I hope you have a very prosperous 2018! It is a hard time to discuss the asphalt market with little going on in the actual paving of materials, but it is always a great time to promote asphalt as the BEST option for all agencies. I know I am preaching to the choir here, but asphalt is the best material option in most cases. Whether it is a full depth overlay or a preventive maintenance procedure, asphalt has an answer to a majority of needs in the paving industry. As an association devoted to the promotion of asphalt applications, we are constantly in front of folks who make decisions on what products to use and where. Asphalt is the most reliable and recyclable material you can find. With quality workmanship and materials, we will continue to thrive, but we cannot lose sight of fact that we must continue to achieve excellence in our finished product. The number one goal is to get the funding, and the second is to promote asphalt over other products. We have had a lot of accomplishments in the last season, including numerous visits with all levels of leadership in the legislature regarding funding and other issues related to our industry, as well as meetings with ARDOT in small groups and large groups about numerous issues. One of the greatest examples of this is our Asphalt Quality and Innovation Consider donating to the AAPA PAC so we can support candidates who support us. (AQI) group, which continues to go very smoothly and be jointly beneficial. Big thanks to the ARDOT folks for their companionship and partnership in working to provide the best products to the general public. AAPA met in a small group with Governor Hutchinson to discuss funding initiatives as it relates to our industry s future needs and how to achieve results for all. The outcome was very positive, as noted in the Governor s address to our Quality Conference in January in Little Rock. Governor Hutchinson discussed plans along with mention of infrastructure being a major focus going forward. AAPA will continue to push and have additional meetings in the future. On that note, please join us for a fundraiser for Governor Hutchinson on March 14, 2018, at the Riggs CAT office. See the website for more details, and to RSVP. President Trump in his State of the Union address mentioned infrastructure in a BIG way: $1,500,000,000 dollars (that is $1.5 trillion)! Arkansas must be ready to address matching funds to get our share. Arkansas has a big election cycle coming up in 2018, and we must get behind the candidates, regardless of party, that will back the needs and programs essential to our industry. In order to do this, we need your help. Consider donating to the AAPA PAC so we can adequately support the candidates who will support us. You can find a PAC donation form on the AAPA website. Finally, we feel strongly that safety must be a major factor in our business. As an association, we will be teaming up with ATSSA in order to put more emphasis on safety going forward; we will also be adding a committee devoted to the promotion of safety. As a CEO in our company stated so appropriately, I do not want to explain to an employee s family why they will not be coming home. Safety is key. 5 AAPA Hosts 14th Annual Quality Conference By Deborah Horn Governor Asa Hutchinson pledges support to infrastructure Gov. Asa Hutchinson s support for an improved highway system is undeniable, as is his quest to find the department more funding. He pledged both at the 2018 annual Arkansas Asphalt Pavement Association s Quality Conference kick-off luncheon. He announced he was making infrastructure funding part of his 2018 run for reelection. Asa Hutchinson Park Estes, AAPA Executive Director, said, This is huge. We greatly appreciate Gov. Asa Hutchinson s commitment to the betterment of our state and its people. The Ambassador Room in the Embassy Suites at Financial Centre Parkway in West Little Rock was packed as Steve Thweatt, AAPA Chairman, introduced the Governor, who started off bragging about his grandson, an exceptional high school basketball player, then moved on to the national tax cut, which he said he was glad it passed, and job creation in the Natural State. Currently, unemployment is at less than 3.6 percent. We are at full employment, said Hutchinson, who ran on a platform of job creation. He then touched on the subject of more in-state money for the Arkansas Department of Transportation (ARDOT), formerly the Arkansas State Highway and Transportation Department (AHTD). Highway funding will be a priority of mine We have to educate the public on the need, he said. The state needs to