or Hard of Hearing with Oral/Aural Communication, Teacher of Deaf or Hard of Hearing with Sign Language Communication, Teacher of English, Elementary School Teacher in Grades K-5. E xplanatory Note: Ms. Frankenbush is being recommended to fill this new position, which was included in the school district budget. O. HIRING RICHARD ORTEGA It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Richard Ortega of Clark as a Teacher in the Berkeley Heights Public Schools for the school year. Mr. Ortega earned his Bachelor of Arts Degree in Liberal Studies from the University of Scranton and he completed his teacher certification coursework at Kean University. He has 5 years of teaching experience and an extensive coaching background. In accordance with the teachers salary schedule, his salary will be $66,148 (step 6d, prorated) from September 1, 2013, through January 31, 2014; and $66,339 (step 6d, prorated) from February 1, 2014, through June 30, Assignment: Governor Livingston High School Teacher of Health and Physical Education. Ms. Rodriguez earned her Bachelor of Arts Degree in Spanish and her Master of Arts Degree in Teaching, both from Fairleigh Dickinson University. She has 1 year of teaching experience. In accordance with the teachers salary schedule, her salary will be $58,110 (step 2c, prorated) from September 1, 2013, through January 31, 2014; and $58,982 (step 2c, prorated) from February 1, 2014, through June 30, Assignment: Governor Livingston High School Teacher of Spanish. Certification: Provisional Certificate Teacher of Spanish. E xplanatory Note: Ms. Rodriguez is being recommended to replace a former staff member who has retired. Q. HIRING KEVIN RAFFERTY It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Kevin Rafferty of Bridgewater as a Computer Technician in the Berkeley Heights Public Schools for the fiscal year, effective, through June 30, Mr. Rafferty earned his Bachelor of Science Degree in Media Communications from Rider University and he has 2 years of professional experience in the information technology field. His annual salary for will be $42,000 (prorated from, to June 30, 2014.) A ssignment: District/Governor Livingston High School Computer Technician. HIRING CHRISTINA ZAUN It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Christina Zaun of Bernardsville as Data Analyst/Administrator in the Berkeley Heights Public Schools for the fiscal year, effective July 10, 2013, through June 30, Mrs. Zaun earned her Bachelor of Arts Degree in Psychology and her Master of Arts Degree in Educational Administration and Supervision from Rutgers, The State University. Mrs. Zaun was employed as Principal of Mountain Park School from September 1999 through June 2004, and she has since served at various times as an Interim Principal, Assistant Principal, and Teacher in the Berkeley Heights Public Schools. She will be compensated at the rate of $ per day for not more than 100 days during the fiscal year. Assignment: District Data Analyst/Administrator. Certification: Standard Certificates Principal/Supervisor, Elementary School Teacher. E xplanatory Note: Mrs. Zaun is being recommended to fill this new position, which was included in the school district budget. T. HIRING NANCINA BUCCI It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Nancina Bucci of Berkeley Heights as a Teacher in the Berkeley Heights Public Schools for the school year. Ms. Bucci earned her Bachelor of Arts Degree in English as well as her Master of Education Degree in English/Language Arts Education from Rutgers, The State University. She successfully completed a longterm substitute/replacement assignment as a Teacher of English at Columbia Middle School during May and June In accordance with the teachers salary schedule, her salary will be $57,610 (step 1c, prorated) from September 1, 2013, through January 31, 2014; and $58,482 (step 1c, prorated) from February 1, 2014, through June 30, Assignment: Columbia Middle School Grade 6 Teacher of Language Arts. Certification: Certificate of Eligibility with Advanced Standing Teacher of English. Explanatory Note: Ms. Bucci is being recommended to fill this new position, which was included in the school district budget. V. HIRING ROBYN KOENIGSBERG It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve the employment of Robyn Koenigsberg of Staten Island, New York, as a Part-Time Teacher in the Berkeley Heights Public Schools for the school year. Ms. Koenigsberg earned her Bachelor of Arts Degree in Music Education from Kean University and she recently completed her student teaching experience in the South Orange- Maplewood School District. In accordance with the teachers salary schedule, her salary will be $36, (70% of step 1a, prorated) from September 1, 2013, through January 31, 2014; and $36, (70% of step 1a, prorated) from February 1, 2014, through June 30, Assignment: Columbia Middle School Part-Time Teacher of Music. Certification: Certificate of Eligibility with Advanced Standing Teacher of Music (pending). Explanatory Note: Ms. Koenigsberg is being recommended to replace a former staff member who was not offered an employment contract for the school year. Page 14 of 20

APPROVE MATERNITY LEAVE FOR CARYN PANARESE It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education grant a leave of absence for maternity/disability to Caryn Panarese as of June 11, 2013, using her accumulated unused sick days from June 11, 2013, through June 20, It is also recommended that the Board grant Mrs. Panarese an unpaid leave of absence in accordance with the New Jersey Family Leave Act from June 21, 2013, through November 24, In addition, it is recommended that the Board approve Mrs. Panarese s request for an unpaid child care leave of absence from November 25, 2013, through August 31, It is anticipated that she will return to her position in the Berkeley Heights Public Schools on September 1, Mrs. Panarese is a Kindergarten Teacher at Mary Kay McMillin Early Childhood Center. X. APPROVE UNPAID LEAVE OF ABSENCE FOR JANINE ROMANO It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education grant an unpaid leave of absence to Janine Romano for