1 STATE OF GEORGIA CITY OF DUNWOODY RESOLUTION 2015-xx-xx A RESOLUTION TO APPOINT MEMBERS OF THE COMPREHENSIVE PLAN FIVE YEAR UPDATE SOUNDING BOARD OF DUNWOODY WHEREAS, the Mayor and City Council awarded the Comprehensive Plan Five Year Update contract to Jacobs and their sub-contractor, the Project Team, to manage and develop a process for the update to the 2030 Comprehensive Plan; and WHEREAS, the Project Team, in coordination with City staff, shall facilitate a public involvement plan that integrates stakeholder interviews, public workshop meetings, a Sounding Board, surveys, and an interactive website, developed to attain input from citizens; and WHEREAS, the Mayor and City Council shall appoint members to the Sounding Board, each of whom are interested and invested in the community s well-being; and WHEREAS, the members are charged with assisting the Project Team in promoting public input sessions, advising on public workshop exercises and plan development, and shall serve at the pleasure of the Mayor and City Council. NOW, THEREFORE, THE MAYOR AND CITY COUNCIL OF THE CITY OF DUNWOODY RESOLVE that the following persons are hereby appointed as members of the Comprehensive Plan Five Year Update Sounding Board: 1. 2 BillyParrish Consulting Downtown Development Neighborhood Renewal Capacity Building BILLY PARRISH Billy Parrish is Principal and Senior Downtown Advisor of BillyParrish Consulting, a small niche consulting practice focused in the areas of downtown and neighborhood development. Billy is a capacity builder and downtown catalyst who helps local governments and nonprofit organizations develop strategies and specific projects that further the redevelopment goals of their downtown or neighborhood commercial areas. Billy has over 33 years experience in downtown redevelopment, nonprofit management and housing development. Billy was the first downtown development director in Rome Georgia and, with solid local public and private sector leadership, saw that Rome was designated one of the first 30 Main Street programs in the U.S. Billy was recruited away from Rome by the National Main Street program where he worked to establish State Main Street Programs in over 650 cities in 35 states. Prior to returning to Georgia Billy served as the Director of the National Main Street Center. In 1990 Billy returned to Georgia and worked in the areas of educational renewal, historic preservation and workforce housing development. From 2002 through 2012 Billy worked in the areas of downtown and community development with the Georgia Department of Community Affairs. In early 2013 Billy launched his own consulting practice and has to date worked on projects and services in the Georgia cities of Augusta, Brunswick, Covington, Dahlonega, Dublin, Eatonton, Greensboro, Macon, Madison, Powder Springs, Sugar Hill and Toccoa, as well as provided advanced training to the Alabama Main Street program. At the 2013 Georgia Downtown Conference Billy delivered the highly-praised closing address, Where Main Street Meets Market Demand, as well as two ground-breaking economic development sessions covering The New Community Initiated Development Approach to downtown development. A regular contributor to the Georgia Municipal Association s People Place Purpose blog, and Chair of the Dunwoody Sustainability Commission, Billy brings a unique combination of vision and in-depth experience across a wide array of community development initiatives, downtown and neighborhood development skills, community capacity building and process management. 3 Richard A. Krisak Chief Operating Officer MARTA Richard A. Krisak is the Chief Operating Officer (COO) for the Metropolitan Atlanta Rapid Transit Authority (MARTA), the ninth largest transit system in North America where he served as Assistant General Manager of Rail Operations & Development from 2007 to 2012, and Interim Deputy General Manager from 2012 to Richard is responsible for the oversight of the Authority s day-to-day operations with the objective of providing efficient, safe and reliable transit service to the public. His core responsibilities include the direction and oversight of the Authority s Bus Maintenance & Transportation, Rail Maintenance & Transportation, Paratransit, Engineering & Development, Maintenance of Way, Infrastructure and Vertical Transportation. Richard s duties also include building and maintaining relationships with the Authority s external stakeholders including both government entities and the business community. Richard is a senior level transit executive with an extensive and diverse career, expanding over thirty-three years in rail transit encompassing planning, design, construction and operations. He has worked with various rail modes including light rail, heavy rail, streetcar, commuter rail and freight. Richard has practical experience in operating rail service under both the Federal Railroad Administration (FRA) and State Safety Oversight regulatory schemes. Richard has managed the development of safety programs and related documentation for three new startup light rail operations including Dallas, Houston and Austin. He has also managed the preparation, submittal and negotiation of an FRA Joint Use Waiver Application to provide passenger service with non-compliant European equipment. In addition to his strong operating credentials, Richard has an extensive development background. He has a sound knowledge of rail transit design guidelines,