meet the projected shortfalls in the highway department s budget, and Hutchinson said he wants any state surplus funds to go to ARDOT. The 2019 state budget is expected to have built-in surplus money, he said. Hutchinson also described ARDOT as a good partner, saying it operates efficiently and is well-run. I look forward to working with you, he said to the room in closing. Gov. Hutchinson received a standing ovation. Getting down to business The 14th annual Quality Conference was held Wednesday and Thursday, Jan. 3 and 4, at the Embassy Suites in West Little Rock. As is tradition, attendees were privy to the latest news and best practices from the industry s leaders and experts. As many as 260 attended the Quality Track seminars, with another 100 registered for the Paving Ops Track. This year s conference featured 9 sessions, as well as messages from Arkansas Gov. Asa Hutchinson and ARDOT Director Scott Bennett, and a pep talk from NBA great Joe Kleine. ARDOT s Tony Sullivan again signaled the conclusion of the Conference with a wrap-up. Park Estes, AAPA Executive Director, said, As in the past, we strive to provide attendees with informative topics that directly relate to today s industry, address concerns and offer real-world solutions. We also work to offer a glimpse into upcoming technologies of value and changing regulations that will have implications on the ground. This year s response was overwhelming and attendance was up. Wednesday s Quality Track sessions included: ARDOT Update by Scott Bennett; FHWA Update by Angel Correa; Best Practices for Pavement Forensics and ABCs of Mixture Performance Testing by Tim Aschenbrener; and Project TRC-1802: Performance Mix Designs for Arkansas by Dr. Kevin Hall. Thursday s lineup included: Safety by Christ May; Implementing Intelligent Compaction by Shaun Long, Bill Laing and Kevin Keith; Talking Tack: A Synthesis of Practices Around the U.S. by Danny Gierhart; Success with PWL by Michael King, Jeff Adams and Dennis Bonds; and Transitioning to IRI for Pavement Smoothness by Chris Abadie. For a fourth year, the Paving Ops Track offered a half-day seminar that included: Distributor Trucks & Tack Coat Application by Brian Horner; Material Transfer Device/Paving Best Practice by Mark Johnson and Chuck West; Compaction by Tim Kowalski; and Milling Best Practice by Mike Burris. 6 AHTD is now ARDOT ARDOT Director Scott Bennett officially opened the conference Wednesday afternoon with a few updates on department programs, personnel, its re-branding and taxes. New personnel additions include Philip Taldo, who was appointed to the Arkansas Highway Commission in 2017, and David Archer, who is the new District 7 Engineer. Scott Bennett The Arkansas State Highway and Transportation Department (AHTD) is now the Arkansas Department of Transportation. In recent years, ARDOT began using the e-construction program. It allowed staff to streamline a number of processes and eliminate most bidding errors. Bennett said, We have made a lot of strides in e- Construction and are now considered a leader in it. Others are looking to us for expertise. He updated attendees about current state highway programs, including the Connecting Arkansas Program (CAP) and the Interstate Rehab Program (IRP). To date, there are 222 miles completed under the IRP, with about $668 million spent; there are 81 miles under construction, worth an estimated $523 million; there are 21 miles scheduled for 2018, worth an estimated $44 million; and another 170 miles, worth an estimated $290 million, scheduled between 2019 and To date, there are 27 miles, with about $188 million spent, completed under CAP; with 49 miles under construction, worth an estimated $403 million; there are 80 miles scheduled for this year, worth an estimated $1.09 billion; and 29 miles, worth an estimated $25 million, scheduled for 2019 and The next weeks at the Arkansas State Legislature will be critical. Bennett said he was happy that Gov. Hutchinson promised to build a surplus into the state s 2019 budget. ARDOT needs a projected $478 million per year over the next decade, but with current funding, it s not enough, he said. He encouraged voters to voice their concerns about lack of adequate funding for Arkansas highways, as well as the U.S. Congress failure to once again fund a highway bill at the national level. While a national infrastructure bill sounds great, Bennett said there isn t enough cash in the national treasury to support the measure, so plans are to call on the states to help pick up the tab. You only get a share if you have the funds, and, he said, the