6 WDUS 1796:2017 Foreword Uganda National Bureau of Standards (UNBS) is a parastatal under the Ministry of Trade, Industry and Cooperatives established under Cap 327, of the Laws of Uganda, as amended. UNBS is mandated to coordinate the elaboration of standards and is (a) a member of International Organisation for Standardisation (ISO) and (b) a contact point for the WHO/FAO Codex Alimentarius Commission on Food Standards, and (c) the National Enquiry Point on TBT Agreement of the World Trade Organisation (WTO). The work of preparing Uganda Standards is carried out through Technical Committees. A Technical Committee is established to deliberate on standards in a given field or area and consists of key stakeholders including government, academia, consumer groups, private sector and other interested parties. Draft Uganda Standards adopted by the Technical Committee are widely circulated to stakeholders and the general public for comments. 7 DRAFT UGANDA STANDARD DUS 1795:2017 Steel sheet furniture specification 1 Scope This specification covers the requirements for the following types of sheet steel furniture: a) stationery cupboards, b) linen cupboards, c) pigeon-hole cupboards, d) clothes lockers, e) gown lockers, f) wardrobes, g) filing cabinets, h) card index cabinets, i) horizontal plan filing cabinets, j) vertical plan filing cabinets, k) lateral filing cabinets. 2 Normative references The following referenced documents referred to in the text in such a way that some or all of their content constitutes requirements of this document. Terms and Definitions For the purpose of this standard, the following definitions shall apply. 3.1 Acceptable acceptable to the authority administering this standard, or to the parties concluding the purchase contract, as relevant 3.2 Casing the top, sides, back, bottom, kick plate, and front (excluding, when relevant, the door(s)) of an item of sheet steel furniture 3.3 defective an item of sheet steel furniture that fails in one or more respects to comply with the relevant requirements of the specification 3.4 Lot Not more than items of sheet steel furniture of the same type, size, construction, and finish, from one manufacturer, submitted at any one time for inspection and testing 3.5 Welding Continuous welding, intermittent fusion welding, or spot welding 4 Material requirements 4.1 Materials Mild steel Mild steel sheets (other than those used for supports and brackets) shall be cold rolled, close annealed, and flat. Mild steel for supports and brackets may be hot rolled Welding rods Welding rods shall comply with the requirements of ISO 698 or ISO 1071:2015, as appropriate Paints The paint used shall experience no deterioration when tested in accordance with ISO 7253, for a period agreed upon in advance between the interested parties Powders for powder coatings Powders for powder coatings shall be suitable for application by a fluidized bed process or an electrostatic spray process, and shall be based on a thermosetting resin of a suitable type. 9 DUS 1796:2017 acceptable percentage of reclaimed powder from the coater's own production of powder coatings of the identical type. 4.2 Constructional Requirements General Sheet steel furniture shall be of true and rigid construction, and all moving parts shall operate smoothly and easily. Where practicable, all sharp edges shall be folded over or rounded to obviate injury to the user. The finish of the bottom edges shall be smooth enough not to damage floors, supporting tables, etc., when the furniture is moved Machined Parts All machined parts shall be machined accurately to a smooth finish Fittings a) mild steel, chromium plated; b) mild steel, with the same finish as that of the casing; c) a corrosion-resistant alloy Fastenings a) Screws, nuts, bolts, and clips. Screws, nuts, bolts, and clips shall be of mild steel coated with zinc, cadmium, or chromium, or of a corrosion-resistant all o y. b) Rivets. The requirements of (a) above shall also apply to rivets except that mild steel rivets used for fixing fittings that have the same enamel finish as the casing may also have this finish Hinges Hinges shall be of an acceptable butt type or slip-on type, of length at least 60 mm, of mild steel of thickness at least 1,2 mm and with hinge pins of diameter at least 4 mm, or, when so specified by the purchaser, shall be continuous piano type mild steel hinges having butts of thickness at least 0,63 mm and hinge pins of diameter at least 2,0 mm Castors Castors shall be 50 mm swivel type castors, single or double wheeled or spherical, of a type and design suitable for use on woollen and synthetic textile carpets, and shall comply with the relevant requirements of US/ISO 22879: Welding and brazing a) Hot rolled sheets. Hot rolled sheets shall have been descaled before welding or brazing. b) Manual welding. Manual welding shall be such that there is proper adhesion (when copper alloy filler metal is used) or proper fusion (when steel filler metal is used) between the base metal and the filler metal. The base metal shall not be burned through. Welds shall have a smooth finish. c) Spot welding. Spot welding shall be resistance spot welding, and the distance between spots shall not (unless construction is such that a greater distance is acceptable) exceed 150 mm. There shall be proper fusion between the welded parts. d) Brazing. There shall be proper adhesion between the base metal and the copper alloy filler metal. UNBS 2017 All rights reserved 3