4 standards and industry practice. Richard holds a Bachelor s degree in Urban Planning from Cleveland State University. Richard is well respected in the industry and his expertise is frequently sought out to provide advice, assistance and leadership. He is currently a member of the FRA Rail Safety Advisory Committee (RSAC) Engineering Task Force that developed the newly adopted alternate compliant Tier I equipment standards. He is the past chair of the APTA Light Rail Vehicle Standard Specification subcommittee and is currently the chair of the APTA Light Rail Technical Forum. Richard was appointed by Mr. Ray LaHood, former Secretary of Transportation, to serve on the Transit Rail Advisory Committee for Safety (TRACS); this committee is tasked with the responsibility of providing the Administration with recommendations to improve rail transit safety. Rich grew up in a transit family; his father, relatives and extended family were employed for many years in his hometown of Cleveland, Ohio by the Greater Cleveland Regional Transit Authority (GCRTA) and its predecessor companies. He is currently a member of the Southeastern Railway Museum Board of Trustees.

5 ANN MILLER HANLON As Chief Operating Officer for the North Fulton Community Improvement District (CID), Ann Hanlon is in charge of the organization s daily operations, as well as its investment in transportation infrastructure. The CID has an annual operating budget of $2.4 million. Prior to joining the North Fulton CID, Ann served as the Project Manager for the Perimeter CIDs and as a Senior Program Specialist at the Atlanta Regional Commission. She began her career in the private sector, as a Research and Development Analyst with Press Ganey & Associates, a healthcare consulting firm in South Bend, Indiana. A native of South Georgia, Ann received a Bachelor of Arts degree with a double major in Government and Computer Science from the University of Notre Dame, and a Masters of Arts degree in Management and Finance from Georgia State University. She lives in Dunwoody with her husband, Michael and their two daughters, Elizabeth and Mary Catherine. Ann is a graduate of the Regional Leadership Institute through the Atlanta Regional Commission (2010), Leadership North Fulton (2006), a volunteer with Hospice Atlanta, a member of the Cathedral of Christ the King in Buckhead, and a member of the Junior League of Atlanta.

6 Daniel Drake Daniel Drake has been with the DeKalb County School District as their Planning Director for the past five years, where he directs the planning of schools, student enrollment forecasting, programming for the capital improvement program, and management of real estate. Mr. Drake has a masters degrees in city planning and traffic engineering from Georgia Tech. Prior to his tenure at the School District, Mr. Drake worked in local government (City of Milton), state government (State Road and Tollway Authority and Georgia Regional Transportation Authority), as well as private consulting in traffic engineering and transportation planning (Parsons Corporation and Wilbur Smith Associates).

7 NANCY MUSSELWHITE Nancy Musselwhite is Senior Consultant at Geo Strategy Partners: a management consulting firm focused on the market research and strategy needs of industrial and B2B client. Nancy is an experienced industry analyst and strategy consultant with over 15 years of B2B/industrial research and marketing experience and a total of 25 years of international business and economic development experience. As coordinator of the organization s business-tobusiness marketing communications program to attract domestic and foreign investment, Nancy proved her ability to influence corporate thought-leaders. Between 2004 and 2007, she recruited 68 companies to metro Atlanta, creating 1,600 initial jobs (3,200 over three years) and absorbing 2.4 million square feet of office and industrial space. Nancy graduated summa cum laude from Carleton College with a BA in International Relations/Political Science. Her master s degree in Economic and Political Development was earned with distinction from Columbia University s School of International and Public Affairs. Nancy received a Certificate from the East Asian Institute at Columbia University and completed studies at East China Normal University/Shanghai Institute of Law and Politics in China. Nancy serves on the Board of the Convention & Visitors Bureau of Dunwoody and is a member of Women in Manufacturing. Her children attended Vanderlyn Elementary, Peachtree Charter Middle School, and Dunwoody High School. She and her husband Wayne live in North Springs subdivision in Dunwoody s Georgetown submarket Roswell Road, Building 300, Suite 350, Atlanta, GA

8 Kathryn Chambless has been a resident of the Georgetown area Dunwoody since Since the City s inception, she has served on the Dunwoody Parks and Recreation Master Plan Sounding Board and the Georgetown Master Plan Sounding Board and is currently a member of the Dunwoody Urban Redevelopment Authority. A 1989 graduate of Agnes Scott College, Kathryn has held college administration positions in admissions, alumni affairs and career services at Agnes Scott and Georgia Tech. More recently, she has worked in design and product development in the paper crafting industry. Kathryn is married to Larry Chambless and they have two teenage children who attend Peachtree Charter Middle School and Dunwoody High School.
