3 Convention Speakers B A N K E R S D I V I S I O N Cynthia L. Blankenship is chairman of the Independent Community Bankers of America (ICBA) and vice chairman/chief operating officer and charter shareholder of Bank of the West in Irving, TX. Blankenship has served on the ICBA executive committee as chairman-elect and vice chairman. In addition to presiding at ICBA s executive committee and board of directors meetings, she chairs the ICBA Strategic Planning Committee. Blankenship previously served as vice chairman of the Strategic Planning Committee and as chairman of the ICBA Congressional Affairs Committee, the ICBA Bank Education Committee, Policy Development Committee, and Membership/Marketing Committee. She also serves on the ICBA Nominating Committee and as an exofficio member of ICBA s standing committees. Blankenship has held leadership positions in both the Independent Bankers Association of Texas (IBAT) and the Community Bankers Association of Oklahoma. Prior to her involvement with Bank of the West, Blankenship held management positions at Independent National Bank of Irving, First National Bank of Grapevine, and Farmers and Merchants State Bank of Krum in Texas. She attended Southern Methodist University, Texas Tech University, and Louisiana State University. She was appointed dean for bankers and currently chairs the Southwestern School of Banking Foundation at Southern Methodist University. In 2004 US Banker magazine named Blankenship one of the 50 Most Powerful Women in Banking. Bob Corker grew up in Chattanooga, TN, where he attended public schools, played sports, and from an early age learned to love and value hard work. He took his first job at age 13 picking up trash and spent his teenage years bagging ice, working at the Western Auto, and putting in long hours as a construction laborer. Corker graduated from the University of Tennessee in 1974 with a degree in industrial management, and after working four years as a construction superintendent, he started his own construction company with $8,000. The company grew as it quickly gained a reputation for meeting deadlines on time and under budget and eventually expanded to operations in 18 states. Over time, Corker s business interests evolved to acquiring and developing commercial real estate. After traveling with his church on a mission trip to Haiti in his late twenties, Corker began to take a closer look at needs in his own community. He led the creation of Chattanooga Neighborhood Enterprise, a nonprofit organization that today has helped over 10,000 families secure decent, fit, and affordable housing through low-interest loans and personal training in home maintenance. In 1994, he was appointed Tennessee commissioner of finance and administration, where he served for two years. As commissioner, he tightened the state's budget and helped move almost 40,000 Tennesseans off welfare and into jobs. In 2001, Corker was elected mayor of Chattanooga. He transformed Chattanooga s waterfront attracting $2.1 billion of investment to revitalize the city, implemented merit bonus pay for teachers which dramatically raised student achievement in some of the city s most challenged schools, and worked with local law enforcement officials to cut violent crime in half. In 2006, Corker was elected to serve in the United States Senate. He is a member of the Senate committees on Banking, Housing, and Urban Affairs; Energy and Natural Resources; Foreign Relations; Small Business and Entrepreneurship; and the Special Committee on Aging. Corker and his wife, Elizabeth, have been married for over 20 years and have two daughters. Lincoln Davis was raised in rural Fentress County in Tennessee and has proudly served Tennessee's Fourth Congressional District since January of Davis came to Congress with the promise to work beyond party lines and find practical solutions to improve the lives of Tennesseans, saying, "I will take positions because they are right for the people of Tennessee's Fourth District, not because they are right for Democrats or Republicans alone." His commitment to public service began in the early 70s when Davis served as Tennessee state Jaycee president. His Jaycee service, coupled with the lessons learned as a young man, opened his eyes to the good that can be done by serving the public. First elected Mayor of Byrdstown in 1978, Davis went on to serve in both the Tennessee House of Representatives and the Tennessee State Senate. In the state legislature, Davis fought for long-term care for senior citizens, character education in schools, and tough domestic violence legislation. Today in the US House of Representatives, Davis champions legislation that will create opportunities for economic development, curb methamphetamine abuse, improve veterans' benefits, strengthen homeland security, and promotes a balanced budget. Davis serves on the Financial Services Committee and the Agriculture Committee. The owner of his own company, Diversified Construction, Davis understands the needs of small business owners in Tennessee. He continues to work for small businesses in Tennessee as a member of the Financial Services Committee, supporting effective tax relief and working hard to make Tennessee businesses more competitive. As a member of the House Committee on Agriculture and himself a soil scientist with a degree from Tennessee Technological University, Davis uses the lessons learned working on the farm with his brother to fight for Tennessee growers in the Fourth District and across the state. Congressman Davis is also a member of the Congressional Blue Dog Coalition, a group of 47 fiscally conservative House Democrats whose goal is to balance the budget each year. As a member of the Blue Dog's Majority Whip team, he plays a key role in developing strategies to foster bi-partisan solutions for writing legislation that makes government work better for Tennessee and the nation. Wade Oliver joined Vining Sparks IBG, LP, in 2003 as director of asset/liability management, a group that provides outsourced asset/liability reports and other technical assistance to the firm s customers and sales representatives. Vining Sparks A/L management department specializes in servicing the needs of community financial institutions by assisting in asset/liability measurement, policy, compliance, and strategies. Oliver has been a frequent speaker at various industry and regulatory seminars, including the Federal Reserve Bank and various industry conferences, on interest-rate risk and asset/liability management. He has also written numerous articles for various trade publications and serves as instructor for A/L at the Barret School of Banking. Prior to joining Vining Sparks, Oliver was employed by a $3bb financial institution in the Midwest, where he served various treasury functions including chair of the ALCO. Before that position, he was a senior financial analyst at a regional dealer bank where he was involved in various A/L and investment positions, including founding the bond accounting, asset/liability services, and the A/L consulting departments. Oliver earned his BFA degree in education from the University of Memphis. David L. Petro joined ICBA in 1996 as executive vice president of ICBA Bancard, to build the debit card program. In 2001, he assumed responsibility for business development at Bancard before moving to the ICBA Services Network in 2004 as executive vice president of business development. Over the past four years, he has guided the Services Network Marketing organization and worked with Gary Teagno on new business opportunities. In 2007, Petro was named president of ICBA Mortgage to assure that the transition to a new vendor delivers the products community banks need to expand their mortgage originations. He leads the strategic planning process for all five operating companies in the ICBA Services Network. Oliver began his career in bank operations in the Midwest before moving to Florida as part of a rapidly expanding regional bank where he participated in the creation of ATM and debit card networks. Prior to joining ICBA Bancard, he was developing intelligent communications networks for a phone company designed to support financial institution transactions. Oliver earned his degree in industrial engineering from Purdue University in 1973.