10 4.3 E n a m el Finishes General The furniture and any components that are not of a corrosion-resistant material or that are not coated with zinc, cadmium, or chromium shall have a class I or class II finish (see and 4.3.3). The class, the colour (see 4.3.4), and the texture of the finish shall be as specified by the purchaser. Painted surfaces shall be free from burrs and sharp edges and, unless otherwise acceptable, The paint finish shall be smooth, u n i f o r m l y applied, and free from visible defects. When the finish is tested in accordance with 8.2.1, the edges of the groove shall not be jagged and there shall be no exposure of the underlying metal. When tested in accordance with the paint system shall show no visible defects and the underlining metal shall be free from corrosion and scale Class I finish A class I paint finish shall comprise one or two coats of zinc chromate or iron phosphate primer and one or more coats of an enamel or powder having a mat, a semi-mat, or a high gloss finish, as relevant (see 4.3.1). The dry film thickness of the finish, determined in accordance with 8.2.3, shall be at least 60 µm Class II finish A Class II paint finish shall comprise one or more coats of an enamel or powder having a mat, a semi-mat, or a high gloss finish, as relevant (see 4.3.1). The dry film thickness of the finish, determined in accordance with 8.2.3, shall be at least 30 µm Colour The colour of the finish, determined in accordance with 8.2.4, shall be an acceptable match to the colour specified by the purchaser (see 4.3.1), which shall be, preferably, either No. G29, Light grey, or No. H04, Olive drab Powder-coated finishes Powder-coated finishes shall comply with the requirements of ISO 27831:2008 for either a type 1 or type 2 coated finish and shall have a high gloss, satin, or mat finish, as specified by the purchaser. 4.5 Metallic finishes Type The type of metallic finish (i.e. chromium, zinc, or cadmium) on components other than fastenings shall be as specified by the purchaser Chromium coatings Chromium coatings shall be free from coating defects such as uncoated areas, blisters, roughness, pits, cloudy patches, discoloration, and stains. The initial and subsequent electrodeposited layers shall completely cover the base metal or coated surfaces, as relevant. On testing: the coatings shall continue to adhere to the base metal and shall show no separation between the electrodeposited layers.. 4 UNBS 2017 All rights reserved
11 DUS 1796: Zinc and cadmium coatings When tested in accordance with 8.3 and 8.4, the thickness and adhesion of zinc and cadmium coatings on fastenings and, when relevant, on fittings shall, in the case of a) pins, clips, and rivets, comply with the relevant requirements of ISO :2016, as appropriate; and b)bolts, screws, and nuts, comply with the relevant requirements of ISO 2081 and ISO Specific Requirements 5.1 Stationery c u p b o a r d s Design and dimensions The cupboards shall be of one of the following types, as specified by the purchaser, and shall be supplied with the number of adjustable shelves specified by the purchaser. The overall dimensions of a cupboard shall, subject to a tolerance of 5 mm on each dimension, be as follows: Type A Type B Height, mm Width, mm Casings Depth, mm Mild steel sheet used for the casings shall have a thickness of at least 0,8 mm. Joints shall be on the edges of the casings and shall have been formed by flanging the sheets to a width of at least 12 mm and then welding, brazing, riveting, or bolting. The front edges shall be bent into a double return (at least 12 mm deep and at least 1 O mm wide) or into an inverted Z. Each casing shall be fitted with a kick plate, of height at least 75 mm, which shall form part of the bottom of the casing and shall be stiffened as necessary D o o r s Each cupboard shall be fitted with flush-fitting double doors of mild steel sheet of thickness at least 1,0 mm. The edges of each half of the double door (except the vertical free edge of the left-hand door) shall be bent into a double return of depth at least 12 mm and width at least 10 mm. The vertical free edge of the left-hand door shall be so bent as to form a rebate, of width at least 10 mm, against which the right-hand door can close. Each half of the double door shall be reinforced on the inside with at least one top-hat type mild steel reinforcement, of width, depth, and thickness at least 75 mm, 10 mm, and 1,0 mm respectively, that extends over the full height of the door and is acceptably welded into position Hinges Each half of the double door shall be fitted with at least three butt or slip-on hinges or, when so specified by the purchaser, with a continuous piano hinge (see 3.2.5), and the method of securing hinges to the doors and casing shall be acceptable. When a hinge is tested in accordance with 7.5, there shall be no evidence of failure of a hinge or its fasteners Arndt 1 UNBS 2017 All rights reserved 5
12 5.1.5 Locks and handles The cupboards shall have a locking system of one of the following types, as specified by the purchaser: a) an acceptable cylinder lock that forms an integral part of the handle, and that is supplied with two keys. The handle shall operate the latch rods (see 5.1.6). The handle and its accessories shall be of a corrosion-resistant alloy or of chromium-plated or cadmium-plated steel, and shall be acceptably secured to the right-hand half of the double door. When bolts are used to secure the handle to the door, the ends of the threads shall be riveted over the inside of the door. b) an acceptable handle that operates the latch rods and is suitable for use with a padlock that passes through matching holes in the handle and into a lug that is fixed to the door or that is an integral part of an escutcheon plate. The handle and accessories shall be of mild steel, and the parts visible when the doors are closed shall be chromium plated or cadmium plated Latch rods The cupboards shall be fitted with vertical latch rods that pivot on the latch plate and operate in conjunction with the handle and the latch plate to secure the door, and that fit into holes in the casing at the top and the bottom of the cupboard. The rods shall be of mild steel rod of diameter at least 8 mm or of mild steel strip of cross-section at least 12 mm x 4,5 mm. The rods shall be released fully when the handle is turned to the open position and shall be locked positively when the handle is turned to the closed position. The operation of the latch rods shall be