2 Intrductin On 22 March 2018, the Australian Infrmatin Industry Assciatin (AIIA) hsted its 7th annual Navigating Summit cnference, this year fcusing n hw technlgy is impacting the wrk, the wrkplace and the wrker f the future. Specifically, the Summit examined impacts within the public sectr what wrk it currently des, what skills emplyees will need and ptentially hw it will transfrm the way it perates. The aim f AIIA s Navigating series is t explre pprtunities and challenges f technlgy capability t generate debate and actin abut hw that capability can facilitate Australia s cntinued ecnmic prsperity and cmpetitiveness. The 2018 Summit was well attended by ver 200 delegates including Ministers, gvernment fficials, subject matter experts, industry leaders and media. Discussin centered arund plicy issues, trends, challenges and pprtunities related t new technlgies, and hw gvernment and industry can develp a practical strategy and actin plan t prepare Australians fr the jbs f the future. Research cnducted by the AIIA in February last year, shwed the Australian peple expect gvernment t deliver better digital utcmes. Attendees and speakers addressed the need t balance the rle f new technlgy and the human tuch t imprve the efficiency and quality f gvernment service delivery. Themes With an verarching fcus n hw digitisatin, autmatin, and advances in artificial intelligence will disrupt the public sectr wrkfrce, the Summit prgram cvered themes such as: Navigating the jbs f the future Examining hw new technlgies will change the wrk dne by public sectr emplyees, the skills they need t have, and the way that staff are recruited. Transitining the wrkfrce Ensuring the digital literacy f ur labur market is aligned with the pace f technlgical change. Architecting an agile wrkplace fr the future Explring the architecture and the cmpnents necessary t build an effective wrkplace where pervasive technlgies augment the rle and activities f peple. Building tmrrw s jbs tday Arising frm the Summit, a pririty fr AIIA is t ensure gvernment and industry cperate t help Australians upskill and adapt t jbs f the future. As well as identifying and addressing the needs f vulnerable sectrs less able t adapt t changes brught abut by technlgy. Evaluates skills, educatin and training needs f the future. 4 Insights in detail Is technlgical change a threat t jbs? Participants agreed that Australians need t embrace new digital and technlgical advances and pprtunities t ensure all ur industries remain cmpetitive. At the heart f this needs t be a psitive and cnfident narrative abut a future in which technlgy will be integral t the way we wrk, withut the fear f higher unemplyment. We have lst nearly 400,000 administratin and clerical jbs ver the last 20 years, and 60 per cent f all yung Australians are studying fr jbs that will likely disappear - but are the rate f jb lsses tday any greater than in previus decades? The answer is n. The difference is nt in the number f jbs that are being lst but in the types f jbs being lst. In the past jb lsses were centred arund farms and factries. Tday they are in the services sectr. The types f jbs grwing and disappearing is nly a small part f the stry the biggest impact f technlgical change is hw we d the jbs we already have. Australians are ding mre interpersnal, creative and decisin making tasks and less physical and administratin tasks. Machines and autmatin take away the tasks that are dirty, dangerus and repetitive, and make the wrk we d mre human. We are n the verge f a mve frm the infrmatin era t the augmented era where machines and minds cmplement each ther. Users f gvernment services expect persnalisatin and faster reslutin f issues, and frntline gvernment staff require autmatin and data t prvide quicker utcmes that are being demanded. While technlgy is at the heart f the disruptin t the wrkfrce, it is als the key t ur future prsperity and we must act nw t fully utilise it. Autmatin will ultimately result in higher prductivity and is likely t lead t flatter wrkfrce structures, mre flexible, activity-based rles and the emergence f agile teams wrking acrss departments. Participants agreed we need t think ahead. Althugh predicting what jbs will lk like decades away cannt be dne accurately, the next 10 t 15 years will see the use f data and analytics and technlgies such as autmatin, AI, augmented and virtual reality and rbtics increasingly integrate int the wrkfrce and at a much faster pace than we have experienced previusly. Predictins abut which jbs will exist in the future may nt be perfect but we can speculate, with a level f cnfidence, abut sme f the new types f rles and skill sets that will be required as these new technlgies build mmentum. Hw can Australia upskill and adapt t the jbs f the future? It is estimated that by the year 2030, 75 per cent f jbs that will exist have nt even been invented yet. If yu asked Australians 30 years ag, if there wuld be a Scial Media Manager r a Chief Innvatin Officer, fr example, the answer wuld have been a resunding n. The key t adapting is t upskill, crss skill and reskill ur peple but speakers said that this feels mre like a cmmentary at present, rather than a structured plan that we can drive tgether. Participants underlined that we need a different mind-set ne f makers, ders and life-lng learners and this needs t be supprted by new educatin mdels. Speakers addressed the need fr business, gvernment and academia t cllabrate and wrk in the same directin twards needed utcmes. There is an urgent need fr a practical strategy and actin plan fr the future f jbs. The plicy issues translate t digital inclusin, managing thse in transitin and mre fundamentally, skills, educatin and training. Page 4 f 7 29 March 2018

