No consideration will be allowed for extras due to the Respondent not being familiar with this ddendum. This ddendum No. 2 contains 42 pages in total. RFEOI/SOQ TITLE CHNGE The title of RFEOI/SOQ # for Supply, Delivery and Installation of Refrigeration Plant and rena Floor Package is hereby changed to Pre-qualification for rena Refrigeration Plant System Contractor. ll references to Supply, Delivery and Installation of Refrigeration Plant and rena Floor Package shall now read Pre-qualification for rena Refrigeration Plant System Contractor. CLRIFICTIONS ND/OR MODIFICTIONS ) Schedule Scope of Services and Schedule B Form of Submission are hereby deleted and substituted with the attached Schedule and Schedule B. 2 SCHEDULE SCOPE OF SERVICES. PURPOSE The City of Surrey (the City ) invites request for expressions of interest and statements of qualifications for specialized contractors for the supply, delivery, installation and commissioning of arena refrigeration plant system and associated works for the following projects: North Surrey Sports & Ice Complex located at venue in Surrey, BC. Cloverdale Sport & Ice Complex located at Cloverdale Fairgrounds (lots 7770, 786, and venue; 7763 and venue) Surrey, British Columbia. 2. BCKGROUND The City of Surrey: The City of Surrey is an energetic and dynamic city known for business and investment opportunities supported in part by its progressive and forward thinking economic vision. Surrey is a city within the greater Vancouver Census Metropolitan rea just over 40 minutes from downtown Vancouver and 30 minutes from the Vancouver International irport. The City's population, estimated at 502,000 people, experienced a growth rate of 3%+ from 200 to 2006 and is centered in a region that has a population in excess of 2.2 million people. The City is the second largest city in BC. Based on its high growth rate, the City is expected to surpass Vancouver to become the largest city in the Province of BC in terms of population in the next 20 years ±. Surrey's City Centre has been identified as Metro Vancouver's "2nd metropolitan core" and the downtown for the Fraser Valley. The City is traversed by five major highways and four railways, has deep-sea docking facilities and is located near an international airport. Two Canada/United States border crossings are located on the southerly boundary of Surrey. North Surrey Sports & Ice Complex: The North Surrey Sports & Ice Complex will be a new facility providing three (3) NHL sized arena sheet spaces for the use by ice and dry floor sports, lessons and recreation. The 2,500 sq.m. building will include change rooms, officials rooms, spectator seating, fitness, yoga room, spin bike room and supporting facilities. Front of house facilities include entry lobby, coffee place with lounge, skate rental shop and lace up benches/cubbies. dditional community spaces include multi-purpose rooms and meeting rooms. rchitectural Drawings are included in ttachment #. 3 Project Manager Turnbull Construction Project Managers Ltd. has been retained by the City as the Project Manager. Cloverdale Sport & Ice Complex: The Cloverdale Sport & Ice Complex will be a new facility providing two (2) NHL sized arena sheet spaces for the use by ice and dry floor sports, lessons and recreation. The 8,500 sq.m. building will include change rooms, officials rooms, seating for 200 spectators per sheet, and supporting facilities. Front of house facilities include entry lobby, servery / vending lounge, skate rental shop and lace up benches/cubbies. dditional community spaces include 2 large multi-purpose rooms and 2 meeting rooms. Site development includes a new extension to 77B Street south of 64 venue, improvements to the Millennium amphitheatre Back-of-House, relocation of a Cloverdale Fairgrounds operations building, upgrades and improvements to 62 venue and the existing parking lot opposite the griplex building as well as new parking for approximately 240 spaces to serve the new arena. Schematic Design Drawings are included in ttachment #2. rchitect Taylor Kurtz rchitecture + Design Inc. in association with Rounthwaite Dick and Hadley rchitects Inc. have been retained by the City as the prime consultant. Refrigeration / Ice Plant Bradley Refrigeration Consultants Ltd. Project Manager City staff has been appointed to be the Project Manager representing the City. 3. CURRENT PROJECT STTUS North Surrey Sports & Ice Complex: Schematic design has been completed and DP application submitted to the City. Design development phase is ongoing. Cloverdale Sport & Ice Complex: Schematic design has been completed. Design development phase is ongoing. Design team is currently coordinating with the user group, once finalized design will move onto for full working drawings phase. The City is in the process of hiring a construction manager for integration of its service into the remainder design phase and to ensure design and budget alignment. 