smooth and easy, and the construction shall be such that the latch rods cannot be released without the operation of the handle Latch plates A latch plate, of mild steel sheet of thickness at least 2,5 mm, shall be rigidly secured to the handle on the inside of the door. If the latch plate is secured by a nut and bolt, a washer shall be fitted under the nut, and the bolt shall be riveted over Shelves The shelves shall be adjustable and shall be of mild steel sheet of thickness at least 1,0 mm. The edges of the shelves shall be bent into a double return that has a vertical face of height at least 18 mm and a return of depth at least 10 mm. When a shelf is to be supported on lugs pressed out of the adjusting strip (see 5.1.9), the return at each end of the shelf shall be so notched as to enable the shelf to be slipped into the cupboard and over the lugs (the shelf, when in position, being supported on the vertical face of the double return at each end) Adjusting strips Four top-hat type adjusting strips, of mild steel sheet of thickness at least 1,0 mm, shall be welded to the inner surface of the casing. The strips shall extend to within 100 mm of the top and the bottom of the cupboard, and shall be so positioned as to provide adequate support for the shelves. When shelf brackets are used to support the shelves, the adjusting strips shall have holes (to take shelf brackets) at 25 mm centres over their full length. Alternatively, the shelf supports shall be acceptable lugs that are pressed out from the adjusting strips (i.e. are integral with the adjusting strips). The vertical distance between lugs shall not exceed 65 mm. The type of adjusting strip shall be as specified by the purchaser. 6 UNBS 2017 All rights reserved
13 DUS 1796: Shelf brackets Unless the adjusting strips have pressed-out lugs, each shelf shall be supported on four shelf brackets. The brackets shall be of mild steel sheeting of thickness at least 1,6 mm and shall be so designed and constructed that the shelf is securely supported, and that adjustments in the height of the brackets can be effected easily. 5.2 Linen cupboards The requirements for type A stationery cupboards (see 5.1) shall apply, except that the depth shall be mm. 5.3 Pigeon-hole cupboards Design and dimensions The cupboards shall be of one of the following types (as required by the purchaser) and the number and arrangement of shelves and vertical partitions shall be as specified by the purchaser. Their overall dimensions shall, subject to a tolerance of 5 mm on each dimension, be as follows: Type A Type B Height, mm Width, mm Depth, mm Casings The requirements of shall apply Doors The requirements of shall apply Hinges The requirements of shall apply Locks and handles The requirements of shall apply Latch rods The requirements of shall apply Latch plates The requirements of shall apply. 14 5.3.8 Shelves and vertical partitions Shelves and vertical partitions shall be of mild steel of thickness at least 0,8 mm. Vertical partitions shall be flanged at the back, top, and bottom and shall be acceptably welded, riveted, or bolted to the casing.. Shelves shall be flanged, and welded or riveted to the side(s) of the casing and to the partition(s), as relevant. The front edges of partitions and shelves shall be bent into a double return, and one acceptable label holder shall be secured to the centre of the front of each shelf. 5.4 Clothes l o c k e r s Design and dimensions Lockers shall be of one of the following types, as specified by the purchaser. The overall dimensions of single lockers shall, subject to a tolerance of 5 mm on each dimension, be as follows: Type A Type B Height Width Depth The nominal overall width of double and larger lockers shall be the appropriate multiple of 300 mm or 515 mm, as relevant. The lockers shall be constructed in units of single or double lockers and, if larger units are required by the purchaser, they shall consist of a suitable combination of single and double lockers or extension units (having one side only) or both double lockers and extension units, bolted or welded together. Lockers shall have one, two, three, or four doors, as specified by the purchaser, each door being of equal height. When so specified by the purchaser, a locker shall have a security box fitted (see 5.4.8). A locker or combination of lockers shall be fitted with an acceptable kickplate or acceptable kickplates or with supporting legs (as specified by the purchaser) of height in both cases at least 75 mm unless otherwise specified by the purchaser Casings The requirements of (except, when relevant, those for kick plates) shall apply. The thickness of the back panel shall be at least 0,6 mm. Legs shall be acceptable Doors Each locker shall be fitted with a flush-fitting single door of mild steel sheet of thickness at least 0,8 mm, braced on the inside with one top-hat type reinforcement at least 75 mm wide, 10 mm deep and 0,8 mm thick, offset towards the outer edge of the door by at least 15 %. The edges of the door shall be bent into a double return at least 12 mm deep and 10 mm wide. Unless another type of vent is specified by the purchaser, each door shall have louvered vents at the top and at the bottom, so offset as not to coincide with the brace Hinges The requirements of shall apply. 8 UNBS 2017 All rights reserved