the entire school year. Ms. Romano is a Paraprofessional/Special Education Teacher Aide at Columbia Middle School. Y. APPROVE MATERNITY LEAVE FOR GINA ROOF It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education grant a leave of absence for maternity/disability to Gina Roof as of November 16, 2013, using her accumulated unused sick days from November 16, 2013, through January 31, It is also recommended that the Board grant Mrs. Roof an unpaid leave of absence in accordance with the New Jersey Family Leave Act from February 1, 2014, through April 30, It is anticipated that she will return to her position in the Berkeley Heights Public Schools on May 1, Mrs. Roof is a Grade 3 Teacher at William Woodruff School. RESIGNATION OF DANA MAZZA It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education accept, with regret, the resignation of Dana Mazza from her position as Teacher of Mathematics at Columbia Middle School, effective June 30, AA. RESIGNATION OF MARY ANN SABELLA It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education accept, with regret, the resignation of Mary Ann Sabella from her position with the Cafeteria Staff at Mary Kay McMillin Early Childhood Center, effective June 21, Page 15 of 20

APPROVE COMPENSATION FOR ABA TRAINING It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve compensation for the following Summer School staff members for attending Applied Behavior Analysis (ABA) training on June 13, 2013, in preparation for their professional responsibilities: Emma Ingram - $50.00 (half day) Debbie Roan - $ (full day) Nicole Sacci - $ (full day) CC. APPROVE ADDITIONAL EMPLOYMENT TIME FOR READING PROGRAM It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board of Education approve additional employment time and compensation for two part-time district Reading Specialists to oversee and administer DIBELS reading program testing in the district s elementary schools, as follows: Julie Figlar One (1) day in June 2013, one (1) day in September Brenda Marley One (1) day in September Both Mrs. Figlar and Mrs. Marley will be compensated at the per-diem rate of their respective annual salaries ( /first half of ) for each additional day worked. Both of these Reading Specialists are contracted to work three (3) days per week; they would be compensated for days on which they would not normally work. BUSINESS Items A-F: All Board members. APPOINTMENT OF SCHOOL PHYSICIAN It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education approve the reappointment of Dr. Richard Bezozo as School Physician/Medical Inspector in the Berkeley Heights Public Schools for the fiscal year at the annual cost of $24, Explanatory Note: The annual cost represents an increase of 2% over last year. APPROVE SCHOOL BUS EMERGENCY EVACUATION DRILL STATEMENT It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education approve the School Bus Emergency Evacuation Drill Reports in accordance with N.J.A.C. 6A: and as shown on Attachment H. RENEW FIRE/ SECURITY ALARM/ DIGITAL VIDEO CAMERA/ CLOCK/ PUBLIC ADDRESS SYSTEMS INSPECTION MAINTENANCE & REPAIRS It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education renew a contract for all schools for for Fire/Security Alarm/Digital Video Camera/Clock/ Public Address Systems Inspection Maintenance & Repairs to A.C. Daughtry for fire alarm yearly inspections at $11, per year and repairs at $ per hour and $ per premium hour. Explanatory Note: The renewal of this bid represents no increase from last year s cost. D. AWARD OF BIDS FOR SCHOOL YEAR It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education authorize the award of the bids for the school year obtained through the District s Bidding Cooperative on a unit price basis to the vendors indicated on Attachment I. E. APPROVE MOUNTAINSIDE TUITION CONTRACT It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education approve the tuition contract to provide educational services and the contract for special services with Mountainside Board of Education to provide educational services for the school year as indicated on revised Attachment K. Explanatory Note: The tuition contract delineates costs for general education students and the special services contract is an estimate of services for which the actual rate will be determined at the end of the fiscal year as per applicable legislation and according to New Jersey Department of Education policy. H. APPROVE BERKELEY HEIGHTS YMCA AGREEMENT It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education approve the agreement with Berkeley Heights YMCA for the school year as shown on Attachment L. Explanatory Note: This contract reflects the agreement with Berkeley Heights YMCA for the upcoming school year to rent space from the district to provide after-care services and includes a 5% rental fee increase over the school year. I. AWARD CONTRACT FOR PAVING REPAIRS AT THOMAS P. HUGHES It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education award a contract to Crossroads Pavement Maintenance, LLC for paving/blacktop repairs at Thomas P. Hughes ES in the amount of $28, through Ed-Data. J. APPROVE JOINT TRANSPORTATION CONTRACT It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education approve the Joint Transportation Contract between Berkeley Heights Board of Education and Warren Township Board of Education to transport two special education students for the 2013 extended school year for $2, and one special education student for the school year for a cost of $6, K. ACCEPT DONATION It was moved by Mr. Smalley and seconded by Ms. Walsh that the Board of Education accept a donation of $ from Ms. Pam Donfield to be used to purchase materials to help students at Columbia Middle School. Mrs. Rattner responded that Mr. Geiger will present a report that includes student feedback at the July 25th meeting. Mrs. Johnson of Chestnut Hill Way asked when the HIB Report will be presented and stated that she supports banning all tobacco related products. Mrs. Rattner responded that the HIB Report will be presented at the July 25 th meeting. OTHER BUSINESS Mrs. Kirsch congratulated the staff on a successful graduation.