infrastructure bill could include water, sewer, broadband and road projects. A few words from the feds Angel Correa, Division Administrator of the FHWA Arkansas Division Office, hit the road running and hasn t slowed down since his arrival in Arkansas nearly two years ago. He was in charge of constructing the new Broadway Bridge in Little Rock and brought the project in ahead of schedule, but he wasn t at the conference to tout his Angel Correa department s accomplishments but instead to put focus on national problems and priorities. On America s highways, morality rates increased from 2015 to There was an increase of 1,976 fatalities, up to 37,461 highway deaths in Arkansas numbers are following the national trend, and cell phones may be reason for increase, Correa said. Motorcycle, pedestrian and bicycle deaths are also on the increase, while road construction workplace death numbers have held steady, he said. The department of transportation is working with the Arkansas State Police, installing rumble strips and energyabsorbing guardrails, all with the goal of further reducing workplace incidents and deaths and vehicle deaths. Also, Arkansas has adopted a number of federally-supported innovations, including Safe Transportation for Every Pedestrian (STEP), Traffic Incident Management (TIM), Automated Traffic Signal Performance Measures (ATSPMs) and Pavement Preservation and e-construction. Correa said, Safety is number one in Arkansas. Best Practices for Pavement Forensics Compared to last year, AAPA Quality Conference organizations doubled the number of sessions in the same timeframe. Most were shorter but were nonetheless in-depth and offered insights in current research and innovations taking place around the state and beyond. In Best Practices for Pavement Tim Aschenbrener Forensics, Tim Aschenbrener, FHWA Materials and Quality Assurance Team member, talked about the value of a systematic investigation in determining the reason for asphalt malfunction. Forensic investigation looks at premature failure and finds causes and determines practical solutions and strives for future improvements, he said. It s essential to put together a team with different backgrounds and various experience, consisting of contractors, engineers and more. It s especially beneficial if an original contractor or engineer from the project can be located, he said. The team then visually reviews the problem, noting where it occurred and comparing it to surrounding projects. If previous 6 AAPA 1st Quarter 2018

7 forensic reports are available, it should be included in a documentation review, as well as all sampling, testing and analysis. Recommendations should be included in the report, to keep history from repeating itself, he said. ABCs of Mixture Performance Testing Aschenbrener also covered ABCs of Mixture Performance Testing. We started with the Balanced Mix Design Taskforce about two years ago, he said The goal was to research and to get that information out to a good mix of people, including academia, state DOTs, consultants and contractors, and to make sure the right mix is being used in the right location, Aschenbrener said. The right mix can help reduce or eliminate problems such as rutting, moisture in the mix, and fatigue, reflection and low-temperature cracking. Each state has different needs and problems, so he recommended using the test that best suits your state, and choose two or three tests instead of trying to do everything with one. As importantly, take advantage of any prior testing, look at others research, including NCAT s, he said. Project TRC-1802: Performance Mix Designs for Arkansas Dr. Kevin Hall, University of Arkansas Professor, did double duty this year, introducing speakers as well as presenting Project TRC-1802: Performance Mix Designs for Arkansas. Currently, the Arkansas Superpave system includes only a performance-related test for rutting but no procedure that judges cracking performance. TRC-1802 Dr. Kevin Hall sets out to solve this problem by identifying tests in conjunction with volumetric mix designs that accurately identify early-age cracking susceptibility by recreating mix designs currently in the field. Tests must be simple but effective and cost has to be a consideration, Hall said. Key Phase 2 questions include: Does the test accurately rank the mixes by field performance; What specification value is appropriate to ensure mixes will adequately perform in the field; and What are the potential impacts of any new specification on existing/future mix designs? The goal is to bring Arkansas into the modern era of asphalt