15 DUS 1796: Locking devices and handles Each locker shall be fitted with an acceptable hasp and staple or an acceptable lockable latch type securing device that can also serve as a handle (see 5.1.5(b)) Shelves Each-single door type A locker shall have a shelf at a position 225 ±5,0 mm from the top of the easing. The shelf shall be of mild steel sheet of thickness at least 0,8 mm, and shall be flanged at the sides and back, and welded, riveted, or bolted to the back and sides of the casing. The front edge shall be bent into a double return of height at least 12 mm and depth at least 10 mm Coat-hooks Each type A locker and each two-, three-, or four door type B locker shall have one 2-prong coat-hook of malleable cast iron, brass, mild steel, or an acceptable synthetic material in the centre of the underside of the shelf (or in the case of a two- or three-door locker the underside of the top), or two single-prong coat-hooks of acceptable section, one secured to each side of the casing at a convenient height or an acceptable hanging rail (see 5.4.9) Security boxes Security boxes shall be of 2 mm steel plate and of welded construction with an acceptable hasp and an acceptable staple, and shall be secured to the inside of the locker in a convenient position Hanging rail Each single-door type B locker shall be fitted with a chromium-plated steel or brass hanging rail, of outside diameter at least 12 mm that is fixed approximately 80 mm from the top of the locker. 5.5 Gown lockers Design and dimensions The overall dimensions of gown lockers shall, subject to a tolerance of 5 mm on each dimension, be as follows: Height, mm Width, mm Depth, mm 560 The lockers shall be fitted with an acceptable kickplate of height 100 mm or with legs of height at least 75 mm, as specified by the purchaser Casings The requirements of shall apply Doors The requirements of shall apply. 16 5.5.4 Hinges The requirements of shall apply Locks and handles Each locker shall be fitted with an acceptable cylinder type or pin tumbler type lock that is supplied with two keys, and an acceptable pull handle or door knob Hanging rail Each locker shall be fitted with a chromium-plated s teel or brass hanging rail, of outside diameter at least 12 mm, that is fixed approximately 80 mm from the underside of the locker shelf Shelf Each gown locker shall have a shelf at a position 300 ± 5,0 mm from the top of the casing. The shelf shall be of mild steel sheet of thickness at least 0,8 mm, and shall be flanged at the sides and back, and welded, riveted, or bolted to the back and sides of the casing. The front edge shall be bent into a double return of height at least 12 mm and depth at least 10 mm. 5.6 Wardrobes Design and dimensions Wardrobes shall be of size A, size B, size C, or size D, as specified by the purchaser, and their overall dimensions shall, subject to a tolerance of 5 mm on each dimension, conform to the appropriate of the following values: Size A Size B Size C Size D Height mm Width mm Depth mm The internal arrangement of shelves, drawers, when relevant, and hanging rails shall be of type I, type II, or type III (see 5.6.6), as specified by the purchaser, and the depths of shelves and, when relevant, partitions shall be such that no contact is made with them when a door fitted with a mirror and, when relevant, tie rail is closed (see 5.6.6) Casings and partitions The requirements of shall apply to both casings and partitions. The casings shall have rubber buffers strategically placed to deaden the sound of the closing of the door Drawers When so specified by the purchaser, the wardrobes shall be fitted with drawers. The number of drawers shall be as required by the purchaser. The drawers shall be of mild steel sheet of thickness at least 1 mm, they shall have a depth of 120 mm, and shall be acceptably reinforced. Joints shall be formed by flanging and then welding, brazing, or riveting. The top edges shall be bent over into a knife edge. Drawers shall operate on slides and guides, and each drawer shall be fitted with one acceptable pull handle. 10 UNBS 2017 All rights reserved
17 DUS 1796: Shelves Shelves shall be of mild steel sheet of thickness at least 1 mm. The front edges shall be bent into a double return of depth at least 12 mm and width at least 10 mm; the other edges shall be flanged. Full-width shelves shall be reinforced with one top-hat type reinforcement, of width 75 mm and depth 10 mm, that is positioned centrally between the long edges of the shelf Adjusting strips Four top-hat type adjusting strips, of mild steel sheet of thickness at least 1 mm, shall be welded to the inner surfaces of the casing in suitable positions to provide adequate support for adjustable shelves in the space not occupied by the drawers. The adjusting strips shall have holes (to take shelf brackets) at 25 mm centres over their full length. Alternatively, the shelf supports shall be acceptable lugs that are pressed out from the adjusting strips (i.e. are integral with the adjusting strips). The vertical distance between lugs shall not exceed 65 mm. The type of adjusting strip shall be as specified by the purchaser Internal arrangement The type of internal arrangement of shelves, divisions, hanging rails and, when relevant, drawers of wardrobes, shall be the appropriate of the following (see 5.6.1): Type I. The wardrobe shall have two shelves spanning its full width. The lower shelf shall be fixed 600 ± 10 mm from the top, and the upper shelf shall be adjustable. A chromium-plated steel hanging rail, of diameter 25 mm, shall be fixed by three brackets, welded one on each side and one in the centre, to the underside of the fixed shelf. The length of the brackets shall be such that the clearance between the rail and the shelf is 80 ± 3 mm. missing text not scanned page Filing cabinets Design and dimensions Filing cabinets shall be of one of the following types, having up to five drawers in the case of type A cabinets and up to three drawers in the case of type B cabinets, as specified by the purchaser. (Type B cabinets shall be suitable for the filing of X-ray films and computer print-outs.) The total height of a cabinet shall not exceed mm, and the minimum internal dimensions of each drawer shall be as follows: Type A Type B Casings Height, mm Width, mm Depth, mm Casing shall be of mild steel sheet of thickness at least 0,8 mm. Joints shall be on the edges of the casings and shall be flanged to a width of at least 12 mm, and then welded, brazed, riveted, or bolted. Each casing shall have a kick plate of height at least 65 mm, except that in a five-drawer cabinet the height of the kick plate shall be at least 20 mm and the kick plate shall be integral with the bottom of the casing and shall be acceptably reinforced. 