5 Participants agreed that plicy makers need t anticipate and respnd t issues, t minimise negative r damaging impacts well in advance. We need t be n the frnt ft and remember that transitin has always been part f ur scial fabric. What actin is required fr digital inclusin? Peple can t be left behind in the digital revlutin. Participants agreed active and practical strategies need t be develped t build Australia s digital literacy capabilities t prevent scial and ecnmic dislcatin. Withut a minimum baseline f digital knwledge, skills and resurces, citizens will have difficulty finding a jb in the future. Studies have cnsistently fund that equipping peple with digital skills that enable them t participate effectively in the labur market, delivers real ecnmic and scial benefits. It reduces unemplyment, drives prductivity and grwth and cntributes t brader scial chesin. ICT and digital leaders intend t wrk practively with gvernments and cmmunities t increase awareness f technlgy develpments n the hrizn, and t better understand and anticipate the wider scial and ecnmic impacts f these. Early identificatin f impediments t digital inclusin, particularly fr sme grups f individuals r cmmunities, means active and practical strategies can be develped early enugh t build Australia s digital literacy capabilities. Hw can rganisatins help wrkers transitin? Participants agreed rganisatins shuld prvide pprtunities fr emplyees t re-skill and up-skill t ensure ptentially disrupted wrkers are nt displaced r dislcated frm the brader cmmunity. They shuld als identify and address needs f vulnerable sectrs f the labur market. While participants were ptimistic abut the utlk fr jbs f the future, there is n dubt that sme jbs and peple will be impacted mre than thers. Fr sme this may invlve simple re-skilling r upskilling. Fr thers, their jbs may change substantially and at wrse, disappear. Prviding pprtunities fr wrkers t re-skill and up-skill is critical t ensuring ptentially disrupted wrkers are nt displaced r wrse, dislcated frm the brader cmmunity. Finally, participants agreed that mre research needs t be dne n the impacts f technlgy change n vulnerable sectrs f the labur market such as lder wrkers. Early interventin may lead t greater labur market participatin dwn the line. What skills, educatin and training d we need? Skilling up and reskilling ur labur market will be ne f the mst critical factrs in shaping the quality and resilience f ur future wrkfrce. Participants agreed that yung peple need t develp mre hlistic skills prtflis. Jbs fr tmrrw skills shuld be integrated int mainstream learning experiences and students shuld be prvided with creative and ding learning mdels. Meanwhile new skill acquisitin and emplyment based learning pathways shuld be investigated. T effectively participate in the wrkfrce f the future, children tday (and in the future) need t develp a mre hlistic skills prtfli. This includes increased general STEM capabilities and, mre imprtantly, creativity, reasning and cmplex prblem-slving skills, cmbined with scial and cgnitive prcessing skills. At the tertiary level imprved alignment between graduate skills and wrk readiness and the needs f emplyers is required. This is ne f the greatest areas f pprtunity fr industry t cntribute t future skill develpment. Studies have shwn that internship type wrk experience undertaken while at university can halve the time it takes fr students t find wrk nce they have graduated. Page 5 f 7 29 March 2018

6 New skill acquisitin mdels are als needed, fr example, higher apprenticeship schemes aimed t meet the needs f advanced training utside the traditinal university system, and study which prvides an emplyment-based learning path. With increased expectatins fr mre agile and flexible skill acquisitin, the rle f the vcatinal educatin and training (VET) sectr is increasingly imprtant. The VET sectr already has deep relatinships with industry, expertise and experience in middle skill qualificatin develpment, and typically prvides curse fferings that are shrter in duratin and directed t specific skill requirements. Hw d we encurage wrkplace and life-lng learning? Speakers nted that mre agile skill acquisitin mdels aimed t supprt the re-skilling and up-skilling requirements f the future wrkfrce are needed, including lifelng learning appraches. In the cntext f ur cmplex and fast paced digital ecnmy, future demands fr talent are changing faster than industry and educatinal institutins can keep pace with. Gvernment and industry need t ensure that n-ging learning structures and supprting systems are available t enable and empwer wrkers t refresh their skills. This ges beynd mainstream curriculum develpment t ensuring mre agile skill acquisitin mdels aimed t supprt the re-skilling and up-skilling requirements f the future wrkfrce. This is especially imprtant fr middle skill wrkers impacted by technlgy wh need t keep pace with changing skill demands. Participants agreed that knwledge transfer frm staff ensures cntinuity and that we must guard and prtect against key knwledge leaving departments withut a back-up. Knwledge must be centralised as we are nw past a psitin where ne persn hlds dmain knwledge. Again, the ICT industry has a key rle in advising f emerging technlgy and infrming the cntent and fcus f these structures and prgrams. What is the rle f industry in anticipating and infrming skills develpment? Participants agreed that we need t develp new mdels f industry engagement with educatin and training institutins. Reskilling and retraining effrts are unlikely t deliver the desired result unless their cntent anticipates impending change. Skills and educatinal cntent based nly n tday s needs will limit ur ability t make investment decisins fr the skills required fr tmrrw. While in the past it has been sufficient t address this lag f skills t jbs ver time, tday peple and businesses that d nt keep pace with technlgical change are disadvantaged. This has brader impacts n ur ecnmy. Industry has a key rle in helping infrm and prepare educatrs (specifically thse that develp and deliver curriculum cntent) abut hw new technlgy and its applicatin will demand new skill sets and hw technlgy can be used t deliver mre agile and flexible skills prgrams.