4. PROJECT OBJECTIVES ND SCOPE The City intends to engage a qualified contractor for the supply, delivery and installation of refrigeration plant and associated works for arena floor. This project consists of the ammonia refrigeration plant and arena floor materials. ll works to be completed to accepted best practices for the arena floor assembly. 4 The work includes the supply, installation, start up, commissioning and warranty of a new ammonia refrigeration plant and arena floors for the NHL size rinks for the North Surrey Sports & Ice Centre and Cloverdale Sport & Ice Complex. The work is to be complete system with piping and controls as per drawings and specifications. The refrigeration plant is to be capable of making ice in three (3) days in the month of ugust on one sheet when the one sheet of ice is installed and the other sheets are being flooded. The concrete slabs will be done by the arena floor contractor. ll works to be completed to accepted best practices for high quality and sustainable refrigeration practices. 5. PREFERRED EXPERIENCE, CPBILITY, CPCITY ND RESOURCES The City prefers that the Respondent is an ammonia refrigeration contractor that has experience, capability and resources with projects consisting of the following:. ll material, construction, installation and work shall be carried out in compliance with the CN/CS B Mechanical Refrigeration Code, NSI B3., B3.5, the Canadian Electric Code CS C22., CS Standard Z for safeguarding of machinery, latest revisions and updates in effect at the time of installation. Comply with all local building bylaws, Provincial, Federal and WCB codes, policies, rules and ordinances, IIR and SHRE Standards..2 Pressure vessels will comply with CS Standard B.5 and SME codes. Vessels, valves, heat exchangers, condensers and other pressure containing components will be approved for use in the Province of British Columbia. ll pressure containing components shall be listed individually or as part of refrigeration equipment by an approved nationally recognised testing laboratory. ll pressure-retaining components must be constructed to a design that is registered as a pressure vessel, fitting or piping system..3 Only experienced tradesmen qualified under Provincial regulations will be employed on this project. The refrigeration contractor must have a minimum of three (3) qualified journeyman with ammonia refrigeration experience on staff to bid on this work. Names and trades qualification certificates must be submitted as part of the Contractor s qualifications..4 Contractors bidding this work will be experienced in the installation of refrigeration equipment in plants of this size. The refrigeration contractor must have installed three (3) new ammonia arena refrigeration plants and arena floors with plate and frame chillers in the last five (5) years. Records of these installations should be submitted as part of their qualifications..5 full time supervisor suitable to the City and the Engineer will be employed to supervise the complete project. This supervisor shall cooperate and co-ordinate with the City and/or the Engineer to locate equipment, anchors and supports. HELTH & SFETY The Contractor will undertake all health and safety matters in accordance with applicable legislation and good industry standards. The Contractor will undertake all health and safety matters in accordance with company occupational health and safety program and the site-specific safety program that will be developed based on the safety, environmental, and operational risks associated with the proposed construction project. The Contractor will promote, assist at, and demonstrate a positive safety attitude at the Place of the Work. 8. WORKPLCE HZRDOUS MTERILS INFORMTION SYSTEM The Contractor will ensure that all materials subject to Workplace Hazardous Materials Information System (WHMIS) requirements are properly identified, labeled, used, and stored in accordance with the general requirements of the Hazardous Products ct and the Hazardous Materials Information Review ct, as amended from time to time, and the specific requirements of the Material Safety Data Sheet (MSDS) for the specific product. The Contractor will ensure that all hazardous materials are properly labelled and have the accompanying MSDS prior to arrival and use at the Place of the Work.