18 5.7.3 Drawers Each drawer shall be of mild steel and shall be removable but shall be fitted with positive stops at each end of the traverse to prevent (a) accidental removal of the drawer and (b) damage to the drawer casing. The front of the drawer shall be of double-panel construction. The thickness of the outer panel shall be at least 1 mm, and that of the sides, bottom, and back at least 0,8 mm, except that thinner sheets may be used in all these cases provided that acceptable reinforcement is provided and that the complete drawer is of acceptable construction, and capable of withstanding, without becoming damaged or deformed, the tests given in 8.6. Each drawer shall be fitted with a compressor plate that has a locking device, or with acceptable cradles for the suspension of pocket-type holders, as specified by the purchaser. The compressor plate shall be of mild steel sheet of thickness at least 1,2 mm and cradles shall have sides of mild steel sheet of thickness at least 1,6 mm and ends and legs of mild steel sheet of thickness at least 1,2 mm. The sides and backs of the drawers shall have a height of at least 125 mm, and the top edges shall be bent over into a knife edge. Joints shall be formed by flanging and then welding, brazing, or riveting. Each drawer shall be fitted with ball or roller suspension that provides easy and efficient operation. When a drawer is loaded and tested as described in 8.6.1, the force required to open and close the drawer shall not exceed 70 N Drawer extension slides The drawer extension slides shall be of sturdy construction and capable of withstanding, without damage or appreciable wear, the tests described in 8.6. The slides shall be such that no rollers, ball bearings, or other components can become dislodged or cause undue friction during normal operation Locks a) Except as allowed for in terms of (b) below, each filing cabinet shall be fitted with a universal lock (i.e. an automatic unit-locking mechanism controlled by one cylinder-type plunger lock), or with one disc tumbler cabinet lock with a key-rotatable locking arm, or with another type of lock, as specified by the purchaser. Two keys shall be supplied with each lock. b) When so specified by the purchaser filing cabinets may be supplied as follows: 1) without locks, or 2) with each drawer fitted with a separate flat-type dead-lock, each lock being operated by a different key, two keys being provided for each lock, and each drawer being completely sealed off horizontally by means of mild steel sheet of thickness at least 0,8 mm Security locking bar When so specified by the purchaser, cabinets shall be fitted with security locking bars of mild steel of cross-section at least 25 mm x 5 mm. The bar shall pass freely through four lugs of mild steel plate, of thickness at least 5 mm, that are welded to the cabinet (through the top of the kickplate, on the drawer rail between the bottom drawer and the drawer above it, the centre drawer rail, and the facial return of the top) in a position that allows the bar to pass simultaneously through the lugs and the drawer handles. The top lug shall protrude far enough to have a hole, of diameter 13 mm, centrally situated in its width, 15 mm from the front edge, and well clear of the slot for the locking bar. 12 UNBS 2017 All rights reserved
19 DUS 1796:2017 The top of the locking bar shall be bent at an angle of 90 for a distance of 38 ± 2 mm, and shall be so drilled (to match the hole in the top lug) that a padlock can be used to secure the bar to the lug Handles and label holders Each drawer shall have a) one acceptable pull handle that is capable of withstanding, without becoming distorted, damaged, or detached, the test described in 8.6.1, and b) one label holder (that is either an integral part of the drawer handle or a separate unit acceptably secured to the drawer) suitable for indexing the contents of a drawer. 5.8 Card index cabinets Design and dimensions Card index cabinets shall be one-, two-, or four-drawer units, as specified by the purchaser. The size of the drawers shall be such as to accommodate cards of size A5, AG, or A7, as specified by the purchaser, and the dimensions of the drawers shall conform to the appropriate values given in table 1. 20 5.8.4 Handles and label holders Each drawer shall be fitted with an acceptable handle and label holder, an acceptable combined handle and label holder, or an acceptable handle in the form of a recess in the bottom of the front of the drawer, as specified by the purchaser. 5.9 Horizontal plan filing cabinets Design and dimensions Horizontal plan filing cabinets shall be so designed that they will not tip during use and when necessary a safety device shall be fitted to ensure that only one drawer can be opened at a time to obviate this. Horizontal plan filing cabinets shall be four-, six-, and eight-drawer units of internal drawer depth at least 75 mm or twelve-drawer units of internal drawer depth at least 30 mm, as specified by the purchaser. The size of the drawers shall be such as to accommodate AO or A1 size paper, as specified by the purchaser, and shall conform to the appropriate values given in table 2. When so specified by the purchaser, cradles of acceptable design and construction shall be supplied for use between cabinets that are placed one on top of the other to increase the stability of the assembly Casings The top and bottom of each casing shall be of mild steel sheet of thickness at least 1 mm, and the sides and back of each casing of mild steel sheet of thickness at least 0,8 mm. Joints shall be on the edges of the casing and shall be formed by flanging the sheets and then welding, brazing, riveting, or bolting. The front edges of the sides of the casing shall be bent into a double return of width at least 16 mm and depth at least 12 mm. The casings shall be so reinforced with L-shaped or top-hat type reinforcements of thickness at least 1,6 mm that each cabinet will be capable of supporting three similar cabinets filled with drawings and stacked one on top of another. 