mixture design. A few words from Joe Kleine It takes teamwork. It takes your best. That was the message from the former Razorback oh yes, Joe Kleine also played NBA basketball who closed out the first day of the conference. Whether you re going for the winning goal or busing that last table, every job is Joe Kleine critical to the win, he told a packed room. According to Wikipedia, Kleine s college career included a year at Notre Dame, from , before heading to Arkansas to play for the Razorbacks from 1982 until During his college years, he played for the U.S. National Team in the 1982 FIBA World Championship, and two years later, he won a gold medal as a member of the U.S. Olympic basketball team. That same year, he was a Round 1 NBA draft pick, 6th overall. Over the next 15 years, he would also play for the Sacramento Kings, Boston Celtics, Phoenix Suns, LA Lakers, New Jersey Nets, Chicago Bulls, and finally end his career with the Portland Trail Blazers. Kleine played with greats like Michael Jordan, Charles Barkley, Larry Bird, Kevin McHale, Scottie Pippen, Steve Kerr and Dennis Rodman, and won an NBA championship in 1998, as a center for the Chicago Bulls. Over his career, he scored 4,666 points. Sportswriter Jon Goode wrote what made Kleine great was that he accepted his role and was ready to play every night. After coaching high school basketball in Little Rock, he was assistant coach for the University of Arkansas at Little Rock. These days, when not entertaining audiences, he lends a hand at Corky s Little Rock restaurant, which he co-owns. Job AWARE-ness The next morning, the conference transitioned from teamwork to work wellbeing. Once again, AAPA conference organizers put safety front and center, and who better to lead the Safety session than Chris May, Oldcastle Materials Inc. Vice- President for Safety and Environmental Operations. In 2015, 130 highway construction employees were killed nationwide. That s Chris May 130 too many, and regulations and laws alone won t save lives, because, May explained, 80 percent of accidents are caused by distracted drivers. This means vehicles plow through work zones, putting the road crews at risk, so Oldcastle came up with a workplace intrusion warning system AWARE to aid in the reduction of deaths. AWARE (Advanced Warning and Risk Evasion) as its implies, warns employees of approaching danger with alarms and flashing lights. This doesn t replace best practices but enhances it, she said. She continued, It s proven that the system works. It s been tested across the country in 12 states, and Texas A&M University validated it. The plan is to go to market at some point this year. 8 technical panel. The team was largely made up of DOTs, he said. The report includes sections on survey results, case examples and conclusions, and also discusses the reason for good tack coat application, typical pavement distress and possible reason for poor bonding. It looks at the importance of tack coat, as well as defines it and delves into specifications, material, construction practices, percentages used and testing. The NCHRP document is scheduled to be published this spring, and he added, I think it will be most interesting. Success with PWL Dennis Bonds, APAC Quality Control Director, Michael King, APAC Project Manager, and Jeff Adams, APAC Bill Laing Kevin Keith Shaun Long The future is here In Implementing Intelligent Compaction Bill Laing, Volvo Intelligent Compaction Trainer, said the new and evolving technologies are taking some of the guesswork out of road construction. These days it s more important than ever that a driver can do more than pave a straight line. The industry is changing, and latest electronic equipment allows operators to track density, temperature, keep track of passes and vibration in real time from their cab. Also, the electronic information or data is passed through a Wifi connection and stored in the cloud. Kevin Keith, Hugg & Hall Construction Equipment Sales Manager, joined Laing in the presentation, adding that there are planned enhancements, like pave-, compact- or densityassist programs and machine-to-machine communication. We re working machine-to-machine communication right now, but how to do it is still being debated, Keith said. Shaun Long, APAC Project Scheduler, said there are advantages to intelligent compaction, such as mapping the roller path, recording speed, temperature, and density. Accurate information is gathered and can be used to assess job performance and generate reports. The setup is fairly easy. About a minute and boom, you re done. But the biggest