21 DUS 1796: Drawers Drawers shall be of mild steel sheet of thickness at least 1 mm, and shall be acceptably reinforced at the front, the bottom, and the corners. Each drawer shall have a hood that extends at least 150 mm from the back of the drawer and that is welded or brazed to the top of the inner surfaces of the back and sides of the drawer. A hinged flap shall be fitted to the inside front (at the top) of each drawer. The corners on the free edge of the flap shall be rounded off and all exposed edges on the drawer, hood, and flap shall be bent over into a knife edge. Both hood and flap shall be of mild steel sheet of width150 mm and of thickness at least 1 mm. Each drawer shall be fitted with rollers and with positive stops at each end of the traverse that prevent (a) accidental removal of the drawer and (b) damage to drawer and casing. The drawers shall be capable of withstanding, without deformation or undue wear, the tests given in H a n d l e s and label holders Each drawer for size AO paper shall be fitted with two handles and one label holder. Each drawer for size A 1 paper shall be fitted with two handles and with two label holders, so positioned as to serve, when relevant, the two compartments specified in The handles and label holders shall comply with the requirements of (a) and (b), as relevant, except that the label holders shall accommodate labels of the following sizes: Minimum depth drawer mm Normal size of label mm X X55 The gripping space between the drawer front and the handle shall be at least 25 mm deep and at least 80 mm wide. A cabinet shall be either a single-section or a multi-section cabinet, as specified by the purchaser. In the case of a multi-section c a b i n e t the number of sections required shall be as specified by the purchaser. b) Security. When closed, a cabinet shall afford a dustproof and rodent proof enclosure and, when the cabinet is locked, filed plans shall be acceptably secure. c) Fire resistance. 22 d) Filing mechanism. The filing mechanism shall be of the multi-pin type in the case of a multi-section cabinet (see ) and of either the two-pin or the multi-pin type in the case of a single-section cabinet (see (c)), and shall 1) be such that all filing and sorting operations can be carried out easily by an operator standing in front of the cabinet; 2) allow plans to be removed from or inserted into any section or in any location among the filed plans in the cabinet without necessitating the removal of any other plan; 3) support plans on filing pins that are firmly secured in position in the cabinet and that pass through holes in the top edges of the plans (the plans being provided for that purpose with an acceptable reinforcement that is readily obtainable from the supplier of the cabinet); 4) allow plans to be closely packed parallel to each other (in vertical planes); 5) so provide and be capable of maintaining a sorting position that filed plans can be manipulated and sorted on the filing and sorting pins before a plan is inserted or extracted. In the sorting position, the filing and sorting pins shall overlap by at least 25 mm (in the case of a multipin mechanism) or so engage or mate (in the case of a two-pin type mechanism) that plans can be moved smoothly in both directions across the junction. The mechanism shall be such that, by disengaging a safety stop or by opening a front panel, it is possible to create and maintain, during a filing operation, a gap between the sorting and the filing pins that is wide enough to allow the removal or insertion of a plan in the selected position without the risk of damage to the plan. e) Filing index. A cabinet shall have a filing index in an acceptable holder that is fixed to the casing or lid in a position convenient for the operator. The index space provided shall be commensurate with the maximum capacity of the cabinet. f) Stability. A cabinet shall be stable whether full or empty, and while being loaded or locked or when in the open (filing) position. When tested in accordance with 8.8, a cabinet shall show no tendency to overturn Multi-section cabinets A multi-section cabinet shall, in addition to the requirements specified, when relevant, in , comply with the following requirements: a) Each section shall have a set of filing pins (see (d)) that are mounted on the side of the filing space furthest from the operator, and a set of sorting pins on the side nearest to the operator. b) It shall be possible to select any section individually and to carry out sorting and filing operations in that section, without disturbing the other section(s) or separating sections that are locked together. c) A multi-section cabinet shall have either a single lid or an individual lid for each section Single-section cabinets A single-section cabinet shall, in addition to the requirements specified, when relevant, in , comply with the following requirements: a) The back panel of the cabinet shall be fixed and the front panel shall be movable. 16 UNBS 2017 All rights reserved
23 DUS 1796:2017 b) The filing pins (see (d)) shall be mounted on the inside of the back panel of the cabinet and the sorting pins on the inside of the front panel. c) When so specified by the purchaser, a two-pin cabinet shall have two sets of two pins, to allow two plans each of width not exceeding half of the width of the filing space to be accommodated next to each other in the same vertical plane Dimensions The internal dimensions (in the filing plane) shall permit the unencumbered hanging of plans of maximum height mm, measured from the lower edges of the suspension holes in the reinforcement (see (d)(3)) to the bottom edge of the plan, and of the overall width specified by the purchaser Casings A casing shall be of mild steel sheet of minimum thickness 1,0 mm or of an equivalent acceptable material. Joints shall be made only on the edges of the casing and shall be flanged to a width of at least 12 mm and then welded, brazed, or riveted. No bolts shall be used except in positions where the bolts are inaccessible from the outside when the cabinet is locked and where they will not damage plans during or after filing. The casing shall have a kickplate of height at least 60 mm. The kickplate shall be integral with the bottom of the casing and shall be stiffened as necessary. If the casing is of double-wall construction it shall be closed on the edges, and all edges (at openings and of lids) shall be bent into a double return of width at least 12 mm and depth at least 10 mm or into an inverted Z. Joints at corners shall be welded and shall be smoothly dressed off. The casing shall have a rigid removable panel or a door that is so positioned as to allow the easy recovery of any plans that may have dropped to the bottom of the filing space. The panel or door, if not of double wall construction, shall be so reinforced as to maintain its shape and alignment. The casing shall be so constructed that L i d s a) moving parts of the filing mechanism that are built into it can be easily exposed for inspection, maintenance, and repair purposes; b) the cabinet will pass through a standard single-door opening and if, for this purpose, parts of the cabinet are detachable, 1) it shall not be possible to detach them until the cabinet has been unlocked, and 2) it shall be easy for a layman to detach and reassemble them. The lid(s) shall be of mild steel sheet of thickness at least 1,0 mm or of an equivalent acceptable material, and the constructional requirements for the removable panel or door (see ) shall apply Stays Lids, doors, and hinged panels shall be fitted with rigid folding stays or spring-loaded devices that are capable of maintaining them in the open position. Stays and spring-loaded d e v i c e s shall be of corrosion-resistant metal or shall have a corrosion-resistant finish. Stays and springloaded devices shall be such that lids, doors, and hinged panels are easily operable by a person of less than average physical strength and shall be so designed and made as to UNBS 2017 All rights reserved 17
24 Mechanism obviate the possibility of unexpected collapse and closure of the lids, doors, and hinged panels. The moving parts of any mechanism shall be of corrosion-resistant material or shall have an acceptable corrosion-resistant finish. They shall work smoothly, and the fully loaded system shall be easily operable by a person of less than average physical strength. The operating mechanism shall have provision for adjustment of the alignment Filing pins and sorting pins Filing pins and sorting pins shall be smoothly finished, and their ends shall not cause damage to the suspension holes in the reinforcement on the plans (see (d)(3)). Pins shall be circular or oval in section or shall have radiused edges and, unless of intrinsically corrosion-resistant material, shall be chromium or cadmium-plated. In the case of a multi-pin cabinet, the centre-to-centre distances between filing pins and between sorting pins shall be identical and shall not exceed 150 mm. The positioning of each set of pins shall be such that, in the closed position, each sorting pin is midway between adjacent filing pins. In the case of a two-pin cabinet, the sorting pins shall telescope smoothly into the filing pins or shall be such as to form an unvarying cross-section at the lap when the cabinet is closed. Pins shall be either slightly convex upwards or straight. The strength of filing and sorting pins and their mountings shall be such that, when the pins are loaded to capacity, they are capable of supporting filed plans with the filing section fully extended, and the filing gap open Alignment and strength of filing pins and sorting pins a) When a cabinet is tested in accordance with 8.8, any deviation in the horizontal alignment of the upper surfaces of the filing pins and sorting pins in the cabinet or section of the cabinet that contains more than two filing pins shall not exceed 1,5 mm, and their mountings shall reveal no deformation or damage. b) When a cabinet is tested in accordance with 8.9, the difference between the two measurements on each pin shall not exceed 1,5 mm and at the conclusion of the test the pins shall comply with (a) above and, in the case of telescoping pins, the telescoping action shall work smoothly Lateral filing cabinets Design and dimensions General Lateral filing cabinets shall be either single units or composite units, as specified by the purchaser, and shall be designed for the storage of letters or legal documents, computer print-outs, disc packs, tape reels, and seals and suspension binders. Provision shall be made for the fitting of filing cradles, dividers, hanging channels, sway blocks, and for other available accessories, as specified by the purchaser. Adequate provision shall be made for label holders (see 5.7.7(b)) Single unit cabinets Single unit cabinets shall be one, two, three, four, or five tiers high, as specified by the purchaser, and are intended for use as individual units. 25 DUS 1796:2017 performance requirements of US ISO 22878:2004 Cabinets shall have the number and combination of drawers and adjustable shelves, and shall have either sliding, hinged, or retractable doors (with or without locks), as specified by the purchaser. When so specified by the purchaser, drawers shall have solid fronts, with or without locks, in which case doors shall not be required. Cabinets shall remain stable under all conditions of use and shall not tend to tip. The dimensions of a unit shall be in accordance with the following, subject, in each case, to a tolerance of ± 5 mm: Height, mm a 2-Tier cabinets 700 b) 3-tier cabinet 990 c) 4-tier cabinet d) 5-tier cabinet cabinets Composite lateral filing cabinets shall be five, six, seven, or eight sections high and two, three, four, or five sections wide, and the minimum depth of shelves shall be 500 mm, 300 mm, or 250 mm. The number of tiers (up to a limit of eight), and the shelf depth shall be as specified by the purchaser. Units may be placed side by side, back to back, and up to eight tiers high to provide the requisite amount of filing capacity. When so specified by the purchaser, a row of independent filing cradles that are able to move freely along the length of a row of cabinets shall operate on suspended rails fixed to the front of the cabinets. When fitted, the cradles shall be movable individually or collectively either to the left or right, in order to provide access to the rear filing areas. 