benefit, you know exactly where to start and stop, and where you need to go. Talking Tack In Talking Tack Danny Gierhart, Asphalt Institute Southeastern Regional Engineer, offered no new research but instead talked about the work of the NCHRP group who pulled in information from about all 50 states and seven Canadian provinces to produce a synthesis document. He explained it s a report that assembles and disseminates information on a topic Danny Gierhart of current highway practices and is prepared by an expert with assistance from a Dennis Bonds Michael King Jeff Adams Extrusion Manager, joined forces in Success with PWL. Their discussion included the difficulties and rewards of completing their company s mill and inlay project, that covered an approximately 50-mile stretch of I-40, from exit 264 to 267, and two bridges near West Memphis. It also required that traffic be kept moving with minimal interruption. Adams said, We had weekly meetings to discuss problems and potential problems. Staging was critical and sections often involved redirecting traffic to alternative lanes, Adams said. King said, The toughest part of the job is where I-40 and I-55 intersect and closing lanes is always hard and dangerous. Traffic wasn t their only concern; there was high water, bayous, weather, small and/or multiple mix batches, short pulls, and pavement transitions. Bonds said, We planned ahead, talked with key folks, including plant operators, buyers, bosses and pavers. It wasn t overly simple to determine the pay factor but it wasn t impossible either, he added. Safety was important to us. We started this job in late 2015 and had no serious injuries or accidents while on the job, King said. We all worked together to complete the project, Bonds said. Transitioning to IRI for Pavement Smoothness Optimum smoothness is the ultimate goal, Chris Abadie, Pine Bluff Sand & Gravel Technical Advisor and Engineer, said in his session, Transitioning to IRI for Pavement Smoothness. Everyone needs to know what to do to build a smooth road. Remember, build it smooth on a good foundation and it will stay smooth, he said. In addition to a pretty road, smoothness extends the service life of the road; is Chris Abadie safer to travel on; lowers driver fuel consumption; and there s less wear-and-tear on road construction 8 AAPA 1st Quarter 2018

9 equipment and motorists vehicles, he said. Achieving smoothness is achievable and repeatable. Abadie said, The IRI (International Roughness Index) is a great tool and can be measured with an inertial profiler. It s fast and repeatable. In addition, achieving a smooth pavement isn t government types versus the guys on the ground, But it takes a team. We re all here to be the best we can be, he said. A final note Tony Sullivan, ARDOT s Assistant Chief Engineer for Operations, marked the end of the 14th Annual AAPA Quality Conference. We have come to the close of another great Quality Conference As always it was informative and I want to thank Park Estes, Kevin Hall and others. It was a great conference. 19 AAPA Member SPOTLIGHT Rogers Group, Inc. Perhaps the most interesting part of Rogers Group, Inc. is its long, rich history. The company was founded by Ralph Rogers in 1908 as Bloomington Crushed Stone, located in Bloomington, Indiana. At this time, roads were in terrible condition, often impassable, and the only tools to be used were horse-pulled carts, sledgehammers, and sweat. Luckily, this was also a time when people were realizing the need for better roads for farmers, for automobiles, etc. Over the years, Rogers Group endured many hardships, including the Great Depression and WWII, but they also celebrated many victories, such as helping build part of the Eisenhower Interstate System. In 1983, seven years after Ralph Rogers passing, 29 companies merged to form Rogers Group, Inc. The company was then led by Ralph s three grandsons: Sam, Rick, and Ben Rechter. The company is still privately owned by the family of Ralph Rogers. They continue to hold to his principles of hard work, fairness, and helping others. Rogers Group is known for being involved in communities, not just by giving money but by going out of their way to help people. Today, Rogers Group has 2,000 employees, 200 of which work in Arkansas. The Arkansas office serves primarily in Central and NWA, doing highway construction, asphalt paving, stone base and supplying construction aggregate. Some recently-completed projects include: the Hwy 13 extension in White Co.; Hwy 65 in Bee Branch; Dave Ward Drive in Conway; and the New Baker-Willis interchange on I-40 in Conway.