26 Locks and handles The requirements of shall apply. 6 Marking Each item of sheet steel furniture shall be legibly and indelibly marked with the following a) the manufacturer s name or trade name or trade mark; b) the name of the products. c) the batch identification or the date of manufacture (which may be in code); ; and d) any additional information, as required 7 Sampling and compliance with the specification NOTE This section applies to the sampling for inspection and testing before acceptance or rejection of single lots (consignments) in cases where no information about the implementation of quality control or testing during manufacture is available to help in assessing the quality of the lot. 7.1 Sampling The following sampling procedure shall be applied in determining whether a lot complies with the relevant requirements of the specification. The sample so taken shall be deemed to represent the lot. 27 DUS 1796: Inspection and methods of test 8.1 Inspection Visually examine and measure the sample taken in accordance with 7.1 for compliance with all the relevant requirements of the specification with which compliance is not assessed by the tests given in inclusive. 8.2 Tests on enamel coatings Scratch resistance Use ISO , using a mass of g for class I finishes and a mass of g for class 11 finishes Corrosion resistance Use ISO The exposure period shall be 168 h for class I finishes and 72 h for class II finishes Dry film thickness Use ISO Colour Use ISO Tests on zinc and cadmium coatings on rivets, clips, and pins Use the relevant methods given in ISO 19598:2016 coatings to determine the thickness and adhesion of Ithe 8.4 Tests on zinc and cadmium coatings on screws, nuts, and bolts Use the relevant methods given in ISO 2081 and ISO 2082 to determine the thickness and adhesion of the coatings. 8.5 Test for door hinges Place the cupboard, locker, wardrobe, or cabinet, as relevant, to be tested in an apparatus capable of opening a door at least 95 at a rate of approximately 50 cycles per minute (a cycle being regarded as the movement of the door from the closed position to the fully opened position and back to the closed position). Carry out the opening and closing of the door for cycles and check for compliance with the requirements of Tests for drawers of filing cabinets Endurance test Load any one of the drawers of the filing cabinet with an evenly distributed mass of 32 kg. Using an actuating mechanism attached to the handle of the drawer, open and close the drawer times at a rate of opening and closing cycles per minute. Ensure that the drawer is allowed enough free movement to impart a shock load to the stops at the end of travel when opened and closed. Using a UNBS 2017 All rights reserved 21
28 suitable means, measure the minimum force required to open and close the drawer to or from any position between the fully open and fully closed positions. Examine the drawer a n d check for compliance with the relevant requirements of Strength test With the cabinet standing in a normal upright position and a drawer open to the full extent, place, for at least 1 min, a mass of 45 kg on the middle of the top of the front of the drawer. Remove the mass and examine the drawer for compliance with the relevant requirements of Tests for drawers of horizontal plan filing cabinets E n d u r a n c e test As in , except that the number of opening and closing cycles shall be , and the mass used 14 kg for drawers of depth at least 75 mm and 8 kg for drawers of depth at least 30 mm. Check for compliance with the relevant requirements of and Strength test With the plan filing cabinet standing in a normal upright position and a drawer open to the full extent, place, for at least 1 min, a mass of 22 kg on the middle of the top of the front of the drawer. Remove the mass and examine the drawer for compliance with the relevant requirements of Stability test for vertical plan filing cabinets Test mass piece The mass of the test mass piece shall be calculated as follows: Mass, kg = A x B x C x 350 where A = width of the widest plan that can be accommodated in the cabinet, m B = depth, measured from the centre of the filing pins to the upper surface of the bottom of the cabinet, m C = maximum effective length of the filing pins, m Procedure With the filing cabinet in the open (filing) position, suspend from the midpoint between the fixed ends of the outermost sorting pins a cable to the end of which the test mass piece (see 8.8.1) is attached. The length of the cable shall be such that the mass piece rests against the inner face of the front of the cabinet at a point midway between the point of suspension and the bottom of the cabinet. Check for compliance with the requirements of (f) and (a). 8.9 Alignment under load test for vertical plan filing cabinets With the sorting pins fully disengaged from the filing pins, measure, to the nearest 1 mm, the height from the cabinet floor to the upper surfaces of the two filing pins nearest to the centre of the filing section. Apply the mass piece used in the test given in 8.8 to the centre of the length of these two pins, ensuring that the load is distributed equally between them, and repeat the above measurements. Repeat the above procedure on the two sorting pins nearest to the centre of the filing section and check for compliance with the requirements of (b). 22 UNBS 2017 All rights reserved
